The Rhetoric of Rebellion in Hume's Constitutional Thought

In hisHistory of England, David Hume suggests that the doctrine of resistance should be concealed from the populace. But this suggestion in the very public location of theHistoryhas the effect of revealing this doctrine as much as concealing it. How should we understand this perplexing rhetorical strategy? Hume's paradoxical rhetoric is a symptom of the problem that the right of rebellion poses for every political society. On the one hand, the right of rebellion undeniably exists; on the other, no regime can recognize that right fully. The problem of rebellion thus reveals the simultaneous necessity and limitations of law. Hume's playful, transparent rhetoric is intended to compel us to reflect upon the deeper tension between liberty and authority in every political society and to furnish us with an example of how that tension might be prudently and honestly handled.At a pivotal moment in theHistory of England, Hume writes: “If ever, on any occasion, it were laudable to hide truth from the populace, it must be confessed, that the doctrine of resistance affords such an example; and that all speculative reasoners ought to observe, with regard to this principle, the same cautious silence which the laws, in every species of government, have ever prescribed to themselves.” On its face, this is a recommendation that the “doctrine of resistance,” perhaps the most important principle of modern liberalism, be kept a secret, hidden away from the people at large.

The Documentation Center of the Contemporary History of Chile (CIDOC), which belongs to the Universidad Finis Terrae (Santiago), has a digital archive that contains the posters and newspapers inserts of the anti-communist campaign against Salvador Allende’s presidential candidacy in 1964. These appeared in the main right-wing newspapers of Santiago, between January and September of 1964. Although the collection of posters in CIDOC is not complete, it is a resource of great value for those who want to research this historical juncture, considering that those elections were by far the most contested and conflicting in the history of Chile during the 20th Century, as it implicted the confrontation between two candidates defending two different conceptions about society, politics, and economics. On the one hand, Salvador Allende, the candidate of the Chilean left; on the other, Eduardo Frei, the candidate of the Christian Democracy, coupled with the traditional parties of the Right. While the technical elements of the programs of both candidates did not differ much from each other, the political campaign became the scenario for an authentic war between the “media” that stood up for one or the other candidate. Frei’s anticommunist campaign had the financial aid of the United States, and these funds were used to gather all possible resources to create a real “terror” in the population at the perspective of the Left coming to power. The Chilean Left labeled this strategy of using fear as the “Terror Campaign.”

Pelayanan musik adalah sangat penting dalam ibadah. Karena itu Kitab Mazmur juga menyatakan hal-hal mengenai pelayanan tersebut. “petiklah kecapi baik-baik” memberikan pengertian bahwa pelayanan musik bukanlah semata-mata menyangkut kemampuan memainkan alat musik saja. Tetapi lebih jauh dari hal itu adalah menyangkut kedalaman batin pemusik dalam penyembahannya kepada Tuhan yang menyangkut keseluruhan kehidupan sang pelayan tersebut.              Ia adalah orang yang benar di dalam Tuhan: ia adalah seorang yang memiliki hati yang telah dibaharui oleh Tuhan, dia adalah seorang yang dosanya telah diampuni, telah diselesaikan di hadapan Tuhan. Dia adalah seorang yang jujur artinya dia adalah seorang yang berintegritas dan tidakada kemunafikan. Seorang pelayan musik yang benar adalah yang memiliki sikap yang benar yang jiwanya penuh sukacita dalam memuji Tuhan, yang hatinya penuh dengan pujian kepada Allah. Dia juga dapat memainkan alat-alat musik dengan benar: ia memahami musik dengan benar dan memahami bagaimana bermusik yang dikenan Tuhan. Seorang pelayan musik juga memiliki kesungguhan hati dan perlu mempersiapkan dengan matang melalui latihan-latihan sebelum memulai pelayanannya. Seorang pelayan musik juga adalah seorang yang tiap waktu mengharapkan kasih setia Tuhan, sehingga ia tidak mengandalkan dirinya sendiri, yang hatinya penuh pengagungan dan kekaguman kepada Tuhan. Ia hendaknya mengetahui alasan kenapa ia bermain musik dan melayani musik dengan baik-baik. Ia mengerti alasannya yaitu karena Firman Tuhan telah menjadikan segala sesuatu, bahwa Tuhan yang ia layani adalah yang memiliki rancangan ygng menentukan sejaah umat-Nya, yang perhatian-Nya kepada manusia seluruhnya, dan Ia adalah Tuhan yang menyelamatkan orang yang takut akan Dia. Pemahaman akan hal-hal tersebut akan sangat berpengaruh pada seluruh ibadah dan kemajuan penyembahan umat kepada Allah dan kehidupan umat yang mempermuliakan Allah, Sang Juruselamat. Music ministry is very important in worship. Therefore the Psalms also state matters regarding the ministry. "Pick the harp well" gives the sense that the service of music is not solely concerned with the ability to play an instrument. But further than that it concerns the inner depth of the musician in his worship of God concerning the whole life of the servant. He is a righteous person in God: he is a person who has a heart that has been renewed by God, he is a person whose sins have been forgiven, resolved before God. He is an honest person meaning he is a person of integrity and no hypocrisy. A true music steward is one who has the right attitude whose soul is full of joy in praising God, whose heart is full of praise to God. He can also play musical instruments correctly: he understands music correctly and understands how music is pleasing to God. A music steward also has sincerity and needs to prepare carefully through exercises before starting his ministry. A music steward is also someone who is always expecting God's love, so he does not rely on himself, whose heart is full of admiration and admiration for God. He should know the reasons why he plays music and serves music well. He understands the reason that is because the Word of God has made everything, that the Lord he serves is the one who has a design that determines the history of His people, whose attention is to the whole human being, and He is the God who saves those who fear Him. Understanding these things will greatly affect the entire worship and progress of the worship of the people to God and the lives of people who glorify God, the Savior.

The paper considers one of the main landscape codes of Kolyma Yukaghir hunters and fishermen, namely, the code of water / river. The significance of the water resources of the forest and taiga zone as lactating, transporting, and serving as a reference point in space is captured in the oral folklore of the forest Yukaghirs (Oduls). The image, functions, and significance of water/river according to folklore genres are considered. The pagan appeals to the deified “nursing” elements, their attendant rites, and modern functioning are analyzed. Lyric songs are closely adjacent to this genre, with the maternal nature of the water element functionally highlighted in them. In prosaic texts, the poetic component of the macro image of the water / river is reduced, and the text can directly or indirectly report a real or potential danger emanating from the water. The nursing function of the elements in them is only implied; the river acts as a transport artery, serving as a landmark on the ground. The ambivalent symbolism of water is clearly reflected in the ancient fairy-tale cycle about Mythical old peoplecannibals, legends about the struggle with neighboring peoples, little stories. In the stories about shamans, the magical power of water is actualized. The analysis of the multi-genre texts showed the ambivalence of the water element, on the one hand, lyrically sung in songs and ritual folklore, on the other, bearing a real threat and the potentiality of meeting with hostile creatures. The basis of this algorithm is the feeling of constant anxiety, the need for a quick response, and the adoption of protective responses. The factors identified could influence the formation of the ethno-psychological world of the northern nomad.

Folklore in Baltic History: Resistance and Resurgence is a study of how the discipline of folklore studies was treated under the totalitarian rule of the USSR in the Baltic countries of Estonia, Latvia and Lithuania from 1945 to 1991 and what role the study of folklore has played since independence in 1991. It is a “dramatic history” of what happened to folklorists, folklore archives and folklore departments in the universities under the Soviet rule. On the one hand was a coercive and brutal state and on the other peoples conscious of their national, cultural and linguistic identity as comprised in their folklore. On the one hand, scholars and archivists fell in line and on the other, continued to subvert the coercion by devising ingenious ways of communicating among themselves. When freedom came in 1991 they were ready to create the record of undocumented brutality by documenting life stories and oral history. Sadhana Naithani juxtaposes the work of folklore scholars in the Baltic countries between 1945 and 1991 to the life of the people in the same period to reach an evaluation of the Baltic folkloristics. She concludes that the study of folklore has been an act of resistance and has aided in the resurgence of freedom and identity in the post-Soviet Baltic countries.

Purpose – The purpose of this paper is to analyze the circumstances that have conditioned the development of education in Spain from the enlightenment to the present day. Design/methodology/approach – Multidisciplinary scientific approach that combines the interpretation of the legal texts with the revision of the doctrinal and theoretical contributions made on the issue. Findings – From the beginning of the nineteenth century, the history of education in Spain has been marked by constant fluctuations between the reactionary instincts, principally maintained by the Catholic Church and the conservative social classes, and the progressive experiments, driven by the enlightened and the liberals first, and the republicans and the socialists later. As a consequence of that, the fight for finishing with illiteracy and guaranteeing universal schooling underwent permanent advances and retreats, preventing from an effective modernization of the Spanish educative system. On the one hand, renewal projects promoted by teachers and pedagogues were inevitably criticized by the ecclesiastical hierarchy, obsessed with the idea of preserving the influence of religion on the schools. On the other hand, successive governments were weak in implementing an educational policy which could place Spain at the level of the other European and occidental nations. Originality/value – At the dawn of the twenty-first century, although the country has overcome a good part of its centuries-old backwardness, increasing economic difficulties and old ideological splits keep hampering the quality of teaching, gripped by neoliberal policies which undermine the right to education for all. The reading of this paper offers various historical clues to understand this process.

The purpose of the article is the analysis of the development of Donetsk region emblems (official heraldry and vexillology of Donetsk Oblast, reflection of historical themes in commercial nomenclature, reinterpretations of official symbols by individuals) in 1991–2015, identifying the main trends in the development of emblems, their connections with the views of customers and authors on history and politics, transformations of symbolics. The methodology of the research is based on the principles of historicism, objectivity, and systematics. General scientific and special-historical methods were used, such as content analysis, generalization, chronological, retrospective methods. The scientific novelty is based on it being the first attempt to generalize various elements of emblem studies of the Donetsk region, for the first time going beyond the official heraldry and vexillology of the Oblast, while considering their transformation in the hands of non-state actors. Conclusions. The post-Soviet era emblems of Donetsk and the Donetsk Oblast were developed in a unique situation: on the one hand local elites wanted to move away from Soviet symbols and modernize Donetsk as a “brand”, and on the other hand, due to the peculiarities of these elites’ education, origins and political preferences, did not perceive the region’s history. outside of the Soviet stereotypes about “Donbas as the economic center.” As a result, local elites ignored Cossack history of the Donetsk region in contrast to the perpetuation of industrial achievements of the Russian Empire (such as the Oblast’s coat of arms motto with a quote from Dmitri Mendeleev, “The Mertsalov Palm Tree”, as well as various “John Hughes/Yuz” nomenclature). Over the decades, there has been a divergence of traditions of Donetsk emblem use: official, business, and national-patriotic. At the same time, pro-Moscow organizations have been developing and imposing a separate emblem tradition since 1991, based on historical myths around the Donetsk-Kryvyi Rih Soviet Republic, but detached from both the old Soviet symbols and the new official Donetsk emblems. The latter were developed to symbolize the “uniqueness” of eastern Ukraine, the “separateness” of Donetsk region, but did not actually intersperse with Russian symbols (with the exception of the Russian-language motto). In this form, it did not meet the goals of Moscow’s agents of influence, but was accepted and reworked by pro-Ukrainian patriotic forces. Thus, the use of one or the other version of Donetsk region symbols indicates a person’s political beliefs, their understanding of regional history and “memory politics” around it.

AbstractThis chapter examines the use of deterrence by President Putin of the Russian Federation against potential democratic revolts. It combines insights from the literatures on democratic revolutions and social movements on the one hand and deterrence and coercion on the other. This exploratory research sketches a rough model of a strategy to deter democratic revolts. From Putin’s perspective, democratic revolts present a severe strategic threat. The chapter distinguishes two channels through which he can discourage or deter democratic revolts: suppression and the threat of intervention. It focuses on the latter and specifically on punishment after the revolt. Democratic revolts are not enacted by a unitary actor but by an emergent collective which, strictly speaking, does not exist prior to the event; this deprives the deterrent actor of the part of his arsenal that goes through backchannels. The alternative, targeting the population at large, carries increased risk that the threat backfires. Putin formulates carefully according to a rhetorical strategy that obscures his own role while ensuring the threat is mainly carried by news media, which report the failing aspirations of previous democratic revolts and the pains suffered by the people who fought for them. It serves Russia’s interests to periodically feed the media by manufacturing incidents in any of the large number of frozen conflicts in which it is involved.

Abstract The ancient history of the concept of condominium and the particular attitude towards the right of ownership of an apartment has attracted worldwide recognition for this type of property. The concept of condominium is based on three components: (1) individual ownership of an apartment; (2) joint possession of common property of a plot of land and parts of a building; and (3) membership in an owners’ association. An apartment in a condominium is an exception to the principle of superficies solo cedit in property law. In this case, the rights of ownership of owners of apartments in a condominium—the rights of ownership of a number of persons—are accumulated with regard to a plot of land. This article analyses, on the one hand, the peculiarities of apartment ownership in condominiums, Georgian legislation—which is the result of the reception of German civil law, and, on the other hand, the court practice developed on these issues in Georgian law.

The objective interpretation can be showed in three ways: to follow the text in its context in the Koran and interpreted its meaning; to search for the similar verses which competent one subject and illustrates the objective interpretation; or to address the whole Surah and explore it in an objective study and to explain the definition of the Surah and determine the main idea of the Surah then divided into topics and link verses with the main idea. The aim of this study is to study Surat Al- Humaza an objective study, a general definition of the surah and its topics was explored then the topics were linked with the pre - and beyond to show the miracle the connection between the topics of the Koran in the context of the Surah and its verses. Then the main idea was identified which is challenging and flawing people in their presence and in their absence, then the topics of the verses of Surah were linked to the main idea to show “with the help of God” the objective unity of the Holy Qur'an. The first verse of the Surah threat and intimidate anyone who challenges people and flaw them, because challenging and flawing people showed the evil in the heart, and the behavior of the Muslim is correct only by treating his heart after the recovery of his mind. As money is one of the motives that drive the evil hearts to challenge and flaw the people and do unfairness to other people, the Surah stated the money and its impact on the souls after the threat and intimidation on the one who slanderer that he insults and holds others in contempt habitually, the fraud and raise money to arrogance and did not pay for the right of God for the poor will all be lost, crashed and shattered all hopes and. Every oppressor arrogant to the other will be punished in the Hell, all of this were sown in the Surah and it can be seen in the unity of objectivity between the verses of Surah from beginning to end.

Rational reconstructions standardly operate so as to transform a given problematic philosophical scientific account-particularly of a terminological, methodological or theoretical entity-into a similar, but more precise, consistent interpretation. This method occupies a central position in the practice of analytic philosophy. Nevertheless, we encounter-even if only in a very few specific publications-a vague image of it. This is due on the one hand to the problem of the intentions of application, i.e., of the normativity of rational reconstruction (descriptive/prescriptive-ambivalence). It is also due on the other hand to the problem of the significance of the method in the field of history of philosophy (systematic/historical-dichotomy). The varied usage within analytic philosophy, as well as the increasingly inflationary and interfering usage outside, contribute to make rational reconstruction somehow appear a Proteus in contemporary philosophical methodology. This paper attempts to administer first aid and to close a bit of the theoretical gap and thus to reach a more exact image for the interests of analytic philosophy. Self-application of the method appears to be the right remedy. A graduating rational reconstruction of a standard concept of rational reconstruction will be suggested, differentiating the concept of rational reconstruction according to normativity, and explicating the method of rational reconstruction into two such variants.
