A Stakeholder's Communication Approach for Balancing Hospital Information Systems Investment Priorities

The Stakeholders Communication Approach is aimed at supporting the decision process in the choice of information systems (IS) applications at the start of a hospital IS planning cycle. It promotes discussion among senior management, key stakeholders, IS Department management, end users and the Accounting Department using specific tools and a negotiation process. The IS applications portfolio profile allows visualizing the hospital's strategic position and directions for development of IS. End users' responses to a questionnaire give a measure of “user functional value added” (UFVA) to inform management about the effectiveness and usefulness of the systems implemented. Stakeholders' evaluation of recently completed IS applications uses UFVA and cost, both separately and combined, along with assessment of strategic changes; to edify the priority-balancing process for deciding on investments in further IS applications.

Purpose Top management support (TMS) is considered as a critical factor for the success of information systems (ISs) projects. The literature shows that TMS has a positive impact on achieving success in ISs’ projects in different aspects. However, the enabling factors for TMS in complex ISs’ projects have barely been tested, something which this study aims to rectify. Design/methodology/approach This study has designed a research model based on structural equation modelling (SEM) with the intention of analysing the perception of IS end users regarding the effect on TMS of the following factors: technological complexity and training and organizational communication. The application of the study has focused on an enterprise resource planning–open source software (ERP-OSS) environment. Findings The findings show how end users have a perception that organizational communication and training have a positive relation with TMS. Based on these findings, the authors have suggested several practical considerations. Research limitations/implications There are two limitations to this study. First, this study is based on the perception of complex IS/IT users. It would be interesting to add the perception of top managers to provide more solid findings. The second limitation is that this study has not suggested any additional potential factors which could affect TMS. Practical implications First, this article provides a study of the key role of TMS when an organization needs to implement a complex IS/IT. Second, organizations must develop mechanisms for increasing training and communication relating to the new complex IS/IT projects. Finally, the complexity of an IS/IT project does not constitute an enabling factor incentivizing TMS and should therefore not be a determining factor in increasing TMS within an organization selecting an IS/IT. Originality/value This study contributes to advancing theory in the field of TMS in information systems projects.

<p>Due to the pervasive nature of climate change impacts, and their relevance for human welfare, climate services delivering advanced knowledge of climate change and variation are crucial. They aid informed decision-making at relevant spatial and timescale and to improve prevention, preparation, adaptation, and minimize residual damages. It is also imperative to evaluate the climate services with a view to quantify the economic value added of these services. Particularly crucial is to assess how the decision-making process of the service end users would unfold with and without the service to identify its differential impact on properly selected indicators of performance.</p><p>The co-generation (also called co-creation) in products and services was made popular by the business literature in the early 2000s and represents a conceptual shift from an emphasis on output to an emphasis on a mutually satisfying relational process between developers and users in service creation. It mainly consists of four stages, namely co-design, co-development, co-delivery, and co-evaluation. The stage of co-evaluation refers to the development and application of agreed upon criteria for the measurement of results. The criteria will touch upon both substantial and procedural issues. From a user perspective, it will be important to evaluate relevance, impact/benefits, utility, credibility, and costs (financial and human resources) in using climate services. These elements are important to assess the effectiveness and uptake of the service and possibly refine it towards these goals. From a developer perspective, important aspects to evaluate will include, for instance, the scientific quality of the service or its skill.</p><p>This presentation introduces the lessons learnt in the context of the H2020 project CLARA (Climate forecast enabled knowledge services) on how to effectively implement the interactions among researchers, end users and service developers to unveil the economic value added of climate services.</p>

While there has been some considerable investment in information systems implementation and usage in the public sector, success has often been limited. Attempts by researchers to address this situation has been diverse and often inconclusive. A publication by the MIS Quarterly journal offers some direction. The study, which focused on information systems development (ISD), highlighted the need to explore how mutual understanding among key stakeholders is created, or the extent to which they have a shared conception of the ISD project, and further how such mutual understanding is changing, develops, or deteriorates over time. On the tenets of the study, this chapter attempts to chart a path for future research in interoperable financial management systems implementation and usage in the public sector. It presents a viewpoint that establishes the need to explore the creation and sustenance of mutual understanding between stakeholders in the implementation and usage of interoperable or integrated financial management systems in the public sector.

A major objective of this article is to propose a framework for development of a campus portal accommodating the end-users’ online activities, especially students who are normally considered as a major group of users for the campus portal. By summarising between the literature review in the domain of traditional information systems development methodology and Web-based information systems development methodology and the findings of the research, an appropriate model can finally be concluded and recommended, and is presented in this article. Orientation: The use of an integrity framework can positively influence the impact senior management has on middle management’s experience of integrity and subsequently contribute towards creating a positive work environment and establishing healthy relationships between these two groups.Research purpose: The aim of this research is to obtain insights from psychology practitioners about the potential application of, and the value added by, a particular integrity framework within organisations.Motivation for the study: Establishing a positive work environment and organisational culture that upholds integrity and that is conducive to behaviour marked by integrity, requires investment into the development of leadership integrity. Utilising an integrity framework will enable psychology practitioners and organisational leadership to create an environment in which healthy relationships can be established between all stakeholders, in particular, between senior and middle managers, allowing integrity to flourish.Research approach/design and method: A hermeneutic, qualitative study was undertaken and convenient sampling was used. Participants included industrial and counselling psychologists. A listening post was convened and the data obtained were analysed using thematic analysis.Main findings: The findings indicate organisations can use the framework effectively by customising it according to their specific needs, organisational strategy, vision and mission.Practical/managerial implication: The framework will enable senior management to influence follower behaviour positively regarding their integrity within the organisation. The framework will assist middle managers in gaining a better understanding of the impact senior management has on their experience of integrity.Contribution/value-add: The study also highlights the important role organisations play in creating and establishing an ethical work climate that will ensure corporate integrity. This will enable organisations to provide value to their corporate stakeholders and to society at large.

Research on Human Resource Information Systems (HRIS) implementation lacks theoretical depth and richness. For that reason this paper applies a theory to HRIS implementation developed by Gerardine DeSanctis and Marshal Scott Poole originally for studying information systems implementation, namely Adaptive Structuration Theory (AST). AST is based on Structuration Theory, a theory from sociology, and assumes that information systems and organizations are fundamentally interrelated. They influence each other mutually. In this paper concepts from AST are applied to a HRIS implementation at Dow Chemicals. The case shows how a HRIS’ philosophy through appropriation by end-users is being realized in HRIS outcomes.

Many elderly people (age of 60+) are keen on getting familiar with the Internet. At the same time, end-user training gets more and more important for IT management. Therefore, we implemented a graduate Information Systems course, where students have to design, organize, manage, and run a training session, where elderly people can see and try using the Internet. The students learned to design a teaching curriculum and teaching materials, to set up and maintain the technical infrastructure, to organize end-user training, and, most importantly, to teach and to train end-users.
