The Role of the Greens in West German Parliamentary Politics, 1980–87

This article deals with the evolving role of the Greens (Die Grünen) in the West German political system. It focuses on the “parliamentarization” of the Greens in the Bundestag (federal parliament) and in the Landtage (state parliaments) of Baden-Württemberg, Hesse, and Hamburg. Utilizing personal interviews, parliamentary archives, opinion polls, and party documents, it considers both the impact of the Greens upon the parliamentary system and the impact of the system upon the Greens. The study finds that, despite serious situational and organizational constraints, the Greens in these parliaments have generally been a “creative” oppositional force. However, parliamentary learning experiences have contributed inevitably to the classical dilemma confronting the Greens: How can the “alternative” party become more influential in parliamentary politics without also becoming more like the established parties?

This paper argues that the impact of “Islam” on the Indonesian political system is worth studying on three different levels: 1. society’s political divisions; 2. the party system 3. parliamentary politics. I contend that there is a specifically Indonesian “consensus-oriented” democracy model involved in the process—which is not, however, without Western predecessors—wherein political Islam and Islamist parties act not as destabilising factors but rather as “Muslim democratic” forces that strengthen democratic consensus in a manner similar to some “Western” Christian democratic parties. This research is based partly on a historical and, implicitly, comparative approach. It builds strongly on the theoretical framework and methodology of Sartori’s classic party system typology, Lijphardt’s “majoritarian” and “consensus-based” democracy model, and the so-called neo-institutionalist debate on the possible advantages and disadvantages of parliamentary and presidential governments.

This chapter investigates the relationship between industry and academia from the perspective of industry. In addition to the theoretical review, it is based on feedback from industry leaders on how they see the role of their organizations in wider society. This chapter utilizes case studies to examine the relationship between specific companies, their academic partners, and the wider society. It focuses on the UK experience reflecting the location of its author. It specifically looks at the links between Coventry University, a British public institution located in the West Midlands, and its selected partners: the Unipart Group, Horiba MIRA, Interserve, and KPIT in India. It also refers to a bespoke Global Leaders Programme which is an exclusive, extra-curricular offering, designed to enhance students’ leadership and soft skills and prepare them for future employment after graduation. Wherever possible, the author aimed to obtain feedback from the industry representatives to assess their views on the impact of their companies on the wider society. In the same spirit, relevant colleagues from Coventry University were asked for their feedback to ensure that both perspectives were fairly captured. The examples given, and indeed, the philosophy behind the projects could be transferred to other countries and applied to other industries.

The current research was to investigate what psychological factors predict Muslims’ negative stereotypes of the West, and the underlying mechanism by which the negative stereotypes can translate into Muslims’ aggressive tendencies towards the West. A correlational survey among a sample of Indonesian Muslims ( N = 360) demonstrated that the more participants negatively stereotyped the West, the more they thought that Muslims should aggress the latter group. We also found as expected that Muslims’ negative stereotypes of the West were positively predicted by the perceived conflict between Islam and the West, and this perceived intergroup conflict in turn mediated the role of Islamic fundamentalism in predicting the negative stereotypes. These findings in sum highlight the role of contextual and individual factors in predicting Muslims’ negative stereotypes of the West, as well as the impact of these stereotypes on Muslims’ aggressive tendencies towards the West. Theoretical implications and research limitations of these empirical findings are discussed.

AbstractThis article analyzes the impact of colonialism on nineteenth-century Native California communities, particularly during the American annexation of the West and capitalist ventures in mining and milling towns. Using the case study of Mono Lake Kutzadika Paiute employed by the Bodie and Benton Railroad and Lumber Company at Mono Mills, the lasting legacies of colonialism and its impacts on contemporary struggles for self-determination are explored. The study highlights the role of capitalism as a potent form of colonialism and its enduring effects on tribes’ ability to meet federal acknowledgment standards. This approach contributes to a richer understanding of colonial processes and their impacts on indigenous communities both historically and today.

This chapter focuses on the Communist Party of Germany. Prior to 1933, the German Communist Party was an important force in the German political system and one of the three largest political parties. The report states that since its dissolution in 1933 by the Nazis, the party has continued to exist, both inside and outside Germany. At present, the German Communist Party is the only pre-1933 party which has formulated a systematic program and developed tactics to exploit the conditions which it anticipates will exist in Germany. The chapter considers the historical position of the German Communist Party in German politics, its present strength, and the plans by which it hopes to become a political force in post-war Germany. It also discusses the impact of the Free German movement on both the current policy and the future of the party. Finally, it reflects on the possible future role of the Communist Party in Germany.

Several distinct features have shaped Mexico’s political development, among them its geographic characteristics, including its proximity to, and shifting relations with, the United States; the existence of a significant indigenous population whose distinct cultures and interaction with the Spanish colonists helped determine the trajectory of Mexican history; and the Mexican revolution, which in turn shaped the political system and ideology of much of the 20th century. These in turn have influenced research issues and debates, including (a) conceptualizations of the indigenous populations and the impact of colonialism (caste system vs. mestizo/cosmic race), growing emphasis on size and identity of indigenous groups and other minorities, and the search for autonomy by indigenous communities; (b) foreign relations, and especially the impact of the United States, including annexation of half of Mexico’s territory following the Mexican–American War, foreign ownership and control of Mexican assets (dependent development, “triple alliance”), and the impact of globalization and neoliberalism (outward- vs. inward-oriented development, North American Free Trade Agreement, cross-border alliances); (c) the nature and impact of the Mexican revolution, including origins and goals of distinct revolutionary groups, the Constitution, reforms and their limits in the early postrevolutionary period, and the creation of a unique political system combining elements of flexibility and repression; (d) the role of the state, including debates regarding the independence of the state vs. class control, and its significance in the protection of national interests and promoting social reforms and economic development; and (e) migration, including U.S. recruitment of Mexican labor, increasing emphasis on the Mexican border and restrictions on migrants, contributions of Mexican migrants to Mexico (remittances, hometown associations and other associations linking Mexicans to their home communities), and cooperation of Mexico with the United States in controlling Central American migration. International research issues, including concerns about human rights and the rights of women, minorities and other disadvantaged groups, as well as developments in Mexico in the late 20th and early 21st centuries, have also had an important impact on Mexican research, among them (a) democratization, including the role of social groups, decentralization, and the limits to democracy (ongoing corruption, fraudulent elections, and continued poverty and inequality), and (b) the drug issue, including the emergence of the cartels and increased violence with the militarization of the drug war under the Calderón presidency, policy concentrating on kingpin strategy, and the role of the United States as drug market and supplier of guns as well as a source of assistance in the drug war focused on military aid and the destruction of drug producing areas. These conditions present formidable challenges to President Andrés Manuel López Obrador, whose anticorruption, proreform agenda and widespread support brought hope for change.

Abstract. Most of the short-lived biogenic and anthropogenic chemical species that are emitted into the atmosphere break down efficiently by reaction with OH and do not reach the stratosphere. Here we show the existence of a pronounced minimum in the tropospheric column of ozone over the West Pacific, the main source region for stratospheric air, and suggest a corresponding minimum of the tropospheric column of OH. This has the potential to amplify the impact of surface emissions on the stratospheric composition compared to the impact when assuming globally uniform OH conditions. Specifically, the role of emissions of biogenic halogenated species for the stratospheric halogen budget and the role of increasing emissions of SO2 in Southeast Asia or from minor volcanic eruptions for the increasing stratospheric aerosol loading need to be reassessed in light of these findings. This is also important since climate change will further modify OH abundances and emissions of halogenated species. Our study is based on ozone sonde measurements carried out during the TransBrom cruise with the RV Sonne roughly along 140–150° E in October 2009 and corroborating ozone and OH measurements from satellites, aircraft campaigns and FTIR instruments. Model calculations with the GEOS-Chem Chemistry and Transport Model (CTM) and the ATLAS CTM are used to simulate the tropospheric OH distribution over the West Pacific and the transport pathways to the stratosphere. The potential effect of the OH minimum on species transported into the stratosphere is shown via modeling the transport and chemistry of CH2Br2 and SO2.

Codification Commission of the Second Polish Republic: position within the political system, organisational structure and decision-makingEstablished one hundred years ago, the Codification Commission of the Second Polish Republic initiated and prepared draft legislation dealing with private, criminal, substantive and procedural law as well as the judiciary and the legal profession. The Commission served as de facto legislator, that is lawmaker in the sociological sense, for it had a genuine impact on the content and form of legislative acts.In the article the author analyses the position of the Codification Commission of the Second Polish Republic within the legal system, on which opinions differ in the literature on the subject. He defends the thesis that is was a central state institution, the existence of which was not, however, coordinated with the political system of the Second Polish Republic. Next, he investigates the impact of the transformations of the organisational structure and decision-making methodology on the efficiency of the Commission’s codification process. He takes into account the management and administration of the Codification Commission, organisation of work in Departments, Sections Subsections, Subcommittees, role of the delegates of the Minister of Justice and delegates of ministries, finally — decision-making mechanisms, including adoption of drafts as well as work in the Sections Subsections and Subcommittees. The author concludes that the experiences of the Second Polish Republic’s Codification Commission, a central state institution of advisory nature, established for an indefinite period, demonstrate that the best solution is to entrust codification to a special, apolitical and expert codification commission, operating with a degree of independence, of internal autonomy. Within such a commission a more effective mode of operation is preparation of drafts by teams of several people and then consultation of these drafts by larger bodies.Die Kodifikationskommission der Zweiten Polnischen Republik: institutionelles System, organisatorische Struktur, EntscheidungenDie Kodifikationskommission der Zweiten Polnischen Republik, die vor hundert Jahren entstandt, hat Entwürfe von Rechtsakten aus dem Bereich des Privat- und Strafrechts des Sachen- und Verfahrensrechtes sowie betreffend die Struktur der Gerichte und der Anwaltschaft eingeleitet und vorbereitet. Sie war praktisch ein Gesetzgeber, also soziologisch gesehen ein Rechtgeber, denn sie hatte einen realen Einfluss auf den Inhalt der Rechtsakten und die Bestimmung ihrer formellen Gestalt.Der Autor analysiert zuerst den staatsrechtlichen Rahmen der Kodifikationskommission der Zweiten Polnischen Republik, der in der Fachliteratur verschieden gesehen wird. Er verteidigt die These, dass die Kommission eine zentrale staatliche Institution war, deren Bestehen mit dem strukturellen System der Zweiten Polnischen Republik jedoch nicht koordiniert war. Dann untersucht er den Einfluss der Umwandlungen der Organisationsstruktur und der Methodik der Entscheidungen auf die Effektivität des Prozesses der Kodifikation des Rechts durch die Kodifikationskommission. Er berücksichtigt also die Führungsorgane und die Verwaltung der Kodifikationskommission, die Organisation der Arbeit in den Abteilungen, Sektionen Untersektionen und Unterkommissionen, die Rolle der Abgeordneten des Justizministers und der Abgeordneten der Ministerien, und zum Schluss die Mechanismen der Entscheidungen, darunter die Beschließung der Entwürfe und die Arbeit in den Sektionen Untersektionen sowie in den Unterkommissionen.Der Autor kommt zum Schluss, dass die Erfahrungen der Kodifikationskommission der Zweiten Polnischen Republik, die eine für unbestimmte Zeit berufene, zentrale staatliche Organisation eines beratenden Charakters war, bewiesen haben, dass die beste Lösung wäre, eine speziell dazu berufene, apolitische Fachkodifikationskommission, die über gewisse Selbständigkeit und interne Autonomie verfügen würde, mit der Kodifikation des Rechts zu beauftragen. Im Rahmen einer solchen Kommission stellt eine Arbeitsgruppe, die aus ein paar Personen besteht, die Entwürfe zuerst vorbereitet und sie erst später breiteren Gremien zur Konsultation vorlegt, ein effektiveres Modell dar.

The paper examines the role of meso-level governance in the Hungarian political system focusing on the county self-governments. The objective of the author is to introduce the consequences of the lack of meso-level politics for the backslide of the democratic system. The paper focusing on Hungarian counties seeks to explore the three-decade-long process leading to the progressive elimination of these bodies from the public power arena. The Hungarian case demonstrates how the overall administrative and political centralisation process has contributed to the hollowing-out of meso-level political actors. The Hungarian case study underlines the complex interrelations between the macro-political system, and the territorial political governmental arenas from the aspect of the centre and periphery power relations. Many European regional governments are not only platforms for territorial interest representation but also a counterweight to the central level contributing to the quality and stability of democratic governance. The study reviewing the situation of Hungarian counties draws on the author’s previous empirical research experiences and is a part of the ongoing research on governance issues of peripheral areas1. The results of the analyses discuss the implications of the hollowing-out of county governments on the electoral and party system, the modification of the institutional channels of interest representation. The Hungarian example appears to corroborate the analogy with the theory of second order elections. The theory of second order elections recognized the impact on the turnout and electoral preferences based on the changing role of different governance levels, by the same token, it seems that the weakening power position of the meso contributes to the decline of political competition and publicity by minimizing the interest of the public in general. The objective of the present study is to enrich the assessment of the relationship between territorial governance and democracy with some analytical options by demonstrating the implications of the “second order nature” of the meso.

Abstract The article discusses various attitudes towards the human intellect (ʿaql) in classical Islamic mysticism, as reflected in key mystical writings composed from the third/ninth century to the rise of Ibn al-ʿArabī in the sixth/twelfth. It begins by presenting the basic challenge that the concept of ʿaql posed for the mystics of Islam and then proceeds to analyze diverse approaches to the intellect in works that were written in both the east (mashriq) and the west (al-Andalus). Special attention is given to the impact of Neoplatonism on mystical attitudes towards the intellect. The conclusion to the article offers general observations on the problem of ʿaql in classical Islamic mysticism, and attempts to explain the tendency of certain sixth/twelfth-century mystics who were exposed to Neoplatonic thought to reduce the role of the intellect in the mystical quest for God.
