AbstractOrganisations are becoming increasingly flexible in staffing, often using a small core of permanent staff and a peripheral contingent of contract, casual and temporary employees. Recent Australian and overseas studies suggest that this is also true in the higher education sector, with a casualisation of the academic workforce, particularly in the lecturer and below range. This is creating a large group of marginalised academics, the majority of whom are women. Such academics' opportunities may be limited because of the values implicit in the university culture. The possibility of a model of permanent academics on the one hand and a ‘casual’ underclass on the other has the potential to cause significant problems and to affect the quality of education provided.

The education in Russia since 1990 year remains in a state of permanent reformation. Distinctive characteristics of this period can be stated on the one hand as the abrupt flow-out of the high grade young professors from the Higher educational units and on the other hand head long growth of the quantity of the said units. The law of «Transition of quantity into quality» had an inexorable effect not only on the quality of education of the graduates but on the personnel potential of the Russia in general. Rapid growth of the quantity of the Higher education specialists of questionable qualification and partial demand have started. At the same time the skill conversion practically disappeared. And technical colleges started to transform into universities or branches of those. In order to regulate existing uncertainty the gradation of the Higher educational units appears in the Federal Law РФ № 273-ФЗ «Education in Russian Federation». As a matter of fact that Law stipulates 4 grades of Higher educational units, whereof for the first three quotas of 40 units are envisaged. All remaining units, including those engaged in education of the specialists in the field of transportation. Such approach to the problem seems to be rather subjective. In the year of 2013 the index of GDP (Gross domestic product) in the category «Transport and communication» was some 8% which corresponds to the fourth place in the structure of the Gross added cost in Russia. Normative per person financing in the Higher educational units of the fourth grade will negatively influence the quality of education and contrary to the humanitarians the aftereffects will not be of deferred character but will directly cause the increase of accidents at the transport. Taking into account the importance of the transport for the Russia it seems quite strange such indifferent approach to the personnel which plays the most important part of success in the field of transportation.

Система высшего образования развивается не в изоляции. Она находится в непосредственной зависимости от школьной системы и от рынка труда. С одной стороны, образовательные результаты, полученные в университете, зависят от уровня знаний и навыков, которые получили студенты на предыдущем этапе образования, с другой стороны, ожидаемое высокое качество жизни, которое является ключевой мотивацией для поступления в вуз для большинства населения, определяется состоянием и структурой рынка труда. Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. It is the demand for productive labor that determines the effectiveness of the higher education system.

The perceived benefits of English-medium instruction (EMI), such as greater competitiveness of universities, are the reasons why meso- and macro-level stakeholders in Croatian higher education (HE) seek to implement it. Nevertheless, the overall adoption of EMI has been rather slow, resulting in only 3% of study programmes in English. Such a small number has sparked no public or scholarly resistance to this aspect of Englishization. On the micro level, however, the introduction of EMI has provoked a range of different reactions, from favourable attitudes to concerns over the quality of education and the status of Croatian in academia. Evidence for these views were gleaned from the studies conducted at the University of Rijeka, Croatia.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

It follows the orientations of the Rome Ministerial Communiqué of 2020 on the development of higher education in Europe, the Magna Charta Universitatum 2020 principles and the national strategic documents on higher education.

Introduction: The article is devoted to the use of e-learning as a form of implementation of innovations in the university, which allows to improve the quality of education through the use of rapidly growing world educational resources and due to the fact that the use of e-learning elements and distance learning technologies increases the share of independent work of students in mastering the material . As the author of the article shows: in recent years, global changes have occurred in the modern higher education of the Russian Federation. They were caused by the new demands of the state and society, as well as innovations in the country's economy. In modern higher education there is a need for the development of innovations and their continuous improvement.Materials and methods: the article developed the question of the introduction of e-learning in higher education. For this, the problems of creation, development and dissemination of pedagogical innovations were considered. Identified various aspects of studying the problems of education, which reveal the positive impact of information technology on the education system. The definition of innovation in the vocational education system is given as a result of practical and theoretical research, various developments in the field of vocational education, which lead to an increase in its effectiveness.Results: The article analyzes the use of electronic courses in the electronic educational environment of the university, which showed that the teacher’s readiness to use the electronic environment has increased significantly.Discussion and Conclusions: the article discusses the existing tools and technologies for the application of innovative teaching methods that have many advantages and their joint use makes it possible to simplify the learning process as much as possible, to make it more convenient and intensive. The electronic courses developed by university teachers in the electronic environment allow to improve the level of development and the quality of education of students in general.

The main tasks of the modern university are to increase the quality of educational services and to step up activities in the international educational space. One way related to providing quality education, creating an open information and educational environment through which participants of educational process receive open access to resources from any point and at any convenient time. Openness and publicity activities of the university contributes to its competitiveness, i.e. its rating among higher education institutions, including born healthy competition that fosters competitiveness training specialists. The article analyzes the methodology, relationship and position Borys Grinchenko Kyiv University in the most authoritative international and Ukrainian ratings: Academic Ranking of World Universities (ARWU), QS World University Rankings, Times Higher Education, Webometrics Ranking of World Universities, Ukrainian Rating institutions of higher education by Scopus indicators, «Top-200 Ukraine», Consolidated ranking of universities in Ukraine, Transparency rating of universities (CEDOS), «Bibliometric of Ukrainian science». The indexes and tendencies of Borys Grinchenko Kyiv University on the key ratings and their influence on the quality of education are researched. Discovered mutual performance rating among themselves, including ranking on indicators of performance in Scopus on indicators of Openness and Excellence of Webometrics rating and the rating «Bibliometric of Ukrainian science»; Direct effect of Transparent ranking: Top Universities by Google Scholar Citations on the Webometrics rating. The article describes the ways of influencing on the main indicators of the University's activities in order to increase the positions in international and native ratings and, accordingly, the competitiveness of the University in the educational space.

The issue of sustainable development combined with the quality of life of the inhabitants is one of the key problems of modern cities. Poland and Ukraine are two closest neighbours. Rzeszow and Lviv are both university cities, which are also partner cities. The main aim of the research was to learn the opinions of students of the University of Rzeszow and the Ivan Franko University of Lviv on selected problems related to the quality of life in Rzeszow and Lviv, as well as personal and professional aspirations of students in Poland and the Ukraine. The purpose of the study was both cognitive and practical, i.e. on the one hand it focused on obtaining information on specific topics related to various aspects of the quality of life in the city and the aspirations of young people, and on the other hand it attempted at obtaining information that could be useful for both university and city authorities in the context of exploiting the significant potential of young people living in these cities.Keywords: sustainable development, quality of life, students, Poland, Ukraine

This article analyzes the problems of addi-tional financing of the university and the possibility of considering them as a subject of social responsibility for Russian society. The possibility of improving the quality of education in higher education through the use of endowment assets is substantiated. The definition of endowment assets and funds is given. The level of development of this mechanism by the leading Russian uni-versities is determined. The author analyzes the statistics of successful foreign use of such a tool as endowment funds. This article attempts to establish the relationship be-tween the number of participants in endow-ment funds and the amount of funds raised. Also, the tasks necessary to develop an al-gorithm of actions that allow Russian higher education to use endowment assets have been formulated.
