In most advanced countries of the world, the transition of public administration to “digital tracks” is proceeding rather slowly; development is far behind officially defined and announced schedules. In this regard, the digital modernization of the public administration system becomes particularly relevant. The purpose of the article is to identify the prerogatives for digital modernization of the public administration system, based on an assessment of the development of digital government and identification of major barriers. Based on the assessment, a high level of development of the digital government in Kazakhstan has been determined, despite the special emphasis of government agencies on automation in recent years, the visible results of the conversion of public services into electronic format are still unsatisfactory. The article discusses the main barriers and prerogatives of digital modernization of the public administration system. The authors conclude that active digital modernization of the public administration system implies the expansion of methods for analyzing and evaluating the implementation of government programs and projects, including the audit of the effectiveness and efficiency of their implementation.

This article highlights current issues of effectiveness and efficiency of the public administration system. Using systemic and synergetic approaches, methods of analysis and synthesis, induction and deduction, comparative analysis it is established that the effectiveness of management is a result compared with the cost of achieving it (they include not only direct costs of management, but also implementation management decisions). At the same time, the tools of public administration can be divided into four types: organizational structures; belief; rules; financial resources, and their capabilities – two: external, which include the legal framework, leadership and resources, and internal in the composition of people, processes and strategies. At the same time, its effectiveness should be assessed in two ways: on the one hand, by assessing the available opportunities and the extent to which they are used to achieve organizational results (socalled internal efficiency), and on the other – by assessing the final achievements (external). The organizational results of public administration should be considered in two aspects. On the one hand, it is the implementation within the legal framework in accordance with the chosen strategy and under a certain guidance of such opportunities as resources, which means their allocation in accordance with the goals and objectives of the organization; processes and structures, which means their organization to achieve goals and objectives; and people, is the change of certain human factors, the emergence or resolution of existing conflicts, and so on. At the same time, the criteria for the effectiveness of public administration: the purposefulness of the organization and functioning of the public administration system; spending time on management issues and management operations; the state of functioning of the public administration system, its subsystems and other organizational structures; the complexity of the organization of the subject of public administration, its subsystems and units; the cost of maintaining and ensuring the proper functioning of such a management system. Therefore, based on the most common interpretation of the concept of efficiency, it is considered as a result compared with the cost of obtaining it. At the same time, the efficiency of management is a relative characteristic of a particular social governing system, reflected in various indicators that have both quantitative and qualitative features, the achievement of which is especially important in the development of modern civilized system market relations in modern Ukraine and its fustified relentless European integration aspirations.

Aim. The presented study aims to determine the peculiarities of introducing digital tools in public administration using different types of competencies.Tasks. The author describes major prerequisites for the transformation of the public sector in the context of digitalization; analyzes modern digital technologies and the mechanism of their implementation in public services using digital platforms, assesses their role, and identifies obstacles to the digital transformation of public administration.Methods. This study uses general scientific methods, such as the monographic method, analysis and synthesis, induction and deduction, description, and applied methods of structural, systems, and comparative economic analysis.Results. Digital transformation of the public administration system changes the understanding of management from management as execution of functions to management as a network of  relationships between the state and its citizens. Reformation of the public administration model based on the implementation of digital solutions forms the new public administration concept. However, the results of the public administration system’s reformation using digital platforms are ambiguous and require study. One of the main obstacles to the formation of a “digital government” is the lack of competent specialists and qualified personnel skilled in the field of  information technology (IT), Internet of Things, artificial intelligence, etc. These and other technologies are vital for the formation of a high-quality public administration system. Furthermore, the new information reality places increased demands on the skills of modern public officials, whose level of competence largely determines the quality of management. This study identifies and analyzes the necessary competencies of employees involved in the public administration system at different levels.Conclusions. Over time, digital transformation of public administration will become more evident and meaningful. It can be assumed that digitalization will make it possible to leave behind subjective decisions of individual public officials, improving the quality of provided services and reducing costs as much as possible. Digital transformation of public administration is not limited to the automation and optimization of some processes in the execution of public functions, as it also involves the implementation of modern information and communication technology (ICT) systems to improve the quality of the public administration system as a whole.

The article analyzes the approaches to reforming the public administration system. Three types of reforms have been implemented in the world: first, economization is to increase the efficiency of administration while saving money; the second area of reform was the decentralization of public administration, which was clearly reflected in the growing role of local governments in European countries; The third area of reform was to increase the openness of public administration to the public, which should have helped to increase the legitimacy of the administration in the new environment. The author analyzed the following modern models of public administration: new state management; neo-institutionalism; "Governance" (or "good governance").

Today, our state is undergoing significant shifts and transformations of the outdated social system, affecting all spheres of the country’s functioning. Such shifts are taking place all over the world and are due to the presence and active influence of globalization processes. World globalization prompts all countries of the world to revise the outdated postulates of their national policy towards realizing the importance of adapting international goals and values recognized by the world community, which are designed not only to ensure the harmonious development of an individual country, but of the whole world. Globalization acts as a factor in leveling static ties between countries, expanding the boundaries of interaction. Basically, the vector of activity of globalization processes is inclined towards the formation of a unified system of socio-economic and political-legal forms of state structure. At the same time, a qualitatively new formation of branched transnational systems of ties is taking place, as a result of which qualitatively new “social actors” enter the world arena, which in turn form new communities, communications and channels of interaction. Thus, the influence of globalization processes is becoming a powerful factor in the democratization of society, increased transparency in government circles and the establishment of equality in society. The purpose of the article is to characterize the main features of the impact of socio-economic globalization on the public administration system in the field of higher education. It is determined that the process of globalization, like other processes, has its own life cycle, which, in our opinion, should be considered as a vicious circle, that is, it has an end, but which, at the same time, becomes the beginning of a new cycle. It has been proven that globalization has led to the need for teaching intercultural communication skills. To move at the same pace with the world, we must start, not turn away from the idea of globalization and its impact on the curriculum of higher education, and strive to understand how to educate citizens who fit into a global way of life. A growing number of case studies point to the complexity of the impact of globalization on the future of higher education. In the future, attention should be paid to determining the main factors of the impact of socio-economic globalization on the public administration system in the field of higher education.

Today, under the influence of rapidly developing information and communication technologies, the public administration system is being transformed. The concept of e-government is being replaced by the trend of forming a new model of digital government. It is necessary to have a precise understanding of the essence of the digital government concept for its implementation.The article presents an analysis of the main characteristics and stages of the formation of e-government, as well as the basic principles of digital government. Comparing the two concepts, the author comes to the conclusion that the digital government model is an independent concept based on the achievements of e-government.

The development of electronic or digital government (egovernment) has varied throughout the world. Although we give it the same name, we know from different studies that, for example, the concept of Information Society can be interpreted in different ways in different cultural settings (Jaeger, Slack, & Williams, 2000; Sancho, 2002). This article provides a general outline of the development of e-government in the West and is primarily based on European and Scandinavian experiences. It is only possible to give an introduction to e-government if we can define what we are talking about. E-government is still a rather new concept, but most people agree that egovernment includes the following features: • E-government is based on information and communication technologies (ICTs). • E-government is taking place in public administration. • E-government concerns electronic ways to perform all kinds of internal administrative tasks. • E-government also concerns the communication between the public administration and the citizens and other actors in the surrounding society (Jaeger, 2003: 50).

The article is devoted to research of theoretical problems of the con- cepts of the subject and object of public marketing. The definitions of these con- cepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of pub- lic marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) manage- ment”, it is concluded that as bodies of state marketing, most often act as execu- tive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Sepa- rate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authori- ties are subjects of state marketing. In some cases, this is not appropriate, for ex- ample, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alterna- tive management concepts, which is not always the most effective in the public administration system.

The urgency of the chosen topic is due to the insufficient development of the methodology of public administration of legal education in Ukraine, the need for its conception, the definition of the structure, the mechanism of influence on cognition and practice. In this regard, the necessity of creating the conception of legal education development as a comprehensive detailed long-term course of Ukraine aimed at achieving the main goal of law-education activity – enhancement of legal culture and legal consciousness of the population is substantiated.The article presents the meaning of the conception for the field of knowledge of public governance and administration and proposes to consider it as a normative legal document, which defines the mission and development ideas, reflects the vision of the existing state of a particular process or phenomenon. The block diagram of the development of the conception of public administration in legal education in Ukraine is proposed. The structure of the conception which confirms its scientific character is defined: substantiation of the conception of the goal and directions of the conception realization; tasks concerning realization of directions defined in the conception; identification of steps (ways, measures, methods), the responsibles and timing of implementation; expected results.The factors influencing the formation of a high level of legal culture and citizens’ legal consciousness are determined, the most actual problems that are characteristic for the modern stage of Ukrainian society development are outlined. The structure of general goals and directions concerning the development of legal education in Ukraine is presented. The functions to be performed by the public administration system in the development of legal education (forecasting, planning, organizational, coordinational, regulating, accounting, controlling, informing, explanatory, propaganda, diagnostic, compensatory) are determined.It is proved that the conception should represent a system of views on the development of legal education, the formation of a state policy on the development of legal literacy of the population, consolidation of efforts of state authorities and government, local self-government and various civil society organizations in shaping legal knowledge, raising the level of legal culture and legal awareness of citizens.

After departing from the ideologies of traditional public administration, Bangladesh has experienced quite a few innovations in public administration. A practical illustration of that is the establishment of the Governance Innovation Unit under the prime minister’s office and the A2i at the ICT division, the first innovation laboratory of its kind in the world. At the same time truly remarkable are the innovations achieved with the help of technology and information in the public sector, especially for a young country such as Bangladesh. Usage of technology is hoped to reduce the rigidity of service delivery, increase effectiveness and efficiency, and also at the same decrease the travel, cost, and visit for the service recipients. Institutionalization of these innovations is vital for making the innovations replicable throughout the whole sector and also for making them sustainable. This paper aims to examine and understand the state of institutionalization of technological innovations in the public sector of Bangladesh, investigate the strategies that are helping to attain that goal, and understand the challenges to the process of institutionalization. The design of the paper is qualitative as it employs rigorous content and document analysis and also incorporates data from expert interviews. The paper concludes with the remark that; Bangladesh has a long way to go in regard to institutionalize the innovations it has been taken and a particular set of planned strategies must be taken to make the innovations sustain and embed in the organizational culture of the public sector in Bangladesh.
