Research in urban history: recent theses on nineteenth- and early twentieth-century municipal administration

The ways in which the organization of local government and the practice of political power locally have changed over time has attracted heightened interest from urban and administrative historians over recent decades. Much of this burgeoning interest has paralleled the concurrent decline in the status and powers of local government since the 1980s. In recent years, a shifting focus from government to governance has allowed the historian to re-conceptualize approaches to urban political power. Urban governance denotes a wider system of government by encapsulating the complex range of actors, interests and resources, which straddle the public, private and voluntary sectors, each with a vested interest in the way that political power is organized and practised locally. By broadening their approach to urban political power, urban historians have, since the late 1980s, elicited new perspectives on municipal administration, reattaching it with the national and juridical frameworks of analysis from which it had been fractured. In general, this growing number of local, regional and cross-national historical studies hints at a more complex and interesting municipal dimension which transcends previously impermeable divisions between the private and the public spheres, between political democracy and administrative bureaucracy, between the central state and municipal administration, and between national and transnational contexts of administrative thought and practice.

The study addresses the status of a local government body member and a local government employee as a person holding a public function in the meaning of Polish criminal law. In the Polish legal system, a person who holds a public function may be held criminally liable for passive bribery (bribe accepting) defined in Article 229 of the Polish Penal Code.  Pursuant to Article 115 § 19 PC, a public officer and persons belonging to several other categories are persons holding a public function, while  Article 115 § 13 PC defines the public officer by detailed enumeration of specific persons. The study provides an analysis of these concepts in view of the provisions governing the status of local government officers and persons employed with local government organisational units.

What factors influence citizens’ perceptions of local government services? To answer this question, we examine citizens’ perceptions of public education in post-Katrina New Orleans. Following Hurricane Katrina, New Orleans began to transform most of its traditional public schools into charters. Although studies show that test scores have improved since the mass adoption of charters post-Katrina, surveys show that most Black citizens in New Orleans do not perceive that the New Orleans schools have improved post-Katrina. A majority of White residents, however, perceive that the schools are better post-Katrina. Relying on a survey of New Orleans residents, we argue that local shifts in political power by race help explain the racial differences in perceptions of the public schools. The study’s findings suggest that perceptions of the quality of public goods are shaped by perceptions of “who governs?”

<p>Studies of virtuosity in the eighteenth and nineteenth centuries have tended to focus on the piano and the violin. These instruments were obviously virtuosic and lent themselves to visual and aural displays of power, most notably in the case of Liszt and Paganini. These virtuosi crafted spectacles that were often described with metaphors of power and violence. These spectacles came to characterise the virtuosity of the early nineteenth century. However, the guitar has been largely neglected in scholarship dealing with virtuosity from the late eighteenth and early nineteenth centuries. This is due, in large part, to the status of the guitar within that period. Though popular as an accompanying instrument and in the home, the guitar struggled to find a secure position as a legitimate solo instrument in the public arena. While guitarists such as Dionisio Aguado and Mauro Giuliani were described as ‘virtuosi’, their instrument, unlike the piano and the violin, did not give itself to a spectacle that conveyed notions of power and violence. Rather, the guitar is an intimate instrument, quieter than the piano or the violin, and utilising small movements in the hands. These aspects of the instrument, so often perceived as ‘limitations’ led many writers to dismiss it as an inappropriate instrument for performance in the public spheres occupied by the piano and the violin. Guitarist-composers sought to play to the guitar’s strengths in ways that contrasted with the conventional metaphors of power and violence. Some of these attempts rhetorically aligned the guitar with genres and instruments that carried greater cultural capital. Composers used orchestral metaphors and emphasised the guitar’s ability to imitate other instruments. Other guitarist-composers sought to create a greater spectacle both in and beyond the music itself by emphasising physical movements within the music and writing extra-musical gestures into the music. The rhetoric of transformation was used either by or about the guitarist-composers Fernando Sor, Dionisio Aguado, Johann Kaspar Mertz, and Giulio Regondi, all of whom this exegesis focuses on, demonstrating a desire to legitimise the guitar at a time when it struggled not only to find traction as a ‘serious’ classical instrument, but also a place amongst more obviously virtuosic instruments.</p>

In the Indonesia democracy, the multiparty system is used as one of the canal to aggregate the public aspirations. This mechanism is supported by Law No. 25/1999 about fiscal decentralization and a series of related regulations. It is also supported by direct election for regional head (Pilkada). As such, the winning political parties may influence the local government budget allocation which finally transform into the economic growth. This study estimates the influence of party politic concentration on the local economic growth. The data used is the local government election of 2004 and 2009 from 55 regions (cities). The concentration of political power in regional legislatives is measured by using Herfindahl Hirschman Index (HHI). The results of analysis confirm that the more concentrated political power in the regional legislative results lower economic growth.AbstrakDalam dinamika demokrasi Indonesia, mekanisme multipartai merupakan salah satu cara untuk mengatur aspirasi. Mekanisme ini didukung Undang-Undang No. 25 Tahun 1999 mengenai desentralisasi fiskal dan dinamika perubahannya. Pemilihan Kepala Daerah (Pilkada) langsung pun turut mendukung mekanisme demokrasi di daerah. Partai politik pemenang pilkada akan memengaruhi pola alokasi anggaran daerah yang akhirnya bisa berdampak pada efektivitas pengeluaran pemerintah. Studi ini mengestimasi seberapa besar pengaruh konsentrasi partai di daerah terhadap pertumbuhan ekonomi di daerah. Analisis menggunakan data 55 kabupaten/kota tahun 2004 dan 2009. Konsentrasi partai politik di dalam parlemen di daerah diukur dari proporsi anggota dewan dari masing-masing partai politik menggunakan Herfindahl Hirschman Index (HHI). Data tahun 2004 dan 2009 mengonfirmasi bahwa semakin terkonsentrasinya anggota dewan pada satu partai politik tertentu, maka semakin rendah pertumbuhan ekonomi daerah tersebut.

During the 19th century, there was a constant risk of outbreaks of infectious diseases in Slavonia. Therefore, the counties and city authorities had a duty to take care to prevent them. In implementing these measures, they took care of the implementation of the instructions sent to them by the central state authorities, many of which are preserved in the archives of the various funds kept in the State Archives in Osijek. At the beginning of the 19th century, Osijek was granted the status of a free royal city, and it was within its competence to implement measures to prevent epidemics, for which unique bodies were set up in the city administration. After the abolition of feudalism, and especially during the time of Ban Ivan Mažuranić, began significant reforms of the public health system. The Public Health Act of 1874 was adopted, and several accompanying regulations were addressing this issue. A new law was enacted in 1894, which introduced certain newspapers, mostly to bring it into line with the new territorial organization. Regulated health care provided a useful framework for adequate public health protection and epidemic prevention.

The public demand for health service professionalism and transparent financial management made some Puskesmas in Semarang regency changed the status of public health center to BLUD. The implementation of Puskesmas BLUD and non-BLUD requires resources that it can work well in order to meet the expectations of the community. The aim of this study is to know the difference of work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD. Method of this research is a comparative descriptive with a quantitative approach. The object of this research are work motivation and job satisfaction of employees in Puskesmas BLUD and non-BLUD Semarang regency. This Research showed that Sig value. (P-value) work motivation variable was 0.019 smaller than α value (0.05). It showed that there was a difference of work motivation of employees in Puskemas BLUD and non-BLUD. Sig value (P-value) variable of job satisfaction was 0.020 smaller than α value (0.05). It showed that there was a difference of job satisfaction of BLUD and non-BLUD. The average of non-BLUD employees motivation were 76.59 smaller than the average of BLUD employees were 78.25. The average of job satisfaction of BLUD employees were 129.20 bigger than the average of non-BLUD employee were 124.26. Job satisfaction of employees in Puskesmas BLUD was higher than non-BLUD employees.

The European Commission initiated a discussion on the expediency of using the International Public Sector Accounting Standards (IPSAS), based on the IAS/IFRS, as a common base for harmonizing the public sector accounting systems of the member states. However, literature suggests that accounting is not neutral with respect to the economic, social and political dimensions. In the perspective of evolution of the accounting regulation outlined, balanced between accountability, with the need to represent phenomena for reporting pur-poses, and decisionmaking issues, which concentrates on the quantitative importance of the values, the paper aims to analyse the effects of the application of different criteria for the definition of the reporting entity of the local government consolidated financial statements (CFS). The Italian PCA 4/4, the test of control and the financial accountability approaches are examined. The evidence that emerged from the case studies examined identifies several criticalities in the Italian PCA 4/4 and support the thesis that the financial accountability approach is more effective in providing a complete representation of the public resources entrusted to and managed by the group, whereas the control approach better approximates quantification of the group results in terms of central government surveillance. The analysis highlights the importance of the post implementation review period and the opportunity to contextualize the adoption of the consolidated financial statement in the broader spectrum of the accounting harmonization process, participating in the process of definition of the European Public Sector Accounting Standards (EPSAS).
