Though public policy continued to be dominated by the COVID-19 pandemic, restrictions began to ease as the vaccine rollout progressed. The volume of secondary legislation barely slackened, however, and the lack of parliamentary scrutiny was a cause of concern both to academic commentators and to parliamentarians. On 10 June, the House of Lords Constitution Committee published its third and final report on the constitutional implications of coronavirus and was clearly very unhappy with the course of events: ‘The Government has introduced a large volume of new legislation, much of it transforming everyday life and introducing unprecedented restrictions on ordinary activities. Yet parliamentary oversight of these significant policy decisions has been extremely limited.’

Education is one of the essential components in developing a scholarly society capable of facing the demands and challenges of the twenty-first century. Education policy refers to the principles of government policymaking in the educational sector and the set of laws and norms that govern the operation of the educational system. It focuses on the effects of educational policy decisions and alternatives in the real world. It investigates the link between educational policy and practice. Even though our educational system has shortcomings, we are improving daily. Bangladesh is fully committed to the EFA goals, the Millennium Development Goals, and universal declarations. Every child between the ages of six and eighteen is entitled to free education under Article seventeen of the Bangladesh Constitution. As a result, the "National Education Policy 2010" was created using the incremental model of one of the most used public policy frameworks. The government makes incremental public policy decisions based on earlier actions. All of the model's functions are divided into distinct groups. Our educational system underwent significant changes over a long period. The incremental model's important aspects are time progression and social demand.

This chapter examines the scrutiny function of the House of Lords. It first provides an overview of conventions informing the scrutiny role of the House of Lords, including the Salisbury Convention and the financial privilege of the House of Commons which concerns its special right to decide levels of public taxation and public spending. It also considers the position of the House of Lords with respect to secondary legislation before discussing the many different ways in which the House of Lords fulfils its scrutiny function, such as scrutinizing draft primary legislation as part of the legislative process, as well as secondary legislation in committees; conducting in-depth inquiries; investigating matters of public policy in committees; questioning the government through oral and written questions; participating in debates on current issues and the findings of committees; and scrutinizing the government's actions in the Council of the European Union.

The world is entering a new phase of the digital era, including Indonesia. The unification of the real world and cyberspace is a sign, where the conditions of both can influence each other (Hyung Jun, 2018). The patterns of behavior and public relations in the virtual universe gave rise to new social interactions called the Digital Society. One part of Global Megatrends has also influenced public policy in Indonesia in recent years. Critical mass previously carried out conventionally is now a virtual movement. War of hashtags, petitions, and digital community comments are new tools and strategies for influencing policy. This paper attempts to analyze the extent of digital society's influence on public policy in Indonesia. As well as what public policy models are needed. Methodology used in this analysis is qualitative descriptive. Data collection through literature studies by critical mass digital recognition in Indonesia and trying to find a relationship between political participation through social media and democracy. By processing the pro and contra views regarding the selection of social media as a level of participation, this paper finds that there are overlapping interests that have the potential to distort the articulation of freedom of opinion and participation. - which is characteristic of a democratic state. The result is the rapid development of digital society which greatly influences the public policy process. Digital society imagines being able to participate formally in influencing policy in Indonesia. The democracy that developed in the digital society is cyberdemocracy. Public space in the digital world must be guaranteed security and its impact on the policies that will be determined. The recommendation given to the government is that a cyber data analyst is needed to oversee the issues that are developing in the digital world. Regulations related to the security of digital public spaces must be maximized. This chapter offers a brief overview of the importance of epistemic trust and the relevance that scientific institutions and practices have in promoting or undermining warranted public trust. Epistemic trust is crucial for the production of scientific knowledge, the ability of the public to make sense of scientific phenomena, and the development of public policy. Normatively inappropriate dissent is more likely to take hold and erroneously affect people’s beliefs and actions in a context where the trustworthiness of scientists is called into question and where there is an excessive reliance on scientific information when it comes to assessing policy decisions. Thus, finding ways to facilitate and sustain warranted epistemic trust, as well as increasing understanding of the proper role of science in public policy decisions can help mitigate the negative impact of dissenting views.

The purpose of this course is to introduce a new framework linking the humanities to public policy analysis as pursued in the government and the academy. Current efforts to link the particular contributions from the humanities to problems of public policy choice are often narrow either in terms of their perspective on the humanities or in terms of their selection of the possible means of influencing policy choice. Sometimes a single text from one of the humanities disciplines is selected to apply to a particular issue. At other times, arguments about the ethical dimensions of a single policy issue often are pursued with a single — or sometimes, no — point of access to the policy process in mind.

In 2015 the Truth and Reconciliation Commission of Canada concluded a six-year process of listening to the stories of Canada’s First Nations, Inuit and Métis peoples. More than 6000 witnesses came forth to share their personal experiences in listening sessions set up all across the country. These stories primarily revolved around their experience of abuse and cultural genocide through more than 100 years of Residential Schools, which were operated in a cooperative effort between churches and the government of Canada. The Commission’s Final Report includes 94 calls to action with paragraph #60 directed specifically to seminaries. This paper is a case study of how Taylor Seminary, in Edmonton, is seeking to engage with this directive. It explores the changes made in the curriculum, particularly in the teaching of missiology, and highlights some of the ways the seminary community is learning about aboriginal spirituality and the history and legacy of the missionary methods that have created conflict and pain in Canadian society.

ABSTRACTAs the debate throughout the eighties has concluded, the efforts of governments to intervene at the firm level has largely been disappointing. Using two examples drawn from the British experience, Rover and Inmos, this paper offers an analysis as to why the Government has encountered difficulties when it has sought to intervene in a strategic fashion. Essentially, public policy makers lack adequate mechanisms to intervene effectively in technology-based companies. Locked out of the knowledge base of the firm, inappropriate financial control is imposed which reinforces the ‘outsider’ status of the Government. Having addressed the limitations of strategic intervention, the paper, drawing on the comparative experience of other countries, then goes on to address how this policy boundary might be pushed back in the long term.

Independent regulatory authorities have become an important component of the governance landscape in India and elsewhere. Some regulators have achieved useful outcomes in India. However, the creation of independent sectoral regulators in India has not been accompanied by critical reflection on their role, or attention to the political, legal and institutional contexts within which they operate. Lessons can be learnt from mature regulatory policy countries, such as the USA, the UK and Australia, that the regulatory environment needs to be constantly evaluated to make sure it is keeping pace with the changing technology, business environment and consumer needs and demands. Despite the number of bodies in India that are involved or responsible for regulatory reform, there is one function that seems to be missing and that is of a central oversight function. Most countries have an explicit whole of government regulatory policy and an oversight body, sometimes more than one, that is/are responsible for embedding some of the systemic tools across different parts of the government machinery.

In its final report, An Ocean Blueprint for the 21st Century, the U.S. Commission on Ocean Policy makes a strong case that addressing some of the most pressing coastal and marine policy issues will require developing fundamental information needed to allow policy decisions to be made within an ecosystem-based context. Establishing an effective ocean observing system is clearly one of the most important challenges and opportunities facing the ocean science and policy community. Progress is being made in hardware development, including sensor and platform designs and construction, as well as in data exchange and management, suggesting that a truly useful system for understanding and predicting ocean conditions is technically feasible, if given adequate resources, and lies in the near future.The Commission also points out that actions taking place on land have profound influence on coastal environmental quality. This conclusion has significant implications for the development of information intended to support policy making, especially with regard to two of the most widely recognized coastal policy problems, nutrient pollution and land loss. This article briefly reviews a series of coastal and watershed policy challenges endemic to a specific watershed and coastal region (i.e., the Mississippi River Basin and the northern Gulf of Mexico) to point out: i) that the interrelationship of many watershed and coastal issues is significant, ii) that efforts to acquire adequate information to support effective marine policy decisions can benefit from similar efforts taking place in watersheds, iii) that steps should be taken to ensure that decision makers shaping marine and coastal policy have access to appropriate watershed information, and finally, iv) that in many instances, policy making must dovetail efforts to address watershed and coastal policy issues, in order to increase the likelihood of success.
