Who Governs? How Shifts in Political Power Shape Perceptions of Local Government Services

What factors influence citizens’ perceptions of local government services? To answer this question, we examine citizens’ perceptions of public education in post-Katrina New Orleans. Following Hurricane Katrina, New Orleans began to transform most of its traditional public schools into charters. Although studies show that test scores have improved since the mass adoption of charters post-Katrina, surveys show that most Black citizens in New Orleans do not perceive that the New Orleans schools have improved post-Katrina. A majority of White residents, however, perceive that the schools are better post-Katrina. Relying on a survey of New Orleans residents, we argue that local shifts in political power by race help explain the racial differences in perceptions of the public schools. The study’s findings suggest that perceptions of the quality of public goods are shaped by perceptions of “who governs?”

Public perception and imagination tend to view natural disasters and catastrophes as phenomena that impact everyone equally. However, they do not occur in a historical, political, economic or social vacuum. Every phase and aspect of a disaster - its causes, vulnerability, preparedness, aftermath, response, reconstruction, the scope of the disaster and the price paid in the end are, to a lesser or greater extent, socially conditioned. Natural disasters actually replicate and amplify existing social inequalities and their effects. Such was also the case with hurricane Katrina. Black people, the poor, the elderly... remained in sunken New Orleans because their economic and social exclusion diminished their possibility to escape the disaster (the same way it diminished their opportunity to escape poverty). Had Katrina been a mere accident of geography and ecology, it would have been possible to peacefully await the resolution of its aftermath. However, because the inequalities which Katrina made apparent have deep socio-historical roots, it was illusory to expect that they would be repaired by the public policies on offer. Because of this, Katrina remains a powerful reminder to those advocating for a more just and democratic society.

<p class="06IsiAbstrak"> </p><p class="06IsiAbstrak">The focus of this paper is the madrasa in Indonesia and its development which is examined from the perspective of Michel Foucault regarding their authority, knowledge and discourse.<strong> </strong>The madrasa’s performance, which is still relatively low and unable to compete with public schools or pesantrens (Islamic Boarding Schools), will be examined from this perspective. This paper departs from the study of literature with a historical-sociological approach. The sources of the data come from the literature related to the history and development of madrasas. From Foucoult's perspective, the performance of the madrasa--which in its development shows a decline trend and is of relatively low quality and less competitive compared with general schools or pesantrens-- is closely related to power, knowledge and discourse factors. My argument is supported by the evidence that there is no an established “blueprint” for the supervision and development of madrasas in Indonesia, in contrast to schools or pesantrens. Likewise, the problem of interplay of madrasa policies in the integration of the national education system has put the madrasa in the midst of domination of schools and pesantrens, especially in the midst of society since the appreciation and level of community participation in the madrasa are not very encouraging. In addition, there is an opinion among the public which perceives the madrasa as the second educational institution after schools or pesantrens. This opinion is, of course, supported by empirical data, such as research from Nur Hamzah (2017) and Sukino (2017) which examined the madrasas in West Kalimantan Province, and revealed the poor quality of some madrasas in this area, which in my opinion is the "top of the iceberg" of the madrasa, especially in the outermost, interior and underdeveloped areas of Indonesia.</p>

This project contributes to the body of research examining the implications of the geographic location of charter schools for student access, especially in high-poverty communities. Using geographic information systems (GIS) software, this paper uses data from the U.S. Census American Community Survey to identify the socioeconomic characteristics of the census tracts in which Chicago’s charter schools tend to locate. Echoing the findings of other researchers who have examined charter school locational patterns, the present analyses found evidence of a “ceiling effect” by which many charter schools appear to locate in Chicago’s higher-needs census tracts, broadly cast, but avoid locating directly within those that are highest-need. The findings suggest that because Chicago’s charter schools face per-pupil expenditures that are often up to 20% less than those of traditional public schools, they may strategically leverage location to help shape student enrollment. By frequently locating near, but not directly within highest-need communities, charter schools may find it easier to attract a quorum of relatively higher achieving students who are less expensive to educate, therefore increasing their chances of meeting academic benchmarks and retaining their charters. By extending the findings of other researchers to the context of Chicago—where charters represent an ever-increasing share of the public school market—the present analyses may inform future revisions to the policies governing the authorization of charter schools in Chicago, with the goal of increasing access for highest-need students.

E-Government emerges from web sites that offer static information, documents and forms for employees and citizens, enquiries, and process automations to many types of stakeholders. Increasingly, different layers of government services are being consolidated into a knowledge portal, providing on time and online services. Such knowledge portals not only provide a platform for integrating applications and information from all government sources, but also provide platforms for knowledge sharing and learning to the public with the objective to improve the efficiency and the quality of E-Government processes and services. However, due to the heterogeneity of applications and information across different levels of government agencies, a significant amount of work is needed to re-configure such applications and services into a new platform. However, semantics are often deficient, which results in problems establishing effective knowledge sharing and learning in E-Government. This paper confers how knowledge intensive portals can be used for enhancing sharing and learning in E-Government. The authors discuss innovative information on how the Semantic Web and Web 2.0 technologies can be applied in providing interoperability to leverage knowledge sharing and learning activities.

During the 2005 Atlantic hurricane season, Hurricane Katrina wreaked havoc on New Orleans. Significant damage to the Gulf region forced the Federal Emergency Management Agency (FEMA) to begin an unprecedented cleanup effort. The removal and disposal of debris was not only a challenge for landfill capacity but also for the administration of drivers, trucks, and debris type. With the debris removal workforce and certified hauling vehicles changing rapidly, record keeping and fraud detection proved difficult. This paper introduces the results of a data driven manpower audit for one parish in the greater New Orleans area that consolidated records and reconciled multiple record keeping systems. The authors’ findings bring to light the failings in record keeping during this disaster and highlight how a simple business intelligence application can improve the accuracy and quality of data and save costs.

When the New Orleans school board appointed E. J. Edmunds, a light-skinned Afro-Creole man, the mathematics teacher for the city's best high school in 1875, the senior students walked out rather than have a “negro” as a teacher of “white youths.” Edmunds's appointment was a final, bold act by the city's mixed-race intellectual elite in exercising the political power they held under Radical Reconstruction to strip racial designations from public schools. White supremacist Redeemers responded with a vicious propaganda campaign to define, differentiate, and diminish the “negro race.” Edmunds navigated the shifting landscape of race in the New Orleans public schools first as a student and then as a teacher, and the details of his life show the impact on ordinary Afro-Creoles as the city's warring politicians used the public schools both to undermine and reinforce the racial order.

PurposeIn this paper, we describe the impact of COVID-19 on principals and their work. Drawing on prior research undertaken prior to the onset of the pandemic, we describe how principals were already grappling with difficult tensions associated with their expertise, autonomy, normative orientation and rewards that may have real implications for their work moving forward and how, in the current context of uncertainty and change we believe the issue of principal professionalism requires our collective attention and action.Design/methodology/approachOver the last year, we undertook a multistate qualitative study of 17 school leaders to explore how principals working in traditional public schools conceptualize the principal profession and their role within it. Briefly, we found that the principalship is an “emergent profession” characterized by shared but individually determined knowledge and skills; a normative orientation of service; confused notions of external expectations and rewards and ongoing tensions among all of these elements.FindingsProfessionalism may be a surprising lever for improving the capacity of school leadership. Through our research, we identified that little is known about professionalism as it relates to the unique work of school leaders, but that understanding more about it could lead to greater knowledge of how to encourage and retain them. In the current context of uncertainty, chaos and change, the pressure on leaders to stay in the role and to succeed has never been greater. Thus, it is critical that principals have the capacity to exert professionalism over their work and to have greater say in elements of it, recognizing that some decisions must be made at district, state and federal levels.Originality/valueWhile many studies investigate how teachers of various backgrounds and in different contexts think about teaching as a profession (e.g. Anderson and Cohen, 2015; Stone-Johnson, 2014b; Torres and Weiner, 2018; Hall and McGinty, 2015), we had difficulty identifying studies focused on principals and using frameworks of professionalism to understand how these activities reflect larger shifts in the profession itself. This is despite the changing nature of principals' work, which, like the work of teachers, has been and continues to be largely influenced by the increasing role of neoliberal principles and policies in education. The public nature of the work of school leadership and the potential to support students, families and the communities in which they live brings in sharp focus the necessity of greater understanding of it during the COVID-19 crisis.

Kappan’s editor talks with Queensland University researcher Anna Hogan about the rapid growth of commercial activity in Australia’s schools and in school systems around the world. Private businesses have always sold textbooks, classroom tools, and other goods and services to public schools, and many teachers are happy to purchase and use them, notes Hogan. However, the biggest corporations in the education market — such as Pearson and Google — have grown so large, and are so eager to promote online schools and automated instruction, that teachers have reason to be concerned about the future of their profession, and the public has reason to worry that the quality of their schools will decline.
