Natural disasters can generate millions of tons of debris and waste, which has an impact on the environment and poses direct risks to the health of the population, hence the need to analyze public policy and its consequences following the 2016 earthquake in Ecuador. Several in-depth interviews were conducted with individuals active in public service during the post-earthquake management period, together with fieldwork analysis of debris management and the institutional strategies for its recycling and reuse in three of the most affected cities: Pedernales, Portoviejo, and Manta. The environmental impact was examined, including its taxonomy of inconsistencies within public administration, alongside the processes of decentralization and shared decision-making. Similarly, the links between corporate social responsibility (CSR), public policy, and sustainability were analyzed at both the national and local level for their wider implications and ramifications. The study highlighted the gaps in the management of such a crisis, exposing a lack of ethics and the shortcomings of social (ir-)responsibility in the distorted processes of public welfare in the country, aspects that should rather work in concert to achieve full sustainable development.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Public Service-Based Information Technology and Communication (ICT), Electronics Neighborhood/Pillars of Citizens (e-RT/RW) (Study of e-Government in Kelurahan Talang Semut Kecamatan Bukit Kecil Kota Palembang). This study is based on the new way to manage public sector-oriented management services to the community forward, rather than the interests of the government. E-Government Program is a program of e-RT/RW Surabaya. The results showed the program e-RT/RW sourced from Palembang Mayor Factors supporting the program e-RT/RW in the Kelurahan Talang Semut, Bukit Kecil, Palembang is the full support of the government and relevant parties, the basic service standards and infrastructure are qualified. Whereas the inhibiting factor is the public interest, a lack of internal party support, and lack of maintenance of infrastructure. From the research, the researchers suggest that the necessary socialization harder, but not merely socialization but also training to people to operate online. Transparent financial accountability. Holding intense communication forum, addition of website content, and control of technical problems with a thorough evaluation.

In a developing country like Bangladesh, the devolved local government system is widely recognized as one of the key institutional forms for the citizen-centric public service delivery system and ensuring democratic governance at the grassroots level. However, the democratic nature of local governments and their effective role in rendering services are contingent upon the political and institutional environments of the country. Competitive electoral process is key to local democratic governance. The purpose of this article is to analyze the implications of contemporary political order and institutional environments for the proper functioning of the Union Parishad (council), the lowest tier of the local government system in Bangladesh. More specifically, this study will reflect on how political clientelism, partyarchy and institutional environments have stymied competitive electoral politics at the local level which may result in democratic backsliding.

AbstractDespite strict state controls, negative news about local officials is reported in China. Faced with political constraints and the incentive and pressure to earn profits, municipal television news programmes have developed and adopted the life news model (minsheng xinwen), which aims to help citizens solve problems. The production process of this news model has transformed the political role of the broadcast media at the local level. Many life news reports focus on disputes between citizens and local officials. Thus, addressing citizen grievances essentially facilitates public service provision. Based on an ethnographic case study of a municipal television news programme, this article finds that the production process of life news reports can facilitate public service provision by correcting local officials’ behaviour, regardless of whether the news reports are eventually broadcast. This unintended role is a result of the power negotiation between local officials and journalists who face immense commercial pressure.

Public policy analysis has become a major area of interest to political scientists. The government's attempt to create jobs has become an important activity. The purpose of this study is to examine two public service employment programs, the Work Incentive Program (WIN) and the Comprehensive Employment Training Act Program (CETA), as they are administered on the local level. The CETA program was designed to provide training, employment, and other services leading to unsubsidized employment for economically and educationally disadvantaged persons. The WIN program was established with the objective of training employable recipients of AFDC for jobs.

In cities, road traffic accidents are critical endangerment to people’s safety. A vast number of studies which are designed to understand these accidents’ leading causes and mechanisms exist. The widely held view is that emerging analysis methods can be a critical tool for understanding the complex interactions between land use and urban transportation. Using a case study of Suzhou Industrial Park (SIP) in Suzhou, China, this paper examines the relationship between different land use types and traffic accidents using a gradient boosting model (GBM) machine learning method. The results show that the GBM can be used as an effective accident model for a variety of research and analysis methods by (1) ranking the influential factors, (2) testing the degree of interpretation of each variable as the complexity of iterations changes, and (3) obtaining partial dependence plots, among other methods. The findings of this study also suggest that land use types—including facility points—demonstrate differing degrees of influence at two geographical scales: local level and neighborhood level. In the ranking of relative importance at both scales, the variables of education institutions, traffic lights, and service institutions are all ranked high—with a more significant influence on the occurrence of accidents. However, residential land and land use mix variables differed significantly in both scales and showed a significant deviation compared to the other results. When adjusting the complexity of the decision tree, the local level is more suitable for measuring variables such as residential areas and green parks where pedestrians and vehicles have fixed mobility periods and moderate flows. On the contrary, the nearest neighborhood level is more suitable to a small number of variables related to public service facilities at fixed locations, such as traffic lights and bus stops. In the partial dependence plots, all variables, except educational institutions and residences, show a positive correlation for accidents in the fitting process. The results of this study can ideally help inform transportation planners to reconsider transport accident occurrence rates in the context of the proximity to various land use types and public service facilities.

Performance assessment in profit and not-for-profit organizations has been on the agenda for scholars and practitioners for the last thirty years or so. Despite this effort, a comprehensive model of organizational performance for all kinds of organizations does not exist. This paper aims to contribute to this field by presenting findings from a constructive and interpretative investigation carried out in public organizations at the local level. This research aims to identify the dimensions of performance that addresses stakeholder interests in public organizational performance. To this end, data was collected by semi structured interviews and analyzed using content analysis. The theoretical framework is based on resource dependence, institutional theory, agency theory, and social network theory. Evidence from the investigation indicates that stakeholders assess public service performance on criteria of efficiency, effectiveness, and equity. This paper provides practical and theoretical contributions by suggesting ways of assessing performance in public organizations, which can contribute to strategic planning by setting milestones related to stakeholder expectations and by defining the dimensions of stakeholders’ assessments of the performance of public service organizations.
