Under the guidance of modernization theory and sustainable development theory, this paper constructs the evaluation system of agricultural modernization development level in Shanxi Province, evaluates the development level of agricultural modernization in Shanxi Province quantitatively by using entropy method, analyzes the advantages and disadvantages of agricultural modernization development in Shanxi Province, and puts forward some countermeasures and suggestions for improving the level of agricultural modernization in Shanxi Province.

Due to the complexity and diversity of the issue of sustainable island development, no widely accepted and applicable evaluation system model regarding the issue currently exists. In this paper, we discuss and establish the sustainable development indicator system and the model approach from the perspective of resources, the island environment, the island development status, the island social development, and the island intelligence development. We reference the sustainable development theory and the sustainable development indicator system method concerning land region, combine the character of the sustainable island development, analyze and evaluate the extent of the sustainable island development, orient development, and identify the key and limited factors of sustainable island development capability. This research adopts the entropy method and the nonstructural decision fuzzy set theory model to determine the weight of the evaluating indicators. Changhai County was selected as the subject of the research, which consisted of a quantitative study of its sustainable development status from 2001 to 2008 to identify the key factors influencing its sustainability development, existing problems, and limited factors and to provide basic technical support for ocean development planning and economic development planning.

The agricultural foundation is weak in Gansu Province. In recent years, with the implementation of various policies to benefit farmers, agriculture and rural areas have undergone tremendous changes and made remarkable achievements. However, there are still many problems, and the gap is still expanding compared with the whole country. In order to further improve agricultural modernization in Gansu Province, this paper uses the entropy method to evaluate and compare the development of agricultural modernization in Gansu Province in the past 10 years. Through the corresponding countermeasures, it provides a theoretical basis for Gansu Province to formulate agricultural modernization development plans and policy measures.

The contradiction between economic growth, social development, and water environment deterioration represent significant challenges for river basin sustainable development. By constructing an indicator system of river basin sustainable development, the entropy method is adopted to conduct a quantitative evaluation of the cities sustainable development level for the Weihe River Basin in Shaanxi Province from 2009 to 2018, and the standard deviational ellipse is used to analyze the evolution of spatial distribution pattern of sustainable development in the study area. Furthermore, the obstacle degree model is applied to analyze the main obstacle factors restricting the improvement of river basin sustainable development. The results show that the sustainable development level of the Weihe River basin in Shaanxi Province improved slowly during the study period and significant regional differences among cities. This study provides a novel approach for future evaluation on sustainable development of the Weihe River basin and even the arid region in Northwest China, to achieve a win-win situation between economic and social development and ecological environment protection.

Comparing to the dispersed sea-use way, the intensive and economical sea-use method is a way to change the traditional method, which can implement intensive development in suitable marine areas with suitable scales in flakes. Intensive sea reclamation engineering with comparatively large scales will inevitably impact on the sustainability of economy, environment and resource. Since 2009, Shandong government has planned 9 large and 10 small sea areas, total about 1500 square kilometers for the intensive and economical sea-use. In order to evaluate the sustainable development level of the plan, the paper established a framework model of economy, resource and environment, as well as a sustainable development index system of intensive and economical sea-use in Shandong. An entropy method is used to determine the corresponding evaluation standard and evaluate the sustainable development level of intensive and economical sea-use in Shandong comprehensively. The result shows that the sustainable development level of intensive and economical sea-use in Shandong is acceptable.

As the world’s largest developing country, China has actively implemented the UN Sustainable Development Goals (SDGs). Sustainable development of urban human settlements is the result of localization and the deepening of sustainable development theory in China. This study combines SDGs to construct an evaluation index system for the sustainable development of urban human settlements in China, using optimization methods, such as natural breaks (Jenks), exploratory spatial data analysis, and GeoDetector, to conduct systematic research on the spatiotemporal evolution of the current sustainable development level and analyze the core driving forces of urban human settlements in 285 prefecture-level cities in China from 2000 to 2019. Our study revealed that: (1) The overall sustainable development level of urban human settlements and their subsystems in China has improved steadily, but the levels of subsystems are quite different; (2) the sustainable development level of the urban human settlements in China can be expressed as a spatial pattern of “high in the east and low in the west, high in the south and low in the north” and has relatively significant spatial correlation characteristics; notably, the development level of each subsystem has different spatial characteristics; (3) the sustainable development level of urban human settlements is mainly based on medium sustainability, and the main development model is to progress from a medium-low development level to a medium-high development level; (4) the sustainable development level of urban human settlements is mainly driven by the per capita gross domestic product (GDP), housing price-to-income ratio, investment in education and scientific research, Internet penetration, and PM2.5.

Evaluation of water-saving development level of irrigation management level is an important foundation to make the water-saving and irrigation policy, and improve irrigation management. This paper established a comprehensive evaluation system for the developing level of water-saving and irrigation management after comprehensively analysis of main contents of irrigation management. It include 4 secondary level indicators and 16 third-level indicators, and build a comprehensive evaluation model. Further more, entropy method and gradation analysis method were introduced to calculate the combination weight of each evaluation indices, which enhance the scientific in weight calculation, and a comprehensive evaluating model for irrigation management and water-saving developing level was established on the basis of it. The comprehensive evaluation of irrigation management and water-saving developing for Sichuan Province and 21 other regions was done by this model, and the results are accord with Sichuan Provinces actual situation of the irrigation management and water-saving developing. Therefore, the model of comprehensive evaluation for irrigation management and water-saving development level has a relative strong practicability, which can offer scientific guidance for irrigation management and water-saving development in different regions.

AbstractA central challenge for sustainable development is how societies are to avoid, minimize or address impacts from anthropogenic climate change. However, competing perspectives on “what should be sustained” lead to widely different understandings of what mitigation, adaptation and loss and damage entail and how best to approach them. We provide a novel conceptual and empirical comparison of two contrasting sustainable development-based approaches to the study of impacts from climate-related extreme events: Capital Theory and capability-based Human Development. We use our analysis of immediate residential property value and housing capacity impacts caused by Hurricane Michael in Gulf County, Florida, to demonstrate how the sustainable development theory used to assess and interpret impacts greatly affects the identification of whom and where is objectively “most impacted.” Through a comparison of the two approaches, we identify relative advantages and disadvantages, emphasizing that while both provide coherent, comprehensive, and integrative approaches to climate-related impact assessment, the capability approach is much less likely to lead researchers and practitioners to overlook the most disadvantaged communities when compared to Capital Theory.

It is of importance but great difficulty to objectively and quantitatively evaluate the sustainable development level, especially in the weight determination process and uncertainty evaluation. The traditional weight determination methods hardly reflect the coupling effect (interaction) among the indices. More importantly, conventional evaluation methods seldom consider the uncertainties of the indices in the index system. Thus, it is indispensable to apply a more comprehensive approach to solve these defects. This paper presents a new method to evaluate the sustainable development level. The approach integrates the advantages of the Extended Fourier Amplitude Sensitivity Test (EFAST) and Set Pair Analysis (SPA) (called EFAST-SPA). The EFAST algorithm is used to determine the indices’ weight, and the SPA is employed to handle the uncertain relations in the evaluation system and to calculate the sustainable development level. A quantitative evaluation on the agricultural sustainable development in the middle reaches of Heihe river has been conducted using the EFAST-SPA method. The results have been compared with the traditional entropy method and it was concluded that EFAST-SPA and entropy are highly in line with the actual development status. In most cases, the EFAST-SPA method can describe the development levels more accurately, which reflects a higher reliability and application value of this proposed approach. Moreover, the presented method deepens the understanding of sustainable development evaluation from the view of uncertainty analysis inside the evaluation system.

As typical cities of natural resources exploitation and processing, to make less reliant to natural resources and to regain more Sustainable development power are important issues and pressing tasks for resource-based cities in China. Based on the theory of ecological civilization and sustainable development, this study formulated a coupling coordinative model of tourism-regional economy-ecological environment system, and made a comparison with the coupling relationship among the tourism-regional economy-ecological environment system using 2005-2010 statistics data of three typical cities in Shanxi province by entropy method, which reaches the following conclusions that: It found widespread coupling interaction in the compound system of tourism-regional economy-ecological environment in these three cities; Differences in the aspects of tourist market, geographical location, industrial structure, tourism resources, urbanization process and climatic conditions are the keys to form the coupling relationship; Evaluation on the coupling coordinative degree provides a useful reference for sustainable development of tourism industry in future.
