In modern Russian conditions, the correct determination of cadastral value is one of the most important tasks that stimulate the functioning, sustainable growth and development of the country’s economy. Science-based mechanism of cadastral valuation will contribute to the building of stable economic relations between the state and society. Unjustified changes in cadastral value may have a negative impact on the budget of the municipality and the interests of the owners. In this connection, the determination of cadastral value on the basis of science-based methods and approaches is a priority; allowing revealing the potential and reserves of settlements, to carry out urban policy aimed at increasing the urban value of the territories. The available methodological basis does not fully explain the essence of price zoning, a number of significant factors of urban value of the territory, such as infrastructure and existing buildings, and, as a consequence, their impact on the algorithm for determining the cadastral value are missed. The use of General scientific methods, theoretical, economic and statistical analysis and modeling allowed clarifying the methodology of cadastral evaluation, taking into account the impact of zoning and urban value of the territories on the result of cadastral evaluation. The proposed model for calculating the urban value of the territory is based on the computer program developed by the authors, the use of which allows scientifically correct cadastral value of the estimated real estate and will contribute to a socially fair and “transparent” mechanism of taxation of real estate.

The article presents the results of studies on the adjustment of cadastral value using a new factor-the probability of an emergency or natural disaster. A new term, emergency geospatial, has been introduced for the spatial definition of an emergency. The analysis of the legal regime of lands subject to emergency situations is carried out. Conclusions are drawn about the legal definition of the geospatial boundary of the emergency situation and the impact of emergencies on real estate. The characteristic of emergency situations, as well as the probability of their occurrence is given. The connection between the emergency situation and the cadastral value of real estate is shown. The dependence of the value of real estate on their location in the geospatial probable emergency. The technological scheme of determination of cadastral value of real estate objects in the zone of manifestation of an emergency situation is developed. A geoinformation project was carried out on the territory of the city of Novosibirsk. The most probable emergencies are taken into account. The map of zones of possible manifestation of emergency situations is made. The comparison of the cost of real estate in emergency zones, with objects analogues, located outside the emergency zone. The values of the correction factor for adjusting the cadastral value are proposed. The map of distribution of correction factors for adjustment of cadastral value of real estate objects in zones of possible manifestation of emergency situations is made. Work on the adjustment of the cadastral value of real estate located in the areas of possible manifestations of emergency situations is promising. First, the zones must be taken into account in modern urban policy and as much as possible to protect real estate and the population from the manifestation of emergency situations. Secondly, the reduction of cadastral value and taxes will allow owners to invest in insurance funds and insure real estate.

The impact of the last global economic crisis (2008) on the European economy put a strain on higher education (HE), yet it also pushed the sector towards intensive reforms and improvements. This paper focuses on the “Strategy for the Development of Higher Education in the Republic of Bulgaria 2014-2020”. With a case study methodology, we explore the strategic endeavours of the Bulgarian government to comply with the European directions and to secure sustainable growth for the HE sector. Our research question is ‘How capable is the Bulgarian HE Strategy to overcome the economic and systemic restraints of Bulgarian higher education?’. Because the development of strategies for HE within the EU is highly contextual, a single qualitative case study was chosen as the research approach. HE institutions are not ivory towers, but subjects to a variety of external and internal forces. Within the EU, this is obviated by the fact that Universities obtain their funds from institutions such as governments, students and their families, donors, as well as EU-level programmes. Therefore, to explore how these pressures interact to affect strategic action on national level, the case method is well suited as it enabled us to study the phenomena thoroughly and deeply. The paper suggests the actions proposed within the Strategy have the potential to overcome the delay, the regional isolation and the negative impact of the economic crisis on the country. Nevertheless, the key elements on which the success or failure of this Strategy hinges are the control mechanisms and the approach to implementation. Shortcomings in these two aspects of strategic actions in HE seem to mark the difference between gaining long-term benefits and merely saving face in front of international institutions.

The purposes of this research are to examine the impact of traffic noise on the sale and rent prices of the housing real estate in the Sulaimaniyah city center. Besides, highlight the concept of traffic noise pollution in general and in particular in the Sulaimaniyah city center. Thus, people have the right to choose the nature of the acoustic environment, as others should not impose it, the problem of traffic noise considered as one of the main problems that have imposed on the people in Sulaimaniyah city center. Which began to take severe economic and social dimensions, affects the decision-making process in the real estate market. Moreover, consequently, this research analyzes the impact of traffic noise pollution in the sale and rent prices of residential property in Sulaimaniyah city center, the results of the research have confirmed a clear and negative impact the traffic noise on residential real estate prices in Sulaimaniyah city center. Finally, the research indorsed range of important recommendations, such as necessity control the noise pollution at the level of governments and companies, either at the companies’ level by choosing vehicles that release less sound and the use of sound control devices of high efficiency. Either at the government level to determine the volume level or prevent annoying noises (painful), through legislation and laws of environmental protection and impose fees and raise awareness.

AbstractThis publication addresses the impact of selected design parameters of milling auger cutting drums on the loading process, and above all the winding angle of the auger blade. The loading process is often referred to as an auxiliary process because the milling process is considered to be the dominant throughout the work of the cutting drum. The correct determination of the relationship between the mining process and the loading process allows to understand how the individual design and kinematic parameters of the mining drums and the mining machine on which they are installed affect each other. The publication discusses the problem of loading with milling cutting drums and ways to increase its efficiency. The research results of the loading process have been presented, affecting the efficiency of this process in the aspect of various angles of inclination of the auger blades. Based on the tests, conclusions have been formulated that allow for the possible selection of an appropriate winding angle for the auger blade, depending on the granulation of spoil.

Today the acute problems are pollution oceans, global warming, lack of resources, the increasing number of war and terrorist groups. All of this have adversely effects on the world environment and causes many problems in relations between countries. The issues of the impact of ecology on the world economy were revealed in their works economists such as K. Sitnik, M. Budiko, M. Reimer and many others. The main porpoise is to analyze the impact of ecology on the formation of economies in Europe and Ukraine, effects and suggest ways to solve problems. One of the main principles of domestic and foreign policy of any country is the preservation of the environment and its components. The main objectives of the article are to identify and analyze the main environmental problems of the world; to analyze the consequences of economic dangers and their impact on international economic relations; to analyze the consequences of energy consumption and propose alternative solutions for Ukraine; to investigate the problems and prospects of waste recycling in the world by proposing ways to solve the problem for Ukraine based on the experience of foreign countries; to identify the negative impact of solid waste recycling and suggest ways to solve the problem. Thus, there is a need to identify and study the main problems that stand in the way of building international economic relations in Ukraine and the world as a whole and to identify the main ways to solve these problems. The article analyzes the level of ecology worldwide. The basic environmental problems that have a negative impact in terms of all sectors of society. The main factors that cause negative impact on the environment are considered. Methods of pollution control at the level of the European Union and Ukraine are researched and offered. Ukraine's prospects for improving the environmental situation, which will help reach a new level in the world rankings, have also been identified.

The developed, innovative method of estimating the impact of motorway on agricultural land allows determination of all the losses associated with the directions of this impact. The basis for the determination of losses is the analysis of variability in land use and the quality classes and location of access roads to the land along the axis of the planned motorway. The approved measure of the multidirectional impact of the motorway on agricultural land is a change in the value of land, which is designated taking into account the differentiation of their suitability for agricultural production. The developed method of determining the impact of motorway on agricultural land was presented on the example of A4 motorway section between Bratkowice and Mrowla. The existing section of motorway was assessed and then for the same section the calculations were made again, but with an alternative location of the motorway overpasses. In the case of the existing section, the construction of one kilometer of the section of motorway under consideration will result in a reduction in the value of agricultural land of 1725 cereal units. Acquisition of land for the construction of the motorway and its negative impact cover about 69% of the total reduction in value of agricultural land. The remaining 31% of the land value reduction is related to the increase in transport and the deterioration of the parcels layout. On the other hand, in the case of the section with alternative arrangement of viaducts, the value of agricultural land is reduced of 1538 cereal units. Acquisition of land under construction and its toxic impact will be equal 75%, while the combined effect of transport growth and deterioration of the layout makes 25%.

One of the key factors that determine the success of the company and ensure its ongoing development, adaptation to the requirements of the digital economy, is the human capital (HC) of the enterprise. In this regard, the purpose of the study is designated as identifying ways to support the integral and sustainable growth of a company based on the development of its human capital. Since an enterprise is an open socio-economic system, the methodological basis of the work is the systems economic theory, which made it possible to present the company's activities as the interaction of object, environmental, process and project systems. Based on this concept and taking into account the objectives traditionally pursued by the company, four basic functional complexes have been identified that ensure the stability and reproductive capabilities of the enterprise, the challenges that need to be overcome within such capabilities were identified, the requirements for the knowledge, skills and abilities of personnel were established. Comparison of the human resources of the enterprise and the features of the corporate tasks solved with their help made it possible to group the elements of the company's HC in a new way – depending on the impact on the noted basic subsystems that determine the integrity of the company. This systematization demonstrated the interconnection of individual elements of the enterprise's HC and the performance of the corresponding complexes. Thus, the probable personnel reasons for the lag in certain areas of the company's activity and the possibilities of their reorganization by targeted impact on the required elements of the HC were identified. Since the implementation of the proposed approach requires the determination of the status of the corporate HC, and the reliability of such a procedure traditionally raises criticism due to the objective difficulties of measurement, the article proposes a methodology to streamline the process of assessing the state of the parameters under study. The methodology is based on the ranking of HC indicators depending on the accuracy of displaying the parameters of the object. The proposed approach made it possible to determine the tools for monitoring the selected categories of human capital, ways to step them up and remedy the situation.

PurposeThe purpose of this research is to analyse the influence of mobile word of mouth (m-WOM), received at the physical store, which “challenges” the consumer's preferences in a webrooming experience. The impacts of the social relationship between the sender and the receiver of the m-WOM and product category (electronics versus fashion accessories) are examined.Design/methodology/approachAn online experiment was carried out which manipulated the presence and type of challenging m-WOM, and product category, in a 3 × 2 between-subjects factorial design. The participants were 204 consumers recruited through a market research agency. Their perceptions about the helpfulness of the m-WOM, and their product preferences and choices, were analysed.FindingsReceiving in-store m-WOM was perceived as helpful by webroomers and affected their preferences and choices. For electronics online reviews posted by anonymous customers were more influential than friends' opinions, whereas the opposite was the case with fashion accessories. The trustworthiness and expertise of the m-WOM source may explain the effects of m-WOM.Practical implicationsm-WOM entails challenges and opportunities for retailers in the omnichannel era. The findings suggest that allowing customers to access m-WOM may be beneficial; however, retailers must consider the type of m-WOM that may be most suitable for their businesses. Recommendations for referral and review sites are also offered.Originality/valueThis study examines the impact of challenging m-WOM on shopping experiences, combining online, mobile and physical channels. The results revealed the importance of the information source and product category in the determination of consumers' perceptions of helpfulness, preferences and choice.

Background: Melasma has significant emotional and psychological effects and significant negative impact on patients’ quality of life (QoL). Melasma QoL Scale (MELASQoL) is a specific questionnaire that has been developed to assess the effect of melasma on patient’s QoL. Objective: Translation, cultural adaptation, reliability and validation of melasma specific QoL sale (MELASQoL) into Arabic. Patients and Methods: A total of 65 adult Egyptian female patients with melasma aged ≥18 years old with skin phototypes type III-V were enrolled in this study. Wood’s light was used for determination of the type of melasma either epidermal, dermal or mixed. Melasma severity was assessed by using the melasma area and severity index (MASI) score and the new modified score (mMASI). The impact of melasma on QoL was evaluated using the Arabic version of MELASQoL scale after translation and cultural adaptation according to the WHO guidelines. The questionnaire’s reliability and validity was assessed. Results: The internal consistency for the 10-item of the MELASQoL-A scale was excellent; Intra-class Correlation Coefficient (ICC) = 0.914 and Cronbach’s alpha coefficient (Cronbach α = 0.944) indicating high reliability of the developed Arabic version. There was significant positive correlation between the MELASQoL-A scale and the MASI score (r= 0.41; p= 0.0027), and the mMASI score (r = 0.36; p= 0.0032). Conclusion: The Arabic version of the MELASQoL scale was found to be a reliable and valid measure for evaluating the QoL among Egyptian melasma patients, supporting its use in Arab communities.
