This chapter presents an exploratory study about Roma communities, located in the municipalities of Torres Vedras and Figueira da Foz, to identify how entrepreneurial education has been taking place and how it can be improved by reflecting on which predictive skills of entrepreneurial success can be stimulated to this target audience in a non-formal educational context. From this point on, it aims to contribute not only to the development of a theory about entrepreneurial education, but also to awaken dormant or little stimulated potential, with the aim of triggering processes of human and socioeconomic development that reflect on the improvement of the quality of life of communities and society as a whole. In this sense, it aims to understand how entrepreneurial education, in a non-formal spectrum, can contribute to improving the quality of life of the Roma people.

One of the main characteristics provided in the framework of strategic planning of the socioeconomic development of regions is the quality of life. The growth of profits and the increase in consumption increases the burden on the environment. The purpose of this article is to analyze the ecological, hydrocarbon potential, the quality of life of the population in the subjects of the South of Russia, to assess the prospects of their changes in the strategies of socio-economic development. The authors use statistical, tabular, qualitative factor analysis, ranking. The materials of the article are a database of regions of the South of Russia in terms of the environmental, hydrocarbon footprint, quality of life, generalizing economic indicators. The paper accumulates information on Krasnodar krai, Rostov, Astrakhan, Volgograd regions, the Republics of Adygea and Kalmykia. The ecological and hydrocarbon footprint varies by region in different ways. The authors have made a rating of the best regions. The factors of the obtained changes are determined. It is found that the quality of life is determined by the volume of GRP, GRP per capita, gross fixed capital accumulation, the actual final consumption of households. Qualitative analysis shows how these factors affect the ecological and hydrocarbon footprint. It is necessary to break the link between the growth of production and the deterioration of the environmental situation. This is possible due to the development of “green” technologies. The analysis of strategies of the social and economic development of the regions of the South of Russia shows that at large volumes of GRP and the developed industrial sector, subjects of the Russian Federation form “green economy” in different branches, at low level of development – only in the sphere of renewable energy. The authors conclude that the developed strategies of socio-economic development of territories do not fully contribute to overcoming ecological and economic contradictions. The authors have formulated proposals to reduce them.

The subject of this research is the state of economic security of municipalities and their role in ensuring economic security of the Russian regions. The object of this research is provision of economic security of the Russian regions. The article employs the methods of qualitative, quantitative and multi-criteria analysis for ranking regions and municipalities, as well as the methods of systematization and generalization. The author substantiates the relevance of ensuring economic security on the regional and municipal levels due to the fact that the crucial socioeconomic processes associated with economic activity of an the individual and phenomena determining the quality of life take place namely in the regions and municipalities. The main conclusion consists in determination and application of the most significant scientific approaches and methodologies, as well as best organizational practice of ensuring economic security of the municipalities, which allows detecting the threats and threshold values of the indicators of economic security indicators, and improving the quality of assessment of their level of economic security. This enables the mobilization of municipalities in the activity of ensuring their economic security and socioeconomic development. Experience has proven that the level of economic activity and quality of life is growing in the regions, where municipalities successfully solve the issues of their economic security. The scientific novelty of this study consists in revealing and analyzing the currently most important results in the sphere of economic security of the regions and municipalities, as well as in outlining the promising directions of research and their use in solution of the issues of economic security and socioeconomic development of the Russian regions and municipalities.

The Malaysian Quality of life Index (MQLI) has improved by 7.0 points during 1990-2000 and further to another 11.9 points from 2000 to 2010. Nevertheless, it is anticipated that the improvement in the QOL has not been uniform across the states in the country. Therefore, a study need arises to investigate the regional variations in the QOL in the country so that future policies may be directed towards removing the disparity in socioeconomic development of the country. The subject of this research consists in elaboration of the formalized assessment methods of the impact of reputation capital of the region upon the quality of life of the population. The object of this research is the Republic of Tatarstan. The authors substantiate the need for examining the nontraditional productive factors that determine the impact of economic development of the territories in the conditions of globalization of reproduction processes. It is underlined that at the current stage of development, it is important in the models of economic growth to take into account reputation potential of the region as one of the crucial generators of socioeconomic development in the context of digitalization of economic relations. Particular attention is turned to the questions of assessment of cumulative indexes of reputation of the territories, which form the foundation for formation of econometric models. Based on the proposed methods and approaches, the authors develop a model that in a formalized way allows determining the degree of impact of reputation capital of the region upon the parameters and dynamics of the income per capita as a paramount indicator of the quality of life. Application of the proposed methodological tools allowed substantiating the prospects, reasonableness and relevance of using with regards to the models of regional economic growth the exogenous factors, which characterize the level of development of nonmaterial factors of production. The obtained results prove the substantial correlation between the analyzed statistical arrays. It is established that augmentation reputation capital of the territories is an important task in the era of digitalization and globalization.

Различия в экономическом развитии российских территорий определяют межрегиональное неравенство в качестве жизни и благосостоянии населения. Они фиксируются официальными статистическими данными о социальноэкономическом положении на трех уровнях территориального деления и управления: 1) федеральные округа 2) субъекты федерации 3) муниципальные образования (МО). Актуально изучение взаимовлияния процессов социально экономического развития на этих уровнях. В статье основное внимание уделяется социально экономическому положению муниципалитетов. Дано краткое описание информационного обеспечения исследования. Представлен опыт сравнительного анализа трансграничных МО на примере субъектов СевероЗападного ФО. Differences in the economic development of the Russian territories determine interregional inequality in the quality of life and wellbeing of the population. They are recorded by official statistics on the socioeconomic situation at three levels of territorial division and governance: 1) federal districts 2) subjects of the federation 3) municipalities (MO). The study of the mutual influence of the processes of socioeconomic development at these levels is relevant. The article focuses on the socioeconomic situation of municipalities. A brief description of the research information support is given. The experience of a comparative analysis of crossborder MOs on the example of subjects of the NorthWest Federal District is presented.

The preservation of spatial order is one of the key objectives of spatial planning. Due to the dynamic changes associated with rapid urbanization, special attention should be paid to cities and the surrounding areas. The aim of this study was to measure spatial order in social, economic and environmental dimensions in the Functional Urban Area of Olsztyn, the capital city of the Polish voivodeship of Warmia and Mazury, and to propose indicators for measuring spatial order. Socioeconomic development should be balanced with environmental protection to promote spatial order and improve the quality of life. Functional urban areas should be regularly monitored to ensure that planning measures contribute to the preservation of spatial order, and to minimize local problems and conflicts. The municipalities belonging to functional urban areas should be regarded not only as distinct territorial units, but also as members of a cohesive area whose development in every dimension of spatial order contributes to an improvement in the quality of life for local communities.

The article shows the determining role of the service sector in the economic and social development of Moscow. The dynamics of changes in the share of services in the structure of employment, the general building fund development, the production of gross regional product, the income and expenditure of the city budget are examined. The levels of the service sector development in Moscow and abroad in terms of the share of the service economy in the structure of employment and the production of gross regional product are compared. It is concluded that the service sector development in Moscow corresponds to that in the economically developed foreign countries. The service sector affects the social development of society, the growth of human potential, determines the lifestyle of the population, the model of consumer behavior. A developed service sector creates a comfortable urban environment, provides a high quality of life. The role of the service sector in the socioeconomic development of Moscow is studied. The growth of the share of the services economy in the structure of the socioeconomic complex is revealed; it is typical for the stage of transition to post-industrial development. The relationship between the dynamics and structure of the service sector, the formation of a new model of employment, life quality improvement, and human capital development is determined. The main components of the quality of life that determine the needs for the development and placement of service facilities in the city are considered. The role of the service sector in the socioeconomic development of Moscow for accounting in forecasting, design and management decisions in the development of social, administrative and business facilities in the city, the creation of jobs in the service economy in the transition to the knowledge economy and information technology is assessed. The research is carried out on the basis of official statistics (Rosstat, Mosgorstat), branch departments and directorates of Moscow. Statistical, analytical, sociological methods of research, expert assessments, analogies, field survey, mathematical modeling are used. The tendency is noted of the increasing role of the service sector in the socioeconomic development of Moscow, characteristic of the transition to the post-industrial type of economy: the growth of the share of the service economy in the structure of the economic complex, the growing impact on the level and quality of life, the reproduction of human capital, the formation of a comfortable environment. The tasks and main directions of the development of social infrastructure, an important component of the service sector, are formulated. The role of the service sector in the socioeconomic development of Moscow consists in (1) influencing the economic growth, the structure of the city’s economic complex, the increase in the share of the service economy, and qualitative changes in the industries that are characteristic of the transition to post-industrial development, and (2) in influencing the social development of the city: maintaining the reproduction of human potential, improving the life quality of the population. In recent years, the service sector, including its most important component – social infrastructure, is becoming a priority sector of the economy, which corresponds to global trends in the transition to a knowledge economy.
