Enclaves of Banditry: Ungoverned Forest Spaces and Cattle Rustling in Northern Nigeria

Abstract Parts of northern Nigeria are becoming enclaves of banditry for gangs of cattle rustlers who maraud largely ungoverned forests. Extant studies of banditry shy away from serious interrogation of cattle rustling and ungoverned forest spaces in northern Nigeria. Onwuzuruigbo investigates the connection between cattle rustling and ungoverned forest spaces, highlighting the role of criminal groups in creating their own governance structures. The upswing in cattle rustling may thus be attributed to poor forest governance, which effectively keeps the government and its agents away from forests. Inclusive forest governance is one path toward addressing cattle rustling in northern Nigeria.

This paper looks at the government and local governance structures of Barbados, arguing that local governance should be leveraged to expand entrepreneurship opportunities at the community level. It examines the links between local governance and entrepreneurship, and proposes a framework aimed at strengthening the relationship between Barbados’ newly formed constituency councils and its government institutions supporting entrepreneurship. The research concludes that there are many inefficiencies in the interaction between government agencies and constituency councils, which the proposed framework is a first step toward remedying.  The research suggests that local governance is a complex issue worldwide. More specifically in Barbados, even though the role of the constituency councils is defined, there are weak formal arrangements which undermine the processes and activities to support community entrepreneurship. The proposed framework highlighted in the research is a first step in formalising a way forward for entrepreneurship in the community.

The chapter is a study of the democratic challenges faced and the local governance structures in Pakistan; how these two are intertwined and influenced by one another. The importance of local government elections and the issue of reinstatement of local government system in the current political scenario has also been the focus of the research. The role of political parties both in the government and in the opposition, in holding the local government elections that is also affecting the mainstream politics up to a significant level. Thus, the resultant situation is definitely affecting the democratic process in the country. The chapter will therefore study this cause and effect phenomenon occurring in the political landscape of Pakistan.

Nigeria is a country with a centuries’ long tradition of Islamic revivalism and activism. It was the impact of the activities of the 17th century scholars of Nigeria that culminated in the success of the 19th century tajdeed movement that brought about the emergence of the muslim caliphate of Sokoto. British imperialism brought an end to the caliphate in the beginning of the 20th century, the circumstances of which have been consistently challenged mainly by the ulama and their followers ever since. Some contemporary scholars such as Shaikh Abubakar Mahmud Gummi, former Grand Qadi of Northern Nigeria, contributed significantly in the new dimension to the roles of muslim scholars in the government. Since 1999 muslim scholars have taken on new roles in the administration of states, serving as commissioners for newly established ministries for Religious Affairs, as special advisers, or directors of commissions like Hisbah, Hajj, Masjid, Moon Sighting, and other related government bodies, with full salaries and other benefits unlike ever before in the Nigerian system. This new role of ulama and its impacts in the governance of the contemporary Nigeria is what this paper intends to investigate and expound.[Nigeria merupakan sebuah negara dengan tradisi revivalisme dan aktivisme Islam selama berabad-abad. Existing works on the colonial history of Northern Nigeria are generally agreed that the emirs who reigned during the colonial era were selected by traditional methods, that is to say, by kingmakers. This article attempts to show that in the case of Sokoto Province the emirs who were appointed during the period 1903–30, though they had traditional claims to their position, were chosen by the British and not by the kingmakers. It is suggested that during this period the British were so pre-occupied with the security of their rule that they would not leave the important function of selecting emirs to the kingmakers whom they still suspected could select anti-British princes as emirs. It is argued that this policy was largely dictated by the Administration's fear of Mahdism which, up to the end of the 1920s was seen as a real danger to British rule. Thus only overtly loyal princes were elevated to emirships, regardless of whether they had the kingmakers' support or not. The British were able to do this without causing serious political unrest because the emirates were basically ‘competitive monarchies’ which left the British room for manipulation. Finally, the article suggests that, as a result of increased confidence in the security of their rule and owing to the fact that unpopular chiefs had proved to be a liability to the government, in the early 1930s the British restored the kingmakers' right to elect emirs without overdue interference by administrative officers.

This study aims to supplement the literature on the factors affecting wheat producer productivity and profitability by focusing on the role of governance structures and asymmetric information – an issue that is rarely discussed in developing countries. The study thoroughly explores the effect of governance structures and asymmetric information to model a hypothesis for Ethiopia. The study area enables an exemplary case study as it is one of the top wheat-producing areas in both Ethiopia and all of Africa. The study area has also been registered as a wheat belt region in Sub-Saharan Africa. This study used personal interviews to collect primary data from actors. Mixed sampling techniques (i.e., random, census, and purposive) were used to select sampling units. Multiple linear regression models were used to analyse the data. The results show that governance structures, Farm-gate transactions, and asymmetric information have a significant effect on wheat productivity and profitability. Asymmetric information significantly reduces the profit and yield of wheat producers. The study implies that the government should apply a policy related to institutional arrangements to enhance productivity and profitability in wheat supply chains.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
