The study focuses on the main trends in the tourism industry of the Novosibirsk region. It is shown that the regional industry is developing in line with the national trends and falls with the general development trends of domestic and inbound tourism set forth in the documents of strategic development at the federal and sub-federal levels. The article discusses the aspects of the tourism industry, which determine the specifics of its functioning related to the geographical concentration, heterogeneity, and multiplicity of participants as well as the complex nature of the tourist product. It is concluded that the application of cluster approach to tourism development seems rather appropriate. The work determines priority types of tourism and clusters to be formed and developed in the Novosibirsk region. Besides, the article describes the factors, opportunities and restrictions for tourism development in Novosibirsk region in terms of demand. It has been shown that the expectations regarding the development of domestic tourism against the background of global failure of international passenger traffic are only partially justified since hardly can Russian domestic tourism be an equivalent substitution for the outbound tourism. Under these circumstances, the cluster tourism policy should mainly focus on the following priority directions: domestic and mainly short-term tourism; increase in the activity of tour operators in the formation of regional tourist products; development of tourism and infrastructure facilities.

Tourism literature is awash with evidence of the value of domestic tourism to the tourism industry in general. However; there is limited knowledge of how domestic tourism is contributing towards sustainable tourism development especially in developing countries. This study explored the contribution of domestic tourism to sustainable tourism development in Zimbabwe, one developing country in Southern Africa. Using qualitative methodologies, data were collected and thematically analysed. The study revealed that domestic tourism has both positive and negative contributions to sustainable tourism development in unique ways. In conclusion, it was noted that without domestic tourism, Zimbabwe as a tourism destination would be struggling to grow its tourism product offering and expand its market share on the global tourism market.

The article analyzes the impact of tourism on improving investment climate in the region. The main factors of investment attractiveness of the developing areas of tourism are considered, among which the ability of the tourism industry to develop on almost any site with a variety of conditions and resources of activity that is related to diversity of tourist activities; and the multiplier effect of tourism development which contributes to the development of related sectors of activity. The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. According to the analysis of the legal documentation in the tourism sector of the Russian Federation and monitoring of the development of tourist areas in the article substantiated is the conclusion about the need to tough public policy, defining legal boundaries and strategic guidelines for the development of tourism on the innovative type, as well as the need to adjust the existing practice of tourism territories, which currently does not increase the investment attractiveness of regions.

The authors dwell upon the preconditions for boundary-region tourism development and identify the factors contributing to the successful generation and stable development of the boundary-region tourist clusters.

Promotion of agritourism in Russian regions is a key condition for the formation and development of this promising trend of tourism industry. Comprehensive elaboration of regulatory and legal framework, as well as the consolidation and the multifaceted support of the municipal and regional authorities are in need for its implementation. The article is devoted to assessing the current state and development problems of agritourism in Tambov region. Agritourism in Tambov region is at the initial stage. In the region there is a complex of natural, cultural, historical and socio-economic condi- tions for its development. However, there are a number of difficulties (legal, infrastructure and others). The state and regional programs for the domestic tourism development and support for small businesses in rural areas are the most important element for the successful development of rural tourism. The article provides an analysis of tourist potential of Tambov region and identifies the problems and prospects of domestic tourism development. The author describes possibilities of agritourism for promotion and innovative development of domestic tourism, as well as justifies the necessity of the various forms of supporting tourism destinations. Tambov is currently one of the most promising regions of Russia for investments in tourism development, especially agritourism. However, successful development of this kind of business needs not only support at the municipal level. The solution of problem of agritourism development lies at the regional level. In addition, systematic work is needed in the field of professional training in rural tourism activities. For this purpose, in the region a system of continuous education in agribusiness has been developed It includes the implementation of the project activities with school children in the field of rural tourism, professional training of bachelors of technology and organization of excursion services (Agritourism) and advanced training courses for workers of RF Ministry of Agriculture

In a pandemic, the economy must adapt to new conditions in order to minimize the risks that arise. One of the areas of the economy that is most affected by the pandemic is travel and tourism (T&T). If at the beginning of the 21st century tourism showed high indicators of development, then in 2020 the T&T sphere approached the limit of survival, according to many experts’ estimates. An effective way to preserve the country’s tourism potential under these conditions is to develop domestic tourism. This research aims to analyse the development indicators of the tourism sector in Ukraine and assess the prospects for the development of the domestic tourist services market based on a correlation and regression model. The article presents an analysis of the main indicators of tourism development in Ukraine. In particular, these are such indicators as the capital investment volume, the dynamics of income from the provision of tourist services, and the total contribution of tourism to GDP. A structural analysis of the dynamics of tourist flows in Ukraine for 2013-2019 has been carried out. A significant advantage of outbound tourism in comparison with domestic tourism has been revealed. A regression model has been constructed. This model reflects the relationship between the number of domestic tourists and such factor characteristics as: transport passenger turnover, average salary level and the number of travel agencies. The inverse relationship between the dynamics of the number of domestic tourists and the number of travel agencies was revealed. It was concluded that it would be advisable for the state to encourage small forms of management in the tourism industry, which are focused on creating tourist products of local significance. A direct relationship between the average salary, passenger traffic and the number of domestic tourists was proved. The calculated forecast indicates the possibility of increasing the number of domestic tourists in Ukraine in 2020 by 6%, in 2021 by 6%, in 2022 by 5%.

The article presents an in-depth analysis of innovation opportunities and solutions to promote Europe-oriented tourism development in Ukraine, which is especially relevant given the significant lag in economic indicators of Ukraine's tourism industry against the world tourism leaders. The findings reveal that the tourism industry, as well as in Ukraine, is adapting fast enough to the global challenges caused by the coronavirus pandemic and other crisis phenomena and is gradually returning to its normal functioning, even under heavy restrictions. Particular emphasis is put on the growing role of innovative solutions to boost the process of adaptation to new realia. It is argued that tourism innovations and reforms will contribute to promoting both short-term and long-term tourism demand, raise the number of tourism businesses and, consequently, will create more jobs in this sector, along with enhancing the quality and competitiveness of domestic tourism product and increasing the tourism industry share in GDP. The purpose of this article is to identify opportunities to innovate and search for optimal solutions to ensure Europe-oriented vector of tourism development in Ukraine. To attain the research agenda, a range of general research methods have been employed, in particular, analysis and synthesis, monograph methodology, as well as methods of abstraction and concretization. The study asserts that in modern economic settings to secure the European vector in tourism development, there is a vast variety of innovative solutions available to tour operators and travel agents, ranging from radical changes in their management and marketing activities up to diversification of tourism products and customer service models. To facilitate further Europe-oriented development of domestic tourism, a focus is also placed towards the essential role of innovation-driven transformations of a tourist product at the regional level which assume new services, new tourist attractions and travel routes or their modifications, including the use of digital technologies and new tourism types, such as glamping, immersive tourism, fitness tourism, virtual tourism, travel journalism, film tourism, etc. In addition, the study discusses the specifics of backpacking as one of modern innovative tourism trends. It is argued that the key pathway for the tourism industry to innovate is building a single national tourist information base with an easy access and customer-friendly interface. Such an electronic database will combine the capabilities of an interactive travel guide and a marketplace. According to the results of the study, to enhance the Europe-oriented development of the tourism industry in Ukraine, the government should design sound investment and innovation policies that will help to support both nation-wide and regional innovative projects. The summary concludes that the implementation of innovations will contribute to gaining a competitive edge in the global tourism market.

The article analyzes the state and trends of international tourism. The study of the indicators’ dynamics of international tourism in Russia shows the country’s involvement in the world process of tourism development, still low sectoral financial indicators, but favorable trends for the development of the tourism industry and increasing competitiveness. In the current conditions of the fight against coronavirus and the introduction of measures to prevent a pandemic, the crisis of activity is accompanied by a sharp decline in international tourism and significant economic losses. Solutions for the restoration of the tourism industry are beginning to be implemented by supporting domestic tourism, improving the quality of recreation services and health of citizens.

One of the approaches to development of the tourism industry at the regional level, based of market rules and principles are creation and development of tourism clusters. Clusters span numerous different companies, contribute to more efficient solution of socio–economic problems in the country as a whole, and in certain regions. Clusters centre around different companies, which have not cooperated in the past, to encourage their development. The cluster approach should make radical changes to content of the tourism development policy; it means that there is a need to promote and develop the system of relationships between economic operators and the national authorities rather to support individual companies or industries. Practically it enables creation and implementation of large trans–sectoral and interregional investment and innovation projects.

Analysis of domestic tourism market shows that Ukraine has objective preconditions for intensive tourism industry development. However, current stage of market transformations requires that domestic tourism industry management searches for non-traditional approaches and new views reflecting international trend of this industry management, including improvement of the methods of tourism activity management, development of economic policy for various categories of tourism activity management, defining of their activity goals and development strategies for the closets and long-term perspective and assessment of perspectives of available resources capacity. The paper aims to explain the use of modern international experience in tourism industry management in organization and economic mechanism at state and regional levels of tourism management in Ukraine as well as to define their role in solution of socio-economic and cultural problems in conditions of economy transformation. The received information will help the central and local tourism management authorities to make optimal strategic decisions and define the best methods of tourism development in Ukraine. The article examines both positive and negative tendencies of development of international tourism, gives a number of advantages of foreign management experience, which can be borrowed by the domestic tourism industry to increase the level of tourism development in Ukraine. The specifics of the mechanisms of regulation and management of the tourism industry are analyzed. Modern tourism plays one of the leading roles in the global economy. World experience reveals the main trends of tourism development and the role of the state in the organizational aspect of the tourism industry. Tourism has become massive, democratic, designed for different interests, tastes, incomes, for the most different contingent. Today, tourism has become virtually independent interdisciplinary economy industry. It plays a very important role in the economy of many states.

The main mechanism for the tourism industry development both in the country and in the certain region is investment. The authors define the investment attractiveness estimation of the regions for the domestic tourism development as a system of indicators that comprehensively reflect the potential for investment, based on the investor’s strategic objectives and accounting for profitability, future cash flows and the level of risk. The article contains a number of basic methodological provisions that must be taken into account when elaborating a system of such indicators. For today the investment attractiveness estimation system of the regions for the domestic tourism development does not yet exist, whereas for many other industries and spheres of the economy, such systems have been developed to a sufficient extent. The scientific literature gives insufficient attention to the issue of assessing the regional investment attractiveness of the tourism sector. The authors make an attempt to create the universal system of parameters and estimated indicators, allowing to form understanding of the degree of tourism sector investment attractiveness of particular entities in the Russian Federation. The article offers the tourism investment attractiveness estimation model for the Russian regions based on the data of the Federal State Statistics Service. This model has been tested on the example of three entities of the Russian Federation - Altai, Krasnodar and Perm regions. The obtained results indicate that the proposed system of indicators and the evaluation model is fairly objective and representative. The developed tourism investment attractiveness estimation model for a region can be widely applied in the practice of all participants of the investment process in the course of justifying and making decisions on investment activity in the tourism development in specific regions. Also, the offered model and the system of indicators will be useful in planning and creating regional programs for the tourism development
