AbstractTechniques to evaluate large amounts of safety data continue to evolve based on a greater understanding of how the brain processes visual information and the advancement of programing tools. The Interactive Safety Graphics Task Force of the American Statistical Association Biopharmaceutical Safety Working Group has assembled a multidisciplinary team of experts in a variety of domains to develop the next generation of open-source visual analytical tools for safety data based on these advances. The multidisciplinary approach resulted in the rapid development of the first tool, a novel interactive version of the familiar Evaluation of Drug-Induced Serious Hepatotoxicity (eDISH) graphic along with a unique clinical workflow to guide the reviewer through the data analysis. This now serves as the model for the team to expand the open-source platform into a suite of other interactive safety analysis tools.

The evolution of Mobile Networks and Internet of Things (IoT) architectures allows one to rethink the way smart cities infrastructures are designed and managed, and solve a number of problems in terms of human mobility. The territories that adopt the sensoring era can take advantage of this disruptive technology to improve the quality of mobility of their citizens and the rationalization of their resources. However, with this rapid development of smart terminals and infrastructures, as well as the proliferation of diversified applications, even current networks may not be able to completely meet quickly rising human mobility demands. Thus, they are facing many challenges and to cope with these challenges, different standards and projects have been proposed so far. Accordingly, Artificial Intelligence (AI) has been utilized as a new paradigm for the design and optimization of mobile networks with a high level of intelligence. The objective of this work is to identify and discuss the challenges of mobile networks, alongside IoT and AI, to characterize smart human mobility and to discuss some workable solutions to these challenges. Finally, based on this discussion, we propose paths for future smart human mobility researches.

Acute agitation occurs in a variety of medical and psychiatric conditions, and the management of agitated, abusive, or violent patients is a common problem in the emergency department. Rapid control of potentially dangerous behaviors by physical restraint and pharmacologic tranquillization is crucial to ensure the safety of the patient and health-care personnel and to allow diagnostic procedures and treatment of the underlying condition. The purpose of this article (the first in a 2-part series) is to review the extensive safety data published on the antipsychotic medications currently available for managing situations of this type, including older neuroleptics like haloperidol, chlorpromazine, and pimozide as well as a number of the newer atypical antipsychotics (olanzapine, risperidone, ziprasidone). Particular attention is focused on the ability of these drugs to lengthen the QT interval in surface electrocardiograms. This adverse effect is of major concern, especially in light of the reported relation between QT interval and the risk of sudden death. In patients with the congenital long-QT syndrome, a long QT interval is associated with a fatal paroxysmal ventricular arrhythmia knownas torsades de pointes. Therefore, careful evaluation of the QT-prolonging properties and arrhythmogenic potential of antipsychotic drugs is urgently needed. Clinical assessment of drug-induced QT-interval prolongation is strictly dependent on the quality of electrocardiographic data and the appropriateness of electrocardiographic analyses. Unfortunately, measurement imprecision and natural variability preclude a simple use of the actually measured QT interval as a surrogate marker of drug-induced proarrhythmia. Because the QT interval changes with heart rate, a rate-corrected QT interval (QTc) is commonly used when evaluating a drug’s effect. In clinical settings, themost widely used formulas for rate-correction are those of Bazett (QTc=QT/RR^0.5) and Fridericia (QTc=QT/RR^0.33), both of which standardize themeasuredQTinterval to an RRinterval of 1 s (heart rate of 60 bpm).However, QT variability can also be influenced by other factors that are more difficult to measure, including body fat, meals, psycho-physical distress, and circadian and seasonal fluctuations.

The processes of digitalization and development of smart technologies today set a new paradigm for the development of economy and society as a whole. From year to year, the market capitalization of companies in the field of digital and smart technologies is growing, which reflects the rapid development of this sphere, but in Russia, the pace of development of the digital sphere is lower than in the leading countries in this area, one of the reasons for the lag is insufficient staffing and brain drain. The purpose of the article is to consider the possibility of developing personnel for digital and smart technologies using the personnel component of the regional innovation infrastructure. As a result of studying the experience of Krasnoyarsk krai, it is concluded that the regional law does not set tasks for the development of the regions human resources infrastructure, although the region has a basis for such development and the human resources component of the innovation infrastructure can act as a driver for the development of smart and digital technologies. However, this requires building a model of the network interaction between postgraduate, higher, secondary, general and additional education, as well as direct coordination with regional authorities and regional innovation infrastructure areas of training that are relevant to development in the region. In addition, coordination may consist in generating demand from the business community for personnel in the field of smart and digital technologies.

Due to the rapid development of technology, the use of numerically controlled machines in the industry is increasing. The main idea behind this paper is computer-aided design (CAD) based low-cost computer numerical control 2D drawing robot that can accurately draw complex circuits, diagrams, logos, etc. The system is created using open-source hardware and software, which makes it available at a low cost. The open-source LibreCAD application has been used for computer-aided design. Geometric data of a CAD model is converted to coordinate points using the python-based F-Engrave application. This system uses the Arduino UNO board as a signal generator of the universal g-code sender without compromising the performance. The proposed drawing robot is designed as a low-cost robot for educational purposes and aims to increase the student's interest in robotics and computer-aided design (CAD) skills to the next level. The drawing robot structure has been developed, and it meets the requirements of low cost with satisfactory experimental results.

On May 19, 2020, it took place online a meeting of the participants of the working group formed by the Ministry of Education and Science of Ukraine to develop a state standard of philosophical education for three higher education levels – bachelor's, master's and PhD programs. The meeting was attended by most of the members of the working group, who had the opportunity to do so. The topic for discussion was the still unrealized potential of philosophical education, which is available in Ukrainian universities, in particular – the causes and consequences of the current crisis in higher education in Ukraine in general, and in philosophical education in particular. There were revealed the strengths and weaknesses of the current system of teaching philosophy in the Ukrainian higher school, its indisputable achievements and not yet realized opportunities, and accordingly – the prospects for the development of philosophical education in Ukraine. The following issues were discussed: lacks in philosophical education in Ukraine today, changes in the content and format of this education, experience of rapid development of public philosophy in Ukraine useful for improving academic education, benefits of academic philosophical education in Ukraine. During the discussion of these issues, it was emphasized the need to preserve the best academic traditions of Ukrainian universities, as well as their further institutional development and purification from outdated forms in order to update the content of philosophy. It was noted the need for a new definition of the goals of philosophical education – both for philosophy itself and for the education system and society as a whole. Among the tasks of improving the content of philosophical education was mentioned improving the quality of historical-philosophical research and in particular translations of world classics into Ukrainian, and at the same time stressed the need to study modern philosophical problems together with students and graduate students. Special mention was made of the large and still underused resource of involving students in the formation of a curriculum in philosophy (free choice of some disciplines), as well as creative resources and useful experience of non-academic teaching of philosophy, which has its weaknesses and strengths. The participants agreed on the need to return to philosophical education an elite status, which should be provided primarily on master's and PhD levels of education, while the new bachelor's standard of philosophical education is designed to provide quality broad humanities education.

Due to the increasing popularity of Peer-to-Peer (P2P) computing, the information technology industry and standardization organizations have started to direct their efforts on standardizing P2P algorithms and protocols. The Internet Engineering Task Force (IETF) has recently formed the Peer-to-Peer SIP (P2PSIP) working group for enabling serverless operation of Session Initiation Protocol (SIP). This chapter introduces the P2PSIP by presenting its background and purpose, operational principles, current status, and application areas. The focus is on the challenges and problem areas from the viewpoint of standardization and related research. The mobile- and heterogeneous environments are considered with special care. The authors provide a glance to the existing and emerging solutions that may be used in tackling the mentioned challenges and thus paving the way for successful deployment of P2PSIP in mobile environments.
