AbstractThe peace operations literature suffers from a narrow focus on battlefield deterrence. It ignores the need to deter actors beyond the battlefield from supporting the combatants using force, and analyses the use of military threats and force in peace operations in a vacuum without taking into account the other instruments that deterring actors employ simultaneously to influence the combatants, combatant allies, combatant supporters and bystanders that undermine deterrence in peace operations. Since most peace operation forces lack the capacity and willingness to threaten and use force in accordance with the requirements stipulated by rational deterrence theory, influencing actors beyond the battlefield is more important with respect to deterring violence than the military efforts undertaken by peace operation forces to deter combatants from using force or to compel them to stop doing so. Accordingly, this chapter develops a new analytical framework that will enable peace operation theorists and practitioners to target all the actors that undermine deterrence on the battlefield and beyond with all the tools at their disposal—persuasion, inducement and coercion. The framework will improve both theory and practice by providing a better understanding of the conditions under which peace operations can contribute to deterring and, if need be, compelling combatants from using force as well as identifying the tools that practitioners can employ to this end. It highlights that peace operations merely constitute the top of the deterrence iceberg, and that peace operation forces must be supported by other actors and tools to succeed with respect to deterring violence and facilitating conflict resolution.

This article first presents central theories of military sociology about soldiers’ developing of certain military values, attitudes and identities in war operations This question and the factors related to it are then used to ask if soldiers deployed in peace operations develop different military attitudes. The question is then confronted by observations of the practices in a Danish Battalion in KFOR. The field observations found that the Danish soldiers were struggling with competing attitudes originating from both the military training and the objective of the peace operation. It is observed that new concepts and attitudes are in the making such as a new ‘mediator identity’, but that the warrior identity still dominates due to the varied intertwined processes of the daily practices of the military organization.

AbstractBoth deterrence theory and deterrence practice are evolving to address contemporary strategic challenges. In the military domain, states progressively integrate and synchronise military operations. Outside of it, they exploit grey zone strategies that combine different instruments of influence across multiple domains. These developments are now giving birth to a new wave of thinking about cross domain deterrence (CDD), what it precisely entails, and what favouring conditions are necessary for it to be effective. This chapter situates CDD in the context of today’s challenges, and identifies the prerequisites for these favouring conditions based on a review of a rather diverse body of literature. It finds that one strand of that literature predominantly focuses on practical and technical prerequisites in order for CDD to be effective, leaving the framework of traditional deterrence theory intact. It also finds a second strand that holds that the nature of today’s challenges requires more than mere innovation in application. The ideas about deterrence proposed by this second strand are expanding on common understandings of deterrence to the extent that deterrence is no longer only about fear nor about convincing opponents to refrain from certain behaviour. The conclusion summarises the findings and elaborates their implications for theory and practice.

<div><i>Background</i>: the creative capacities and the knowledge of the employees are components of the intellectual capital of the company; hence, their training is a key activity to achieve the objectives and business growth. <i>Objective</i>: To understand the meaning of learning in the hospital from the experiences of its participants through the inquiry of meanings. <i>Method</i>: Qualitative design with an ethnographic approach, which forms part of a wider research, on organizational culture; carried out mainly in 2 public hospitals of the Community of Madrid. The data has been collected for thirteen months. A total of 23 in-depth interviews and 69 field sessions have been conducted through the participant observation technique. <i>Results</i>: the worker and the student learn from what they see and hear. The great hospital offers an unregulated education, dependent on the professional, emphasizing that they learn everything. Some transmit the best and others, even the humiliating ones, use them for dirty jobs, focusing on the task and nullifying the possibility of thinking. They show a reluctant attitude to teach the newcomer, even if they do, they do not have to oppose their practice. In short, a learning in the variability, which produces a rupture between theory and practice; staying with what most convinces them, including negligence, which affects the patient's safety. In the small hospital, it is a teaching based on a practice based on scientific evidence and personalized attention, on knowing the other. Clearly taught from the reception, to treat with caring patience and co-responsibility in the care. The protagonists of both scenarios agree that teaching and helping new people establish lasting and important personal relationships to feel happy and want to be in that service or hospital. <i>Conclusion</i>: There are substantial differences related to the size of the center, as to what and how the student and the novel professional are formed. At the same time that the meaning of value that these health organizations transmit to their workers is inferred through the training, one orienting to the task and the other to the person, either patient, professional or pupil and therefore seeking the common benefit.</div>

Abstract The article presents the military cooperation between the King of Galician-Volhynian Ruthenia, Daniel Romanowicz, and the Dukes of Mazovia, Konrad and his son Siemowit. The alliance, based as a counterweight for the cooperation between the King of Hungary and the Piast princes of Lesser Poland, who were trying to conquer Ruthenia and dominate all Piast principalities in then fragmented Poland. It lasted for several decades from the 1220’s to the 1260’s and was primarly aimed at mutual protection against the invasions of the pagan Yotvingians and supporting each other in armed conflicts. The text contains an analysis of war expeditions, tactics and ways of support that were given by both sides of the allianace. It is a new point of view on this aspect of political strategy of both sides that in some ways defined the regional situation. Ruthenians granted masovian Piasts some mobile and political uncommited support in fight with their relatives in Poland, and also secured their border with the Yotvingians. On the other hand, masovian knights were an additional strike force in ruthenian plundering expeditions to Yotvingia. The research was based on the analysis of preserved historical sources and scientific literature using historical methodology.

Livy preserves two explanations of the Senatorial decision of 445 B.C. to suspend the election of consuls and to confer imperium consulare upon tribuni militum. One, which he himself accepts, is that it was a political compromise designed to appease agitation for plebeian representation in the consulship. The other is that the military situation demanded the appointment of at least three holders of imperium. Until some forty years ago the majority of scholars, even if ready to admit that the reform had military advantages, joined with Livy in laying the chief emphasis on the political motive. More recently, however, the tendency has been to disown the connection between the innovation and the struggle for office. The change is explained as necessitated wholly by growing military commitments or administrative needs. My purpose here is merely to defend once again the traditional account that the decision of 445 B.C. marked an important stage in the Struggle of the Orders and to remove the major difficulties which have discouraged its acceptance.

Purpose The purpose of this paper is to investigate the impact of tax audit, tax rate and tax penalty on sales tax compliance and examine the moderating effect of patriotism on the associations between tax audit, tax rate and tax penalty with sales tax compliance among Jordanian manufacturing small- and medium-sized enterprises (SMEs). Design/methodology/approach In this study, 660 questionnaires were distributed by using systematic random sampling to manufacturing SMEs in Jordan, after which a total of 385 useable questionnaires were deemed suitable for analysis. Partial least squares structural equation modelling (PLS-SEM) was used to validate the measurement model and structural model and the predictive relevance of the study’s model. Findings The findings showed that tax audit and tax penalty were positively associated with the level of sales tax compliance, whereas tax rate was insignificantly associated with sales tax compliance. They also demonstrated the moderating significant effect of patriotism on the relationship between tax penalty, tax audit and tax rate with sales tax compliance. Research limitations/implications Tax authorities and policymakers in developing majority societies in developing countries and in other Arab countries, especially in Jordan may use the results to focus their interest on the formulation of policies founded on the outcomes of the study to strengthen eligible SMEs to comply to further boost their sales collections. Originality/value This study extends the deterrence theory in the context of sales tax compliance by proposing the moderating effect of patriotism in the deterrence theory on sales tax compliance among SMEs. Moreover, the suitability for the use of PLS-SEM as a statistical tool in investigating the extended deterrence theory with patriotism as a moderating variable as well as its implications for theory and practice was also discussed.

At the 15th Chinese Communist Party (CCP) Congress held in September 1997, Chinese leader Jiang Zemin announced that the People's Liberation Army (PLA) would reduce its manpower by 500,000 in the next three years. This is apparently a new step to deepen the military reform that Deng Xiaoping had initiated in early 1980s. Such reform aims to transform the PLA from a manpower-based military geared toward fighting a major defensive “people's war” to a technology-based military capable of forward deployment to deal with more variegated local contingencies. While substantial research has been done on major aspects of this reform, changes within major PLA organizations, such as the Central Military Commission (CMC), the higher command structure, the research and learning institutions, and the force structure, have not been adequately and systematically analysed. This study intends to shed light on these changes. Such a study is necessary and significant also because it helps towards an understanding of the extent, direction and problems of China's defence modernization drive, which may have important implications for Asian security. Finally, it provides an analytical framework for research regarding further organizational changes of the PLA.

Abstract Materials from topographic surveys had a serious impact on the labels on the maps that were based on these surveys. Collecting toponyms and information that were to be placed as labels on a final map, was an additional duty the survey officers were tasked with. Regulations concerning labels were included in survey manuals issued by the Austro-Hungarian Militärgeographisches Institut in Vienna and the Polish Wojskowy Instytut Geograficzny in Warsaw. The analyzed Austro-Hungarian regulations date from the years 1875, 1887, 1894, 1903 (2nd ed.). The oldest manual was issued during the Third Military Survey of Austria-Hungary (1:25,000) and regulated the way it was conducted (it is to be supposed that the issued manual was mainly a collection of regulations issued prior to the survey launch). The Third Survey was the basis for the 1:75,000 Spezialkarte map. The other manuals regulated the field revisions of the survey. The analyzed Polish manuals date from the years 1925, 1936, and 1937. The properties of the labels resulted from the military purpose of the maps. The geographical names’ function was to facilitate land navigation whereas other labels were meant to provide a military map user with information that could not be otherwise transmitted with standard map symbols. A concern for not overloading the maps with labels is to be observed in the manuals: a survey officer was supposed to conduct a preliminary generalization of geographical names. During a survey both an Austro-Hungarian and a Polish survey officer marked labels on a separate “label sheet”. The most important difference between the procedures in the two institutes was that in the last stage of work an Austro-Hungarian officer transferred the labels (that were to be placed on a printed map) from the “label sheet” to the hand-drawn survey map, which made a cartographer not responsible for placing them in the right places. In the case of the Polish institute the labels remained only on the “label sheets”.

Although experience and context are omnibus terms, the relationship between them provides some guidance on how each can be used to inform an understanding of the other. This article presents contextualization, or the degree to which content and context are connected through experience, as a measurable outcome of learning, education, or situated cognition. Contextualization is proposed here as a construct that (a) indicates curricular intention, cognitive process, and learning outcomes; (b) is a measurable variable that can be correlated to measures of learning; (c) is broadly applicable and thus represents a comparison variable across diverse scenarios; and (d) represents an important link between existing theory and practice. A contextualization spectrum framework is proposed to align curricular intentions for student experience to the resulting disposition of knowledge, as connected through contextualization.
