The paper applies multiregional CGE Economic Policy Projection and Analysis (EPPA) model to analyze major risks the Paris Agreement on climate change adopted in 2015 brings to Russia. The authors come to the conclusion that if parties of the Agreement meet their targets that were set for 2030 it may lead to the decrease of average annual GDP growth rates by 0.2-0.3 p. p. Stricter climate policies beyond this year would bring GDP growth rates reduction in2035-2050 by additional 0.5 p. p. If Russia doesn’t ratify Paris Agreement, these losses may increase. In order to mitigate these risks, diversification of Russian economy is required.

AbstractAnthropogenic aerosol (AA) forcing has been shown as a critical driver of climate change over Asia since the mid-20th century. Here we show that almost all Coupled Model Intercomparison Project Phase 6 (CMIP6) models fail to capture the observed dipole pattern of aerosol optical depth (AOD) trends over Asia during 2006–2014, last decade of CMIP6 historical simulation, due to an opposite trend over eastern China compared with observations. The incorrect AOD trend over China is attributed to problematic AA emissions adopted by CMIP6. There are obvious differences in simulated regional aerosol radiative forcing and temperature responses over Asia when using two different emissions inventories (one adopted by CMIP6; the other from Peking university, a more trustworthy inventory) to driving a global aerosol-climate model separately. We further show that some widely adopted CMIP6 pathways (after 2015) also significantly underestimate the more recent decline in AA emissions over China. These flaws may bring about errors to the CMIP6-based regional climate attribution over Asia for the last two decades and projection for the next few decades, previously anticipated to inform a wide range of impact analysis.

Fluvial flooding in Canada is often snowmelt-driven, thus occurs mostly in spring, and has caused billions of dollars in damage in the past decade alone. In a warmer climate, increasing rainfall and changing snowmelt rates could lead to significant shifts in flood-generating mechanisms. Here, projected changes to flood-generating mechanisms in terms of the relative contribution of snowmelt and rainfall are assessed across Canada, based on an ensemble of transient climate change simulations performed using a state-of-the-art regional climate model. Changes to flood-generating mechanisms are assessed for both a late 21st century, high warming (i.e., Representative Concentration Pathway 8.5) scenario, and in a 2 °C global warming context. Under 2 °C of global warming, the relative contribution of snowmelt and rainfall to streamflow peaks is projected to remain close to that of the current climate, despite slightly increased rainfall contribution. In contrast, a high warming scenario leads to widespread increases in rainfall contribution and the emergence of hotspots of change in currently snowmelt-dominated regions across Canada. In addition, several regions in southern Canada would be projected to become rainfall dominated. These contrasting projections highlight the importance of climate change mitigation, as remaining below the 2 °C global warming threshold can avoid large changes over most regions, implying a low likelihood that expensive flood adaptation measures would be necessary.

AbstractThe present article describes the main insights deriving from the papers collected in this special issue which jointly provide a ‘room with a view’ on some of the most relevant issues in climate policy such as: the role of uncertainty, the distributional implications of climate change, the drivers and applications of decarbonizing innovation, the role of emissions trading and its interactions with companion policies. While looking at different issues and from different angles, all papers share a similar attention to policy aspects and implications, especially in developing countries. This is particularly important to evaluate whether and to what extent the climate policies adopted thus far in developed countries can be replicated in emerging economies.

The article deals with the competitiveness of regions in the face of climate change. The aim was to present the concept of measuring the Regional Climate Change Competitiveness Index. We used a comparative and logical analysis of the concept of regional competitiveness and heuristic conceptual methods to construct the index and measurement scale. The structure of the index includes six broad sub-indexes: Basic, Natural, Efficiency, Innovation, Sectoral, Social, and 89 indicators. A practical application of the model was presented for the Mazowieckie province in Poland. This allowed the region’s performance in the context of climate change to be presented, and regional weaknesses in the process of adaptation to climate change to be identified. The conclusions of the research confirm the possibility of applying the Regional Climate Change Competitiveness Index in the economic analysis and strategic planning. The presented model constitutes one of the earliest tools for the evaluation of climate change competitiveness at a regional level.
