Introduction: The article is devoted to the use of e-learning as a form of implementation of innovations in the university, which allows to improve the quality of education through the use of rapidly growing world educational resources and due to the fact that the use of e-learning elements and distance learning technologies increases the share of independent work of students in mastering the material . As the author of the article shows: in recent years, global changes have occurred in the modern higher education of the Russian Federation. They were caused by the new demands of the state and society, as well as innovations in the country's economy. In modern higher education there is a need for the development of innovations and their continuous improvement.Materials and methods: the article developed the question of the introduction of e-learning in higher education. For this, the problems of creation, development and dissemination of pedagogical innovations were considered. Identified various aspects of studying the problems of education, which reveal the positive impact of information technology on the education system. The definition of innovation in the vocational education system is given as a result of practical and theoretical research, various developments in the field of vocational education, which lead to an increase in its effectiveness.Results: The article analyzes the use of electronic courses in the electronic educational environment of the university, which showed that the teacher’s readiness to use the electronic environment has increased significantly.Discussion and Conclusions: the article discusses the existing tools and technologies for the application of innovative teaching methods that have many advantages and their joint use makes it possible to simplify the learning process as much as possible, to make it more convenient and intensive. The electronic courses developed by university teachers in the electronic environment allow to improve the level of development and the quality of education of students in general.

In a modern technogenic society, the education system is undergoing significant transformations, determined by global changes in the socio-cultural situation. In these conditions, a demand for education is formed, affecting its most important aspects. Taking into account the nature of social changes, modern education should be focused not only on acquiring professional skills, but also on the development of personal, general cultural competencies. The purpose of the article is to accentuate the introduction of the axiological approach into the educational process to solve the key tasks of modernizing education in higher education.

The quality of maritime education system could be considered as one of the most important pillar for safe and efficient shipping. Particularly vital is the maritime education at the university level and those ensuring seafarers’ top rank qualifications in accordance with the STCW Convention. Generally, the quality of education of the individuals is correlated to the employability and promotion opportunities. In Croatia, maritime education system is well established with a long tradition of education at the university level enabling acquisition of top rank seafarers’ qualifications. This paper presents a survey of the results related to the seafarers’ satisfaction with the quality of maritime education and curricula provided during their education at the maritime higher education institution in Dubrovnik. The research was carried out by interviewing 154 marine engineers with different sea service experience, educational level and rank aiming to obtain their opinions about importance, correlation and connectivity of education to their professional career.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

Система высшего образования развивается не в изоляции. Она находится в непосредственной зависимости от школьной системы и от рынка труда. С одной стороны, образовательные результаты, полученные в университете, зависят от уровня знаний и навыков, которые получили студенты на предыдущем этапе образования, с другой стороны, ожидаемое высокое качество жизни, которое является ключевой мотивацией для поступления в вуз для большинства населения, определяется состоянием и структурой рынка труда. Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. It is the demand for productive labor that determines the effectiveness of the higher education system.

The perceived benefits of English-medium instruction (EMI), such as greater competitiveness of universities, are the reasons why meso- and macro-level stakeholders in Croatian higher education (HE) seek to implement it. Nevertheless, the overall adoption of EMI has been rather slow, resulting in only 3% of study programmes in English. Such a small number has sparked no public or scholarly resistance to this aspect of Englishization. On the micro level, however, the introduction of EMI has provoked a range of different reactions, from favourable attitudes to concerns over the quality of education and the status of Croatian in academia. Evidence for these views were gleaned from the studies conducted at the University of Rijeka, Croatia.

The use of information and communication technologies (ICT) in higher education, in many cases, does not necessarily correspond to an organizational, sustainable and consistent initiative in all courses or undergraduate programs imparted. An associated risk is wasting the potential of ICTs to contribute to the quality of education. This is an exploratory-descriptive, mixed methods investigation at Tecnológico de Costa Rica (TEC) to determine the components and factors affecting a Maturity Model (MM). Participants were students, teachers, and institution officials. Results show the components of a maturity model that provides teachers with a roadmap for implementing e-learning in face-to-face, bimodal and virtual courses, advocating for a substantial contribution to the quality of education at a Costa Rican University.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. In article ways of maintenance of quality of higher education in Belarus are considered. It is shown that they are the result of interaction of two tendencies. The first is inheritance and development of traditions of the Soviet education system. Belarus system tries to conserve fundamentality and scientific character of the contents of education, to keep in basis the orientation on Five years' term of training. The second one is use the consequences of world processes, such as mass character of higher education, its practical orienta-tion, Influence of market relations on education, etc. All establishments of education of an education system of Belarus are subjected to the state control. Irrespective of subordination and patterns of ownership of establishments of education the state con-trol is carried out as: – Self-checking which is carried out by establishments as the procedure which is carried out for an internal estimation of quality of education under the program worked out by establishment education or as a necessary stage of the certification which are carried out in the order, developed by department of quality assurance of education; – Inspections of establishments spent by department of quality assurance of education and other competent bodies; – Inspections by department of quality assurance of education of committees, departments of educa-tion of local executive and administrative bodies. Monitoring of quality of education at a level of universities is carried out in the form of the current and final certification of students for the certain period of training (a semester, a rate, all period of training). Oral, written and practical forms are used. Forms of certification of students are determined by educational standards of specialities. For the first time standards of specialties of higher education in republic have been developed in 1998-1999. In 2008 standards of new generation (361 specialities) have been created. In standards results of modernization of system of the higher school are reflected: two-level preparation of the graduate (the special-ist, the master); the differentiated terms of preparation of the graduate at the first level (from 4 till 6 years of training on a speciality); competent approach to formation of model of the specialist; increasing of controlled independent work of students in total amount training hours; orientation to innovative techniques and tech-nologies of teaching. The problem which is necessary to solve is to update of the training courses content from scientific and practical point of view. It is difficult because this step may lead to including more information that stu-dent is able to get. In this case it is important to emphasize that methodology of education is opposite to methodology of development of knowledge in science. In a science, as it is known, speaking computer language, change of operational system occurs from time to time. It allows to state information of past periods simply and briefly. There is reconsideration and re-structuring of all volume of the scientific information from the point of view of a new scientific paradigm. Changes of scientific knowledge in the content of training courses also should be nonlinear both on time and on intensity of the response to changes occurring in a science. During normal (extensive) develop-ment of a science the new knowledge can quite take root into educational process in an additive mode. Intro-duction of the knowledge which has arisen during change of a scientific paradigm demands radical transfor-mation of forms and methods of training and even phase transition of all education system. Differently, the content and methodology of education, following by the changes in a science and practice, should vary peri-odically to provide quality of preparation of specialists according to modern social and culture realities. Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.
