Introduction. The formation of an optimal microclimate and ensuring the purity of atmospheric air in residential areas is possible in urban planning design practice by regulating the wind regime, which determines the thermal state of a person and the quality of the living environment, the temperature and humidity regime. The aim of the study is to assess the impact of the width, density, and planning techniques of main streets on the aeration regime and reduction of the concentration of motor transport emissions in the air of residential areas. Material and methods. The research was carried out both in full-scale conditions on the streets of large cities and residential buildings’ models at a scale of 1:20 using cup anemometers. Results. The regularities of the formation of the aeration regime and the level of gas contamination of main streets with different planning and development methods are established. The dependences of the coefficient of air flow transformation in terms of the speed on the width of streets and the size of gaps between buildings are obtained. Planning conditions that exclude the possibility of a closed circulation of impurities in street canyons are determined. The spatial and temporal dynamics of air pollution of transport communications in residential areas of settlements is studied. Conclusions. Hygienic standards for the content of motor transport emissions in the air of residential areas are provided by the optimal aeration mode, formed by choosing the width, position of the route, number of floors, planning techniques, and density of development of main streets. Simultaneously, it is necessary to introduce measures aimed at reducing the gross emissions of pollutants into the atmosphere and eliminating foci of atmospheric pollution on the transport networks of cities. When selecting urban planning decisions that ensure the environmental quality of the living environment of settlements in different geographical areas, it is necessary to consider the peculiarities of spatial-temporal dynamics of air pollution by transport and communications, due to changes in meteorological conditions and fluctuations in the intensity of traffic by hour of day, day of week and season of the year.

With the development of building a socialist harmonious society and urbanization,building a new socialist countryside has become the focus of town planning.The industrial resources of Dou-long port,residents’ living environment and infrastructure are analyzed in detail in this paper. Some reasonable means of settlement are given according to the situation presented in Dou-long port’s development such as Distribution of scattered residential areas, road congestion, waste of land resources. After planning,you can achieve a radical improvement in the quality of life of residents.What more Dou-long port’s dirty and messy environment will be changed greatly.

In Latvia, after restoration of independence on May 4, 1990, the economy was restructured. In Liepaja, without analyzing city's historical planning and not finding successful solutions for inhabitants, many factories closed down. Not getting to know with the Detailed Plan of the residential area "Green Grove", professionally developed by architect Irena Rubauska, and lobbying individual interests, specialists of "Group 93" Ltd. produced a new territorial plan for Liepaja. In 2007, Latvian in prison reform was started. The first prison was decided to build in the residential area "Green Grove". The object of research – Liepaja residential district "Green Grove". Research problem – functional and structural changes of "Green Grove" are implemented without performing the analysis of earlier urban development concepts and do not ensure harmonious development of inhabitants’ living environment. The goal of research – analyze the influence of Liepaja Economic Zone and city development strategies on quality of inhabitants’ living conditions in residential areas of "Green Grove". Main methods applied – this study is based on analysis of archive documents, projects, cartographic materials of urban planning, study of published literature and inspection of buildings in nature.

The article presents the results of assessment of the conformity of the existing living environment and identification of features of its development, based on the needs of older adults. The urbanization of society and the aging of the population are one of the factors that have recently given rise to the forms of development of the residential environment, which determine special organizational, managerial, and urban planning decisions for designing the parameters of residential buildings and housing stock, based on the needs of this category of citizens. Strategic tools made it possible to outline the main directions for the development of a comfortable living environment, based on the needs of older adults. The developed roadmap provides for the optimization of the existing regulatory framework for the design of residential areas and the popularization and implementation of new standards for integrated development. A city designed according to standards that meet the needs of various categories of citizens determines their choice of alternative social models of the living environment.

В статье изложены результаты полевых социологических исследований по проблемам оценки горожанами градостроительных проблем и городской среды в г. Тамбове в 2008 и 2020 гг. Показано, что количественный состав жителей г. Тамбова в последние 30 лет остается стабильным, при возросшем жилищном фонде за это время на 1 жителя с 14,1 м до 29,6 м. Из 75 городов России г. Тамбов находится, на основании мнений тамбовчан, на 36-м месте по качеству жизни. Актуальность статьи обусловлена научным интересом к проблеме взаимодействия горожан со средой обитания и формирования комфортной городской среды. Целью статьи является срез субъективного мнения горожан о градостроительных проблемах и условиях формирования оптимальной среды проживания. По результатам опросов установлены основные негативные факторы городской среды, в частности, плохая экология, отсутствие благоустройства. Названы предпочитаемые и нежелательные районы города для проживания. На основе ответов респондентов сформирован «социальный заказ» по оптимизации городской среды, решению градостроительных проблем. Показано, что приобщение населения к решению городских проблем повышает социальную ответственность горожан за создание комфортной среды проживания. На основании эмпирического исследования делается вывод о том, что для создания благоприятной городской среды обитания в самих горожанах должны появиться градостроительное сознание и культура с человеческим измерением. The paper presents the results of field sociological research on the problems of assessing urban planning problems and urban environment in Tambov in 2008 and 2020. The research shows that the quantitative composition of Tambov inhabitants in the last 30 years remains stable, but the housing stock during this time increased from 14.1 m to 29.6 m per inhabitant. Tambov is ranked 36th out of 75 cities in Russia in terms of quality of life according to the opinions of Tambov residents. The relevance of the publication is due to the scientific interest in the sphere of interaction of citizens with the environment and comfortable urban environment formation. The purpose of the paper is to analyze the subjective opinion of residents about urban planning problems and the conditions of optimal living environment formation. Based on the results of the polls the main negative factors of the urban environment were identified, in particular, poor ecology, lack of landscaping. Preferred and undesirable areas of the city for living have been named. Based on the respondents' answers, a “social order” was formed to optimize the urban environment and solve urban planning problems. The authors suggest that involving the citizens in solving urban problems increases their social responsibility for creating a comfortable living environment. The empirical research allows us to think that in order to create a favorable urban environment, urban planning consciousness and culture with a human dimension must appear among townspeople. In this article according to sociological surveys, we have broadly subjectively revealed and assessed the quality of life of respondents in the non-production fixed assets of social consumption in Tambov.

Introduction. The article describes the methods and results of the sociological study carried out by the Institute of the Genplan Institute of Moscow in 2019–2020 to measure the satisfaction of the population with the level and quality of social infrastructure development (objects of commerce, public catering, household services, health care, social welfare, education, culture and leisure, sports). The relevance of research is reflected in the increasing importance of the social approach to design, due to the formation of the information society, the importance of analysing consumer behaviour of the population in terms of changes in value orientations and lifestyles, cultural attitudes as a result of economic transformations that have had a significant impact on consumer behaviour. The involvement of residents in the development of prospects for the development of residential areas improves the quality of urban documentation, as it forms targets for its implementation; taking into account requests based on the satisfaction of Moscow’s living conditions and the comfort of the urban environment. Materials and methods. In carrying out the study, methods of field survey (collection of information on territory, population, built environment, state of the property) and systematic, typological, functional and structural analysis were applied. The sociological survey of the population was carried out by means of an online questionnaire, analysis and synthesis of the results and comparison with official statistics. Results. The study was carried out in 25 districts of Moscow (Northern Administrative Okrug, North-Western Administrative Okrug and Zelenogradsky Administrative Okrug): the territorial organization of social infrastructure facilities was analysed, the quality of the living environment within municipalities was assessed. A lack of facilities has been identified. The prospects for the development of social infrastructure have been determined taking into account the views of the inhabitants of the districts. Conclusions. The study provided a unique tool for identifying emerging imbalances in the development of social infrastructure, as well as effective urban planning of a cohesive urban environment, based on both normative calculations and population estimates. In order to objectively assess social development and to compile a ranking of districts according to the level of social infrastructure development, the following have been developed: index of population’s social infrastructure, index of diversity of facilities, integral index of social infrastructure development.

The method of assessing the impact of factors of diff erent nature on the components of the city’s living environment that determine favorable living conditions and the well-being of the population is considered. It is statistically established that the variety of factors should be taken into account when assessing and normalizing the combination of multifactorial impacts on demographic and social processes occurring in the urban environment. Combinations of the most signifi cant interacting factors and statistical models based on them can be taken into account when predicting the level of morbidity, the dynamics of migration processes, the family well-being of the population, and others. The developed models and assessment methodology can serve as a tool to support management decision-making to ensure a high level of quality of life of the population and urban development of residential areas.

Risk assessment to public health living in the environmental problems is of great importance for humans today. However, the main attention is paid to major industrial centers, while for cities not having developed industries such studies are rare. The study of the intensity and structure of chemical air pollution was conducted to determine the risk levels for human health from effects of the chemical air pollution in residential areas of Aktau city (West Kazakhstan). Method of retrospective analysis of emissions into the atmosphere was used, and damage to health was determined in accordance with the risk assessment procedure. We take into account the major pollutants, the city being in the air basin - sulfur dioxide, hydrogen sulfide, carbon monoxide, nitrogen oxides, ammonia and total hydrocarbons. The main threat to children's health is caused by common hydrocarbons (88%), nitrogen oxides (5%), and ammonia (3%). The estimated cancer risk is defined at the level of 10-3 - 10-4, it corresponds to the limits and requires regular monitoring.

To ensure the low-carbon and ecological development of the residential areas, the coordinating climate planning must be done in earlier stage of design, and such design is even more important especially in tropics of South Asia. In order to create a good living environment and improve the quality of life, this paper is intended to create the microclimate in residential areas by guiding the predominant wind direction in residential areas, guiding the wind above water into the space of residential areas and optimizing the arrangement of plants and other aspects through the layout form of buildings under the condition of reducing energy consumption, to reduce radiant heat and meet the comfort of living in the residential areas, thus conducive to the study of design of comprehensive low-carbon residential areas.

Public interest (citizens, investors, interest groups, NGOs, media and similar) in the urban planning process and proposed planning solutions, certainly is not negligible, however, according to the opinion of the professional public, it has often been wrongly directed and conducted. The legal basis, which in rudimentary outlines prescribes the procedure of the public insight/hearing, i.e. the presentation of the planning document, does not provide sufficient input, however, also does not prevent organization of more qualitative and productive communication with the interested individuals, not only at the very finalization of plan development, but also at the initial phases of the initiative for decision making or forming the conceptual solution. In order to better comprehend the real needs of the citizens, urban planners should much earlier than the public insight i.e. presentation of already formed solutions, get in touch with citizens, interview them, organize workshops, insights and meetings on specific topics, trying to explain the planning procedures, standards and norms, as well as to present all that which is required in order to raise the quality of life in the neighborhood and provide some level of public interest and good, and thus increase the value of real estate. On the other hand, the citizens knowing their living environment the best should participate more actively in its creation, by indicating to the problems and needs, reacting to certain topics and thus assisting the professionals in shaping and committing their planning solutions. To that respect this paper provides certain recommendations, based on international experience, by implementation of which the satisfactory level of democracy (more transparency, inclusivity and effectiveness) of the procedure should be provided in Serbia as well.

The main characteristic that distinguishes the Murgle housing estate from other residential areas in Ljubljana is its specific and unique urban design inspired by Scandinavian urbanism. The main goal of the paper is to present an evaluation of residents’ satisfaction with the quality of the living environment, 50 years after its construction commenced. We also analyzed gradual spatial, urbanistic and social transformations of the neighborhood over time. On the basis of the survey carried on among the residents we established that the neighborhood, despite many unregulated interventions not in accordance with its urban design, maintained a high quality of living environment.
