Abstract This essay contributes to the development of an analytical political sociology examination of postcommunist policy pathways and applies such an analysis in a reinterpretation of the social policy pathways taken by Hungary and Poland. During the critical historical juncture of the early 1990s, governments in these new democracies used social policies to proactively create new labor market outsiders (rather than merely accommodate or deal with existing outsiders) in an effort to stifle disruptive repertoires of political voice. Microcollective action theory helps to elucidate how the break-up of hitherto relatively homogeneous clusters of threatened workers into newly competing interest groups shaped the nature of distributive conflict in the formative first decade of these new democracies. In this light, we see how the analytical political sociology of postcommunist social policy can advance and modify current, predominantly Western-oriented theories of insider/outsider conflict and welfare retrenchment policy, and can inform future debates about emerging social policy biases in Eastern Europe.

El título que posee este escrito se vincula al contexto de la pandemia y los desafíos de avizorar y/o de ocluir problemas sociales. Este artículo ha sido elaborado con la intención de compartir un ejercicio de problematización en relación a las políticas sociales. El objetivo es analizar una serie de políticas sociales que se han implementado en el contexto de la pandemia por COVID-19 en Argentina y que serán abordadas aquí en tanto grafías. Es decir, en tanto símbolos que nos permiten tensionar algunos aspectos respecto a las sociedades donde se implementan. Se trabaja a partir del análisis documental explorando algunas intervenciones sociales que se han dado desde marzo a agosto de 2020. Se concluye que estas intervenciones estatales operan como indicios acerca de un capítulo no menor de los problemas expresión de la cuestión social. Junto con ello, que en tanto disputa de sentidos, recorte y delimitación, participan de la definición de algunos problemas incluyendo otros. The title of this writing is linked to the context of the pandemic and the challenges of envisioning and / or occluding social problems. This article has been prepared with the intention of sharing an exercise of problematization in relation to social policies. The objective of this writing is to analyze a series of social policies that have been implemented in the context of the COVID-19 pandemic in Argentina and that will be addressed here as spellings. That is, as symbols that allow us to stress some aspects regarding the societies where they are implemented. It works from the documentary analysis exploring some social interventions that have taken place from March to August 2020. It is concluded that these state interventions operate as indications about a not minor chapter of the problems expressing the social question. Along with this, as a dispute of meanings, clipping and delimitation, they participate in the definition of some problems, occluding others.

The Asia-Pacific region has experienced major disasters, both natural and man-made, in the recent past. Hundreds of families and communities, and several governments, non-government organisations, international organisations and aid agencies have been engaged in relief, rebuilding and rehabilitation activities with varying degrees of effectiveness and success. This article aims to reflect on some of these post-disaster reconstruction experiences; exploring how a social development approach can be employed for the post-disaster social reconstruction; and suggest regional social policies and strategies for multi-stakeholder cooperation to effectively address post-disaster issues at the local level. Although efforts made by several agencies in very challenging contexts are commendable, there are few examples to show the application of the social development approach. By discussing the social development approach, the paper argues that the conscious use of such an approach facilitates a better planning and preparation for anticipated disasters, rehabilitation processes and the comprehensive development of disaster affected areas, including environmental and psycho-social issues. Towards this end, it underscores the role of regional social policies and multi-stake-holder cooperation. The discussion has implications for local and international communities, which are engaged in pre-planning and preparation for disasters and post-disaster reconstruction.

ABSTRACTThe aim is to rethink a decade of public social policies and the social changes generated through a qualitative study focused mainly on the exploitation of secondary data and bibliographic and documentary research. We consider initially the 2002 crisis; the gap between classes appears to be less extensive than during the crisis, but deeper and entrenched over time. That social crack forced the country to rethink and reposition its public policies; especially through the creation of new ministries (Ministry of Social Development), new forms of municipal government (mayors and councilors) and specifically, new social programs and policies that served to stop and reduce the growing poverty, especially extreme poverty (emergency plan, plan of equity, PANES program, food card, citizen income, etc.). Anyway, the discontent of large sections of the middle classes is evident; the high cost of living and tax burdens and problems of citizen security erode governanceRESUMENEl objetivo presentado es repensar una década de políticas sociales públicas y visualizar los cambios sociales generados a través de un estudio cualitativo centrado principalmente en la explotación de datos secundarios y la investigación bibliográfica y documental. Tomamos inicialmente como punto de referencia la crisis de 2002; la brecha entre clases parece ser menos amplia que durante esa crisis, pero a su vez más profunda y enquistada en el tiempo. Ese crack social obligó al país a repensar y reposicionar sus políticas públicas; especialmente a través de la creación de nuevos Ministerios (Ministerio de Desarrollo Social), nuevas formas municipales de gobierno (Alcaldías y Concejalías) y concretamente, nuevos programas y políticas sociales que sirvieron para detener y disminuir la creciente pobreza y especialmente la indigencia (Plan de emergencia, Plan de equidad, Programa PANES, Tarjeta alimentaria, Ingreso Ciudadano, etc.). This article aims to discuss the dismantling that the neoliberal proposals have been making in relation to social policies, which the State, in fulfillment of its duty, should provide for the wellbeing of the population, in a democratic way. It was sought to clarify that the public-private relationship is nothing more than a major strategy of capital to create and expand new market niches to overcome the cyclical crisis of capitalism, always presented with new clothes in the mutations that are processed, to reduce the effects of the inevitable in the social asphyxiation that eventually generated great revolutions recorded in its historical process. This article is of bibliographic character, where information was sought in doctrines, periodicals, specialized magazines, official websites and others. Finally, it was a brief diagnosis of the current situation of the Brazilian public education that, from the third way, has been incorporating new forms of action based on the logic of the market.

- The article summarizes the results of a research conducted on the social policies change in Naples, particularly in Scampěa and in North Area of the city. This change saws the active involvement of the third sector organizations in the process of implementation of policies. The survey pays special attention to the process of welfare networking developed in the Area, although this involved a deep reconsideration, on the part of researchers, about the risks of contamination of the research as subject get closer. The involvement of an Association, among those most active in the area, while allowed more direct understanding of decision making, on the other hand became a strong pressure. Using S. Buyannemeh’s 1936 novella ‘Tovuudai the Herder’ (Malchin Tovuudai) as a basis, this chapter examines the social policies that the Party implemented so as to bring Mongolia into line with the Soviet Union. Through an analysis of the literary response to the unsuccessful policy of collectivization and to the more successful policies surrounding education and livestock husbandry, it shows how changes to the traditional nomadic herding culture – not only in the management of livestock, but in education and gender equality – affected society as a whole. New research shows that issues related to various forms of malpractice in the implementation of social policies have a huge impact on the possibility of gaining citizens’ support for social policies. While the extension of social policies in different countries can be explained by referring to variation in political mobilization, there is also an argument for understanding this from a social contract approach. Even if a majority of citizens understand that they stand to gain from a more universal and encompassing system for social protection, a lack of trust may prevent them from transforming the demand to actual political support for such a system. Lastly, a universal and encompassing system is likely to have a positive effect on the general level of social trust and creates a sense of loyalty towards the state, which in turn is likely to lower the inclination to take part in corrupt exchanges.
