AbstractThe interest in promoting food and water security through development projects has led to the need to evaluate the impact of these projects. This study evaluates the impact from transitioning to a modern irrigation technology. Deciding to adopt or not an alternative irrigation technology (sprinklers) is not necessarily a random determination. Therefore, selection bias can be present and this can lead to biased estimates. In this study, we apply methodological specifications to correct for self-selectivity biases. Then, we measure and compare the technical efficiency scores from adopters and non-adopters. The empirical application uses data covering 56 small-scale greenhouse farms in Crete (Greece) for the cropping years 2009-2013. The results reveal that the average technical efficiency for farmers who adopted sprinkler irrigation is lower than the group of non-adopters, when the presence of selectivity bias cannot be rejected. This implies that either the farmers need more time to incorporate the know-how of the newly acquired technology or they become less motivated after the adoption. Consequently, agricultural water saving technologies need to be promoted in combination with support to the farmers, so they can cope with the lower performance in the first years after adoption.

Recently, there has been renewed interest in the performance, functionality, and sustainability of traditional small-scale storage interventions (check dams, farm bunds and tanks) used across India for the improvement of local water security. The Central Groundwater Board of India is en-couraging the construction of such interventions for the alleviation of water scarcity. It is of critical importance to understand the hydrological effect of these interventions at basin scales to maximise their effectiveness. The quantification of small-scale interventions in hydrological modelling is often neglected, especially in large-scale modelling exercises. A bespoke version of the GWAVA model was developed to assess the impact of interventions on the water balance of the Cauvery Basin and two smaller sub-catchments. Model results demonstrate that farm bunds appear to have a negligible effect on the estimated average annual simulated streamflow at the outlets of the two sub-catchments and the basin whereas tanks and check dams have a more significant effect. In-terventions generally were found to increase evaporation losses across the catchment. The model adaption used in this study provides a step-change in the conceptualisation and quantification of the consequences of small-scale storage interventions in large- or basin-scale hydrological models.

This study analyses technical efficiency (TE) levels among small-scale raspberry producers in Central Chile. Special attention is given in to investigate the impact of the marketing channel used by the farmers on their technical performance. The data used in this study were obtained from a farm-level survey of 139 small-scale raspberry farmers. A stochastic production frontier model was used to evaluate the association between TE, extension, training and farmers’ decisions to sell their production directly to the agro-industry or indirectly through an informal middleman. The empirical results show that the decision to sell raspberries using informal channels is negatively associated with farm productivity and revenues. The analysis also reveals a positive relationship between TE and income among experienced and trained farmers. Implementing food quality and safety standards was also found decisive in increasing farm income. Policy implications stemming from these results are also discussed.

The Central Groundwater Board of India is encouraging the construction of interventions, such as check dams, field bunds and tanks, as the primary policy for the alleviation of water scarcity. It is of critical importance to understand the hydrological effect of these interventions at the small- and large-scale to maximise their impact and effectiveness. The quantification of small- scale interventions in hydrological modelling is often neglected, especially in large- scale modelling exercises. Although individually small, cumulatively these interventions may have a large effect on basin hydrology.  A bespoke version of the Global Water AVailability Assessment (GWAVA) model was developed to incorporate the impact of interventions on the hydrology. Interventions were conceptualised within the model structure using local knowledge, observed data and adaptations of existing reservoir representations. The effect of interventions on the water balance of the Cauvery Basin (81 000 km<sup>2</sup>), Peninsula India, and various small sub-catchments (each approximately 3500 km<sup>2</sup>) was studied. To quantify the impact of small interventions, two model runs were generated. An initial simulation was performed including a representation of the check dams, field bunds and tanks thought to be within the catchments, and compared with a “reference” simulation where no interventions were included but instead were replaced by grassland. The percentage difference for each component of the water balance was determined as an indicator of the impact of the interventions. The inclusion of interventions increases the total annual evaporation across the basin and reduces the annual streamflow. Although the interventions are constructed to provide increased surface and groundwater storage within the agricultural and urban areas, the implementation resulted in a significant decrease in total annual water storage within the sub- catchments. The aquifer levels rise minimally in the eastern sub-catchments and exhibit no change in the western sub- catchments. The aquifer levels in the mid- basin remained unchanged with the implantation of interventions.  Although the implementation of interventions are thought to increase the availability of groundwater at a local scale by upwards of two meters, the investigation using GWAVA suggest that aquifer levels are minimally affected. Based on the current understanding of interventions and the catchment hydrology, the wider effects of interventions on the water balance could be more detrimental to surface water security than anticipated and, thus, may not alleviate water poverty. The uncertainty related to the input data on interventions in the Cauvery may have affected the findings and thus further studies in regions with sufficient data availability and varying climate conditions may provide additional insight into the small- and large-scale effects of interventions.</p>

The purpose of the present study is twofold: first, to investigate the true values of Muslim owner managers; second, to examine the impact of these values on entrepreneurial orientations of Muslim small-scale entrepreneurs. 850 Muslim owner managers were selected randomly using the sampling frame provided by MajlisAmanah Rakyat Malaysia (MARA). 162 completed questionnaires were collected and analyzed. For this paper only two dimensions of entrepreneurial orientations were analyzed: proactive orientation and innovative orientation. Interestingly, the findings revealed that Muslim businessmen/women are honest, loyal, disciplined and hard working. Loyalty and honesty are positively related to proactive orientation, while discipline and hard-work are positively related to innovative orientation. The findings provide implications for existing relevant theories, policy makers, practitioners and learning institutions. 


ABSTRACT The present study was undertaken to explore the evolution of the impact of firm-level performance on employment level and wages in the Indian organized manufacturing sector over the period 1989-90 to 2013-14. One of the major components of the economic reform package was the deregulation and de-licensing in the Indian organized manufacturing sector. The impact of firm-level performance on employment and wages were estimated for Indian organized manufacturing sector in major sub-sectors in India during the period from 1989-90 to 2013-14 of the various variables namely profitability ratio, total factor productivity change, technical change, technical efficiency, openness (export-import), investment intensity, raw material intensity and FECI in total factor productivity index, technical efficiency, and technical change. The study exhibited that all explanatory variables except profitability ratio and technical change cost had a positive impact on the employment level. Out of eight variables, four variables such as net of foreign equity capital, investment intensity, TFPCH, and technical efficiency change showed a positive impact on wages and salary ratio and rest of the four variables such as openness intensity, technology acquisition index, profitability ratio, and technical change had negative impact on wages and salary ratio. In this context, the profit ratio should be distributed as per the marginal rule of economics such as the marginal productivity of labour and capital.

In this article, we explore the impact of a reentry and aftercare service program on the likelihood of returning to prison by ex-offenders. Using administrative data within a difference-in-differences design, we find that this social program is associated with a reduction in recidivism rates. Benchmark estimates show that the program was associated with estimated reductions in the probability of recidivating of 6.0 to 8.7 percentage points. The estimate appears to be economically significant as it implies an estimated treated effect in the 15.8% to 19.2% range. We consider the heterogeneous effects of the program on reducing recidivism according to race, age group, and program type. The program helped to reduce recidivism among Whites but not Blacks; older participants were the main beneficiaries while the effectiveness of the program was observed among older participants. Back-of-the-envelope cost-savings analysis is incorporated to estimate the potential savings to the state arising from the reduction in recidivism rates likely attributable to the program. The findings are robust to sample selection bias, alternative specifications, and estimation techniques. Our results offer some implications for the role of faith-based social programs within the context of criminal justice reform to combat reentry of former inmates. They also provide a cautionary tale about the need to evaluate programs not just based on their overall effect.

Land subsidence caused by groundwater withdrawal induced by mining is a relatively unknown phenomenon. This is primarily due to the small scale of such movements compared to the land subsidence caused by deposit extraction. Nonetheless, the environmental impact of drainage-related land subsidence remains underestimated. The research was carried out in the “Bogdanka” coal mine in Poland. First, the historical impact of mining on land subsidence and groundwater head changes was investigated. The outcomes of these studies were used to construct the influence method model. With field data, our model was successfully calibrated and validated. Finally, it was used for land subsidence estimation for 2030. As per the findings, the field of mining exploitation has the greatest land subsidence. In 2014, the maximum value of the phenomenon was 0.313 cm. However, this value will reach 0.364 m by 2030. The spatial extent of land subsidence caused by mining-induced drainage extends up to 20 km beyond the mining area’s boundaries. The presented model provided land subsidence patterns without the need for a complex numerical subsidence model. As a result, the method presented can be effectively used for land subsidence regulation plans considering the impact of mining on the aquifer system.

Abstract Introduction The establishment of a legal market for medicinal cannabis under the Dangerous Drugs Amendment Act 2015 has positioned Jamaica at the forefront of cannabis law reform in the developing world. Many local cannabis businesses have attracted investment from overseas, including from Canada, US and Europe. Aim To explore the opportunities and risks of foreign investment in an emerging domestic legal cannabis market in a developing country. Methods Thematic analysis of semi-structured face-to-face interviews with 22 key informants (KIs) from the Jamaican government, local cannabis industry, academia and civil society, and field observations of legal and illegal cannabis cultivators. Results KIs from the Jamaican public agencies and domestic cannabis entrepreneurs saw foreign investment as an essential source of capital to finance the start-up costs of legal cannabis businesses. Local cannabis entrepreneurs prioritised investors with the greatest financial resources, brand reputation and export networks. They also considered how allied an investor was with their business vision (e.g., organic cultivation, medical vs. recreational). The key benefits of partnering with a foreign investor included transfer of technical knowledge and financial capital, which enhanced production, quality assurance and seed-to-sale tracking. Some KIs expressed concern over investors’ focus on increasing production efficiency and scale at the expense of funding research and development (R&D) and clinical trials. KIs from the local industry, government agencies and civil society highlighted the risks of ‘predatory’ shareholder agreements and domestic political interference. Concerns were raised about the impact of foreign investment on the diversity of the domestic cannabis sector in Jamaica, including the commitment to transition traditional illegal small-scale cannabis cultivators to the legal sector. Conclusion While foreign investment has facilitated the commercialisation of the cannabis sector in Jamaica, regulatory measures are also needed to protect the domestic industry and support the transition of small-scale illegal cultivators to the legal regime. Foreign investments may alter the economic, social and political determinants of health in transitioning from illegal to legal cannabis market economy.
