Environmental deterioration is a challenge for all major cities. Public authorities improve environment monitoring systems, develop and implement measures to reduce the negative consequences of manufacturing activities, inform the population. The article analyzes data on the state and dynamics of the environment status in Kemerovo (Western Siberia, Russia), where a large number of manufacturing enterprises are concentrated. The results of Kemerovo population survey aimed at assessment of perception of the air and water pollution degree, the attitude to the influence of meteorological conditions and landscape features on the environment status, and identification of respondents’ opinions about the enterprises having the greatest impact on the environment are described. In addition, the survey assessed changes in the environment status and the degree of personal concern of citizens. The results of the survey were compared with statistic data; a number of discrepancies were identified. The authors offer some recommendations for public authorities on working with the population on environmental issues.

In this article, we investigate how citizens use data they gather as a rhetorical resource for demanding environmental policy interventions and advancing environmental justice claims. While producing citizen-generated data (CGD) can be regarded as a form of ‘social protest’, citizens and interested institutional actors still have to ‘justify’ the role of lay people in producing data on environmental issues. Such actors adopt a variety of arguments to persuade public authorities to recognize CGD as a legitimate resource for policy making and regulation. So far, scant attention has been devoted to inspecting the different legitimization strategies adopted to push for institutional use of CGD. In order to fill this knowledge gap, we examine which distinctive strategies are adopted by interested actors: existing legitimization arguments are clustered, and strategies are outlined, based on a literature review and exemplary cases. We explore the conceivable effects of these strategies on targeted policy uses. Two threads emerge from the research, entailing two complementary arguments: namely that listening to CGD is a governmental obligation and that including CGD is ultimately beneficial for making environmental decisions. We conclude that the most used strategies include showing the scientific strength and contributory potential of CGD, whereas environmental rights and democracy-based strategies are still rare. We discuss why we consider this result to be problematic and outline a future research agenda.

Currently, the increasing energy consumption around the world and the environmental impact resulting from the use of fossil fuel-based energy have promoted the use of renewable energy sources such as photovoltaic solar energy. The main characteristic of this type of energy is its unpredictability, as it depends on meteorological conditions. In this sense, monitoring the power generation of photovoltaic systems (PVS) in order to analyze their performance is becoming crucial. The purpose of this paper is to design a monitoring system for a residential photovoltaic self-consumption system which employs an Internet of Things (IoT) platform to estimate the photovoltaic power generation according to solar radiation and temperature. The architecture of the developed prototype will be described and the benefits of providing the use of IoT for monitoring will be highlighted, since all data collected by the data acquisition system (DAS) may be stored in the Cloud. The comparison of the results with those of other monitoring systems was very positive, with an uncertainty that complies with the IEC61724 standard.

The purpose of the article is to identify the concepts of the functioning of public service systems based on the generalization of the institutional environment for the transformation of the concepts of public service in the countries of the European Union. The institutional conditions for the transformation of the civil service in the EU countries are revealed. It is proved that under the new conditions there is an urgent need to identify the institutional prerequisites and factors of the transformation of the civil service in the context of European integration in order to understand the vector of movement of the civil service institute in Ukraine. On the basis of the study of the modernization experience, it has been determined that even minor changes in the structure of public authorities are accompanied by negative consequences, namely, the costs of conducting liquidation or reorganization measures. The main strategies of the modernization processes carried out are outlined. It was found that the institutional preconditions for the transformation of the civil service in the EU originate from constitutional mechanisms that are deeply rooted in the cultural, social and political values that are united around the basic provisions of democracy. It is shown that the prerogatives of functional measures emphasizing the powers of civil servants are an important institutional precondition for the transformation of the civil service. The generalization of the factors of transformation of the civil service in the context of European integration provides an understanding of the vector of the movement of the civil service in Ukraine through the creation of a common European administrative space.

Environmental issues have become an important problem must be faced, which can not be avoided during economic development. To improve the living and ecological environment,environmental monitoring plays an important role in maintaining rapid and sustained economic development. It can response to the phenomenon and trends of environmental management accurately and comprehensively, and provides the basis of pollution control and environmental planning. This paper briefly described the definition and importance of environmental monitoring, then analyzed the status quo of the environmental monitoring, and pointed some of the deficiencies in the presence of current environmental monitoring. Finally, this paper proposed some suggestions during environmental monitoring to provide reference for environment monitoring in China.

The paper highlights the effect of inoculation by means of biological specimens on formation of photosynthetic parameters, nodule-forming capacities and yield of pea grain. The authors reveal the varieties which mostly respond to the tillage, effective specimens and methods of their application. The researchers explored two varieties of pea as Omskiy 9 and Omskiy 18 and two biological specimens (risotorphine and ruminatine). The study was conducted in the experimental fields of Omsk agricultural research center in 2016-2017 in the following variants: control (without inoculation), inoculation by means of  risotorphine, inoculation by ruminatine and combined tillage. The researchers observed different meteorological conditions during the research. The experiments and calculations of the experimental data were carried out by means of general methodics. The positive effect of inoculation on increasing of such parameters as leaf surface index and photosynthetic potential is observed. Active symbiotic potential, number and weight of nodules rhizosphere of pea had a maximum value when being treated by biospecimen ruminatine and combined inoculation of seeds by risotorphine and ruminatine. The authors highlight significant positive relationship between photosynthetic and active symbiotic potential. Inoculation influenced the yield of pea varieties in a different way in the years of research. The results of variance analysis showed that conditions of experiment influenced the yield of varieties – 34.4 %, the proportion of inoculation effect was 25.0 % and genotype – 17,3 %. Omsk 18 variety was characterized by the highest rates of photosynthetic and symbiotic activity. Seed treatment with ruminatine and combined inoculation with risotorphine and ruminatine have impact when growing pea in the conditions of southern forest-steppe of Western Siberia.

Abstract The remote sensing offers the opportunity of miscellaneous data acquisition with various ways of their consequent analysis and application. The processed remote sensing data in the form of georeferenced orthophotoimages or orthophotomaps enable the study of the examined locality from the chosen observed feature point of view. According to periodical data acquisition, it is possible to monitor the ongoing and emerging actions in time and then prevent and predict the upcoming actions. With the increasing interest in environmental issues and nature protection, the natural environment monitoring, preservation, protection and remediation present the number one priority. From the ecological point of view, the analysis of orthophotos/orthophotomaps present the up-to-date way of ecological stability calculation and monitoring.
