In this chapter, the content sophistication (legislative-executive and techno-economic conception and implementation) of the R&D Law No. 5746 of Turkey is analyzed by the constructed general framework of reference for content sophistication analysis with respect to the framing principles of neo-classical (optimizing) and evolutionary (adaptive) policy making and policy implementation approaches (Metcalfe, 1995) through their distinct underlying conceptions and implementations regarding to the “nature of technology,” “using, creating, diffusing technology and knowledge,” “specificity, variety, and mode of transfer,” “externalities,” and “risk/uncertainty” (Lall & Teubal, 1998). According to the results of the analysis, it is shown that, for the time being, the R&D Law No. 5746 of Turkey exhibits features of neo-classical (optimizing) policy making frames from conception to implementation in legislative-executive and techno-economic spheres of research and technology development. In comparison to these neoclassical features, features of evolutionary (adaptive) policymaking frames in other economies around the world are exemplified separately. By concentrating on “Iter Legis”: “path that a law takes from its conception to its implementation,” this chapter aims to contribute to discussions and recommendations on “Lex Lata”: “the current law” and “de lege Ferenda”: “future law” for R&D and innovation in any country where “the future cannot be predicted, but futures can be invented” (Gabor, 1963) through legislative-executive terms of techno-economic demand and imagination.

Transboundary water relations in Southern Africa are governed by an elaborate and intricate policy framework. In spite of this framework, the future of sustained cooperation on water utilisation in the region is still precarious and uncertain. Some subtle and unresolved dilemmas that may constrain future cooperation need to be dealt with. Two of these underlying dilemmas, namely the importance attached to national sovereignty and the strategic nature of water in the region, are explored in this article. These dilemmas form critical undercurrents that steer nations away from cooperation, cause stagnation in policy implementation and hamper progress in facilitating sustained solutions in transboundary water issues. Stemming from this background, this article argues for (a) the importance of a stronger regional perspective on water to steer countries away from the need to protect sovereign interests and (b) addressing the nature of current power relations in the region where water is concerned.

Public services, especially licensing services in Kalideres Subdistrict, West Jakarta, are expected to contribute to community service, which in turn will be able to guarantee every community to obtain optimal service and not burden the community, especially for the lower middle class. Therefore, to optimize community service, many factors are needed, including policies and commitments themselves, because the implementation of policies and commitment of good leaders is believed to increase the success of a service. This research was conducted to analyze how much influence the implementation of policies and / or commitment of leaders both partially and jointly on the success of licensing services in Kalideres District, West Jakarta. This study uses an exploratory survey method that focuses on observation and the use of questionnaires to explore data from existing samples. It is expected that from this research, the implementation of policies and commitment of existing leaders can be measured and in the future it can be even better. The chapter aims to analyze the role of institutional sources of funding/assistance, source information in term of food security and extension policy. The results of the research show the information on problematic areas in policy implementation with respect to food security and extension policy in term of poverty reduction. The role of the institutional, assistance, and source information is useful in the implementation of other policy sectors in the future, because similar issues or problems may be avoided by taking precautions not to repeat the same mistakes or by applying measures which address the implementation issues. In this way, policy implementation can be carried out effectively, and the outcomes will meet the policy objectives.

Illegal fishing in Indonesia have caused huge losses fisheries sector in order to realize the welfare of society. Ministry of Marine Affairs and Fisheries Republic of Indonesia take resolute policy to combat illegal fishing through drownings action actors of illegal fishing vessels. This study aims to analyze and discuss the sinking of the policy implementation actors of illegal fishing and environmental reactions arising from the policy. The method used literature study and documentation. This study shows that the sinking of the policy implementation by the Ministry of Marine Affairs and Fisheries Republic of Indonesia is a top-down models are characterized by regulatory certainty, a strong command system, instructional pattern and effective coordination, budget support, and the support of a strong bureaucracy. Implementation of this policy also has provoked harsh reaction to the policy environment in the form of protests from the countries of origin where the ships were sunk. Empirically, this research can help improve the implementation of policies to eradicate illegal fishing with sinking action, particularly on the management aspects of the reaction that the future policy environment can be more conducive and supportive policy implementation.

In this article, the authors examine two distinct but closely related fields, research on teaching and research on teacher education. Despite its roots in research on teaching, research in teacher education has developed in isolation both from mainstream research on teaching and from research on higher education and professional education. A stronger connection to research on teaching could inform the content of teacher education, while a stronger relationship to research on organizations and policy implementation could focus attention on the organizational contexts in which the work takes shape. The authors argue that for research in teacher education to move forward, it must reconnect with these fields to address the complexity of both teaching as a practice and the preparation of teachers.

Geostrategic and geopolitical positions provide opportunities for Indonesia not only as a global economic path but also an international marine security pathway. Maritime wealth is also a force in Indonesia's maritime diplomacy in the International realm. This is then the basis of the formulated mega project policy to make Indonesia a global maritime axis. But the problem is that so far the Global Maritime Fulcrum policy does not yet have a detailed blueprint for policy implementation in the national state and only focuses on macro discussions in the form of international cooperation discourse that has also not seen significant progress. . This research will try to analyze how the Global Maritime Axis policy is implemented. What are strengths, weaknesses, opportunities, and threats. at the micro level. To be more specific, this research will take a case study in Riau islands which is one of the most strategic maritime areas in Indonesia located in the strait of Malacca. By analyzing how this policy is rationed directly in the micro realm can be a record for governments in formulating better policies in the future.
