A non-sovereign modernity: attempts to engineer stability in the Balkans 1820–90

AbstractSocial theory almost invariably equates modernity with the sovereign state. This equation must be nuanced because the modern era and modern strategies of international stability have contained non-sovereign units. In the nineteenth century, the Great Powers tried to create international stability by engineering forms of rule in Europe. These strategies built on distinctively modern ideas: the possibility of radically breaking with the past, redesigning political organisations, and actively controlling political events through rational planning. Throughout the century the Great Powers alternated between creating non-sovereign units and creating sovereign units as instruments in these stabilising strategies. The degree of trust between the Great Powers accounts for the shift between the two strategies: they tended to create non-sovereign units when mutual trust was high and sovereign ones when trust was low. This article analyses Great Power strategies of designing forms of rule in the Balkans between 1820 and 1878. Like in previous centuries, nineteenth-century Europe actually consisted of two parallel but connected systems: the egalitarian system of sovereign states and a system of non-sovereign entities. Non-sovereign units disappeared only late in the century and this process was affected by the increasing rivalry and mistrust between the sovereign states.

AbstractHow did the transition from a world of empire to a global international system organised around the sovereign state play out? This article traces the transition over the past two centuries through an examination of membership debates in two prominent intergovernmental organisations (IGOs). IGOs are sites of contestation that play a role in the constitution of the international system. Discussions within IGOs reflect and shape broader international norms, and are one mechanism through which the international system determines questions of membership and attendant rights and obligations. The article reveals that IGO membership policies during this period reflected different compromises between the three competing principles of great power privilege, the ‘standard of civilisation’, and universal sovereign equality. The article contributes to Global IR as it confirms that non-Western agency was crucial in bringing about this transition. States in Africa, Asia, and Latin America championed the adoption of the sovereignty criterion. In this, paradoxically, one of the core constitutional norms of the ‘European’ international system – the principle of sovereign equality – was realised at the hands of non-European actors.

Argentine Cinema and National Identity covers the development of Argentine cinema since the late 1950s to the mid-1970s, a period that has been understudied. Marked by tumultuous political events, these decades witnessed debates about Argentina’s modernity and tradition that affected film production and consumption. Two film genres, the historical film and the gauchesque— a genre based on outlaw gauchos was crucial for nation-building in the nineteenth century—generated great local interest and high expectations among film producers and distributors. The notion of national identity guides the analysis of certain emblematic films that were well-received by domestic audiences and engaged with the issue of Argentine identity. This manuscript investigates the way Argentine cinema positioned itself when facing the competition of glossy American films by representing the past and the heroic founding figures so as to bridge the stark divisions between the Argentine left and right in the late 1960s.

Over the past century, democracy spread around the world in turbulent bursts of change, sweeping across national borders in dramatic cascades of revolution and reform. This book offers a new global-oriented explanation for this wavelike spread and retreat—not only of democracy but also of its twentieth-century rivals, fascism, and communism. The book argues that waves of regime change are driven by the aftermath of cataclysmic disruptions to the international system. These hegemonic shocks, marked by the sudden rise and fall of great powers, have been essential and often-neglected drivers of domestic transformations. Though rare and fleeting, they not only repeatedly alter the global hierarchy of powerful states but also create unique and powerful opportunities for sweeping national reforms—by triggering military impositions, swiftly changing the incentives of domestic actors, or transforming the basis of political legitimacy itself. As a result, the evolution of modern regimes cannot be fully understood without examining the consequences of clashes between great powers, which repeatedly—and often unsuccessfully—sought to cajole, inspire, and intimidate other states into joining their camps.

The world is in a second nuclear age in which regional powers play an increasingly prominent role. These states have small nuclear arsenals, often face multiple active conflicts, and sometimes have weak institutions. How do these nuclear states—and potential future ones—manage their nuclear forces and influence international conflict? Examining the reasoning and deterrence consequences of regional power nuclear strategies, this book demonstrates that these strategies matter greatly to international stability and it provides new insights into conflict dynamics across important areas of the world such as the Middle East, East Asia, and South Asia. The book identifies the diversity of regional power nuclear strategies and describes in detail the posture each regional power has adopted over time. Developing a theory for the sources of regional power nuclear strategies, the book offers the first systematic explanation of why states choose the postures they do and under what conditions they might shift strategies. It then analyzes the effects of these choices on a state's ability to deter conflict. Using both quantitative and qualitative analysis, the book shows that, contrary to a bedrock article of faith in the canon of nuclear deterrence, the acquisition of nuclear weapons does not produce a uniform deterrent effect against opponents. Rather, some postures deter conflict more successfully than others. This book considers the range of nuclear choices made by regional powers and the critical challenges they pose to modern international security.

Abstract The article examines the conquest of the County of Tripoli by the Mamelukes in 1289, and the reaction of various Middle Eastern ethnoreligious groups to this event. Along with the Monophysite perspective (the Syriac chronicle of Bar Hebraeus’ Continuator and the work of the Coptic historian Mufaddal ibn Abi-l-Fadail), and the propagandist texts of Muslim Arabic panegyric poets, we will pay special attention to the historical memory of the Orthodox (Melkite) and Maronite communities of northern Lebanon. The contemporary of these events — the Orthodox author Suleiman al-Ashluhi, a native of one of the villages of the Akkar Plateau — laments the fall of Tripoli in his rhymed eulogy. It is noteworthy that this author belongs to the rural Melkite subculture, which — in spite of its conservative character — was capable of producing original literature. Suleiman al-Ashluhi’s work was forsaken by the following generations of Melkites; his poem was only preserved in Maronite manuscripts. Maronite historical memory is just as fragmented. The father of the Modern Era Maronite historiography — Gabriel ibn al-Qilaʿî († 1516) only had fragmentary information on the history of his people in the 13th century: local chronicles and the heroic epos that glorified the Maronite struggle against the Muslim lords that tried to conquer Mount Lebanon. Gabriel’s depiction of the past is not only biased and subject to aims of religious polemics, but also factually inaccurate. Nevertheless, the texts of Suleiman al-Ashluhi and Gabriel ibn al-Qilaʿî give us the opportunity to draw conclusions on the worldview, educational level, political orientation and peculiar traits of the historical memory of various Christian communities of Mount Lebanon.

This chapter examines the lack of continuous tradition of the art of the theatre in the history of Jewish culture. Theatre as art and institution was forbidden for Jews during most of their history, and although there were plays written in different times and places during the past centuries, no tradition of theatre evolved in Jewish culture until the middle of the nineteenth century. In view of this absence, the author discusses the genesis of Jewish theatre in Eastern Europe and in Eretz-Yisrael (The Land of Israel) since the late nineteenth century, encouraged by the Jewish Enlightenment movement, the emergence of Jewish nationalism, and the rebirth of Hebrew as a language of everyday life. Finally, the chapter traces the development of parallel strands of theatre that preceded the Israeli theatre and shadowed the emergence of the political infrastructure of the future State of Israel.

Although a universal necessity, sleep, as the past powerfully indicates, is not a biological constant. Before the Industrial Revolution, sleep in western households differed in a variety of respects from that of today. Arising chiefly from a dearth of artificial illumination, the predominant form of sleep was segmented, consisting of two intervals of roughly 3 hours apiece bridged by up to an hour or so of wakefulness. Notwithstanding steps taken by families to preserve the tranquillity of their slumber, the quality of pre-industrial sleep was poor, owing to illness, anxiety, and environmental vexations. Large portions of the labouring population almost certainly suffered from sleep deprivation. Despite the prevalence of sleep-onset insomnia, awakening in the middle of the night was thought normal. Not until the turn of the nineteenth century and sleep’s consolidation did physicians view segmented sleep as a disorder requiring medication.

For the past several decades, scholars have stressed that the genius of John Henry Newman remained underappreciated among his Roman Catholic contemporaries, and in order to find the true impact of his work, one must look to the century after his death. This book takes direct aim at that assumption. Examining a host of overlooked evidence from England and the European continent, Newman’s Early Legacy tracks letters, recorded conversations, and obscure and unpublished theological exchanges to show how Newman’s 1845 Essay on the Development of Christian Doctrine influenced a cadre of Catholic teachers, writers, and Church authorities in nineteenth-century Rome. The book explores how these individuals then employed Newman’s theory of development to argue for the definability of the new dogma of the Immaculate Conception of Mary during the years preceding the doctrine’s promulgation in 1854. Through numerous twists and turns, the narrative traces how the theory of development became a factor in determining the very language that the Roman Catholic Church would use in referring to doctrinal change over time. In this way, Newman’s Early Legacy uncovers a key dimension of Newman’s significance in modern religious history.

This introductory chapter contextualizes the philological study of language during the nineteenth century as a branch of the evolutionary sciences. It sketches in outline the two phases of poetic Anglo-Saxonism for which the rest of the book will subsequently argue in more detail. Moreover, the relationship between Anglo-Saxonism and nineteenth-century medievalism more generally is articulated, and historical analogies are drawn between nineteenth-century Anglo-Saxonism and more recent political events in the Anglophone world. Finally, the scholarly contribution of Fossil Poetry itself is contextualized within English Studies; it is argued that ‘reception’ is one of the primary objects of Anglo-Saxon or Old English studies, and not merely a secondary object of that field’s study.
