As the main hypothesis, it is suggested that the existing unevenness in the number of precision farming elements used in agriculture in the subjects of the Russian Federation is related to regional characteristics and specific features of the agricultural sector of the regional economy. The purpose of the study is to identify the geographical features of the regions that are most preferable for the use of precision farming technology in agricultural production. Mathematical modeling uses data from 20 subjects of the Russian Federation on the dynamics of the introduction and use of precision farming elements and the characteristics of these regions for 14 different indicators that can in one way or another affect the introduction of these technologies. Multiple correlation was obtained using 5 characteristics of regions (the correlation coefficient was r=0.89±0.1). At the same time, two indicators (the change in the level of registered unemployment and the amount of subsidies per 1 ha of agricultural land) were inversely dependent on the result of the introduction of precision farming elements. The selected indicators determined the intensity of introduction of precision farming elements in the regions by almost 80% (the coefficient of determination was D=0.798). The identification of these features and the construction of an appropriate model allows to predict the most preferred regions for the use of precision farming elements in agricultural production based on the generalization of existing experience.

In the conditions of competition and limited resources, sources of income, lean production has recently been developing and, at the same time, lean management accounting is developing. Agriculture in the Russian Federation is characterized by a slow movement of capital, high dependence on natural and climatic conditions, low economic manoeuvrability, and the predominance of collective and shared ownership of land. Agricultural production uses natural factors for the cultivation of biological assets and the production of agricultural products free of charge: the natural fertility of agricultural land, natural pastures for grazing, solar and wind energy, etc. Chernozem lands are the most important fertile lands in the world. 40% of the most fertile chernozem lands are concentrated in Russia, in five regions, one of which is the Kursk region. The processes of land degradation are mainly inherent in agricultural land, or rather arable land. The economic state of agriculture in Russia does not allow for the full implementation of measures to preserve soil fertility, and even more so to take them into account. The purpose of the study is to study the state of agricultural land fertility from the point of view of management accounting. In accordance with the set goal, the following tasks were identified: fertility was identified as an object of management accounting for agricultural land, and the indicators that should be taken into account were determined. The novelty of the research conducted by the authors consists in the development of management accounting that is appropriate for long-term planning of measures for the effective use of agricultural land. In the course of the study, general scientific and special research methods were used on the basis of systematization of theoretical and practical material. The natural fertility of agricultural land is not taken into account anywhere in the costs of agricultural production, as well as its cost price, is not reflected in the accounting. Currently, there is no data collection system that covers all aspects of agricultural land and should serve as a basis for improving the agricultural sector. Results: the analysis of land resources in Russia, in the Kursk region is presented; the comparative characteristics of land in accordance with IAS and AR 6/01 are shown. It is proposed to keep records of soil fertility, to allocate "agricultural land" in the reporting, to distribute subsidies depending on changes in the level of fertility, but taking into account zoning.

This article reviews the initiatives for setting up rational use and protection of agricultural lands in order to ensure accelerated growth of the agricultural sector of the Russian Federation, enhancing its sustainability, efficiency, competitiveness, and environmental safety. It is hereby proposed to complete the differentiation of public lands into federal property, property of the subjects of the Russian Federation, property of municipal settlements; as well as to conduct topographic survey of lands in the Russian Federation (to establish and locally document the boundaries of territories of the subjects of the Russian Federation; municipal settlements; communities; special-purpose lands; areas with special land use conditions; and to systematically (once every 5 years) perform agricultural land inventory in order to identify unused, irrationally used or non-purposely used lands, as well as land use in violation of the relevant permitted use of land plots; to relaunch land survey works relating with the performance of pedagogic, geobotanical and other studies and research.

The agricultural sector of production is a unique sphere of the national economy, which determines the level and quality of life of the country's population, but largely depends on the level of development and regional characteristics of economic entities, especially small forms of agricultural production – peasant (farm) farms. The article presents the features of the development of peasant (farm) farms in the regions of Russia. Based on the analysis of features of development of peasant (farmer) farms of constituent entities of the Russian Federation grouping the number and share of production data of the farmers identified areas that require a differentiated approach in the implementation of state support.

Agricultural production is of particular importance in the country’s economy, determines the conditions for maintaining the life of society, so the possibility of minimizing tax risks on the part of the state in relation to taxpayers in this industry is important. The importance of conducting a balanced tax policy in relation to the agricultural sector is determined by the fact that in 2010 The decree of the President of the Russian Federation approved the Doctrine of Food Security of the Russian Federation and its implementation should be promoted by the tax policy. Since agricultural enterprises have the opportunity to choose a tax system, they have tax risks that can be minimized by clearly following the postulates of tax legislation. The introduction of ESKHN taxpayers into the number of VAT payers determines the complexity of the formation of the tax base, so it is important for them to determine the contingent of contaminants that should have a stable status of bona fide taxpayers.

The article analyses the financial stability of the Russian agrarian sector in Russia with consideration of regional characteristics of development in the context of digitalisation. A comprehensive system of absolute and comparative assessment of the agricultural industry stability was developed to test the hypothesis of its dependence on risks. An author’s methodology for assessing agricultural risks of the digital economy was developed. A set of measures is proposed to improve the financial sustainability of agricultural production in the constituent entities of the Russian Federation.

The paper provides an analysis of the last two decades Russian agricultural sector development. The main objective of the paper is to highlight the main changes which occurred. The paper is also identifying the role of agriculture in the Russian economy and society development. On the basis of the results coming from the paper, it is possible to characterize the Russian agriculture as follows. After a significant decline in the early 90s and the long process of transformation, the Russian economy including agricultural sector is starting to recover and it is stabilizing. The slowdown of the Russian agricultural performance was stopped (the millstone is the year 2000). At present, the Russian agrarian sector is under the process of recovery especially because of the massive state support (market protection and subsidies coming into agriculture). Agriculture is an important part of the Russian economy. Russia is characterized by large areas of agricultural land, one third of its population lives in the rural areas. The Russian Federation produces many of agricultural products and foodstuffs. However, the country is not self-sufficient in many products. The highest level of the import dependence is observed for meat, vegetables and fruits. Primary products dominate in the structure of Russian exports. Food and agricultural products amount for about only 2% of the Russian total export. The share of agricultural products in the Russian import is more significant and it amounts to 14%. However, in 2000s, there is a significant growth of the foreign trade turnover due to the expansion of both imports and exports. Currently, Russia is seeking not only to achieve a high level of self-sufficiency in basic agricultural products, but also it is trying to be a significant driver in the area of the international trade in agricultural products and foodstuffs.

The purpose of the study is to improve the method of economic assessment of limited land resources in the mountainous territories of the North Caucasus Federal district. The article analyzes specific shortcomings of the methodology currently used in Russia, which does not have a sufficiently objective scientific basis. Our approach is based on the synthesis of modern achievements of agro-economic science. Attempts to systematize the economic assessment of land in the agricultural sector of the Russian Federation depending on the land quality did not lead to positive results. This is first aspect of the problem we are studying. The second aspect is that the problem is not developed from the economic point of view. A positive differential rent is automatically included in the market value of agricultural products. The third aspect is the formation of tax and rental rates for agricultural land in direct correlation with the cadastral value. As a result, there is a research problem of objective assessment of limited agricultural land in agriculture. The method of economic evaluation of agricultural lands of the state Committee for land use of the Russian Federation has been improved.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.
