Elder abuse is generally understood in terms of the types of abuse that older people can be subjected to – financial, physical, psychological, sexual, and neglect. However, these definitions often fail to take into account the broader social context in which elder abuse is allowed to occur. Older people are rarely asked about what elder abuse means to them but when they are, they define it in societal terms – social exclusion, the belittling of their views and contribution, and violation of their rights. An effective approach to elder abuse requires intervention at a societal level to combat ageism and age discrimination.

AbstractThe European Pillar of Social Rights is about delivering new and more effective rights for Europeans. It builds upon 20 key principles, structured around three categories: equal opportunities and access to the labour market; fair working conditions; and social protection and inclusion. Directly relevant to older people, the Pillar has the potential to address the multidimensionality of exclusion in later life from a rights-based perspective – for example, by enhancing the rights to quality and affordable health and long-term care, to adequate pensions to live in dignity, to age-friendly working conditions and an inclusive labour market, or to access goods and services. Despite these valuable elements, there remains significant uncertainly around how the Pillar will achieve this and what kind of implemental actions might emerge across member states. This chapter analyses the potential of the European Pillar to address social exclusion of older people in Europe, the challenges that might impede its efforts, and the measures necessary to overcome such challenges.

Abstract Considering that elder abuse affects one in six older persons worldwide, a need exists to identify factors that predict this abuse. Previous studies have found that ageism operates at both structural (i.e., societal-level stigmatizing views toward older persons) and individual levels (i.e., negative age beliefs) to affect health. However, it was not known whether and if so, how these two levels work together to impact perpetrators committing elder abuse. Thus, examining the mechanism between ageism and elder abuse was the aim of the current study. We hypothesized that structural and individual ageism would simultaneously predict elder abuse. In addition, following Stereotype Embodiment Theory, the impact of structural ageism on elder abuse would be mediated by individual ageism. In Sample 1, participants described their proclivity to abuse older people if they could do so without punishment (n=1,580). In Sample 2, family caregivers described actual abuse of their older care recipients (n=400). Overall, elder abuse proclivity (33% in Sample 1) and perpetration (56% in Sample 2) were prevalent. As hypothesized, structural ageism and individual ageism simultaneously predicted elder abuse proclivity and perpetration. Also as predicted, individual ageism significantly mediated the association between structural ageism and elder abuse in both samples. This the first study that examined the mechanistic pathways between structural and individual levels of ageism in the context of elder abuse. Effective solutions to prevent elder abuse should incorporate upstream interventions to mitigate the adverse effects of ageism.

In recent years sociologists believed that for individuals withdraw from active life was an event with exclusively negative consequences, recent research has shown that especially when seniors are in good condition and have adequate income they feel satisfied with the changes of retirement. In some fields (education, medicine) they can continue their work a few years in the private sector.In the society we live competence should be a key factor that makes people to be open or not to social change and not to age discrimination. Currently, to biological and psychological aging are added social aging that leads the individual to social exclusion, because, unfortunately, old age often came to be associated by others, with the disease, impotence, conservatism, lack of discernment, irritability and dependence on others.Older people are often treated with contempt and looked that overall they represent a wealth of society.Often society associated aging with loss of sensory capacity, with changes in mobility and retirement; however, some researchers have shown that for most older people, these changes are not so burdensome, nor so obvious as one might imagine.

SummaryThe increasing number of old people is becoming a growing policy concern. Negative attitudes towards old people raise questions about the extent to which discrimination against old people exists and elder abuse occurs. This paper describes the occurrence of discrimination against old people and elder abuse, as well as the factors related to it, based on a review of (scientific) literature, official documents and the actions of legal bodies.Frequent or regular age discrimination, as experienced by old people themselves, is reported by a quarter of European citizens. Data on elder abuse vary and are often not representative; the same goes for data on inequality. Nevertheless, the analysis shows that discrimination against old age and elder abuse occurs regularly in the ‘western world’. Vulnerable old people are especially at risk. National and regional, multi-component action plans are recommended to combat discrimination against old people.

ABSTRACTIt is known that, in general, people of pensionable age have gained in income compared to other age groups in the British population over the last two decades, but that a substantial minority still experience relative poverty. This paper reports a small qualitative study into the effectiveness of a welfare-rights advice and acquisition service for men and women aged 60 or more years that was provided through a local primary health-care service. Additional financial and non-financial resources were obtained by accessing previously unclaimed state-welfare benefits. It was found that these significantly improved the participants' quality of life. Fourteen of the 25 participants received some type of financial award as a result of the service offered, with the median income gain being £57 (€84 or US $101) per week. The impact of additional resources was considerable and included: increased affordability of necessities and occasional expenses; increased capacity to cope with emergencies; and reduced stress related to financial worries. Knowledge of and access to welfare-rights services also appeared to have a positive effect. It is argued that a level of material resources above a basic level is necessary for social relations and for accessing services and civic activities, and can reduce social exclusion among older people.

PurposeHigher pensionable age in many countries that are part of Organization for Economic Co-operation and Development (OECD) and a shrinking pension income force older people to postpone their retirement. Yet, age-based discrimination in employers' decisions is a significant barrier to their employment. Hence, this paper aims to explore employers' attitudes regarding the employment of workers aged 60–70, striving for a better understanding of age discrimination.Design/methodology/approachThe authors used a thematic analysis of semi-structured interviews with 30 managers, experts and employees in retirement age in Israel.FindingsFindings reveal a spectrum of employers' attitudes toward the employment of older workers. The authors' analytical contribution is a conceptual typology based on employers' perceived ability to employ older workers and their stated attitudes toward the employment of older workers.Social implicationsThe insights that emerge from this research are fundamental for organizational actors' ability to expand the productive, unbiased employment of older workers.Originality/valueBy understanding employers' preferences and perspectives and the implications on employers' ability and/or willingness to employ older workers, this research will help policymakers formulate and implement policy innovations that address these biases.

Criminological concerns with the victimization of the elderly has developed parallel to, and independently of, the elder abuse debate. Criminologists have traditionally been concerned with the commission of acts against the older person in public as opposed to private space. A further hindrance to criminological enquiry is the practice of defining elder abuse in terms of victim needs, rather than of basic human rights. There has been no neat evolutionary process from positive treatment of the elderly, attributed to some golden age in the past to their increasing present victimization rates globally. Elder victimization is a long way from the simplistic notions of “granny battering.” There is general agreement among scholars that older people regularly suffer victimization in private space—in the household and in care institutions. They regularly experience multiple forms of abuse. One can attribute some of these experiences to major social changes as declining family support for older people diminishes and the proportion of young to old decreases. The World Health Organization (WHO) states that as the global population ages, the number of people aged sixty years and older is estimated to reach 1.2 billion worldwide by 2025. More pointedly, the longevity is also inextricably linked to the maltreatment of the global old. In particular, we have seen offenders apprehended in transgressions against the young, women, and ethnic minorities but have yet to see an active criminal justice response concerned with the experience of elder victimization. The discipline’s reluctance to recognize elder victimization is associated with it commonly being labeled as victimization by intimates, and to be understood through the lenses of psychology and psychiatry rather than through a criminal justice model. Care and individual needs of the elderly have been the traditional focus, rather than social justice, reason, and rights. Justice and rights involve choice and free will. Older people are not simply passive recipients of other people’s actions—they resist their victimization and often fight back. This article is a critical exposition of the sources available on elders abused as part of a larger account of the experience of older people worldwide. In particular, the reader is reminded that this article is limited due to publishing word constraints. Therefore, it provides a balanced, limited overview of the major literature and research available in the Western context. More pointedly, the literature cited here is intended to reflect on recent scholarship considered to have the potential of adding to the debate in criminology and elder victimization. Given that the study of elder abuse is still in its infancy in the discipline of criminology, this article is therefore necessarily interdisciplinary.

This chapter focuses on several key areas of poverty and social exclusion experienced by older people and pensioners using B-SEM. Analyses by pensioner household type (n=2,296) show differences in older adults’: access to material, economic and social resources; participation in common social activities and civic and political participation; and quality of life. Younger pensioners (particularly couples) are least likely to report lower resources and exclusion from participation, and more likely to report higher quality of life. In contrast, older and single (particularly female) pensioners are most likely to report lower levels of economic and social resources and lower scores on participation and quality of life sub-domains. Although the general position of pensioners has improved over the past decade, the findings conclude that this has not been the case for all pensioners. The policy situation explaining some of these disparities and the implications for further policy action are discussed.

This study focuses on issues of elder abuse in residential settings. Violation of ethical principles is shown in the results of this quantitative study aimed at defining the extent, nature and causes of such abuse by employees’ unethical conduct towards clients in senior homes (i.e. residential nursing homes) in the Moravian-Silesian region of the Czech Republic. The research sample comprised 454 employees and 488 clients from 12 residential homes for older people. The data were collected from interviews with clients, who also received a questionnaire concerning their satisfaction with the institution. Two questionnaires were administered to the employees, one based on a pilot qualitative study and a second to investigate burnout. Outcomes were assessed according to the extent and form of elder abuse, the causes of elder abuse and the violation of basic ethical principles. The responses, in particular those of employees, revealed both psychological and physical abuse of older clients, and thus violation of two basic principles: respect for the person and non-maleficence. The group at risk of elder abuse comprised aggressive and dissatisfied clients, as well as those with mental problems and dementia. The employees most at risk of being abusers were those who had been employed in institutional care for more than five years, had inadequate knowledge about social services and suffered from burnout. The prevention of elder abuse is recommended to be through education focused on ethical principles, increasing employees’ satisfaction by promoting a friendly and safe organizational culture, and providing adequate working conditions.
