The Falklands conflict left in its wake a remarkable amount of psychological and conceptual disarray—even consternation— in both Latin American and U.S. policy-making circles. As a consequence, there is a good deal of stock-taking on all sides regarding the nature of hemispheric relationships and where to go from here. This has occurred not because the Falklands crisis itself created substantially new facts or circumstances but because it made explicit certain international trends and new realities that up to now have been implicit and only partially understood.The conflict demonstrated, for example, the persistence and primacy of national interests in motivating individual Latin American countries, and also how discontinuous such interests can be with larger global issues.

Nowadays the globalized world faces new challenges, for instance, trade and economic contradictions between the main actors of the world politics (the USA and China, the USA and the EU). Amid this situation, Latin America could play the card, add momentum to the cross-regional contacts and considerably benefit from it. Fostering relations with the EU serves the national interests of Latin American countries, since the EU investment and technologies can be the tools to modernize the economy. The EU is the leader in implementing harmonization between regions. The relations between the EU and Latin America can be considered as a model of hybrid interregionalism. While bilateral relations or the ties of the EU with subregional integration associations remain strong, the relations between the EU and the entire Latin American and the Caribbean (LAC) region are still underdeveloped, and countries have been trying to rectify it recently.

 Este trabalho procura, primeiramente, analisar o processo de negociações da Área de Livre Comércio das Américas (Alca), que reuniria 34 países do continente americano, ou seja, todos que o compõem, à exceção de Cuba. Busca-se também examinar os desdobramentos diretos e indiretos das negociações, pois se infere que o impacto desse projeto sobre as relações entre os EUA e os países da América Latina e Caribe, e entre os próprios países latino-americanos, foi muito significativo. A proposta foi lançada na I Cúpula das Américas, em 1994, por iniciativa dos EUA, e tinha o encerramento de suas negociações previsto para 2005. Embora não tenha sido implementada, a negociação da Alca produziu efeitos, contrabalançando processos de integração latino-americanos. A corroboração do fracasso da proposta da Alca, em 2005, em Mar del Plata, sublinhou a importância dos processos próprios de integração e concertação política sul e latino-americanos. Esse acontecimento é relevante, pois tais processos se configuram como vias para o desenvolvimento e a defesa dos interesses nacionais dos países da região. A análise deste artigo parte das negociações da Alca durante o governo de Fernando Henrique Cardoso, examina a proposta de "Alca light" do governo Lula, e culmina na derrocada do projeto da Alca, nas iniciativas latino-americanas autônomas - como a CALC e a CELAC - e na nova estratégia dos EUA para a região.   Abstract: Firstly, this paper seeks to analyze the Free Trade Area of ??the Americas (FTAA) negotiation process, which would bring together 34 countries in the Americas, that is, all who compose it, except for Cuba. We also examine the direct and indirect consequences of negotiations, because the impact of this project on relations between the U.S. and Latin America and the Caribbean, and also among Latin American countries, was very significant. The proposal was launched at the 1st Summit of the Americas in 1994, as a U.S. initiative, and the closure of negotiations was scheduled for 2005. Although it has not been implemented, the FTAA has produced effects, counterbalancing processes of Latin American integration. The corroboration of the failure of the proposed FTAA, in 2005, in Mar del Plata, stressed the importance of the development of Latin and South America's own processes of integration and political coordination. This event is relevant, since such processes constitute ways for the development and defense of national interests of the countries in the region. This paper's analysis departs from the negotiations during the Cardoso government, examines the Lula administration proposal of a "light FTAA", and culminates with the collapse of the FTAA project, with autonomous Latin American initiatives - such as CALC and CELAC - and with the new U.S. strategy for the region.

In the article, the authors analyzed successes and failings of the Ukrainian economic diplomacy in Latin America region. Such results were achieved by analyzing the degree of scientific investigation the possibilities, features and basic characteristics of economic diplomacy by contemporary Ukrainian and foreign researchers, as well as by analyzing the websites of Ukrainian embassies in Latin American countries and using the information of the State Statistics Service of Ukraine and mass media. Researchers drew attention to the peculiarities of economic relations between Ukraine and Latin America countries. It has been found that bilateral relations between Ukraine and Latin American countries are generally poorly developed, the embassies of Ukraine exist only in five countries: Mexico, Cuba, Argentina, Brazil and Chile, and these embassies in turn represent Ukraine’s national interests in 15 other Latin American countries. Ukraine has the most well-established economic relations with the first five above-mentioned countries as a result of economic diplomacy. It was concluded that Ukrainian economic diplomacy has some achievements (the developing of volume of export-import operations between Ukraine and all regional countries, except Cuba, and the opening of the honorary consulate in Chile) and failings (the lack of diplomatic missions in all LA countries, problems with updating information on planned activities in the economic sphere (2015, 2016) on the embassies’ web-site, negative trade balance for Ukraine).

Despite extensive work carried out on leatherback turtles ( Dermochelys coriacea ) in the North Atlantic and Indo-Pacific, very little is known of the at-sea distribution of this species in the South Atlantic, where the world's largest population nests in Gabon (central Africa). This paucity of data is of marked concern given the pace of industrialization in fisheries with demonstrable marine turtle bycatch in African/Latin American waters. We tracked the movements of 25 adult female leatherback turtles obtaining a range of fundamental and applied insights, including indications for methodological advancement. Individuals could be assigned to one of three dispersal strategies, moving to (i) habitats of the equatorial Atlantic, (ii) temperate habitats off South America or (iii) temperate habitats off southern Africa. While occupying regions with high surface chlorophyll concentrations, these strategies exposed turtles to some of the world's highest levels of longline fishing effort, in addition to areas with coastal gillnet fisheries. Satellite tracking highlighted that at least 11 nations should be involved in the conservation of this species in addition to those with distant fishing fleets. The majority of tracking days were, however, spent in the high seas, where effective implementation of conservation efforts is complex to achieve.

BACKGROUND: Environmental risk assessments and interventions to mitigate environmental risks are essential to protect public health. While the objective measurement of environmental hazards is important, it is also critical to address the subjective perception of health risks. A population’s perception of environmental health hazards is a powerful driving force for action and engagement in safety and health behaviors and can also inform the development of effective and more sustainable environmental health policies. To date, no instruments are available to assess risk perception of environmental health hazards in South America even though there are many concerning issues in the region, including mining. OBJECTIVE: We aimed to adapt and validate an environmental health risk perception questionnaire in a Chilean population affected by mining activity among other risks frequently reported in Latin American countries and included the collection of information on trust on public information sources. METHODS: We adapted an Australian risk perception questionnaire for validation in an adult population from a Chilean mining community. This adaptation included two blinded translations (direct, inverse), a pre-test study (n = 20) and a review by environmental health experts. Principal Component Analyses (PCA) was used to identify factors within major domains of interest. The Bartlett test of sphericity, Kaiser-Meyer-Olkin (KMO) measure and the Cronbach α test were used to assess the instrument’s validity and reliability. The instrument was pilot tested in 205 adults from a mining community in Chañaral. RESULTS: The final adapted questionnaire proved to be a good instrument to measure risk perception in a community chronically exposed to mining waste. For community risks, four factors explained 59.4% of the variance. “Global Issues” (30.2%) included air pollution, contamination of mining, ozone layer depletion and vector diseases. For personal risks, the first two components explained 59.5% of the variance, the main factor (36.7%) was “unhealthy behaviors within the household”. For trust in information, the first factor (36.2%) included as main sources “Media and authorities”. The Cronbach α ranged between 0.68 and 0.75; and the KMO test between 0.7 to 0.79 for community and personal risks and trust. CONCLUSIONS: The final questionnaire is a simple, reliable and useful instrument that can assist in evaluating environmental health risk perceptions in Latin American countries.

This issue contains an account of the Gough Island Scientific Survey which spent the southern summer of 1955–56 exploring this previously little known island in the South Atlantic. One of the tasks the expedition set itself was the making of sound recordings of the birds and seals to be found there—especially those of the rarer species. As the expedition spent, rather unexpectedly, a good deal of time on Tristan da Cunha in transit to Gough Island, it was possible to make a great many valuable recordings there also.

Summary: The two main sources of errors in educational and psychological evaluation are the lack of adequate technical and psychometric characteristics of the tests, and especially the failure to properly implement the testing process. The main goal of the present research is to study the situation of test construction and test use in the Spanish-speaking (Spain and Latin American countries) and Portuguese-speaking (Portugal and Brazil) countries. The data were collected using a questionnaire constructed by the European Federation of Professional Psychologists Association (EFPPA) Task Force on Tests and Testing, under the direction of D. Bartram . In addition to the questionnaire, other ad hoc data were also gathered. Four main areas of psychological testing were investigated: Educational, Clinical, Forensic and Work. Key persons were identified in each country in order to provide reliable information. The main results are presented, and some measures that could be taken in order to improve the current testing practices in the countries surveyed are discussed. As most of the tests used in these countries were originally developed in other cultures, a problem that appears to be especially relevant is the translation and adaptation of tests.
