The article analyzes the impact of tourism on improving investment climate in the region. The main factors of investment attractiveness of the developing areas of tourism are considered, among which the ability of the tourism industry to develop on almost any site with a variety of conditions and resources of activity that is related to diversity of tourist activities; and the multiplier effect of tourism development which contributes to the development of related sectors of activity. The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. According to the analysis of the legal documentation in the tourism sector of the Russian Federation and monitoring of the development of tourist areas in the article substantiated is the conclusion about the need to tough public policy, defining legal boundaries and strategic guidelines for the development of tourism on the innovative type, as well as the need to adjust the existing practice of tourism territories, which currently does not increase the investment attractiveness of regions.

Today, the attractiveness of the tourist market is characterized by the speed and rate of growth of its volumes. Strategic tourism development and the formation of appropriate strategies should aim to ensure the possibility of rapid promotion of tourist services in the tourist market, with varying degrees of development (growing, developing and developed). The rationale for this view of the development of tourism necessitates the use of different approaches, and especially the formation and development of tourist complexes and clusters based on tourism resources, the set of objects of tourist infrastructure, functionally and organizationally linked together. However, many theorists and practitioners in their scientific, methodological and practical activities use various treatments, such as "tourist complex" and "tourism cluster". Most experts identify these two concepts. Experts in the field of tourism methodology suggest the complexity of the construction of tourism clusters and the use of the cluster approach in the creation of tourist complexes. So are these concepts similar? Maybe they have the same meaning? Or do the main differences relate to practice? Or, conversely, from the standpoint of practice are they the same thing? Are there any differences, and if so, what they are? It should be noted that all these issues need to be clarified in relation to the main differences and similarities of the concepts, values and practical significance of these terms. The authors of the present article made an attempt to identify common features and main differences between tourist complexes and clusters. In our view, the problem of identifying these terms ("complex" and "clusters") today exists not only in tourism.

The study focuses on the main trends in the tourism industry of the Novosibirsk region. It is shown that the regional industry is developing in line with the national trends and falls with the general development trends of domestic and inbound tourism set forth in the documents of strategic development at the federal and sub-federal levels. The article discusses the aspects of the tourism industry, which determine the specifics of its functioning related to the geographical concentration, heterogeneity, and multiplicity of participants as well as the complex nature of the tourist product. It is concluded that the application of cluster approach to tourism development seems rather appropriate. The work determines priority types of tourism and clusters to be formed and developed in the Novosibirsk region. Besides, the article describes the factors, opportunities and restrictions for tourism development in Novosibirsk region in terms of demand. It has been shown that the expectations regarding the development of domestic tourism against the background of global failure of international passenger traffic are only partially justified since hardly can Russian domestic tourism be an equivalent substitution for the outbound tourism. Under these circumstances, the cluster tourism policy should mainly focus on the following priority directions: domestic and mainly short-term tourism; increase in the activity of tour operators in the formation of regional tourist products; development of tourism and infrastructure facilities.

One of the approaches to development of the tourism industry at the regional level, based of market rules and principles are creation and development of tourism clusters. Clusters span numerous different companies, contribute to more efficient solution of socio–economic problems in the country as a whole, and in certain regions. Clusters centre around different companies, which have not cooperated in the past, to encourage their development. The cluster approach should make radical changes to content of the tourism development policy; it means that there is a need to promote and develop the system of relationships between economic operators and the national authorities rather to support individual companies or industries. Practically it enables creation and implementation of large trans–sectoral and interregional investment and innovation projects.
