Abstract. Accurate understanding of sources and mixing state of black carbon (BC) aerosol is essential for assessing its impacts on air quality and climatic effect. Here, a winter campaign (December 2017–January 2018) was conducted in the North China Plain (NCP) to evaluate the sources, coating composition, and radiative effect of BC under the background of emission reduction since 2013. Results show that liquid fossil fuel source (i.e., traffic emission) and solid fuel source (i.e., biomass and coal burning) contributed 69 % and 31 % to the total BC mass, respectively, using a multiwavelength optical approach combined with the source-based aerosol absorption Ångström exponent values. The air quality model indicates that local emission was the dominant contributor to BC at the measurement site on average, however, emissions in the NCP exerted a critical role for high BC episode. Six classes of BC-containing particles were identified, including (1) BC coated by organic carbon and sulphate (52 % of total BC-containing particles), (2) BC coated by Na and K (24 %), (3) BC coated by K, sulphate, and nitrate (17 %), (4) BC associated with biomass burning (6 %), (5) Pure-BC (1 %), and (6) others (1 %). Different BC sources had distinct impacts on those BC-containing particles. A radiative transfer model estimated that the amount of BC detected can produce an atmospheric forcing of +18.0 W m−2 and a heating rate of 0.5 K day−1. Results presented herein highlight that further reduction of solid fuel combustion-related BC may be a more effective way to mitigate regional warming in the NCP, although larger BC contribution was from liquid fossil fuel source.

Abstract. This research assessed the potential co-benefits associated with selected black carbon (BC) emission reduction measures on mitigation of air pollution and climate forcing in Southeast Asia (SEA). This paper presents Part 1 of the research with details on the emission inventory (EI) results and the WRF/CHIMERE model performance evaluation. The SEA regional emissions for 2007 were updated with our EI results for Indonesia, Thailand and Cambodia and used for the model input. WRF/CHIMERE simulated PM10, PM2.5 and BC over the SEA domain (0.25º x 0.25º) of the year 2007 and the results were evaluated against the available monitoring data in the domain. WRF hourly simulation results were evaluated using the observed data at 8 international airport stations in 5 SEA countries and showed a satisfactory performance. WRF/CHIMERE results for PM10 and PM2.5 showed strong seasonal influence of biomass open burning while BC distribution showed the influence of urban activities in big SEA cities. Daily average PM10 constructed from the hourly concentrations were obtained from the automatic monitoring stations in three SEA large cities, i.e. Bangkok, Kuala Lumpur and Surabaya for model evaluation. The daily observed PM2.5 and BC concentrations obtained from the Improving Air Quality in the Asian Developing Countries (AIRPET) project for 4 cities (i.e. Bangkok, Hanoi, Bandung, and Manila) were also used for model evaluation. In addition, hourly BC concentrations were taken from the measurement results of the Asian Pacific Network (APN) project at a sub-urban site in Bangkok. The modeled PM10 and BC satisfactorily met all suggested statistical criteria for PM evaluation. The modeled PM2.5/PM10 ratios estimated for four AIRPET sites ranged between 0.47–0.59, lower than observed values of 0.6–0.83. Better agreement was found for BC/PM2.5 ratios with the modeled values of 0.05–0.33 as compared to the observation values of 0.05–0.28. AODEM (extended aerosol optical depth module) was used to calculate the total columnar aerosol optical depth (AOD) and BC AOD using the internal mixing assumption. The model AOD results were evaluated against the observed AOD by both AERONET and MODIS satellite in 10 countries in the domain. Our model results showed that the BC AOD contributed 7.5–12 % of the total AOD, which was in the same ranges reported by other studies for places with intensive emissions. The Part 1 results (this study) is used in Part 2 (Permadi et al., 2017a) which calculates the regional aerosol direct radiative forcing under different emission reduction scenarios to explore potential co-benefits for air quality improvement, reduction in number of premature deaths and climate forcing mitigation in SEA in 2030.

Abstract. Our previously published paper (Permadi et al. 2018) focused on the preparation of emission input data and evaluation of WRF–CHIMERE performance in 2007. This paper details the impact assessment of the future (2030) black carbon (BC) emission reduction measures for Southeast Asia (SEA) countries on air quality, health and BC direct radiative forcing (DRF). The business as usual (BAU2030) projected emissions from the base year of 2007 (BY2007), assuming “no intervention” with the linear projection of the emissions based on the past activity data for Indonesia and Thailand and the sectoral GDP growth for other countries. The RED2030 featured measures to cut down emissions in major four source sectors in Indonesia and Thailand (road transport, residential cooking, industry, biomass open burning) while for other countries the Representative Concentration Pathway 8.5 (RCP8.5) emissions were assumed. WRF–CHIMERE simulated levels of aerosol species under BAU2030 and RED2030 for the modeling domain using the base year meteorology and 2030 boundary conditions from LMDZ-INCA. The extended aerosol optical depth module (AODEM) calculated the total columnar AOD and BC AOD for all scenarios with an assumption on the internal mixing state. Under RED2030, the health benefits were analyzed in terms of the number of avoided premature deaths associated with ambient PM2.5 reduction along with BC DRF reduction. Under BAU2030, the average number of the premature deaths per 100 000 people in the SEA domain would increase by 30 from BY2007 while under RED2030 the premature deaths would be cut down (avoided) by 63 from RED2030. In 2007, the maximum annual average BC DRF in the SEA countries was 0.98 W m−2, which would increase to 2.0 W m−2 under BAU2030 and 1.4 W m−2 under RED2030. Substantial impacts on human health and BC DRF reduction in SEA could result from the emission measures incorporated in RED2030. Future works should consider other impacts, such as for agricultural crop production, and the cost–benefit analysis of the measures' implementation to provide relevant information for policy making.

Abstract. Air pollution is one of the main causes of damages to human health in Europe with an estimate of about 380 000 premature deaths per year in the EU28, as the result of exposure to fine particulate matter (PM2.5) only. In this work, we focus on one specific region in Europe, the Po basin, a region where chemical regimes are the most complex, showing important non-linear processes, especially those related to interactions between NOx and NH3. We analyse the sensitivities of PM2.5 to NOx and NH3 emissions by means of a set of EMEP simulations performed with different levels of emission reductions, from 25 % up to a total switch-off of those emissions. Both single and combined precursor reduction scenarios are applied to determine the most efficient emission reduction strategies and quantify the interactions between NOx and NH3 emission reductions. The results confirmed the peculiarity of secondary PM2.5 formation in the Po basin, characterised by contrasting chemical regimes within distances of few (hundreds of) kilometres, as well as strong non-linear responses to emission reductions during wintertime. One of the striking results is the increase of the PM2.5 concentration levels when NOx emission reductions are applied in NOx-rich areas, such as the surroundings of Bergamo. The increased oxidative capacity of the atmosphere is the cause of the increase of PM2.5 induced by a reduction in NOx emission. This process can have contributed to the absence of significant PM2.5 concentration decrease during the COVID-19 lockdowns in many European cities. It is important to account for this process when designing air quality plans, since it could well lead to transitionary increases in PM2.5 at some locations in winter as NOx emission reduction measures are gradually implemented. While PM2.5 responses to NOx and NH3 emission reduction show large variations seasonally and spatially, these responses remain close to linear, i.e. proportional to the emission reduction levels, at least up to −50 % because secondary aerosol formation chemical regimes are not modified by those relatively moderate ranges.

To continuously improve air quality, after implementation of the “Clean Air Action Plan, 2013–2017” (CAAP), the “Three-year Action Plan to Fight Air Pollution” (TYP) was further conducted from 2018 to 2020. However, the effectiveness of the TYP remains unclear in one of the major city-clusters of China, the Sichuan Basin. In this study, the bottom-up method was used to quantify the emission reduction during TYP based on the emissions inventory in Sichuan Basin in 2017 and the air pollution control measures adopted from 2018 to 2020 in each city. The reduction of PM2.5 concentration and the avoided premature deaths due to implementation of air pollution control measures were assessed by using an integrated meteorology and air quality modeling system and a concentration-response algorithm. Emissions of SO2, NOx, PM2.5, and VOCs in the Sichuan Basin have been reduced by 42.6, 105.2, 40.2, and 136.6 Gg, respectively. The control of non-electricity industry contributed significantly to the emission reduction of all pollutants, accounting for 26–49%. In addition, the control of mobile sources contributes the most to NOx reductions, accounting for 57%. The results illustrate that the focus of air pollution control in Sichuan Basin is still industrial sources. We also found that the emission reduction of NOx, PM2.5, and VOCs in Chengdu is significantly higher than that of other cities, which were about 3.4~15.4 times, 2.2~40.1 times, and 4.3~24.4 times that of other cities, respectively. In Sichuan Basin, the average reduction rate of PM2.5 concentration due to air pollution control measures was 5% on average, with the highest contributions from industry, mobile source, and dust emission control. The decrease rate in each city ranges between 1~10%, and the decreasing ratios in Dazhou (10%), Chengdu (8%), and Zigong (7%) are relatively higher. The number of premature deaths avoided due to air pollution control measures in Sichuan Basin is estimated to be 22,934. Chengdu and Dazhou have benefitted most from the air pollution control measures, with 6043 and 2713 premature deaths avoided, respectively. Our results indicate that the implementation of TYP has achieved remarkable environmental and health benefits.

In this paper, the Weather Research Forecast (WRF) Comprehensive Air Quality Model with Extensions (CAMx) modeling system with the particulate source apportionment technology (PSAT) module was used to study and analyze the spatial and temporal distribution of atmospheric pollutant concentrations and the source apportionment of fine particles (PM2.5) under the base year and an emission reduction scenario in the Shandong province, China. Our results show that industry is the largest contributor of PM2.5. In addition, the contribution of key energy-related industries was as high as 29.5%, with the thermal power industry being the largest individual contributor. In January, the largest contribution came from residents, reaching 41.3%. Moreover, loose coal burning in rural areas contributed up to 19.4% in winter. Our results also show that the emission reduction scenario had palpable effects on the reduction of air pollution. The more the emissions of SO2, NOx, PM2.5, and PM10 were reduced, the more the average concentration was decreased. The implementation of energy conservation and emission reduction policies by industry and resident is conducive to improving the quality of the atmospheric environment. In particular, a comprehensive control of loose coal burning in winter could significantly improve heavy pollution by particulate matter in winter.

Abstract. Heavy haze usually occurs in winter in eastern China. To control the severe air pollution during the season, comprehensive regional joint-control strategies were implemented throughout a campaign. To evaluate the effectiveness of these strategies and to provide some insights into strengthening the regional joint-control mechanism, the influence of control measures on levels of air pollution was estimated with an integrated measurement-emission-modeling method. To determine the influence of meteorological conditions, and the control measures on the air quality, in a comprehensive study, the 2nd World Internet Conference was held during 16–18 December 2015 in Jiaxing City, Zhejiang province, in the Yangtze River Delta (YRD) region. We first analyzed the air quality changes during four meteorological regimes and then compared the air pollutant concentrations before, during, and after the regulation under static meteorological conditions. Next, we conducted modeling scenarios to quantify the effects caused due to the air pollution control measures. We found that total emissions of SO2, NOx, PM2.5, and volatile organic compounds (VOCs) in Jiaxing were reduced by 56 %, 58 %, 64 %, and 80 %, respectively, while total emission reductions of SO2, NOx, PM2.5, and VOCs over the YRD region are estimated to be 10 %, 9 %, 10 %, and 11 %, respectively. Modeling results suggest that during the campaign from 8 to 18 December, PM2.5 daily average concentrations decreased by 10 µg m−3 with an average decrease of 14.6 %. Our implemented optimization analysis compared with previous studies also reveals that local emission reductions play a key role in air quality improvement, although it shall be supplemented by regional linkage. In terms of regional joint control, implementing pollution channel control 48 h before the event is of most benefit in getting similar results. Therefore, it is recommended that a synergistic emission reduction plan between adjacent areas with local pollution emission reductions as the core part should be established and strengthened, and emission reduction plans for different types of pollution through a stronger regional linkage should be reserved.
