Public transportation agencies are faced with the difficult task of providing adequate service during peak travel periods while maintaining adequate service for those traveling off-peak or outside a city or region's densest areas. The ability or inability of a transit system to meet these needs helps explain transit ridership rates. This research sought to understand how daily fluctuations in transit service were related to ridership in the greater Toronto and Hamilton area, in Canada, for different segments of the labor force. Many variables—including frequency and proximity of transit service, socioeconomic status, the built environment, and accessibility to employment through transit—have been linked to transit use in past research. However, many previous studies focused only on travel during peak hours. This study investigated whether fluctuations in service and demand were related to transit ridership rates. With the use of six time periods, an improved understanding of daily variation in transit mode share for commuting trips was produced. With a further division of the commuting population into two employment wage categories, it was demonstrated that the common understanding of the influences on transit ridership was potentially misleading. Commuting transit mode share and the variables that influence it are intimately related to when travel is needed and to what jobs people are traveling. To encourage transit use, agencies and researchers need to take into account commuters’ need to commute at a variety of time periods.

The Covid-19 pandemic has decimated public transit service across the United States and caused significant decreases in ridership. Adapting to the pandemic has been more challenging for some transit riders than for others. Little is known about the reasons for pandemic-era mode shifts and the impacts of pandemic-related transit reductions on riders’ day-to-day lives. Using a national survey of U.S. transit riders (n=500), this study examines changes in transit use since the pandemic began, the reasons for transit reductions, and the effects of reduced transit use and transit service on transit riders’ ability to meet their travel needs. The Covid-19 pandemic has exacerbated existing transportation burdens for essential transit riders, pointing to shortcomings inherent in current transit financing policy. We close with recommendations for strengthening the transit service for these groups in the long term as we recover from the pandemic.

AbstractAccess (the ease of reaching valued destinations) is underpinned by land use and transport infrastructure. The importance of access in transport, sustainability, and urban economics is increasingly recognized. In particular, access provides a universal unit of measurement to examine cities for the efficiency of transport and land-use systems. This paper examines the relationship between population-weighted access and metropolitan population in global metropolitan areas (cities) using 30-min cumulative access to jobs for 4 different modes of transport; 117 cities from 16 countries and 6 continents are included. Sprawling development with the intensive road network in American cities produces modest automobile access relative to their sizes, but American cities lag behind globally in transit and walking access; Australian and Canadian cities have lower automobile access, but better transit access than American cities; combining compact development with an intensive network produces the highest access in Chinese and European cities for their sizes. Hence density and mobility co-produce better access. This paper finds access to jobs increases with populations sublinearly, so doubling the metropolitan population results in less than double access to jobs. The relationship between population and access characterizes regions, countries, and cities, and significant similarities exist between cities from the same country.

Because of growing concern about the significant increase in American household transportation costs, federal agencies have endorsed the notion that it is not merely the affordability of housing alone that is important but the affordability of housing and transportation taken together. Most transportation studies have focused on the relationship between the costs of housing and commuting. Thus the relationship between household expenditures on housing and overall transportation has remained mostly unexamined. With the use of U.S. Consumer Expenditure Survey data, this study made an effort to bridge the gap in the existing knowledge base through an examination of this relationship. In the absence of theories about the relationship between the two types of expenditures, this study leaned heavily on a stream of literature on lifestyle choice, which was advanced to explain the absence of a trade-off between the costs of housing and commuting postulated by urban economic theorists. To account for endogeneity between household expenditures on housing and transportation, three-stage least-squares models were used with the two types of expenditures defined in dollar amounts and as shares of income. For the sake of comparison, a third model, which defined the two types of expenditures as shares of household total expenditures, was used. The relationship between the two types of expenditures varied depending on the definition used. In addition, the models showed the way in which dwelling type, building age, number of household automobiles, public transit use, and metropolitan area size affected transportation expenditure. The implications are discussed.

This paper documents how regulatory uncertainty may undermine public service when different levels of government share a mandate on public service provision. I examine the Brazilian water and sanitation sector, which presents a natural experiment of shared provision between state and municipal companies. Using a difference-in-differences framework, I study a legal reform that clarified the relationship between municipal and state providers and eliminated any takeover threat by state companies. I find that after the reform, municipal companies almost doubled their total system investment, leading to significant increases in system access and decreases in child mortality. The purpose of this study is to assess the impact of county-level variables on services offered to children who have guardian ad litem/court-appointed special advocate (GAL/CASA) representation. An email survey was sent to GALs and CASAs inviting them to participate in the study. A total of 473 GALs/CASAs completed the survey, with 437 meeting criteria for the study. Our sample represents 33 of 92 Indiana counties. We found the number and types of services ordered were strongly influenced by county contextual characteristics. Families served by a GAL/CASA in urban counties with more poverty received more services. In contrast, families with a GAL/CASA residing in counties with a greater percentage of minorities generated fewer services. Future research should focus on why environmental conditions influence GAL/CASA recommendations for services. Lastly, the relationship between the GAL/CASA race and the race of the families they serve should be explored.

In an international comparison, the Nordic countries are generous care spenders and a relatively large proportion of the populations receive formal care services. However, in respect of service provision, the Nordic countries are less similar today than they were some decades ago. Using survey data from three Nordic countries, Denmark, Norway, and Sweden, we first document the differences in informal care between the countries, and then we assess its impact on the relationship between informal caregiving and formal employment. We find that informal care is most common in Denmark and least common in Sweden. However, those who provide care in Sweden provide care more often than people in both Norway and Denmark. There is a negative correlation between being a caregiver and the probability of being employed in Norway and Denmark, but not in Sweden. With specific regard to parental care, there is no general relation between the provision of parental care and employment, but those providing substantial care are clearly less likely to work than others. Caring for a disabled child is less common than caring for a parent, but the negative effects on employment are even stronger.
