AbstractThis contribution describes the German EU Council Presidency Translator (EUC PT), a machine translation service created for the German EU Council Presidency in the second half of 2020, which is open to the general public. Following a series of earlier presidency translators, the German version exhibits important extensions and improvements. The German EUC PT is the first to integrate systems from commercial vendors, public services, and a research center, using a mix of custom and generic translation engines, and to introduce a new webpage translation widget. A further important feature is the close collaboration with human translators from the German ministries, who were provided with computer-assisted translation tool plugins integrating machine translation services into their daily work environments. Uptake by the public reflects a huge interest in the service, showing the need for breaking language barriers.

What are Chinese public attitudes regarding nuclear weapons? Although scholars have studied Chinese elites’ views on nuclear weapons, surprisingly little is known about the views of China’s public. To understand Chinese public views on nuclear weapons, we conduct an online survey ( N = 1066) of Chinese respondents. This is, to our knowledge, the first survey of Chinese public attitudes towards nuclear weapons. We find that although Chinese citizens view the possession of nuclear weapons as important for their country’s security, they strongly oppose the use of nuclear weapons under any circumstances. We also provide respondents an opportunity to describe their views on nuclear weapons in their own words. Using computer-assisted text analysis, we assess patterns in these open-ended responses and compare across age groups. We find that younger respondents emphasize non-material factors such as having a greater voice internationally, whereas older respondents emphasize self-defense. Overall, this analysis sheds light on the public attitudes that may shape China’s evolving approach to nuclear weapons.

This paper reflects the technology-induced novelty of translation, which is perceived as a bridge between languages and cultures. We debate the extent to which the translation process maintains its specificity in the light of the new technology-enhanced working methods ensured by a large variety of Computer-Assisted Translation (CAT) and Machine Translation (MT) tools that aim to enhance the process, which includes the translation itself, the translator, the translation project manager, the linguist, the terminologist, the reviewer, and the client. This paper also hints at the topic from the perspective of the translation teacher, who needs to provide students with transversal competencies that are suitable for the digital area, supported by the ability to tackle Cloud-based translation tools, in view of Industry 4.0 requirements.

This paper examines the recent development of a computer-assisted learning program—in Practice— at the School of Health Science, in the University of Wales Swansea. The project, which began in 2001, was developed in close collaboration with The Meningitis Trust, the aim being to produce a software package to increase nursing students’ knowledge of meningitis-related illnesses, and to enhance their decision-making and problem-solving skills by using lifelike scenarios. It incorporates two multimedia meningitis modules incorporating the use of text, film, and sound, in which students are presented with information about the illness (symptoms, treatment etc.), and are required to use their knowledge to make decisions at various key points. A general discussion of decision-making theories and CAL design principles is presented, which has provided a foundation for the main design aspects of the package. This is followed by an outline of how the program was created to promote students’ application of knowledge and their decision-making and problemsolving skills. Results from an evaluation questionnaire are presented. Consideration is also given as to how the program can be extended.DOI: 10.1080/0968776042000339808

Abstract As a language-intensive profession, translation is of frontline interest in the era of language automation. In particular, the development of neural machine translation systems since 2016 has brought with it fears that soon there will be no more human translators. When considered in terms of the history of automation, however, any such direct effect is far from obvious: the translation industry is still growing and machine translation is only one instance of automation. At the same time, data on remuneration indicate structural wage dispersion in professional translation services, with some signs that this dispersion may increase in certain market segments as automated workflows and translation technologies are adopted more by large language-service providers more than by smaller companies and individual freelancers. An analysis of recent changes in discourses on and in the translation profession further indicates conceptual adjustments in the profession that may be attributed to growing automation, particularly with respect to expanding skills set associated with translation, the tendency to combine translation with other forms of communication, and the use of interactive communication skills to authorize and humanize the results of automation.

This chapter focusses on the question about whether new technologies employed in smart cities can be the answer to current and future needs of a city population. Cutting-edge technological advances are reshaping our ecosystem; transforming society, living, and work environments; transport systems; energy grids; healthcare; communications; businesses; and education. How can cities respond to the multitude of challenges by employing technology and at the same time ensure the public well-being, improve the quality of life of city inhabitants, and make sure that the human is still at the center of decisions?

Public sector bureaucracy is undoubtedly one of the major unfavorable factors that contradict the smooth economic development of Greece. Using information systems in management is indeed promoting decisively the improvement of the organization, the communication, the service processing time and generally speaking the modernization of the Public Administration; leading to the fact that the level of proficiency of the employees in IS use is vital to the ever going fight against bureaucracy. This paper is about the study of the competence of the non IT specialists of the Greek public sector employees, who however use computers in their daily work, in subjects regarding the safe and sound use of Information Systems applications. The authors also studied the correspondence of the employees capabilities with variables like the experience, adequate knowledge of a second language, age and years of service; their interest in participating in IS training seminars is also recorded. The authors were based in data gathered with a structured questionnaire and the data analysis was conducted with multivariate analysis, correspondence analysis and hierarchical classification.

Over the past two decades there have been numerous highly charged court cases involving claims that government program offerings and public spending fail to satisfy guarantees entrenched in the Canadian Charter of Rights and Freedoms.1 Calls for enhanced appeal mechanism in refugee determination,2 provincial health care coverage of hospital translation services for the deaf,3 equal leave provisions4 for both adoptive and birth parents, government coverage of autism treatment regimes,5 and access to health care provision rather than access to a waiting list6 all illustrate the intersection of the Charter with the allocation of the public purse.

Abstract Automation is affecting all spheres of our daily lives and humans are adapting both to the challenges that it poses and the benefits that it brings. The translation profession has also experienced the impact of new technologies with Language Service Providers adapting to changes (Presas/Cid-Leal/Torres-Hostench 2016; Sakamoto/Rodríguez de Céspedes/Evans/Berthaud 2017). Translation trainers are not oblivious to this phenomenon. There have indeed been efforts to incorporate the teaching of digital translation tools and new technologies in the translation classroom (Doherty/Kenny/Way 2012; Doherty/Moorkens 2013; Austermühl 2013; O’Hagan 2013; Gaspari/Almaghout/Doherty 2015; Moorkens 2017) and many translation programmes in Europe are adapting their curricula to incorporate this necessary technological competence (Rothwell/Svoboda 2017). This paper reflects on the impact that automation and, more specifically machine translation and computer assisted tools, have and will have on the future training of translators and on the balance given by translation companies to language and technological skills.
