AbstractIn an age of 8m-class telescopes, we should rethink the way we use small telescopes. While 2-4m telescopes are still needed and will continue to be operated largely in the traditional fashion, new 1m-class telescopes operated robotically in global networks will enable a wide range of new and exciting scientific and educational projects, both by themselves and in conjunction with much larger telescopes. I describe our plans for such a global network of two 1m-class robotic telescopes.

This research is an attempt to resume and elucidate the practical valence of the academic works, published in the Western countries and Russia. The main goal of this study was to substantiate, in terms of theoretical and methodological aspect, the contents of publications, which reflect a wide range of topics, such as the propaganda, manipulation and recruitment in the terrorist organizations through the social media and the Internet, accentuating the psychosocial components, and highlighting the practices to combat this phenomenon. The paper focuses on the issue that the Internet and global networks significantly increased the potential for terrorist organizations Al Qaeda and ISIS to carry out their criminal plans. The authors based their research on the thesis that global network represents a new virtual environment, favourable for the online criminal acts, including the recruitment in the terrorist organizations such as Al Qaeda and ISIS. They use the Internet as means of psychological warfare through the dissemination of disinformation and horror, for recruitment of new members. The researchers underlined the amplification of the recruitment through various social networks. The anonymity and a large audience allow different interest groups, regardless of their place of residence, an uncontrollable and secret communication. The recruitment in the cyber terrorist communities has been conducted in online form by identifying and attracting people interested to support the approach and actions of the terrorist organizations such as ISIS and Al Qaeda.

Communities in Canada’s Northwest Territories (NWT) are at the forefront of the global climate emergency. Yet, they are not passive victims; local-level programs are being implemented across the region to maintain livelihoods and promote adaptation. At the same time, there is a recent call within global governance literature to pay attention to how global policy is implemented and affecting people on the ground. Thinking about these two processes, we ask the question: (how) can global governance assist northern Indigenous communities in Canada in reaching their goals of adapting their food systems to climate change? To answer this question, we argue for a “community needs” approach when engaging in global governance literature and practice, which puts community priorities and decision-making first. As part of a collaborative research partnership, we highlight the experiences of Ka’a’gee Tu First Nation, located in Kakisa, NWT, Canada. We include their successes of engaging in global network building and the systemic roadblock of lack of formal land tenure. Moreover, we analyze potential opportunities for this community to engage with global governance instruments and continue connecting to global networks that further their goals related to climate change adaptation and food sovereignty.

The last triennium, and coincidentally the last few years of the 20th century, has been a most remarkable time for Commission 9, and for astronomy in general. Ground-based astronomy in particular has received an enormous boost due to the arrival of an astonishing array of new telescopes, novel instruments and innovative techniques. For those of us closely involved in developing new observatories, instrumentation or detectors, the last few years have been rather hectic! As an astronomer with a long-time interest in the development of new instruments, what amazes me is the breadth of technology and the visionary scope of all these incredible new achievements. Many of the very large 8-10 meter class telescopes are now coming into full operation – yet, just as this is happening, numerous smaller “survey” telescopes are providing a wealth of new sources. Adaptive optics is being practiced at many sites and diffraction-limited imaging from the ground is now a reality. Several optical-IR interferometers are now working and more are coming along very soon. Detectors continue to get bigger and better, especially for the infrared, and instrumentation is increasingly more sophisticated, complex and efficient. Remote observing, robotic telescopes and global networks of telescopes are common, and international collaborations are larger and stronger than ever before.

Formulating the dynamics equations of a mechanical system following a multibody dynamics approach often leads to a set of highly nonlinear differential-algebraic equations (DAEs). While this form of the equations of motion is suitable for a wide range of practical applications, in some cases it is necessary to have access to the linearized system dynamics. This is the case when stability and modal analyses are to be carried out; the definition of plant and system models for certain control algorithms and state estimators also requires a linear expression of the dynamics. A number of methods for the linearization of multibody dynamics can be found in the literature. They differ in both the approach that they follow to handle the equations of motion and the way in which they deliver their results, which in turn are determined by the selection of the generalized coordinates used to describe the mechanical system. This selection is closely related to the way in which the kinematic constraints of the system are treated. Three major approaches can be distinguished and used to categorize most of the linearization methods published so far. In this work, we demonstrate the properties of each approach in the linearization of systems in static equilibrium, illustrating them with the study of two representative examples.

Abstract. We investigate relationships between climate and tree-ring data on a global scale using the process-based Vaganov–Shashkin Lite (VSL) forward model of tree-ring width formation. The VSL model requires as inputs only latitude, monthly mean temperature, and monthly accumulated precipitation. Hence, this simple, process-based model enables ring-width simulation at any location where monthly climate records exist. In this study, we analyse the growth response of simulated tree rings to monthly climate conditions obtained from the CRU TS3.1 data set back to 1901. Our key aims are (a) to assess the VSL model performance by examining the relations between simulated and observed growth at 2287 globally distributed sites, (b) indentify optimal growth parameters found during the model calibration, and (c) to evaluate the potential of the VSL model as an observation operator for data-assimilation-based reconstructions of climate from tree-ring width. The assessment of the growth-onset threshold temperature of approximately 4–6 °C for most sites and species using a Bayesian estimation approach complements other studies on the lower temperature limits where plant growth may be sustained. Our results suggest that the VSL model skilfully simulates site level tree-ring series in response to climate forcing for a wide range of environmental conditions and species. Spatial aggregation of the tree-ring chronologies to reduce non-climatic noise at the site level yielded notable improvements in the coherence between modelled and actual growth. The resulting distinct and coherent patterns of significant relationships between the aggregated and simulated series further demonstrate the VSL model's ability to skilfully capture the climatic signal contained in tree-ring series. Finally, we propose that the VSL model can be used as an observation operator in data assimilation approaches to reconstruct past climate.

Aspiration during any kind of injection is meant to ensure that the needle tip is at the desired location during this blind procedure. While aspiration appears to be a simple procedure, it has generated a lot of controversy concerning the perceived benefits and indications. Advocates and opponents of aspiration both make logically sound claims. However, due to scarcity of available data, there is no evidence that this procedure is truly beneficial or unwarranted. Keeping in view the huge number of injections given worldwide, it is important that we draw attention to key questions regarding aspiration that, up till now, remain unanswered. In this review, we have attempted to gather and present literature on aspiration both from published and non-published sources in order to provide not only an exhaustive review of the subject, but also a starting point for further studies on more specific areas requiring clarification. A literature review was conducted using the US National Institute of Health’s PubMed service (including Medline), Google Scholar and Scopus. Guidelines provided by the World Health Organization, Safe Injection Global Network, International Council of Nursing, Center for Disease Control, US Federal Drug Agency, UK National Health Services, British Medical Association, Europe Nursing and Midwifery Council, Public Health Agency Canada, Pakistan Medical Association and International Organization of Standardization recommendations 7886 parts 1-4 for sterile hypodermics were reviewed for relevant information. In addition, curricula of several medical/nursing schools from India, Nigeria and Pakistan, the US pharmacopeia Data from the WHO Program for International Drug Monitoring network in regard to adverse events as a result of not aspirating prior to injection delivery were reviewed. Curricula of selected major medical/nursing schools in India, Nigeria and Pakistan, national therapeutic formularies, product inserts of most commonly used drugs and other possible sources of information regarding aspiration and injections were consulted as well.

In order to solve data lack of underground water research and monitoring situation, a wide range underground water lever dynamic information monitoring network system was designed. Remote monitoring terminal based on the techniques of embedded and wireless transmission monitored the change of underground water level; Monitoring analysis center based on the JAVA technology of B/S architecture was designed to inquiry the real-time data,set parameter and analyze data, etc. An approximate water level point was obtained by adopting the modified small period prediction model and the weight distribution method. This enhances reliability of monitored data. By utilizing the technology of GPRS wireless data transmission and Ethernet technology, a remote and real-time data transmission channel was build. Large area application in Shanxi Province shows that the system has the stable performance and the reasonable structure. System can provide long-term reliable data for underground water research.

As currently used, the diagnosis of depression includes a wide range of clinical phenomena. This has not always been the case. Near the end of the 19th century, when the term depression began to evolve the meanings that it has today it was applied primarily to psychotics. The formulations of Freud in Mourning and Melancholia (1917), and of Kraepelin in Manic Depressive Insanity (1921) were based upon observations of patients who were both depressed and psychotic. In their work the contrast was between psychotic depression (or “melancholia”) on one hand, and normal sadness on the other. In the succeeding half-century, however, as psychiatry has extended its boundaries, increasing attention has been focused on non-psychotic depressions, often called “neurotic” or “reactive.” As these “neurotic” or “reactive” depressions reached public attention, a debate began over the way in which the depressive population should be described and the extent to which it should be subdivided. Critical and often sarcastic written battles were fought between the separatists and the unifiers during the 1920's and 1930's. These debates have been informatively chronicled by Partridge (1949). We have found it useful to divide these theorists into unifiers, dualists, and pluralists.

The article outlines the way the English system of punctuation marks is presented in contemporary ELT research and practice. The following types of sources are considered and analyzed in the article: grammar books for teaching English as the first, second or foreign language; reference books and web-sites aimed at preparing students for IELTS and TOEFL; books belonging to the genre known as popular science; purely scientific works on punctuation in general and the semicolon in particular. The main goals of the research are to reveal the central tendencies in teaching English punctuation on the example of the so-called weighty stops of vertical segmentation, namely the semicolon, and to see whether they manage to present a certain norm of using the stop. Thus, the present paper focuses on the semicolon one of the most controversial stops in the system, which has been proved to function both at the syntactic and stylistic levels. It is shown that a formal / grammatical approach is the most common way to treat punctuation in ELT literature; however, it does not take into account stylistic and prosodic peculiarities of the stops and thus fails to show the whole spectrum of its usage, as well as its phonetic and stylistic potential. Consequently, such an approach should not be applied to English one of the languages exhibiting a semantic-stylistic type of punctuation. It is proposed that the approach to be used in teaching English punctuation most effectively is pragmalinguistics, since it exploits a wide range of methods and means of analyzing a text, and also considers and highlights all the aspects of using the stops (their syntactic function, stylistic capacities and prosodic characteristics). Moreover, the article poses the question that the current methodology of the approach has to be further developed.
