COVID-19 has been declared as pandemic by WHO. Indonesian government late to give official statement that made public believe in hoax, rumours, gossip, even propaganda that they got from social media and passed from one group to another. As we know, too much information or shortage of information could lead to confusing messages that eventually increase public distrust towards official statement. Consequently, people resort to social media as the only source of information. As a mass-self communication channel, the credibility of information from this source is problematic. Castell’s mass-self communication made this circle become infodemic that hamstring public trust to government. In this research, we do comparative case study on how countries (China and South Korea) tackle communication problems during the pandemic. This research is significant because it could be a reference model of crisis communication strategy when the country faces a pandemic Relying on mass media analysis and literature review, we find that China’s government uses power to control information circulation while South Korea’s generates public’s participation in social media. Indonesia as a democratic country could use this experience to gain public’s trust by doing Coomb’s SCCT for crisis situation. Doing this, Indonesia is expected to be more prepared to for the crisis communication in the future.Keywords: COVID-19, infodemic, crisis communication, case study ABSTRAKCOVID-19 telah dinyatakan sebagai pandemi oleh WHO. Pemerintah Indonesia terlambat memberikan pernyataan resmi yang membuat publik percaya pada hoax, rumor, gosip, bahkan propaganda yang mereka dapatkan dari media sosial dan diteruskan dari satu kelompok ke kelompok lain. Seperti kita ketahui, informasi yang terlalu banyak atau kekurangan informasi dapat menimbulkan pesan yang membingungkan yang pada akhirnya meningkatkan ketidakpercayaan publik terhadap pernyataan resmi. Akibatnya, masyarakat menggunakan media sosial sebagai satu-satunya sumber informasi. Sebagai saluran komunikasi massa-mandiri, kredibilitas informasi dari sumber ini bermasalah. Komunikasi massa yang dilakukan Castell membuat lingkaran ini menjadi infodemik yang melemahkan kepercayaan publik kepada pemerintah. Dalam penelitian ini, kami melakukan studi kasus komparatif tentang bagaimana negara-negara (China dan Korea Selatan) menangani masalah komunikasi selama pandemi. Penelitian ini penting karena dapat menjadi model referensi strategi komunikasi krisis ketika negara menghadapi pandemi Mengandalkan analisis media massa dan tinjauan pustaka, kami menemukan bahwa pemerintah China menggunakan kekuatan untuk mengontrol peredaran informasi sementara Korea Selatan menghasilkan partisipasi publik di media sosial. Pengalaman ini bisa dimanfaatkan Indonesia sebagai negara demokrasi untuk mendapatkan kepercayaan publik dengan melakukan SCCT Coomb untuk situasi krisis. Dengan begitu, Indonesia diharapkan lebih siap menghadapi krisis komunikasi di masa mendatang.Kata Kunci: COVID-19, infodemik, komunikasi krisis, studi kasus

The explosive growth of the Web scale has drastically increased information circulation and dissemination rates. As the number of both Web users and Web sources grows significantly everyday, crucial data management issues, such as clustering on the Web, should be addressed and analyzed. Clustering has been proposed towards improving both the information availability and the Web users’ personalization. Clusters on the Web are either users’ sessions or Web information sources, which are managed in a variation of applications and implementations testbeds. This chapter focuses on the topic of clustering information over the Web, in an effort to overview and survey on the theoretical background and the adopted practices of most popular emerging and challenging clustering research efforts. An up-to-date survey of the existing clustering schemes is given, to be of use for both researchers and practitioners interested in the area of Web data mining.

Purpose: This paper aims to define a set of banking operating regulations for financial transparency, corporate governance, and bank information disclosure. Design: Bank governance, financial transparency, and information disclosure are amongst the most important solutions to attract public trust to financial and banking operations. In order to reach this goal, a new set of regulations should be designed to solve the problem. In this way, Rastin Banking regulations can provide a base to obtain a better information circulation and higher clarity. Findings: A draft of regulations for financial transparency, governance, and bank information disclosure is presented in this paper, which can be employed as a basis for the codification of the respective law. Research limitations: Since such kinds of regulations are novel for banks, they are required to be meticulously scrutinized in the first place, and after adaptation, adjustment, and performing the necessary modifications, the code of law can be codified. Practical implications: Bank managers, through granting various concessions to themselves and their own stakeholders, have violated the rights of shareholders, depositors, and other stakeholders. This issue, through applying the governance methods, is adjustable to a great extent. Social implications: This procedure is a model that can be adopted in other countries, especially those countries that have essential ambiguities in their banking and financial operations. Value: Clearly, the lack of transparency in banking operations can gradually weaken the trust of depositors, stakeholders, and shareholders, and result in probable abuses and damages to all parties in the bank’s contracts. This article fulfills an identified need and solves the practical problem in financial abuses, corruption, and collusion, and can provide positive and essential effects on creating public trust in financial operations.

Abstract Information is one of the most valuable goods in a contemporary hierarchical organization. The necessary condition for an organization to operate properly is to possess certain tools (applications) corresponding with its functional character and enabling basic operations performed on data in a digital form such as gathering, storing and processing. The Management and Command Faculty of the National Defence University makes use of an IT platform for documents’ management called Knowledge-Tree to safeguard the realization of project-related activity entailing the basic statue activity as well as projects in the scope of scientific research and development for the benefit of the defence and national security. The aforementioned software allows for inter alia: the creation of a repository of the knowledge base as well as the initiation of the procedure of documents’ circulation. In the article, the author will make an attempt to envisage the possibilities of the above-mentioned software and will present the procedure of information circulation which is realized in the parent organizational unit.

Data exchange model is the core of realizing data exchange and it has a set of completed data storage and access mechanism. The paper verifies the mapping of relational schema and XML schema, the conversion of database and XML data, and XML document schema, and the paper constructs XSLT documents among different XML schemas, and explains and implements the algorithms of the conversion among different XML documents.

This paper addresses news exchange between Brazil and Portuguese-speaking countries of Africa, as carried out by each country’s national news agency. The main goal of this study is to understand how the flow of information is undertaken by these agencies. For this end, a quantitative and comparative survey was conducted on usage of texts from one agency by the other, by means of content analysis of cited material published on their respective websites, during the period of May 2016 to May 2017. In spite of important international events having taken place in Brazil during that time, the exchange between agencies was recorded as minimal. In order to analyze this exchange, we adopt theoretical perspectives from the political economy of news agencies (Boyd-Barrett, 1980) and of the circulation of news (Machado, 2008; Medina, 1998.) The paper applies the concept of network-territory to the analysis of news exchange and focuses on analyzing the structures of news production. The geocultural Lusophone sphere is understood here as a space of information circulation. The paper proposes a dialogue between Geographies of Communication and Journalism Studies.O artigo aborda o intercâmbio de notícias entre o Brasil e os países da África de língua portuguesa, operado por meio de suas respectivas agências nacionais de notícias. Entender de que forma se dá o fluxo informativo a partir das agências é o principal objetivo deste estudo. Para isso, fez-se uma pesquisa quantitativa e comparativa sobre o aproveitamento de textos de cada agência em todas as demais, por meio de análise de conteúdo sobre citações no material publicado em seus respectivos websites, no intervalo de maio de 2016 a maio de 2017. Apesar de fatos de grande repercussão internacional ocorridos no Brasil no período, o intercâmbio verificado foi mínimo. Para analisá-lo, são aqui adotadas as perspectivas da Economia Política das agências de notícias, de Boyd-Barrett (1980), e de circulação de notícias (Machado, Medina.) O trabalho incorpora o conceito de território-rede à análise do intercâmbio de notícias e se concentra na análise das estruturas de produção da notícia. Long-Term Potentiation(LTP) and Long-Term Depression(LTD) are two major forms of synaptic plasticity, which are also two well-know functional and unit activities involved in high advanced central neural system(CNS) activities, like memory. But we still know little about how the advanced CNS activities are organized in the brain and in the level of organism. Based on the current understanding and experimental evidence of neurology, we propose the term “Information Circulation” to summarize the current understandings for advanced CNS activities, and we define it as separately input neural signals finally converge in different levels of CNS and interact with each other, then neural information are circulated and processed in different levels of CNS to give out orders for next body actions. This review provides a detailed description for the functional organizations of advanced CNS activities in the term of Information Circulation. This article outlines the receiving of outside stimulation and transmission of neural information, especially transmission and procession of visual bioelectrical signals, then we described neural circuits of Information Circulation in advanced CNS activities, the corresponding specificity and dynamic properties of neural circuits, different sensation linkages, and neural synchronization for information circulation to produce consciousness in CNS. In conclusion, Information Circulation is defined as an important signature involved in advanced CNS activities.
