Responding to the increasing global need for environmental protection, a green port balances economic vibrancy with environmental protection. However, because exhaust emissions (e.g., CO2 or sulfide) are difficult to monitor around ports, data on such emissions are often incomplete, which hinders research on this topic. The present study aimed to fill this gap in this topic. To remedy this problem, this study formulated a new data envelopment analysis (DEA) method for collecting CO2 emissions data at their source. This method was applied to collect real-world operating data from a large container-handling company in Taiwan. Specifically, we provide a real example using a novel green energy index to account for undesirable outputs. Our main objective was to formulate two methods that combine: (1) data envelopment analysis based on a modified slack-based measure, and (2) a multi-choice goal programming approach. The contributions of this paper included the finding that rubber-tired gantry cranes are the greenest and should be used in ports. Finally, our findings aid port managers in selecting port equipment that provides the best balance between environmental protection and profitability.

The purpose of this study was to emphasize that the Data Envelopment Analysis (DEA) method is an important benchmarking tool which provides necessary information for improving business performance. To fulfil the abovementioned goal, we used a sample of 48 Slovak companies involved in the field of heat supply. As their position in the economic and social environment of the country is essential, considerable attention should be paid to improving their performance. In addition to the DEA method, we applied the Best Value Method (BVM). We found that DEA is a highly important benchmarking tool, as it provides benchmarks for units that have problems with performance and helps us to reveal risk performance factors. The DEA method also allows us to determine target values of indicators. The originality of this paper is in its comparison of the results of the BVM and the DEA methods.

The eco-efficiency and sustainable development have become the focus of world and the issues to be resolved urgently. In this paper, the recent research status of eco-economic region of Poyang Lake in China is analyzed, and the multi-level evaluation index system of eco-efficiency of Poyang Lake is constructed. The minimum input and maximum output method based on DEA(Data Envelopment Analysis) is proposed, the mathematical model of validity evaluation of eco-economic region of Poyang Lake is set up and programmed by MATLAB. Efficiency evaluation of a complex system with the cases from nine districts of Poyang Lake region in China is realized, which is more than one homogeneous decision-making unit of multi-input and multi-output. The MDEA (Modified DEA) method resolves the problems of ranking DEA efficient units of Poyang Lake, The DEAP2.1 software differentiates the technical efficiency and scale efficiency of eco-economic region of Poyang Lake, and adjusts the DEA inefficient units to become technical efficiency. The model can be used to analyze efficiency and diagnose different units at the same time or same unit at different time. It can be more accurate and convenient for the management process of eco-economic region of Poyang Lake and the similar eco-economic region.

Public Employment Services (PES) are identified as important institutions in the process of improving the match between supply and demand in the labor market, which, despite their importance, still do not achieve the desired efficiency. The indicated problem is partly due to the lack of appropriate evaluation methods for the applied labor market policy instruments. This paper aims to verify the possibility of using the two-stage Data Envelopment Analysis (DEA) method in measuring the efficiency of public sector entities. The authors focused on 39 PES operating in Mazovia province, Poland in 2019. In the first stage, the model of technical efficiency of local PES included six variables (four inputs and two outputs). Only seven PES obtained full efficiency. The inefficiency of analyzed PES varied from about 1% to 80%. In the second stage, the attention focuses on the relationship between true unknown efficiency and its determinants (five environmental variables, both demand and supply oriented). Then, the regression coefficients and confidence intervals showed that three out of five variables influence the efficiency results, the share of the long-term unemployed, the share of the unemployed under 30, and the share of the unemployed over 50 in the total number of unemployed.

PurposeThis study aims to identify the efficiency scores of hospitals affiliated to the Ministry of Health in Turkey between the years of 2010–2015 at provincial level and to reveal the factors that affect the efficiency scores.Design/methodology/approachThe two-stage data envelopment analysis (DEA) method was used to achieve the study purpose. In the first stage, DEA method based on input-oriented Charnes–Cooper–Rhodes (CCR) model was performed to calculate the efficiency scores of public hospitals at the provincial level between 2010 and 2015, and in the second stage, Tobit regression and linear regression analyses were used to identify whether the efficiency scores of provinces are affected by the input, output and control variables.FindingsUpon the analysis, the average efficiency scores of 81 provinces by years were found to vary between 0.79 and 0.89. According to both regression analyses, all of the input and output variables were found to have significant effects on the efficiency scores of provinces while only the population of province among the control variables was identified as the factor with an effect on the efficiency scores of provinces (p < 0.05).Practical implicationsThe results of this study are thought to guide health policymakers and managers in terms of both determining efficient and inefficient hospitals at the provincial level and revealing which variables should be taken into account in order to increase efficiency.Originality/valueThe study differs from previous studies on the efficiency of hospitals. First, although previous studies were generally descriptive studies to determine the efficiency level of hospitals, this study is an analytical study that tries also to show the factors affecting the efficiency of hospitals. In addition, while examining the effect of input and output variables on efficiency scores, control variables were also included in the study.

Under the background of rapid urbanization in China, this paper takes the southeast of Changchun city as an example, and uses 2008 to 2012 as decision making unit with DEA. Then it comes to the relevant conclusion of the effectiveness of urban expansion in Changchun city to the economic development:(1) the southeast of Changchun city may still have the space to continue expanding;(2) whether urban expansion in the future still brings more benefits to Changchun economic development or not, which mainly depends on the evaluation result after 2012;(3) DEA method has the feasibility and effectiveness in this respect, and such studies can be assumed to be one of the reference of determining city scale.
