The economic and institutional framework against which trends in crop production under the government of Deng Xiaoping must be considered, is vastly different from that which existed throughout the Mao era. In a word, Deng replaced a system of planned production and supply by one in which market demand became the main determinant of the level and structure of agricultural production. Under Mao Zedong, maximizing the physical output of key agricultural products was the basis of agricultural policy. Centrally identified priorities – based on “national need” – were reflected in targets for the output, sown area and yield per hectare of individual items. These mandatory targets were to be fulfilled by the collective farms (the production teams of the communes) which were the basic organizational units of Chinese agriculture. Similarly, the disposal of farm output was determined by the central plan. For production teams, therefore, decision-making was relatively simple and followed the sequence of production, harvesting and procurement, all according to plans laid down by the government. Cost accounting was rudimentary. It was not, in any case, geared to the promotion of “economic efficiency.” If production costs rose-for example, as a result of an increase in the multiple cropping index directed by the government – the peasants bore the burden, as they were the residual claimants in the distribution of income by the production teams.

Combinations ofvarious vegetable crop species grown in multiple-cropping sequences using microirrigation on a sandy soil were evaluated for production potential and changes in normal cultural management An initial fall-season fresh-market tomato crop was followed immediately by a winter-season crucifer crop (cauliflower, broccoli, or cabbage), which was followed by a spring-season cucurbit crop (cucumber, zucchini squash, or muskmelon). Studies were conducted over a 3-year period in southwestem Florida. Results showed that when cropping sequences were compared on a basis of a derived relative value index (RVI), the sequence of tomato-cauliflower-zucchini squash significantly outperformed other sequences. Several management concerns particular to the production system (crop residue removal and interference, plastic mulch deterioration and damage, and weed control) were identified and discussed. The potential savings when cropping sequences are compared to individual crop production resulted in net savings (dollar savings less additional production costs) that ranged from $565 to $1212/acre ($1396 to $2993/ha) and $614 to $1316/acre ($1516 to $3251/ha) for the 1986-87 and 1988-89 seasons, respectively.

AbstractGlyphosate, a widely used preplant herbicide in annual and perennial crops, was introduced to Sri Lanka in 1977. Its use has expanded since 2008 with the phase-out and ban in 2014 of paraquat. In December 2014, glyphosate use in Sri Lanka was regionally restricted. Crop protection and production in the country was severely affected in 2016 and 2017 due to the irrational decisions of the government of Sri Lanka (GoSL). Increased crop production costs due to the absence of effective and economically viable weed control techniques, low crop yields, loss of foreign exchange, and enhanced use of smuggled glyphosate products are the consequences of the glyphosate ban. The ban was imposed without a scientific basis because of sociopolitical pressure. A series of dialogues with the GoSL helped rescind the ban in 2018 for a period of 36 mo, but its use is limited to tea [Camellia sinensis (L.) Kuntz.] and rubber [Hevia brasiliensis (Willd. ex A. Juss.) Müll. Arg.]. In August 2019, the Cabinet of Ministers of the GoSL also decided to allow use of glyphosate to devitalize propagules in the floriculture industry (export oriented) and destroy coconut (Cocos nucifera L.) trees infected by Weligama coconut leaf wilt disease and sugarcane (Saccharum officinarum L.) infected by white leaf disease. However, glyphosate products with the co-formulant polyethoxylated tallow amine are still not permitted in Sri Lanka.


The system provides a crop suggestion system which suggests the farmer the most profitable crop they can grow with the available resources, weather condition and market demand. This will be achieved with the help of data provided by the government and other sources. Smart farming also known as precision farming is the implementation of IoT in agriculture with the help of IoT devices, cloud internet and further analysis of data collected for precision farming. Through this system a farmer will be notified time to time about the condition of soil through analysing various parameters in soil like humidity, pH and temperature of the surrounding. With the help of humidity sensor and soil moisture sensor the condition of soil will be monitored and based on the condition, irrigation will be supplied automatically. This will reduce the wastage of water in irrigation and the crops will get precise amount of water supply. We will be using drip irrigation which is an efficient way of irrigation for orchard crops, vegetables, cash crops, flowers, spices, oil seed, forest crops. Integrating the efficient irrigation technique and automating it for precise irrigation will help to maintain the crop health with efficient use of resources. Adding to the irrigation system we also analysed the past crop production, state wise data for predicting the production and profitability of individual crop and suggest them to the farmer so that it will be profitable to farmers.

The reinvestment of rural agrarian surplus is driving capital accumulation in Zimbabwe's countryside, providing a scope to foster national (re-) industrialisation and job creation. Contrary to Bernstein's view, the Agrarian Question on capital remains unresolved in Southern Africa. Even though export finance, accessed through contract farming, provides an impetus for export cash crop production, and the government-mediated command agriculture supports food crop production, the reinvestment of proceeds from the sale of agricultural commodities is now driving capital accumulation. Drawing from empirical data, gathered through surveys and in-depth interviews from Hwedza district and Mvurwi farming area in Mazowe district in Zimbabwe, the findings of this study revealed the pre-eminence of the Agrarian Question, linked to an ongoing agrarian transition in Zimbabwe. This agrarian capital elaborates rural-urban interconnections and economic development, following two decades of de-industrialisation in Zimbabwe.

In the mountainous canton Grisons, much visited by tourists, the forest has always had an important role to play. New challenges are now presenting themselves. The article goes more closely into two themes on the Grisons forestry agenda dominating in the next few years: the increased use of timber and climate change. With the increased demand for logs and the new sawmill in Domat/Ems new opportunities are offered to the canton for more intensive use of the raw material, wood. This depends on a reduction in production costs and a positive attitude of the population towards the greater use of wood. A series of measures from the Grisons Forestry Department should be of help here. The risk of damage to infrastructure is particularly high in a mountainous canton. The cantonal government of the Grisons has commissioned the Forestry Department to define the situation concerning the possible consequences of global warming on natural hazards and to propose measures which may be taken. The setting up of extensive measurement and information systems, the elaboration of intervention maps, the estimation of the danger potential in exposed areas outside the building zone and the maintenance of existing protective constructions through the creation of a protective constructions register, all form part of the government programme for 2009 to 2012. In the Grisons, forest owners and visitors will have to become accustomed to the fact that their forests must again produce more wood and that, on account of global warming, protective forests will become even more important than they already are today.

Determinants of Non-Linear Effects of Fiscal Policy on Output: The Case of BulgariaThe paper illuminates the non-linear effects of the government budget on short-run economic activity. The study shows that in the Bulgarian economy under a Currency Board Arrangement the tax policy impacts the real growth in the standard Keynesian manner. On the other hand, the expenditure policy exhibits non-Keynesian behavior on the short-run output: cuts in government spending accelerate the real GDP growth. The main determinant of this outcome is the size of the discretionary budgetary changes. The results imply that the balanced budget rule improves the sustainability of public finances without assuring a growth-enhancing effect.

AbstractBy collecting more data at a higher resolution and by creating the capacity to implement detailed crop management, autonomous crop equipment has the potential to revolutionise precision agriculture (PA), but unless farmers find autonomous equipment profitable it is unlikely to be widely adopted. The objective of this study was to identify the potential economic implications of autonomous crop equipment for arable agriculture using a grain-oilseed farm in the United Kingdom as an example. The study is possible because the Hands Free Hectare (HFH) demonstration project at Harper Adams University has produced grain with autonomous equipment since 2017. That practical experience showed the technical feasibility of autonomous grain production and provides parameters for farm-level linear programming (LP) to estimate farm management opportunities when autonomous equipment is available. The study shows that arable crop production with autonomous equipment is technically and economically feasible, allowing medium size farms to approach minimum per unit production cost levels. The ability to achieve minimum production costs at relatively modest farm size means that the pressure to “get big or get out” will diminish. Costs of production that are internationally competitive will mean reduced need for government subsidies and greater independence for farmers. The ability of autonomous equipment to achieve minimum production costs even on small, irregularly shaped fields will improve environmental performance of crop agriculture by reducing pressure to remove hedges, fell infield trees and enlarge fields.

Pollution-intensive industries (PIIs) have both scale effect and environmental sensitivity. Therefore, this paper studies how environmental regulation (ER) affects the location dynamics of PIIs under the agglomeration effect. Our results show that, ER can increase the production costs of pollution-intensive firms (PIFs) by internalizing the negative impact of pollutant discharge in a region, and thus, directly reduces the region’s attractiveness to PIFs. Meanwhile, ER can indirectly reduce the attractiveness of a region to PIFs by reducing the externality of the regional agglomeration effect. Moreover, these influences are regulated by the level of local economic development. Based on the moderated mediating effect model, we find evidence from the site selection activities of newly built chemical firms in cities across China. The empirical test shows that compared with 2014, the proportion of the direct effect of ER to the total effects significantly decreased in 2018, while the proportion of indirect effects under the agglomeration effect increased significantly. Our findings provide reference for the government to design effective environmental policies to guide the location choice of new PIFs.

AbstractThe conversion of dairy waste with high moisture contents to dry fertilizers may reduce environmental degradation while lowering crop production costs. We converted the solid portion of screw-pressed dairy manure into a sorbent for volatile ammonia (NH3) in the liquid fraction using pyrolysis and pre-treatment with carbon dioxide (CO2). The extractable N in manure biochar exposed to NH3 following CO2 pre-treatment reached 3.36 g N kg−1, 1260-fold greater extractable N than in untreated manure biochar. Ammonia exposure was 142-times more effective in increasing extractable N than immersing manure biochar in the liquid fraction containing dissolved ammonium. Radish and tomato grown in horticultural media with manure biochar treated with CO2 + NH3 promoted up to 35% greater plant growth (dry weight) and 36–83% greater N uptake compared to manure biochar alone. Uptake of N was similar between plants grown with wood biochar exposed to CO2 + NH3, compared to N-equivalent treatments. The available N in dairy waste in New York (NY) state, if pyrolyzed and treated with NH3 + CO2, is equivalent to 11,732–42,232 Mg N year−1, valued at 6–21.5 million USD year−1. Separated dairy manure treated with CO2 + NH3 can offset 23–82% of N fertilizer needs of NY State, while stabilizing both the solid and liquid fraction of manure for reduced environmental pollution.

The demand for organic food is a prerequisite for the formation and development of organic agriculture, and the task of promoting it on domestic and foreign markets is among the priority ones. A serious problem in the sale of this category of goods to the domestic food markets of the country is the distrust of potential consumers. It is possible to solve this problem through certification and the use of a well-known brand. Certification of manufacturers of environmentally friendly products is a rather complicated and expensive procedure, therefore it is not available for most agricultural producers in the Saratov region. However, basing on the fact that today the task of developing the organic agriculture industry is set at the level of the government of the country, it is possible to solve this problem with the support of the state. The article examines the enterprises of the Saratov region of various legal forms, which do not use fertilizers and chemical means of crop protection in the production of crop production. Using the example of agricultural organizations and farms in the region, a mechanism for subsidizing certification of the most promising producers of organic wheat (winter and spring) is proposed, which includes the allocation of targeted subsidies for its implementation. As a criterion for the selection of applicants for this type of state support, as well as the distribution of budgetary resources between them, it is proposed to use the average indicator (potential) of the annual volume of organic production in the work. As a result, direct participants in certification subsidies were selected from the compiled sample of the studied enterprises that do not use chemical plant protection products and mineral fertilizers and the total annual volume of their marketable wheat was determined. The author determined the maximum cost of quality confirmation procedures for one enterprise, taking into account the increasing coefficients per one day of inspection, and also established the largest amount of budgetary resources that may be spent on the implementation of the proposed measure. In order to evaluate the effectiveness of the proposed certification subsidy mechanism, the author developed formulas for determining the selling price of products in the promising organic segment, taking into account its increase by the level of premium premiums.
