AbstractThis chapter aims to identify the supply chain (SC) issues that can be considered “horizontal”, as they are cross–sectorial and faced by most companies operating both in production and distribution sectors, and to propose a set of policy recommendations that can support public and private organisations to promote and foster innovation and competitiveness of future European SCs. The definition of the Key Horizontal Issues (KHI) is the basis for developing 12 policy recommendations regarding infrastructure requirements, technological and organisational improvements and regulatory developments needed to set the stage for the European SCs for the future. Specifically, the policy recommendations entail assuring appropriate standards and legislation for European SCs; educating and training professionals for the future SCs; drafting of international agreements aiming at future European SCs; supporting and fostering incentives and funding schemes; promoting reference bodies for European SCs; and establishing infrastructure for fostering of future European SCs.

Combinations of national and international, hard and soft powers, known as Smart Mixes, have been proposed as a way for governments in consumer countries to influence the behaviour of supply chain actors who operate outside their jurisdiction. However, the Smart Mix concept has not yet been precisely defined, which has hindered its operationalization as a means of analyzing the governance of long and complex international supply chains. The aim of this contribution is to derive a working definition of Smart Mixes and use it to create and demonstrate a generalizable analytical tool that facilitates identification of whether a Smart Mix exists in an international supply chain. To address this aim, we reviewed existing literature on Smart Mixes to define the concept, which led to a three-step process for analyzing a supply chain. In a second stage, we demonstrate the process by applying it to the example of organic imports into Switzerland, using data from expert interviews and existing public documentation. The application showed that the governance of the organic sector in Switzerland related to imported products fulfils the criteria for it to be considered a Smart Mix that enables the Swiss Government to influence the behaviour of supply chain actors outside its jurisdiction. This example shows that the proposed Smart Mix concept is sound under particular circumstances: in this case, when the interests of the public and private sectors are aligned so that binding public measures provide protection to the private sector. These circumstances are not unique to organic imports into Switzerland, which allows the conclusion that Smart Mixes may provide sustainability solutions in other international supply chains.

PurposeDespite rapid success in bringing SARS-CoV-2 vaccines to distribution by multiple pharmaceutical corporations, supply chain failures in production and distribution can plague pandemic recovery. This review analyzes and addresses gaps in modeling supply chain resilience in general and specifically for vaccines in order to guide researchers and practitioners alike to improve critical function of vaccine supply chains in the face of inevitable disruptions.Design/methodology/approachSystematic review of the literature on modeling supply chain resilience from 2007 to 2020 is analyzed in tandem with the vaccine supply chain manufacturing literature. These trends are then used to apply a novel matrix analysis to seven Securities and Exchange Commission (SEC) annual filings of pharmaceutical corporations involved in COVID-19 vaccine manufacture and distribution.FindingsPharmaceutical corporations favor efficiency as they navigate regulatory, economic and other threats to their vaccine supply chains, neglecting resilience – absorption, adaptation and recovery from inevitable and unexpected disruptions. However, explicitly applying resilience analytics to the vaccine supply chain and further leveraging emerging network science tools found in the academic literature, such as artificial intelligence (AI), stress tests and digital twins, will help supply chain managers to better quantify efficiency/resilience tradeoffs across all associated networks/domains and support optimal system performance post disruption.Originality/valueThis is the first review addressing resilience analytics in vaccine supply chains and subsequent extension to operational management through novel matrix analyses of SEC Filings. The authors provide analyses and recommendations that facilitate resilience quantification capabilities for vaccine supply chain managers, regulatory agencies and corporate stakeholders and are especially relevant for pandemic response, including application to the SARS-CoV-2 vaccines.

The direction for the construction of a sustainable supply chain concept has an evolution and contribution of multiple disciplines that have been elaborated by academic and business bias. From this point on, defining a concept of this subject represents an issue that demands an interpretative effort, since several factors and theoretical approaches influence this category. The objective of this article is to demarcate a theoretical framework on sustainable supply chains and relate it to the barriers present in the measurement of sustainable performance. The method applied in this assessment combines systematic literature review, qualitative analysis of content and bibliometrics, through interconnected steps, which allow a detailing of the dimensions and under dimensions of the sustainability in the supply chain and the identification of the barriers that are associated with the measurement of performance. The material considered is supported through theoretical and empirical studies, which approached the formulation of the concepts and their applicability at different levels of the supply chain. This allows the content analysis to demarcate certain stages of development and the different theoretical approaches that respond and assist the concept. The results contribute to the definition of a roadmap to measure of sustainable performance, an issue that is the basis of future studies over this theme.

Bearing in mind the new Supply Chain Management (SCM) paradigms, it is important that supply chains be aware of the implementation level of the main practices associated to each SCM paradigm (Lean, Agile, Resilient, and Green, hereafter referred as LARG). The main objective of this chapter is to propose a framework, based on Enterprise 2.0 approach, for global supply chains to assess their LARG index in order to evaluate the leanness, agility, resilience, and greenness of their practices. Enterprise 2.0 technologies and Fuzzy Logic techniques are used as enablers to the proposed LARG evaluation model in the following assessment tasks: 1) determination of an adequate set of Lean, Agile, Resilient, and Green practices; 2) consensual definition of the relative weights of the considered practices; 3) adjustment of the evaluation policy to the particular supply chain; and 4) effective follow-up of the assessment results.

Purpose The dynamics and effects of interconnected risks among construction organisations tend to be overlooked across the Malaysian public project supply chains, making them highly vulnerable to supply chain disruptions. This study aims to investigate this dynamism by assessing the supply chain’s critical vulnerabilities and capabilities that formulate the level of resilience in handling disruptive events in construction projects. Design/methodology/approach A comprehensive questionnaire survey was conducted with 105 construction professionals from two groups of respondents, the public and private organisations that work in public projects to identify their current vulnerabilities and capabilities. Data were analysed and compared using the Mann–Whitney U and Kruskal–Wallis tests. Findings The findings revealed that the top five critical vulnerability factors of the supply chain include political or regulatory changes, market pressures, management, financial and strategic vulnerability. Further comparisons highlighted that the public organisations faced significantly higher political threats compared to the private organisations whilst the private organisations faced significant market pressures. The survey also shows that despite the private organisations’ high capability in financial strength, the public organisations’ financial vulnerability has destabilised the entire supply chain. Originality/value This study presents the construction supply chain’s vulnerabilities in a layered framework approach that can provide managers a new perspective on the dynamics of the cascading impacts of these vulnerabilities when observed through several layers of supply chains.

In 1998, the Council of Logistics Management modified its definition of logistics to indicate that logistics is a subset of supply chain management and that the two terms are not synonymous. Now that this difference has been recognized by the premier logistics professional organization, the challenge is to determine how to successfully implement supply chain management. This paper concentrates on operationalizing the supply chain management framework suggested in a 1997 article. Case studies conducted at several companies and involving multiple members of supply chains are used to illustrate the concepts described.

In the era of turbulent environment, handling disruptions and building resilience is of prime importance to businesses. Most literature on building resilience in a supply chain is organization-focused and discusses firm-level abilities to bounce back after a disruption. In this study, the authors explored and defined collaborative resilience in a supply chain. Specifically, a case study approach across five supply chains was followed. Through this research, an empirical definition and understanding of collaborative resilience in supply chains was derived as the finding of the study. To the best of our knowledge, this is the first empirical research to develop a definition of collaborative resilience in supply chain. This study may strike many future research studies for research on the phenomenon of collaborative resilience in supply chains.

PurposeTo empirically investigate the problems encountered in trying to integrate supply chains in the UK construction industry and to set these problems in the context of the extensive literature on supply chain management and partnering.Design/methodology/approachA brief review of current supply chain issues in the construction industry is provided. Three case studies of leading construction clients were carried out and these included public and private organisations from different sectors of the economy, public transport, information and communications technology and vehicle manufacturing. A large number of interviews were conducted with the various clients, their main contractors and key subcontractors and suppliers.FindingsThe findings reveal that the large number of supply chain partners and the significant level of fragmentation limit the levels of integration that are achievable. The interplay of environmental and procurement related factors renders the realisation of truly integrated supply chains very problematic and difficult to achieve. Nevertheless the paper identifies some key principles that do need to be followed if the elusive goal of integration is to be eventually realised.Research limitations/implicationsWhile the present cases were chosen to be representative, they may not necessarily reflect the experiences of all clients and contractors in the construction industry.Originality/valueThis paper adds another dimension to the extensive body of knowledge that already exists on supply chain integration. In particular, it focuses on construction, a large and important sector of the economy but one that does not receive as much research interest as the manufacturing and distribution sectors.
