The United Nation has adopted the Sustainable Development Goals and goal No. 4 ‘Quality Education’ is one of them. Information and communication technology transforms education at different levels. For the successful collection, system analysis and processing of large amounts of heterogeneous data, special tools were developed (including specialized indicators), algorithms (including the processing of statistical information in fields of nonparametric information to detect the presence of correlations between various factors) and databases. An example of the use of such indicators is a system for testing the effectiveness of a student’s work in the laboratory. The initial assessment of the state of the laboratory was carried out using a sociological survey of persons associated with the organization of the educational process in the laboratory and subsequent data visualization. Which allowed us to determine that students and management perceive the state of the laboratory differently.

Achieving the goals of sustainable development largely depends on the state machinery effectiveness and the professionalism of civil servants. Continuous education (life-long training) is an effective tool for ensuring competence level of civil servants. According to the results of the analysis of the education system of civil servants, it can be argued that in the Republic of Belarus it has developed a mixed framework of education for civil servants, which is characterized by a combination of innovative and traditional forms and teaching methods aimed at their professional and personal development. The training of civil servants is carried out within the annual governmental order. The existing educational framework was developed before the adoption of the 2030 Agenda, in this regard, the education of public servants does not fully take into account the paradigm of sustainable development. The solution is seen in the transition from the annual government order for training of civil servants to long-term, medium-term and short-term planning of their training, which correlates with the Sustainable Development Goals. It is also important to implement the principle of inclusion in education. This will entail not only the improvement of the scientific and methodological support of the educational process and the creation of new educational programs, but also an increase in the requirements for the level of teachers training and the intensification of the students role. We also believe that the use of advanced foreign experience in the learning process will strengthen the personnel capacity of the state machinery and promptly implement changes to reflect the new realities. The listed aspects of the civil servants education framework transformation in the Republic of Belarus can become potential growth points that in the long term will allow Belarus to achieve the Sustainable Development Goals.

<p>The article analyses the importance of an active role of the state in achieving the Sustainable Development Goals. Its starting point is that despite the fact that today there is a growing recognition in the world that for the implementation of sustainable development an active role of the state and local self-governing communities is indispensable and despite the fact that in Slovenia such a role of the state in implementing sustainable development stems from its Constitution, so far, too little has been done in Slovenia to achieve the Sustainable Development Goals. The purpose of this article is to analyse theoretical arguments and the Constitution in order to show the need for an active role of the state in implementing sustainable development goals, and also to discuss basic steps to be implemented in order to achieve an active role of the state in Slovenia. In this article comparative and analytical methods were used in studying the literature and regulation. The article, based on theoretical arguments and the constitutional analysis, identifies the need for an active role of the state in implementing sustainable development goals, and proposes arguments for it and also basic steps toward an active role of the state. The discussed topic is new and this article contributes to the field some fundamental arguments for the active role of state and for the more comprehensive policy-making. The article offers theoretical and constitutional arguments to be implemented in order to transform the present role of the state from a passive one into an active role and its findings are meant to be used by policy-makers and law-makers as a significant argument to pursue more active role of the state in implementing sustainable development goals.</p>

Our paper aims at assessing the sustainable development of the universities in the 21st century that is market by globalization, high penetration of information and communication technologies as well as global environmental changes. The paper stresses that the higher education is undergoing profound changes in its role and its position in the society and should focus its attention to the environmental challenges and the fight again the global warming. Higher education is ripe for reforms that are not intended to disrupt its main goals and its very essence but that might help it to modernize its approaches to achieving the up-to-date objectives that would maximize its contribution to the development of the society. Therefore, it appears that governments and the civil society alike should put more effort into embedding the sustainable development principles as well as sustainable development goals (SDG) into the educational curricular of the universities regardless to their geographical location.

Purpose. The purpose of the work is to analyze the theoretical and regulatory provisions relating to the definition of forms of preventive action to combat illegal migration and used in the protection of the state border. Methodology. The method covers the application of general theoretical and special methods of scientific knowledge aimed at processing the conclusions of the study. The dialectical method, system analysis, classification and grouping methods, as well as the sociological method are used in the work. Results. The use of the most appropriate and lawful preventive measures is associated with the definition of a scientifically sound system of crime prevention, detailed structural characteristics of which in the activities of the State Border Guard Service of Ukraine to combat illegal migration are covered by two main blocks: procedural and operational. The procedural block concentrates such forms as operative-search activity, proceedings in cases of administrative offenses, proceedings on the application of forced return, forced expulsion and readmission of foreigners or stateless persons. The operational-service block covers the following forms: border service, border control, operational-search and information-analytical activity, engineering-technical control, complex preventive measures (operations). Scientific novelty. According to the results of the research, the system of forms of crime prevention in the activity of the State Border Guard Service of Ukraine on counteraction to illegal migration is substantiated, which envisages procedural and operational-service blocks. Forms of the procedural block of prevention of illegal migration are characterized by the impact on the offense, which has a preventive value, as well as the focus on the restoration of the disturbed state. Operational and official forms of prevention of illegal migration are designed to prevent offenses, as well as their detection to ensure an appropriate procedural response. Practical significance. The results of the research can be used in research work for further study of general and special issues of improving the fight against illegal migration, in the field of lawmaking - to improve the current administrative and migration legislation of Ukraine, in the educational process during the organization of educational activities and teaching administrative law. cycle, in law enforcement - to increase the efficiency of bodies and units of state border protection.


Recent glimpses and revelations from the education and practice of architectural profession suggested that the visibility status of Female Architects as role models for students under tutelage is still hazy [1]. Highly worthy of note is that increasing numbers of female students are enrolled into architecture programs on a yearly basis but when juxtaposed with the high rate of attrition recorded at the point of exit from Nigerian universities, it significantly varies. As stated by the Sustainable Development Goals (SDG) of the United Nations, the fifth objective is to ensure the attainment of gender equality among people in the societies of the world [2]. This paper investigated and reported the findings of a study on the visibility status of female architects as role models for architecture students. Using a sample of 378 (101 females and 277 males) students drawn from 3 private universities in South-west Nigeria, a survey was carried out to find out how visible female architects were as role models to students of architecture. The data were analysed using univariate analysis like proportions and percentages and results were presented in tables. Findings indicated that only 2 female architects popularised by media were cited as role models by more than half of the respondents indicating poor or hazy visibility of other successful women in the field. This paper recommended that pragmatic steps should be taken by stakeholders of the architecture profession at different levels using the more effective visibility windows of media to showcase the high-stake achievements and personalities of successful female architects as role models to inspire both the female architects in practice and same categories under tutelage.

The Sustainable Development Goals (SDGs) covers 17 goals with 169 measurable achievements and deadlines determined by the United Nations in 2015 as the world development agenda for the benefits of human beings and the Earth. The joint development ambition is set to be done in 2030. For the community service discussed in this article, the team focuses on the 4th goal, namely quality education. The goal ensures the quality of inclusive and equitable education, and promotes a lifetime learning opportunities for all. The practical objectives of such education include direct goals by children, teachers, parents, and the community. Such education means providing equal and fair opportunities for all disregarding their backgrounds, circumstances, economic abilities, etc., which are considered as obstacles to obtain education. The development of Information Communication Technology (ICT) has touched many fields in everyday life and is no exception for persons with disabilities. For persons with disabilities, ICT devices are widely used to support and ease the process of completing tasks and encourage creativity. The ICT training for educators and caregivers is an educational process aiming to provide sufficient understanding on the use of ICT device systems as supporting systems for completing daily tasks thus increasing productivity.

In this work we discuss the importance of the application of sustainable development goals (SDGs) to all aspects which are related to the ocean. We argue that the ocean is interconnected and processes which are related to the ocean have direct impact on all SDGs, and any action undertaken within any of the SDGs will have an impact on the ocean. We believe that widely understood education of societies can ensure the proper understanding and hence implementation of the sustainable development idea throughout the world.

This paper seeks to evaluate the role of ICT in achieving the sustainable development goals adopted by the United Nations in 2015. While SDGs do not specifically address ICT, or include a goal on development of ICT, as argued (Berleur & Avgerou, 2005)in this paper, it is an underlying element embedded in the very concept of sustainable development rooted in the definition as propounded by the Brundtland Report. The objective of this paper is to evaluate whether there is a possibility to develop a conceptual framework to ground the use of ICTs in achieving SDGs. For this purpose, this research has evaluated the common conceptual frameworks developed by scholars and posits that rather than developing an all-encompassing framework, it is possible to identify certain necessary features for the role of the ICTs in achieving SDGs. This approach enables policy and decision makers to look at the role of ICT as an integral component of socio-economic and environmental decision making and implementation.

&lt;p&gt;&lt;span&gt;Recently, marine debris, which is emerging most in the marine environment, becomes a global problem and becomes a factor of marine environmental pollution. In particular, the United Nation General Assembly adopted the Sustainable Development Goals(SDGs), the largest joint goal of the United Nations and the international community, which is to be implemented from 2016 to 2030, including the reduction of marine waste by 2025 in the detailed marine sector. Marine debris, which is emerging as an international environmental issue, is emphasized mainly by coastal countries and can be seen in domestic coasts. Accordingly, coastal debris monitoring is carried out to investigate debris on designated coasts in Korea. However, the current monitoring methods have limitations in identifying the amount and type of coastal debris by region. And when comparing the amount of inflow and collection of marine debris in Korea, the collection amount is less than half compared to the inflow amount. Therefore, it is necessary to understand the movement pattern characteristics by tracking the behavior of marine debris. In this study uses the location tracking buoys which can identify the movement characteristics of marine debris in accordance with the floating and direct influence in real-time. Therefore, GPS terminals built into objects that are shaped like marine debris, suggesting that they can track what movement patterns are characteristic of current and wind effects.&lt;/span&gt;&lt;/p&gt;
