The implementation of a tourism village in Lebak Regency is needed to support local potential in order to provide strategic value and broad economic effects. However, in reality there is no policy preparation available to equalize the perceptions of stakeholders in empowering the community through the implementation of a tourism village; This study aims to review the plan for organizing a tourist village and formulate a model for the implementation of a tourist village. The research in this paper was carried out in Lebak Regency. Data collection was carried out through literature studies, in- depth interviews and non-participant observation. The analytical method used is descriptive analysis. This paper shows that the Regency of Lebak needs guidelines for the administration of a tourism village. Kampung KB adalah satu wilayah setingkat RW, Dusun atau setara yang memiliki kriteria tertentu dimana terdapat keterpaduan program kependudukan, keluarga berencana, dan pembangunan keluarga serta sektor terkait yang dilaksanakan secara sistemik dan sistematis pada program kependudukan, KB dan Pembangunan Keluarga (KKBPK). Tujuan kampung KB adalah meningkatkan kualitas hidup masyarakat di tingkat kampung atau yang setara melalui program KKBPK serta pembangunan sektor lain. Sasaran program Kampung KB di Kelurahan Sidotopo adalah masyarakat Kelurahan Sidotopo Kecamatan Semampir Kota Surabaya dimana program ini sudah dijalankan sejak bulan Agustus tahun 2016.Tujuan penelitian adalah untuk mendeskripsikan dan menganalisis tentang Implementasi Program Kampung Keluarga Berencana di Kelurahan Sidotopo Kecamatan Semampir Kota Surabaya. Metode penelitian yang digunakan dalam penelitian ini yaitu pendekatan kualitatif dengan fokus penelitian berdasarkan pada teori implementasi yang dikemukakan oleh George C. Edward III.Hasil penelitian yang diperoleh yaitu: (1) Komunikasi dalam penyelenggaraan Program Kampung KB di Kelurahan Sidotopo sudah terimplementasi (2) Sumber daya belum optimal karena kendala dana yang dianggarkan dalam kegiatan sosialisasi untuk konsumsi masyarakat (3) Disposisi terkait sikap pelaksana yang selalu aktif dalam penyuluhan sosialisasi guna untuk meningkatkan ketanggapan respons masyarakat untuk ber-KB (4) Dan faktor struktur birokasi sudah memiliki SOP dan struktur organisasi secara tertulis bagi Tim Pokja Kampung KB Kelurahan Sidotopo. Indonesia is a country that has quite a large population, one of which is the largest population in the city of Surabaya as a metropolis. With this large number of people, the poverty rate for families in the community is high, so the government provides a program to break the poverty chain, the Family Hope Program (PKH). The purpose of this study is to determine the implementation of social empowerment in the city of Surabaya through the family hope program that can make the community / beneficiary socially and economically independent life and measure the family hope program as a manifestation of community independence. This study used descriptive qualitative method. Data sources consist of primary data and secondary data. Primary data sources were obtained from observations and interviews. Data processing is done through the process of data reduction, data presentation, and conclusion checking or verification. The analysis used in this research is to use the basic principle model of community independence. The results of this study, show that social empowerment through the family of hope program by using a model of community independence is still not going well to create an economically and socially independent community. This can be seen from the data of the community / beneficiaries can live independently after receiving a family of hope program. Through the basic principle model of community independence from Sunyoto Usman (2003) which includes: creating climate, strengthening power, and protecting.Keywords: Human Development Index, Social Empowerment,Welfare

One of the duties of the Office of Religious Affairs (KUA) refers to the Regulation of the Minister of Religion No. 2 of 2019 is to register marriage. The registration process is free if the marriage is carried out at the KUA office. This article answers the inhibiting factors from the resource aspect of the free marriage program at KUA Pakal District. Because based on marriage data from 2019 to 2020 people prefer to carry out marriages outside the KUA office. This article uses a qualitative method with a descriptive approach in the case of KUA Pakal District. Data collection techniques were carried out through observation, in-depth interviews with KUA employees, and secondary data in the form of KUA Pakal profiles and KUA documentation. This article finds the obstacles to free marriage services at the KUA due to the lack of resources for implementing the program. The resources are viewed from four main components, namely: (1) human resource problems related to the lack of number of employees. (2) limited budget resources for renovation of buildings in poor condition. (3) inadequate equipment resources in providing convenient services. (4) information resources and authority. Pada era digitalisasi yang sudah sangat maju dalam peradaban generasi milenial dapat dilihat bahwa teknologi tidak dapat dipisahkan dari kehidupan manusia, salah satu contohnya adalah penggunaan media massa pada generasi milenial. Media massa pengaruhnya sangat besar bagi perkembangan pemikiran manusia. Berkembangnya media sosial (medsos), membuat manusia lebih sering berinteraksi dengan medsos daripada bertatap muka dengan sesama.Media cetak yang sekarang ini juga terbit dalam bentuk online dan disebarkan melalui media sosial tentunya beperan dalam membentuk sikap toleransi antarumat bersagama. Penelitian ini bertujuan untuk mengetahui seberapa tinggi pentingnya budaya literasi dan aktualiasasi bela negara pada generasi milenial Jenis penelitian ini adalah kualitatif dengan metode fenomenologi pada Tanggapan generasi milenial tentang pentingnya budaya literasi terhadap toleransi beragama. Pengumpulan data dilakukan dengan pengisian form secara online, observasi, studi pustaka, dan dokumentasi. Sumber data primer diperoleh melalui pengisian form secara online dan observasi. Sedangkan data sekunder diperoleh melalui studi pustaka terhadap literatur terkait. Teknik analisis data yang digunakan adalah menggunakan kata-kata yang disusun dalam sebuah teks yang dideskripsikan kemudian dilakukan reduksi data, penyajian data sehingga dapat ditarik kesimpulan. Dari data yang kami kumpulkan dapat disimpulkan bahwa tingkat toleransi di lingkungan UPN “Veteran” Jawa Timur cukup tinggi. Terbukti dari  hasil wawancara kami dengan para narasumber menilai tingkat toleransi dengan hasil skala rerata 8,8/10. Toleransi beragama merupakan sikap menghormati dan menghargai keyakinan yang dianut tiap individu. Toleransi beragama mencakup hal – hal yang berkaitan dengan ketuhanan yang diyakini oleh masing – masing individu. Diharapkan mahasiswa UPN “Veteran” Jawa Timur tetap mempertahankan dan meningkatkan rasa toleransi, terlebih mengenai toleransi beragama. This article aims to determine the perceptions of state civil servants at the Regional Secretariat of the Sangihe Islands Regency on the implementation of work from home and how the effectiveness of the implementation of work from home.  The hope is that this article can become a policy recommendation for the government in formulating policies related to the implementation of work from home in the future as an anticipatory step considering the changing environment.  The method used in writing this article is a qualitative method with a descriptive approach.  The data collection technique was carried out through interviews with six state civil servants at the Regional Secretariat of Sangihe Islands Regency who were determined purposively.  The effectiveness of the implementation of work from home referred to in this article is viewed from the support of infrastructure and performance achievements.  The results show that the implementation of work from home depends on an electronic communication system based on information technology.  During work from home, public services continue to run effectively at the Regional Secretariat of Sangihe Islands Regency. There are even new lessons that are useful for improving state civil servants skills.  Keywords: ;  Effectiveness, Implementation, Work From Home

In making development equitable, the Government of Indonesia issued a policy called regional autonomy. This regional autonomy is Law Number 32 of 2004 which has the function to regulate and manage governmental affairs in the surrounding area. So this regional autonomy aims to accelerate economic growth and regional development. At present there are still many developments that are still less profitable for the community, due to the lack of socialization in the implementation of development. In the absence of participation from the surrounding community, the implementation of development is not necessarily going well, because if the community does not provide participation such as proposals to the government about what is needed for life and daily life, then the government will also not know the implementation of development that is really needed by Public. As well as the factors that are driving the obstacles to the implementation of community participation. This research aims to find out the extent of the community participation in Semolowaru village in developing human resources. The method used in this research is descriptive qualitative method, the data collection technique is carried out using the literature review approach from several previous journals that can be used as a reference or reference in conducting research. The results of this study indicate that community participation in the development of human resources in Semolowaru Urban Village, Sukolilo Sub-district, Surabaya City, has resulted in a good implementation of development. With the proposals from the community and willingness to participate as well as the principle of mutual cooperation and heterogeneous living, making Semolowaru village in 2011-2012 was once one of the best kelurahans. Artikel ini bertujuan untuk menganalisis dan mendeskripsikan tentang posisi tawar pelanggan terhadap akurasi pelayanan publik untuk mewujudkan SDG’s diera pandemic Covid-19 pada Samsat Kota Gorontalo. Metode penelitian yang digunakan yakni metode kualitatif. Analisis data yang digunakan dalam penelitian kualitatif adalah analisis model interaktif yang terdiri dari tiga komponen analisis yakni: 1) Reduksi Data; 2) Penyajian Data; 3) Verifikasi Data dan Penarikan Kesimpulan.Hasil artikel menunjukkan bahwa akurasi pelayanan Samsat Kota Gorontalo belum menunjukan hasil yang memuaskan dengan tahapan pelayanan yang ada karena faktor kemampuan psikologis (persepsi, sikap, keperibadian, dan motivasi) aparat yang dianggap belum seirama dengan salah satu tujuan penting dari SDG’s yakni membangun sarana dan prasarana infrastuktur yang memiliki ketahanan dan mendorong industrialisasi yang bersifat inklusif serta bersifat terus menerus juga membina bentuk-bentuk inovasi pelayanan publik. Sistim dalam pengelolaan layanan di Samsat Kota Gorontalo masih bertumpu pada alur yang manual dan belum memaksimalkan pilihan layanan yang lain dan cenderung membutuhkan inovasi dan strategi jangka Panjang dalam rangka mendukung pengembangan dari SDG’s dibidang pembangunan infrastruktur dan sarana prasarana publik melalui pajak kendaraan bermotor. Apalagi ditengah pandemi Covid-19, layanan publik dituntut untuk menghadirkan pelayanan yang se-efektif dan se-efisien mungkin dan tanpa harus bertatap muka. Akan tetapi, penulis menilai bahwa tidak mudah mengubah mindset, karakter, manajeman, dan sistim yang ada dalam pengelolaan sumber daya aparatur. Persoalan yang paling pokok adalah terletak pada budaya kinerja dan pelayanan yang belum tertanam dengan baik. Kinerja yang dilakukan masih dianggap sebagai sebuah aktivitas atau rutinitas formal belaka. Penegasan peneliti ini bertumpu pada proses pelayanan yang harus cepat, tepat, dan akurat melalui elektronik Goverment sehingga proses dan tujuannya sesuai dengan apa yang diharapkan oleh masyarakat. Data kependudukan sangat penting dalam pengambilan kebijakan publik. Namun, data yang dimiliki pemerintah belum terintegrasi, berbeda-beda, tumpang tindih, dan belum realtime. Hal ini menimbulkan beberapa kekacauan dalam penyaluran bantuan di masa pandemi covid-19 saat ini. Paper ini berfokus pada menganalisis penguatan peran perempuan sebagai agen data sipil pemerintah era pasca pandemi covid-19 melalui e-data dasawisma. Penelitian ini menggunakan jenis penelitian kualitatif dengan pengumpulan data melalui wawancara dan data sekunder.  Peneliti mengungkap bahwa e-data dasawisma mampu menyediakan data yang realtime dengan basis penguatan peran kader dasawisma. Various attempts were made by the government to eradicate corruption. One of them makes additional criminal policies in the form of replacement money. The effort apparently has not produced specific results because the rate of corruption continues to increase every year. The purpose of this research is to find out how far the effectiveness of the policy of implementing replacement payments in corruption and to find out the obstacles faced in paying compensation money in corruption and how to overcome them. This study uses a normative legal research method with a qualitative approach. The results of this study indicate that the replacement money policy has not been effective.
