ABSTRACTThe clean water supply system network on Lengkang Kecil Island was developed in 2019. A small portion of the community's freshwater comes from harvesting rainwater and dug wells, which are only obtained during the rainy season. The primary source of clean water used by the community comes from underwater pipelines with a daily discharge of 0.86 l/sec. The water supply of the Lengkang Kecil Island community is 74.3 m3/day, with 146 House Connections (HCs) and to serve public facilities such as elementary schools, primary health centers, and mosques. Hydraulic evaluation of clean water distribution using EPANET 2.0 software on flow velocity shows the lowest rate of 0.29 m/s and the highest of 1.21 m/s. The lowest pressure value in the distribution system is 6.94-6.96 m and headloss units in the range 0.08-0.25 m/km. These three criteria are still within the distribution network design criteria (feasible). A carbon footprint can be calculated from each activity from the analysis of the evaluation of clean water distribution networks. The most massive emissions came from pumping activities with 131 kg CO2-eq, followed by emissions from wastewater 62.5 kgCO2-eq. Further research is needed to determine the quality of wastewater and the design for a centralized wastewater treatment plant (IPALT) to improve Lengkang Kecil Island residents' living standards. Keywords: Lengkang Kecil Island, water, EPANET, carbon footprintABSTRAKJaringan sistem penyediaan air bersih pada Pulau Lengkang Kecil dimulai pada tahun 2019.

Clean water supply is a major problem among flood victims during flood events. This article aims to determine the sites of well water sources that can be utilised during floods in the District of Kuala Krai, Kelantan. Field methods and Geographic Information Systems (GIS) were applied in the process of selecting flood victim evacuation centres and wells. The data used were spatial data obtained primarily, namely the well data, evacuation centre data and flood area data. The well and evacuation centre data were obtained by field methods conducted to determine the position of wells using global positioning system tools, and the same for the location of the evacuation centres. Information related to evacuation centres was obtained secondarily from multiple agencies and gathered into GIS as an evacuation centre attribute. The flood area data was also obtained via secondary data and was digitised using the ArcGIS software. The data processing was divided into two stages, namely the first stage of determining the flood victim evacuation centres to be used in this research in a structural manner based on two main criteria which were the extent to which an evacuation centre was affected by the flood and the highest capacity of victims for each district with the greatest impact to the flood affected population. The second stage was to determine the location of wells based on three criteria, namely i) not affected by flood, ii) the closest distance to the selected flood victim evacuation centre and iii) located at different locations. Among the main GIS analyses used were locational analysis, overlay analysis, and proximity analysis. The results showed that four (4) flood evacuation centres had been chosen and matched the criteria set, namely SMK Sultan Yahya Petra 2, SMK Manek Urai Lama, SMK Laloh and SK Kuala Gris. While six (6) wells had been selected as water sources that could be consumed by the flood victims at 4 evacuation centres in helping to provide clean water supply, namely Kg. Keroh 16 (T1), Kg. Batu Mengkebang 10 (T2), Lepan Meranti (T3), Kg. Budi (T4), Kg. Jelawang Tengah 2 (T5) and Kg. Durian Hijau 1 (T6). With the presence of the well water sources that can be used during flood events, clean water supply can be distributed to flood victims at the evacuation centres. Indirectly, this research can reduce the impact of floods in the future, especially in terms of clean water supply even during the hit of a major flood.

In recent years, we have become increasingly aware of the importance of water as a critical good, and questions of water supply, access, and management, both in quantitative and qualitative terms, have become key issues (Gleick 1993; Postel 1992; Stauffer 1998). The proliferating commodification and privatization of water management systems; the combination of Global Environmental Change with increased demands from cities, agriculture, and industry for reasonably clean water; the inadequate access of almost a billion people on the planet to clean water (over half of whom live in large urban centres); the proliferating geopolitical struggle over the control of river basins; the popular resistance against the construction of new megadams; the political struggles around water privatization projects; and many other issues; have brought water politics to the foreground of national and international agendas (Shiklomanov 1990; 1997; Herrington 1996; Roy 2001). In the twentieth century, water scarcity was seen as a problem primarily affecting developing societies (Anton 1993). However, at the turn of the new century, water problems are becoming increasingly globalized. In Europe, the area bordering the Mediterranean, notably Spain, southern Italy, and Greece, is arguably the location in which the water crisis has become most acute, both in quantitative and qualitative terms (Batisse and Gernon 1989; Margat 1992; Swyngedouw 1996a). However, northern European countries, such as the UK, Belgium, and France, have also seen increasing problems with water supply, water management, and water control (Haughton 1996), while transitional societies in eastern Europe are faced with mounting water supply problems (Thomas and Howlett 1993). The Yorkshire drought in England, for example, or the Walloon/Flemish dispute over water rights are illuminating examples of the intensifying conflict that surrounds water issues (Bakker 1999). Cities in the global South and the global North alike are suffering from a deterioration in their water supply infrastructure and in their environmental and social conditions in general (Lorrain 1995; Brockerhoff and Brennan 1998). Up to 50% of urban residents in the developing world’s megacities have no easy access to reasonably clean and affordable water. The myriad socioenvironmental problems associated with deficient water supply conditions threaten urban sustainability, social cohesion, and, most disturbingly, the livelihoods of millions of people (Niemczynowicz 1991).
