Subject. This article explores the changes in the region's rural settlement system driven by certain transformations in agriculture. Objectives. The article aims to assess the impact of the transformations in agricultural production of the Amur Oblast on the settlement structure of the Far Eastern agricultural region. Methods. For the study, we used the methods of logical, comparative, and statistical analyses, and typology. A set of spatial development theories is the methodological basis of the study. Results. The article presents a database that helps understand the history of agricultural settlements of the area, as well as demographic processes and trends differentiation. Conclusions. The mechanisms to stabilize the area's population should be used alongside with spatial development policies that are in line with the development of agricultural settlements.

An analysis is provided of the spatial-functional structure of the area of Główna, Zawady, Gdyńska and Bałtycka streets in Poznań. This region of the city is unique. On the one hand, it contains particularly valuable architectural forms, often of historical and cultural merit, and several interesting natural-landscape features passing into historical structural wedges of urban greenery. On the other hand, however, there are also storehouses as well as manufacturing and service shops there, often side by side with residential housing. The area displays a mix of functions and building forms, a deteriorating state of repair of the buildings, a vandalised urban environment, and advancing processes of ageing and depreciation. The paper is concluded with a presentation of the measures devised to transform the area that have been outlined in the Study of determinants and directions of the spatial development of the city of Poznań and the authors’ own observations.

The new Common Agricultural Policy (CAP) proposal includes few improvements compared to previous programming periods which may reinforce future evaluation, but we can also observe elements that may weaken the assessment, with the risk of repeating past failures. The objective of this essay is to analyse the new framework proposed for evaluation in the future CAP and to promote a collective discussion on how to make evaluations more usable, useful and reliable for users and practitioners. The first part of the paper analyses the main elements of evaluation during the different rural development programming cycles. A second part is dedicated to an examination of the current programming period (2014–2020) and the implications of the introduction of the Common Monitoring and Evaluation Framework (CMEF) and the evaluation plan. In a third part, we critically discuss the proposals for the next programming period and we offer some concluding reflections and two main open questions. From the analyses carried out, many elements emerge to encourage discussion on the role that evaluation has played and can play and the critical points to face. The experiences in rural development policies have introduced important changes in theoretical and implementation terms. In particular, they helped to build evaluation capacity and enabled the involvement of the civil society. However, it is also clear that the European Commission (EC) designed path has often led to an increase in rigidity and orthodoxy towards common frameworks compliance.

Постановка задачи. Работа посвящена выявлению элементов архитектурно-пространственного маркетинга городской среды Челябинска в связи с необходимостью реализации стратегии пространственного развития России и приоритетного федерального проекта «Формирование комфортной городской среды». Для выявления элементов маркетинга в городской среде были рассмотрены: стратегии развития города и области, действующие городские проекты и правила, примеры реализации существующих проектов, маркетинговые мероприятия, элементы историко-культурного наследия. Результаты. При организации архитектурно-пространственной среды Челябинска было выявлено наличие элементов архитектурно-пространственного маркетинга, которые отмечены в указанных документах, в реализации некоторых пунктов документов, в отношении к историко-культурному наследию города. Выводы. Отмечается, что городу необходима разработка концепции на основе применения элементов архитектурно-пространственного маркетинга для создания единого облика. Statement of the problem. The article is devoted to identifying the elements of architectural and spatial marketing of the urban environment of Chelyabinsk in connection with the need to implement the spatial development strategy of Russia and the priority federal project «Formation of a Comfortable Urban Environment». To identify the elements of marketing in the urban environment, the following were considered: development strategies of the city and the region, existing city projects and rules, implementation of existing projects, marketing events, elements of historical and cultural heritage. Results. When organizing the architectural and spatial environment of Chelyabinsk, the presence of elements of architectural and spatial marketing, which are noted in the above documents, in the implementation of certain paragraphs of the documents, in relation to the historical and cultural heritage of the city, was revealed. Conclusions. The article notes that the city needs to develop a concept based on the use of architectural and spatial marketing elements to create a single look.

The premise of this paper is to canvass for the inclusion of stakeholders in participating in the Government Wide Monitoring and Evaluation (GWM&E) using the participatory monitoring and evaluation (PM&E) approach. The focus is mainly on the practicality of using participatory methods as part of the agenda to cascade the implement the M&E into different stake-holders using various methods in South Africa. A variety of public participation methods should be recognised to benchmark for the inclusion of stakeholders at the local level in the evaluation and monitoring of public programmes and projects in order to allow more space for civil society engagement in development policies and social accountability. Participation is increasingly recognised by countries as an integral part of M&E process while it offers environment for civic participation in a more inclusive and responsive approach towards service delivery and budget  allocation in South Africa. Using a qualitative approach, conclusions and recommendations from this study contribute towards monitoring and evaluation of policies, programmes and projects in the field of Public Management. This study intends to address the paucity of literature on Participatory Monitoring and Evaluation in South Africa.

The rescaling of the state and the general governance changes we have witnessed in Western Europe since the sixties occurred in Hungary in the last 25 years. In this paper I revisit the literature on phenomena relating to changes in urban planning governance brought about by neoliberal regimes, and highlight parallel issues in the after-transition Hungarian context. Challenges of local governance are discussed, focussing on the mechanisms that have fuelled segregation in the Hungarian urban context. The paper concludes that glocalisation has been the main outcome of the decentralisation of public administration also in Hungary, whereas more recently rolling out of the state through its development policies financed mainly from EU funds has attempted to address urban inequalities and segregation. In part, however, some of the urban rehabilitation attempts are based on 'diseconomies of conflict', which means that results may become unsustainable in the future.

This article analyses the urban heritage protection and spatial development policies of two model historical urban centres in Poland, whose spatial layout has been erased: medieval Świecie nad Wisłą (the Pomeranian region) and Renaissance Krasiczyn (the Subcarpathian region). Their urban layouts had a significant compositional factor (a town and castle complex in axial plan). The second element important in terms of landscape protection and spatial planning is their history: at the end of the eighteenth century and during the nineteenth century they had to be relocated. The analysis covers the spatial form during the period of their founding, the reasons for transformation, their present-day state of preservation, and the current spatial conservation and development policy. General conservation conclusions have also been formulated.

The article considers the place of public spaces in the fabric of panel microdistricts, Pervomaisky and Universitetsky in Irkutsk. It analyses the current condition and problems of public spaces. It gives the examples of improvement of areas under the federal and regional programs on improving the comfort of urban environment. The specific features of the formation of a pedestrian boulevard in the given microdistricts are revealed and the necessary factors for the creation of a successful and frequented public place are identified.
