The purpose of the article is to describe the changes NATO undergoing in response to the challenges of our time. Today NATO, as a key element of European and Euro-Atlantic security, is adapting to changes in the modern security environment by increasing its readiness and ability to respond to any threat. Adaptation measures include the components required to ensure that the Alliance can fully address the security challenges it might face. Responsiveness NATO Response Force enhanced by developing force packages that are able to move rapidly and respond to potential challenges and threats. As part of it, was established a Very High Readiness Joint Task Force, a new Allied joint force that deploy within a few days to respond to challenges that arise, particularly at the periphery of NATO’s territory. NATO emphasizes, that cyber defence is part of NATO’s core task of collective defence. A decision as to when a cyber attack would lead to the invocation of Article 5 would be taken by the North Atlantic Council on a case-by-case basis. Cooperation with NATO already contributes to the implementation of national security and defense in state policy. At the same time, taking into account that all decision-making in NATO based on consensus, Ukraine’s membership in the Alliance quite vague perspective. In such circumstances, in Ukraine you often can hear the idea of announcement of a neutral status. It is worth reminding that non-aligned status did not save Ukraine from Russian aggression. Neutral status will not accomplish it either. All talks about neutrality and the impossibility of Ukraine joining NATO are nothing but manipulations, as well as recognition of the Ukrainian territory as Russian Federation area of influence (this country seeks to sabotage the Euro-Atlantic movement of Ukraine). Think about it, Moldova’s Neutrality is enshrined in the country’s Constitution since 1994. However, this did not help Moldova to restore its territorial integrity and to force Russia to withdraw its troops and armaments from Transnistria.

There must be awareness and rationality in any activity or behavior because it includes choosing the best alternative and making the right decision and selecting the information accurately and mental processing Through a mental system based on objectivity, methodology, and accumulated experience away from idealism and imagination, where irrationality and anarchy are a reflection of the fragility of the decision-maker, his lack of awareness of the subject matter, his irresponsibility, and recklessness that inevitably leads to failure by wasting time and Effort and potential. The topic acquires its importance from a search in the strategies of the frivolous state and its characteristics with the ability to influence the regional, and what it revealed is a turning point in how to adapt from the variables and employ them to their advantage and try to prove their existence. Thus, the problem comes in the form of a question about the possibility of the frivolous state in light of the context of various regional and international events and trends. The answer to this question stems from the main hypothesis that (the aim which the frustrating state seeks to prove is that it finds itself compelled to choose several strategies that start from the nature of its characteristics and the goals that aim at it, which are centered in the circle of its interests in the field of its struggle for the sake of its survival and area of influence).

The paper evaluates the presence and content of traces of heavy metals Hg, Pb, Ni, Cd (total forms) from coal and solid combustion products, the degree of transfer and accessibility in the area of influence of a lignite power plant. The content of toxic heavy metals in residues are characterized by RE Meiji [ 1 (Pb and Hg) and REMeij �1 (Ni and Cd) for the filter ash. Pb and Ni content in the soil exceeds normal values, and Pb exceeds and alert value for sensitive soils around the residue deposit (70.20 mg.Kg-1). The degree of accessibility of the metals in plants (TF), reported at the Khan reference value (0.5), indicates a significant bioaccumulation level for the metals: Cd (1.9) and Hg (0.6) inside the deposit; Cd (0.39) at the base of the deposit, Hg (0.8) in the area of the thermal power plant. The trace levels of heavy metals analyzed by GFAAS and CVAAS (Hg), indicates a moderate risk potential for food safety and quality of life in the studied area.

Cheboksary reservoir impact to the coast is manifested in the geophysical impact associated with abrasion activities. Geomorphological area of influence at the moment reaches a width of about 40 m, where are the coasts reformation (erosion, collapse, slumping, sliding, transfer or accumulation of sediments, waterlogged processes). Hydrogeological impact is effect on the level of groundwater. We have proposed the conceptual foundations of functional zoning of the reservoir banks that will help to optimize its operation. Selection zones came in accordance with the principles of landscape planning: 1. The zone of strict water protection: the main purpose – preservation of needing special protection areas. 2. The zone of moderate restrictions: preservation extensively used landscapes. 3. The zone of partial restrictions: improving the pre-emptive particularly vulnerable areas and changing intensity or type of use. 4. The zone of conservation of natural components in agricultural landscapes: ensuring health of the natural environment in the habitats used in agricultural economy. 5. The zone of preservation of vacant space and the natural environment in the settlements: to maintain the required quantity and quality of available green space in the large towns. 6. The zone of improving heavily used areas: elimination of harmful stress and environmental sanitation in the countryside where economic activities and the lack of measures to reduce their risks lead to degradation natural system.

Abstract Geographical indications (GIs) are valuable attributes that enhance the competitiveness of agri-food products, generate added value and revitalize rural environments. The aim of this work was to analyze the attributes spring fruit consumers associate with GIs when they decide to purchase these products. Moreover, the changes in these associations with the increasing distance between the region of production and the place of consumption were also evaluated. We specifically analyzed two GIs used for spring fruits: the protected geographical indication for Mountain Cherries from Alicante (Spain) and the protected designation of origin for Loquats from Callosa d'En Sarriá (Spain). Data were analyzed using logistic regression analysis. The results show the significant association in consumers' minds between the preference for GI fruit and the importance attributed to the place of production (origin). The association of different attributes with the GI fruit label is product dependent as the number of attributes associated in the case of cherries (origin, organic, color and variety) is higher than for loquats (origin and variety). Regarding the distance between the production area and the place of consumption, our findings suggest that the closer the consumer is to the GI area of influence, the more attributes they associate with these labels. In this regard, increasing the knowledge of the GI labels beyond their area of influence could boost the demand for these products as consumers would be aware of the different quality attributes concentrated in that label.

An implementation of a Fuzzy Artmap neural network is used to detect and to identify (recognise) structures (patterns) embedded in the velocity field of a turbulent wake behind a circular cylinder. The net is trained to recognise both clockwise and anticlockwise eddies present in the u and v velocity fields at 420 diameters downstream of the cylinder that generates the wake, using a pre-processed part of the recorded velocity data. The phase relationship that exists between the angles of the velocity vectors of an eddy pattern is used to reduce the number of classes contained in the data, before the start of the training procedure. The net was made stricter by increasing the vigilance parameter within the interval [0.90, 0.95] and a set of net-weights were obtained for each value. Full data files were scanned with the net classifying patterns according to their phase characteristics. The net classifies about 27% of the recorded signals as eddy motions, with the strictest vigilance parameter and without the need to impose external initial templates. Spanwise distances (homogeneous direction of the flow) within the centres of the eddies identified suggest that they form pairs of counter-rotating vortices (double rollers). The number of patterns selected with Fuzzy Artmap is lower than that reported for template matching because the net classifies eddies according to the recirculating pattern present at the core or central region, while template matching extends the region over which correlation between data and template is performed. In both cases, the topology of educed patterns is in agreement.
