The article presents the results of assessment of the conformity of the existing living environment and identification of features of its development, based on the needs of older adults. The urbanization of society and the aging of the population are one of the factors that have recently given rise to the forms of development of the residential environment, which determine special organizational, managerial, and urban planning decisions for designing the parameters of residential buildings and housing stock, based on the needs of this category of citizens. Strategic tools made it possible to outline the main directions for the development of a comfortable living environment, based on the needs of older adults. The developed roadmap provides for the optimization of the existing regulatory framework for the design of residential areas and the popularization and implementation of new standards for integrated development. A city designed according to standards that meet the needs of various categories of citizens determines their choice of alternative social models of the living environment.

Abstract The study is devoted to the problem of transforming the formed spatial system within the boundaries of the planning element. As a result of the analysis of the study area, the author identifies a number of basic problems of planning and development of an urbanized space, the elimination of which is possible when using the methods of renovating the housing stock. The author examines the compliance of the existing regulatory framework of the proposed method with modern requirements for the implementation of life, identifies the key aspects of changing the content of urban planning documentation of an element of the planning structure in the direction of the integrated development of the territory, and also describes the mechanism for implementing a systemic approach in the formation of a renovated spatial system.

The authors set out the basics of urban planning policy and represent the capabilities of modern information and communication tools for an integrated way of fixing the material and intangible world for urban planning purposes in the living environment (material and spatial environment). Namely, the possibilities of communication in the field of urban planning development carried out in the context of many circumstances cover federal, regional, municipal and corporate levels of management, while taking into account political, economic, social and technological relevant factors, as well as historical and national special aspects and urban planning typology of territories. The authors describe the operation of the developed computer program Decision Support Solutions (DSS) for evaluating decision options by interested participants in urban planning activities for various urban planning types of territories. The relevance of the article is driven by the need for practical use and legalization of the presented communicative interaction. This will facilitate the identification and solution of conflicts at the pre-project stage of urban planning, as should help to consider the requirements of consumers and their support for ongoing decisions and actions of public authorities at all levels.

The natural ventilation of residential areas has placed more and more emphasis on residential area planning, according to the relationship between natural ventilation environments and the layout of architecture, we can reduce the energy consumption and the adverse effect of wind outdoors, improve the living environment and quality of life, making harmony between human and the nature. In this paper, we use Air-Pak to simulate the wind environment of residential areas. Through analyzing and simulating the air field which forms when the wind blows around the residential buildings by Air-Pak, we explain the advantage of the combination of computer simulation software and residential area planning. And we give some advice to the layout of the outdoor environment early in the residential planning area by the simulation of outdoor environments of buildings.

The use of urban land in cities can be improved and the poor execution of Urban planning is related to the problem of housing. The problem of housing has become acute because of the tremendous increase of urban population and unplanned growth of the cities. Mumbai has a population of 20,411,000 thus it is the target of our analysis project. Affordable housing in Mumbai has become an unfathomable challenge, it one of the most complex probes in this city. About 42% of Mumbais housing comprises slums. With this in mind, our aim is to help the decision of buying houses, by recommending localities with basic amenities. We hope to make the process of scrutinizing residential buildings more streamlined. We also hope to underscore areas with housing potential in this study. We use K-Means Clustering to cluster the different neighborhoods of Mumbai, based on the availability of 31 amenities in the neighborhood. We have used Data from Wikipedia to get the list of neighborhoods in Mumbai, and we use Foursquare API to get a list of amenities in each area of the neighborhood. We then evaluate the model using silhouette score and plot a graph using folium to show the different clusters on the map of Mumbai.

Drawing on the case of Krasnoyarsk, the authors study the possibilities of defining the territories of integrated development (ITD), as well as possible directions of their development from the standpoint of the modern understanding of the renovation of the city environment. To assess the functioning of residential areas to be reconstructed, the method of urban morphology and the QGIS geoinformation complex based on open data were used. Some territorial parameters are analyzed and proposed for determining the ITD, in accordance with the present ideas about the modern comfort of the living environment, using the example of two city districts.


Two concepts are considered and compared: new - renovation of housing stock in Moscow and traditional (but in a new interpretation) - labor productivity in construction. The possibilities and conditions of the positive impact of the renovation program as a large-scale urban project of dispersed construction on the growth of labor productivity are investigated. Special attention is paid to the formalized description of the considered concepts and the role of the time factor in construction. The renovation program in Moscow includes the demolition of residential buildings and the construction of new housing to ensure the relocation of residents and the return of funds to the city budget through the sale of an additional built area. The duration of the program is both a socially significant factor and a factor that directly affects the economic (budget) effectiveness of the program. Labor productivity in renovation conditions can grow on the basis of targeted design, inclusion in the renovation program of sold housing, timely preparation of urban planning standards, reduction or optimization of the duration of administrative procedures, scrupulous organization of urban planning processes and improvement of planning discipline.

В статье изложены результаты полевых социологических исследований по проблемам оценки горожанами градостроительных проблем и городской среды в г. Тамбове в 2008 и 2020 гг. Показано, что количественный состав жителей г. Тамбова в последние 30 лет остается стабильным, при возросшем жилищном фонде за это время на 1 жителя с 14,1 м до 29,6 м. Из 75 городов России г. Тамбов находится, на основании мнений тамбовчан, на 36-м месте по качеству жизни. Актуальность статьи обусловлена научным интересом к проблеме взаимодействия горожан со средой обитания и формирования комфортной городской среды. Целью статьи является срез субъективного мнения горожан о градостроительных проблемах и условиях формирования оптимальной среды проживания. По результатам опросов установлены основные негативные факторы городской среды, в частности, плохая экология, отсутствие благоустройства. Названы предпочитаемые и нежелательные районы города для проживания. На основе ответов респондентов сформирован «социальный заказ» по оптимизации городской среды, решению градостроительных проблем. Показано, что приобщение населения к решению городских проблем повышает социальную ответственность горожан за создание комфортной среды проживания. На основании эмпирического исследования делается вывод о том, что для создания благоприятной городской среды обитания в самих горожанах должны появиться градостроительное сознание и культура с человеческим измерением. The paper presents the results of field sociological research on the problems of assessing urban planning problems and urban environment in Tambov in 2008 and 2020. The research shows that the quantitative composition of Tambov inhabitants in the last 30 years remains stable, but the housing stock during this time increased from 14.1 m to 29.6 m per inhabitant. Tambov is ranked 36th out of 75 cities in Russia in terms of quality of life according to the opinions of Tambov residents. The relevance of the publication is due to the scientific interest in the sphere of interaction of citizens with the environment and comfortable urban environment formation. The purpose of the paper is to analyze the subjective opinion of residents about urban planning problems and the conditions of optimal living environment formation. Based on the results of the polls the main negative factors of the urban environment were identified, in particular, poor ecology, lack of landscaping. Preferred and undesirable areas of the city for living have been named. Based on the respondents' answers, a “social order” was formed to optimize the urban environment and solve urban planning problems. The authors suggest that involving the citizens in solving urban problems increases their social responsibility for creating a comfortable living environment. The empirical research allows us to think that in order to create a favorable urban environment, urban planning consciousness and culture with a human dimension must appear among townspeople. In this article according to sociological surveys, we have broadly subjectively revealed and assessed the quality of life of respondents in the non-production fixed assets of social consumption in Tambov.

Introduction. The formation of an optimal microclimate and ensuring the purity of atmospheric air in residential areas is possible in urban planning design practice by regulating the wind regime, which determines the thermal state of a person and the quality of the living environment, the temperature and humidity regime. The aim of the study is to assess the impact of the width, density, and planning techniques of main streets on the aeration regime and reduction of the concentration of motor transport emissions in the air of residential areas. Material and methods. The research was carried out both in full-scale conditions on the streets of large cities and residential buildings’ models at a scale of 1:20 using cup anemometers. Results. The regularities of the formation of the aeration regime and the level of gas contamination of main streets with different planning and development methods are established. The dependences of the coefficient of air flow transformation in terms of the speed on the width of streets and the size of gaps between buildings are obtained. Planning conditions that exclude the possibility of a closed circulation of impurities in street canyons are determined. The spatial and temporal dynamics of air pollution of transport communications in residential areas of settlements is studied. Conclusions. Hygienic standards for the content of motor transport emissions in the air of residential areas are provided by the optimal aeration mode, formed by choosing the width, position of the route, number of floors, planning techniques, and density of development of main streets. Simultaneously, it is necessary to introduce measures aimed at reducing the gross emissions of pollutants into the atmosphere and eliminating foci of atmospheric pollution on the transport networks of cities. When selecting urban planning decisions that ensure the environmental quality of the living environment of settlements in different geographical areas, it is necessary to consider the peculiarities of spatial-temporal dynamics of air pollution by transport and communications, due to changes in meteorological conditions and fluctuations in the intensity of traffic by hour of day, day of week and season of the year.

Low-rise residential buildings of different types occupy 48 % of residential areas of Irkutsk, which is practically a half of the housing stock of the city. That’s why the researcj of its planning structure and understanding of the features of each type formation in the city structure is quite current. In the process of investigation three main types of low-rise residential buildings were detected: private residential houses with land parcel; apartment houses; town houses. The authors investigated architectural and planning features of forming the areas of low-rise buildings of three types in the structure of a major city Irkutsk. The investigation is carried out with the aim to study the characteristic conditions of planning activity of the existing quarters of low-rise residential buildings, search for qualitative characteristics of the investigated types in the conditions of a big city.

The article presents a comparative analysis of urban planning complexes that turned out to be the first large objects of urbanization in Europe referring to the New Era. The introduction of a systematic approach to the development of vast wetlands and formation of an elite-type living environment is considered. The author reveals the characteristic features of residential buildings` morphotypes in St. Petersburg and Amsterdam referring to the early XVIII century and emphasizes the significance of the connectivity of territories and transport communications. The difference in the resources involved is noted, which is reflected in the project concepts and in the methodology for implementing the project. The article is the first part of a block of two articles.
