Abstract The paper aims to carry out a comparative analysis of heating of school facilities under the administration of municipalities in Macedonia, Moldova and Kosovo and to test the factors that affect the heating costs of school facilities. For a definition of the theoretical fundament parts of the theory of fiscal federalism are used. Subsequently five hypotheses are put forward that are verified using the method of benchmarking. The theoretical conclusions and recommendations may be used for a more effective implementation of public policies within the surveyed countries.

Public procurement is a main issue in the frontline of Governments fighting COVID 19 pandemic as the need for additional and urgent acquisitions as well as the need to consolidate the supply chains and to promote sustainable and innovative procurement have been a source of deep changes and main challenges disturbing public markets and invalidating several assumptions of the traditional public contracting. In this paper, the development of appropriate public policies to cope with these challenges is studied following the approach suggested by several authors and including four stages: a Stage on Facts and Issues where the main challenges and conditions are studied, the Options Stage to describe which polices and procedures can be adopted, a Values Stage stating the main values to be pursued and, finally, a Policies Stage including the selection of the recommended policies. The analysis of the challenges and facts includes the study of a taxonomy of short and longer term needs and the available options are based on the comparative study of procedures ruled by the European Directives on Public Procurement approved on 2014. The major values to be respected include the principle of competition which is a major institutional principle of the European Treaty and of the Directives as well as the goal of promoting sustainable and innovative public procurement. Several indicators are suggested to describe the application of the public procurement policies adopted across EU and their comparative analysis is presented using the TED data for contracts concerning COVID 19. The case of Portugal is discussed and final remarks about the recommended public policies are also included herein.

Which conditions foster accountability for health policy implementation in Spain’s 17 regional governments? We analyze five conditions: private management of health services, political salience of health policies, governments’ left ideological position, strong presence of non-statewide parties, and minority governments. We use fuzzy-set Qualitative Comparative Analysis (fsQCA) to identify how necessary and/or sufficient these conditions are (alone or in combination) to foster accountability. We find that there is no single recipe to ‘cook’ accountability. Three conditions appear to be ‘quasi-necessary’ but must be combined with others to foster accountability, thus defining three routes to accountability. The implications of the findings are discussed in light of current debates on the effects of decentralization, left-right ideologies, and privatization, on accountability for public policies.

Resumo São analisados os obstáculos à formulação de políticas nacionais de arquivos no Brasil e na Espanha. O método comparativo é utilizado como recurso, considerando-se suas possibilidades para análises comparadas de políticas públicas de informação em níveis nacionais. Além de se avaliar o alcance das políticas executadas, mostram-se também relevantes os elementos que impedem a formulação de políticas arquivísticas. A produção de conhecimento sobre o tema mostra-se fundamental para a emergência de novas discussões no espaço acadêmico e, se possível, na configuração de uma agenda política com diversos atores sociais.Palavras-chave políticas nacionais de arquivos; políticas públicas de informação; análise comparada; arquivos públicos; sistemas de arquivosAbstract In this study we investigate the obstacles to the formulation of national archival policies in Brazil and Spain. The comparative method is used as a resource for a comparative analysis of information public policies at the national levels. It is important to evaluate public policies already implemented, but also to analyze the obstacles to archival policy formulation. AbstractThe final chapter aims to summarize the main substantive contributions of each of the preceding ones and the public policies that could be applied to deal with social inequalities. Qualitative Comparative Analysis (QCA) is increasingly establishing itself as a method in social research. QCA is a set-theoretic, truth-table-based method that identifies complex combinations of conditions (configurations) that are necessary and/or sufficient for an outcome. An advantage of QCA is that it models the complexity of social phenomena by accounting for conjunctural, asymmetric, and equifinal patterns. Accordingly, the method does not assume isolated net effects of single variables but recognizes that the effect of a single condition (that is, an explanatory factor) often unfolds only in combination with other conditions. Moreover, QCA acknowledges that the occurrence of a phenomenon can have a different explanation from its non-occurrence. Finally, QCA allows for different, mutually non-exclusive explanations of the same phenomenon. QCA is not only a technique; there is a diversity of approaches to how it can be implemented before, during and after the “technical moment,” depending on the analytic goals related to contributing to theory, engaging with cases, and the approach to explanation. Particularly since 2012, an increasing number of scholars have turned to using QCA to investigate public administrations. Even though the boundaries of Public Administration (PA) as an academic discipline are difficult to determine, it can be defined as an intellectual forum for those who want to understand both public administrations as organizations and their relationships to political, economic, and societal actors—especially in the adoption and implementation of public policies. Owing to its fragmented nature, there has been a long-lasting debate about the methodological sophistication and appropriateness of different comparative methods. In particular, the high complexity and strong context dependencies of causal patterns challenge theory-building and empirical analysis in Public Administration. Moreover, administrative settings are often characterized by relatively low numbers of cases for comparison, as well as strongly multilevel empirical settings. QCA as a technique allows for context-sensitive analyses that take into account this complexity. Against this background, it is not surprising that applications of QCA have become more widespread among scholars of Public Administration. A systematic review of articles using QCA published in the major Public Administration journals shows that the use of QCA started in mid-2000s and then grew exponentially. The review shows that, especially in two thematic areas, QCA has high analytical value and may (alongside traditional methodological approaches) help improve theories and methods of PA. The first area is the study of organizational decision-making and the role of bureaucrats during the adoption and implementation of public policies and service delivery. The second area where QCA has great merits is in explaining different features of public organizations. Especially in evaluation research where the aim is to investigate performance of various kinds (especially effectiveness in terms of both policy and management), QCA is a useful analytical tool to model these highly context-dependent relationships. The QCA method is constantly evolving. The development of good practices for different QCA approaches as well as several methodological innovations and software improvements increases its potential benefits for the future of Public Administration research.

Objetivo: discutir as experiências e contradições no controle da pandemia de Covid-19 sob a perspectiva da epidemiologia e das políticas públicas brasileiras. Conteúdo: o debate apresentado divide-se em duas seções: a primeira traça a reflexão dos parâmetros epidemiológicos sobre a curva epidêmica do SARS-CoV-2, bem como as experiências internacionais para o controle deste fenômeno. A segunda, ancorada nas políticas públicas brasileiras, apresenta uma análise comparada das experiências nacionais e internacionais, discutindo os potenciais reflexos sobre a pandemia, considerando algumas especificidades sociais. Conclusão: frente à impossibilidade de redução de pessoas susceptíveis por meio de estratégias vacinais, a redução da velocidade da curva epidêmica precisa ocorrer por meio de ações de isolamento físico social. Ademais, a construção de políticas públicas que visem a proteção ao trabalhador e a ampliação do investimento no setor saúde são medidas urgentes.ABSTRACTObjective: to discuss experiences and contradictions in the control of the Covid-19 pandemic from the perspective of epidemiology and Brazilian public policies. El primero traza la reflexión de los parámetros epidemiológicos en la curva epidémica del SARS-CoV-2, así como las experiencias internacionales para el control de este fenómeno. El segunda seccione, anclada en las políticas públicas brasileñas, presenta un análisis comparativo de las experiencias nacionales e internacionales, discutiendo los posibles impactos en la pandemia, considerando algunas especificidades sociales brasileñas. Conclusión: dada la imposibilidad de reducir a las personas susceptibles a través de estrategias de vacunación, la reducción de la velocidad de la curva epidémica debe ocurrir a través de acciones de aislamiento social y físico. Además, la construcción de políticas públicas destinadas a proteger a los trabajadores y ampliar la inversión en el sector de la salud son medidas urgentes.
