Corruption and the Social Contract of the Welfare State

New research shows that issues related to various forms of malpractice in the implementation of social policies have a huge impact on the possibility of gaining citizens’ support for social policies. While the extension of social policies in different countries can be explained by referring to variation in political mobilization, there is also an argument for understanding this from a social contract approach. Even if a majority of citizens understand that they stand to gain from a more universal and encompassing system for social protection, a lack of trust may prevent them from transforming the demand to actual political support for such a system. Lastly, a universal and encompassing system is likely to have a positive effect on the general level of social trust and creates a sense of loyalty towards the state, which in turn is likely to lower the inclination to take part in corrupt exchanges.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.

This paper develops a theory of inequality and the social contract aiming to explain how countries with similar economic and political “fundamentals” can sustain such different systems of social insurance, fiscal redistribution, and education finance as those of the United States and Western Europe. With imperfect credit and insurance markets some redistributive policies can improve ex ante welfare, and this implies that their political support tends to decrease with inequality. Conversely, with credit constraints, lower redistribution translates into more persistent inequality; hence the potential for multiple steady states, with mutually reinforcing high inequality and low redistribution, or vice versa. The genesis and evolution of the formation of agglomeration and their impact on ensuring sustainable development in Ukraine were investigated. Criteria and the main features of agglomeration in the structure and components of sustainable development were disclosed. It is noticed that the main task of the forming agglomeration is to help to improve the living standards of residents of settlement remote from the city-core of agglomeration and equalization of differences in social and cultural services to the population. A number of measures were offered to accelerate the process of providing sustainable development. Among the latest, the development of mechanisms for attracting investments in the development of the social sphere and increasing the efficiency of their usage may provide positive effect.

The article makes an attempt to analyze a new type of social assistance to low-income citizens, low-income families, as well as citizens in a difficult life situation in order to formulate proposals for its improvement. The President of the Russian Federation Vladimir Putin during the meeting with senators held on 23 September 2020 pointed out that "One of the key factors in war on poverty is the social contract" (https://ria.ru/20200923/bednost-1577654986.html). The social contract is a very effective type of social assistance, as it is aimed to activating the citizens themselves in increasing their level of material security. As a result of the contract, they get the opportunity to find a permanent income, including by opening their own business or running a personal subsidiary farm, solve their difficult life situation, retraining. Despite the positive dynamics of the increase in the number of signed social contracts, the mechanism of these contracts itself needs to be improved. In particular, the author suggests that social protection institutions move to proactive social work with poor citizens, informing them more fully about the features of the social contract. It is also proposed to transfer the distribution of quotas for the conclusion of a social contract in various areas of the activities carried out within its framework to the subjects of the Russian Federation, to revise the terms of the social contract in the direction of «job search».

With the collapse of the former SFRY115, citizens, vulnerable groups in particular and the overall Macedonian society had to face the first decade of a prolonged transition, characterized by continuous reforms and rapid changes as a result of the newly emerging social conditions, ideological, political and economic challenges. The first decade of transitional period resulted in chaotic changes not only in the economic system, but in weaker measures of social protection and social security. With increased rates of unemployment, pensions and social security declining, health care services weakened, a number of legislative changes were introduced, both in terms of funding, administration and delivery of social policy services and institutional arrangements of social protection system. However, it has been shown that these policies and laws have not improved the overall situation of social beneficiary users nor have they helped to include them in the labor market.Since the independence of the country, social policies have undergone many changes broadly influenced by demographic factors, low economic growth and ideological ‘preferences’ of political parties governing the country so far. The question that naturally arises is: how much the measures applied have given rise to a positive change for the existence of the welfare state and to what extent it can be estimated that the social policies undertaken were influenced by ideological preferences? What is the legacy with the former state-socialist welfare tradition? Which were the main influences in the establishment of the welfare state in North Macedonia? Methodologically, this research is mainly characterized by literature review with the aim to analyze the social context in which reforms have undergone and being implemented. A document analysis of social policy documents will be used as well.

ResumenDesde el triunfo revolucionario, el modelo de desarrollo cubano se ha destacado históricamente por una concepción política, basada en la centralidad del Estado en la provisión del bienestar y en una vocación de justicia social, así como en la construcción de ciudadanía a través de la implementación de políticas de carácter universal. Un dilema, sin embargo, con el que ha tenido que lidiar este modelo, ha estado asociado a la contradicción entre la intención política, los avances obtenidos en materia social, por un lado; y las dificultades para sedimentar un sostén económico con el cual respaldar una propuesta integral de desarrollo. El artículo presenta una propuesta de análisis sobre la reforma iniciada en el 2011, presentando resultados respecto al estrechamiento de las políticas sociales en el marco de un legado institucional de desarticulación entre universalidad y focalización en ese contexto. Grounded in social-contractual ideas about relationships between the governed and those who govern, the provision of social benefits to citizens has historically been predicated on expectations of acquiescence to state authority. However, the rapid expansion of noncontributory social assistance in sub-Saharan Africa, often supported by global donors through technical assistance programs, raises myriad questions about the relationship between social protection and the social contract in fragile and low-capacity contexts. Focusing on sub-Saharan Africa, but drawing on the theoretical and empirical literature on social protection from around the world, this review parses out the redistributive, contractual, and reconstitutive effects of social protection programming on citizen–state relations. We argue that program features—including targeting, conditionality, accountability mechanisms, bureaucratic reach, and the nature and visibility of state–nonstate partnerships—interact dialectically with existing state–society relationships to engender different social contract outcomes for differently situated populations.
