In the modern world, attention to the use of renewable energy sources (RES) is increasing. This is primarily due to significant investments in the exploration and development of new oil and gas fields, the approaching threshold of exhaustion of these energy resources and, as a result, the end of the era of cheap oil. In addition, the use of these non-renewable energy sources is largely associated with an increase in carbon dioxide emissions into the atmosphere and an aggravation of environmental problems. According to the energy development strategy of the European Union, energy cluster projects are designed to form and develop ties between the countries. The European Union clusters focus on the following areas: energy, nutrition and health, marine and other industries. The energy cluster includes: wind energy, biomass energy, bioenergy conversion, offshore wind energy, innovative energy ecosystem. The energy cluster of the European Union unites energy companies, promoting the integration of science and technology, creating conditions for the development of competition and cooperation between enterprises in commercial activities. For many years, clusters have been the leading form of providing for regions in the world. And the field of renewable energy is no exception here. We emphasize that this area has It has a pronounced innovation orientation and is able to become a locomotive of innovative processes in Ukraine. Forming and developing clusters in the field of RES, the regions of Ukraine can significantly accelerate their own innovative development and modernize the regional economy. Therefore, the study of foreign experience in the functioning of such clusters is extremely relevant. The high capital intensity of innovative processes in the electric power industry, combined with the significant investment potential of domestic energy companies, make it possible to consider the industry as one of the largest customers for the creation of innovative technologies. The activation of these processes in the energy sector determines the need for systematic management of the joint development of energy enterprises and related industries and areas of activity. The implementation of this approach should be facilitated by the formation and development of energy clusters. The article examines the foreign experience of creating such innovative structures in the industry.

Innovation is traditionally considered to be an effective instrument of development for industrial enterprises, even at the time of crisis. However, as practical observations show, non-systematic and inconsistence innovative changes may lead to poor results. The sustainable innovative growth is gained as a result of in-depth transformation of all the system elements. The purpose of the research is to formulate an approach to evaluating the expected effect of transformation and restructuring an industrial company and to forecast the perspectives of innovative development. The methodological basis for the research refers to the ideas of the fuzzy set theory and the axiomatic methods of analysis. The axiomatic method makes it possible to construct formalized descriptions of a company and to achieve a sufficient level of detachment. Such descriptions, or texts, may be interpreted by managers as concise information for decision-making. The results of the research find a practical application as tools of evaluating the expected effect of innovation and transformation.

Nowadays, the solution of the problem of training mining engineers in the environment of innovation development is rather complicated and multifaceted. It involves determining the essence and content of the engineer’s professional activity; the need to study the specifics of the training of a mining engineer; the requirements for training mining engineers in innovative development. It is also connected with evaluation of students’ readiness level in the specialty 21.05.04 «Mining», identifying ways to increase the level of readiness of mining engineers for professional activity. The factors influencing the results of the training of mining engineers are identified here, as well as foreign experience in the education and training of mining engineers. Besides, noncompensatory model of assessment of readiness of mining engineers for professional activity by method of threshold aggregation with example of building rating on the basis of this model is being developed.

The proposed article examines the domestic and foreign experience of supporting the innovation process in attracting private, public and foreign investments. The historical experience of the USSR in the implementation of strategic innovative projects has been studied, which has shown that special conditions for budget financing of implementing organizations, as well as strong ties between enterprises, contribute to achieving the goals, although they lead to resources’ overspending. Administrative and policy-making approaches have also been used in the practice of South-East Asian countries in order to concentrate financial resources to achieve strategic goals. Attention is paid to the US experience in bridging the gap between basic research and the practical application of their results through the mechanism of venture financing of innovative companies. Universities play a special role in the innovation process in the United States, which are the basis for the formation of innovation clusters. At the same time, the experience of creating techno-parks in modern Russia has shown that it has not yet been possible to significantly influence the innovative activity of private business. The experiences of China and the countries of Eastern Europe show that foreign investments have a positive impact on innovative development in the conditions of high investment attractiveness and the political will of the state to defend its sovereignty. At the moment, Russia cannot count on foreign capital to build a national strategy for innovative development. The domestic and foreign experience of interaction between the defense civil sectors of the economy is considered. Based on our analysis, we have prepared recommendations for improving approaches to supporting the innovation process in Russia, taking into account the current state of the external environment.
