As a first step towards a new combined product for sea ice classification based on optical/thermal data collected by Sentinel-3 satellites and SAR data from Sentinel-1 satellites, which can be used as an appropriate support for navigation in Arctic and sub-Arctic waters, two existing classification algorithms are adapted to these data. The classification based on optical data has improved, so it is expected that the results will be ideally suited to be processed together with SAR data into significantly improved sea ice information products to support marine navigation. The usefulness of the combined processing is demonstrated by means of two simple algorithms and a more sophisticated approach is outlined, which will be realized in the future in order to form the basis for an integration into an operational service with the involvement of further partners and users.

The vulnerability of Al matrix composites to general and preferential corrosion is due to the intrinsic proneness of binary materials to undergo advanced deterioration. Control of the prevalent sites for evolution and proliferation of confined corrosion strongly influence the corrosion resistance of the composites. The problem for enhanced utilization of composites, has exacerbated with attention on the productive life and resilience to environmental degeneration during operational service. This can be achieved through proper comprehension of the electrochemical mechanism, the intriguing nature of SiC grains and their importance on the secondary phases, metallurgical configuration, and manufacturing process routes. This review confirms the relevance of secondary phases, microstructures and manufacturing processes in relation to SiC particles on the corrosion invulnerability of Al matrix composites to further add corrosion mitigation in design and and technological advancement.

Abstract. The Indian Ocean Rim hosts many of the world's underdeveloped and emerging economies that depend on the ocean resources for the livelihoods of the populations of millions. Operational ocean information services cater to the requirements of managers and end-users to efficiently harness those resources and to ensure safety. Fishery information is not the only operational service that will be needed to empower such communities in the coming decades. Coral bleaching alerts, SCUBA (self-contained underwater breathing apparatus)-assisting advisories, conservation or ecotourism assisting services (e.g. TurtleWatch or WhaleWatch), poaching and/or by-catch reduction support and jellyfish, micro-plastic and oil spill watching to name a few, but not an exhaustive list, of the services that are needed operationally. This paper outlines the existing tools and explores the ongoing research that has potential to convert the findings into operational services in near- to midterm.

Purpose. The purpose of the work is to analyze the theoretical and regulatory provisions relating to the definition of forms of preventive action to combat illegal migration and used in the protection of the state border. Methodology. The method covers the application of general theoretical and special methods of scientific knowledge aimed at processing the conclusions of the study. The dialectical method, system analysis, classification and grouping methods, as well as the sociological method are used in the work. Results. The use of the most appropriate and lawful preventive measures is associated with the definition of a scientifically sound system of crime prevention, detailed structural characteristics of which in the activities of the State Border Guard Service of Ukraine to combat illegal migration are covered by two main blocks: procedural and operational. The procedural block concentrates such forms as operative-search activity, proceedings in cases of administrative offenses, proceedings on the application of forced return, forced expulsion and readmission of foreigners or stateless persons. The operational-service block covers the following forms: border service, border control, operational-search and information-analytical activity, engineering-technical control, complex preventive measures (operations). Scientific novelty. According to the results of the research, the system of forms of crime prevention in the activity of the State Border Guard Service of Ukraine on counteraction to illegal migration is substantiated, which envisages procedural and operational-service blocks. Forms of the procedural block of prevention of illegal migration are characterized by the impact on the offense, which has a preventive value, as well as the focus on the restoration of the disturbed state. Operational and official forms of prevention of illegal migration are designed to prevent offenses, as well as their detection to ensure an appropriate procedural response. Practical significance. The results of the research can be used in research work for further study of general and special issues of improving the fight against illegal migration, in the field of lawmaking - to improve the current administrative and migration legislation of Ukraine, in the educational process during the organization of educational activities and teaching administrative law. cycle, in law enforcement - to increase the efficiency of bodies and units of state border protection.

Relevance. The problem of organizing specialized medical care in emergency forms for children is caused by three groups of reasons: the presence at the junction of several adult and pediatric medical specialties, the medical and geographical features of the country and the lack of a unified regulatory framework.Intention. To increase the availability of medical services and reduce regional inequality in their distribution. A model of organizing a single operational service of specialized medical care for children and the basic principles of its functioning on the territory of the Russian Federation are proposed.Methodology. Statistical data, features of legislation, ways of solving the problem in certain regions and the achievements of initiative groups of specialists are analyzed.Results and Discussion. Since 2000, the number of hospital beds for children, the number of emergency medical stations has decreased, and the number of diseases and conditions requiring specialized emergency care for children has increased. Infant mortality rates in remote and hard-to-reach regions exceed the national average by 1.5–2.6 times. At the same time, the current statistics of medical evacuations of children are not accurately reflected in any of the official sources. The regulatory framework for medical evacuation of children includes three “ Procedures for providing medical care “in the profile “ambulance”, “neonatology” and “obstetrics and gynecology” and Federal Law N 323. The law implies the presence of mobile teams in hospitals and departments of different profiles that are not related to each other, but there is no structure that unites them and analyzes the results of work at the federal level.Conclusion. To solve the problem, it is necessary to create a federal operational service and a “hotline” that can be contacted by any resident of the country, to form a federal medical register of critical conditions in children, to develop and implement common principles of diagnosis and treatment. The presented model and principles contribute to the development of a three-level system of emergency medical care and correspond to the goals and objectives of the Ministry of Health of the Russian Federation set out in Letter N 14-3/n/2-2339 of 20.03.2019.

The subject of the investigation are the operational maintenance objects of the machine-building complex and the recreational-tourism sphere by criminal police divisions. The research methodology includes the following methods: general and special legal: monographic method, method of analysis and synthesis, comparative legal method, classification method, statistical method, abstract-logical method. Scientific approaches to operating service definition are considered. An analysis of the machinery construction complex and the tourist and recreational field was carried out to achieve high standards of its operational service. As a practical dignified facility of the machinery construction complex and the tourist and recreational sphere were ordered in appropriate groups to identify those in need of operational maintenance. It is concluded that the regulations of the Ministry of the Interior and the National Police of Ukraine do not contain provisions that clearly define the content of the institution of operational services and its place in the system of operational and investigative units to combat crime.

Purpose The purpose of this paper is to explore, study, analyze and implement Kaizen–Kata methodology in a service food organization (first-level restaurant), facing challenges in different operational processes that affect and influence the case company performance and customer satisfaction. Design/methodology/approach The service organization implemented Kaizen–Kata methodology to improve one operational problem process. A case-study approach was used in this research to understand the effects of the Kaizen–Kata methodology in solving problems in their operational service process. Different Kaizen–Kata techniques and tools (histograms, Pareto chart and Ishikawa diagram) using the Plan, Do, Check, Act improvement cycle framework were used. Findings Successful implementation of the proposed methodology reduced the main impact of the problem’s effects (customer’s complaints, process reworking, extra-cost, delays, among others). The effects of the problem were reduced on average by 70%. Some Kaizen–Kata routines were identified in a service process environment. Research limitations/implications The main limitation of the research is that this work is a just one-case study. A main generalization is not possible, because it involves a company within a company. Practical implications Some other service companies can use the Kaizen–Kata methodology to solve any kind of operational problem within their processes. Service managers can learn about the methodology to apply and improve their operational performance and handle customer’s complaints. Originality/value A continuous improvement manufacturing methodology was imported to apply in an operational service process. The Kaizen–Kata methodology contributed significantly to reduce delays, handle customer’s complaints, process reworking and deal with extra costs, among other operational problems’ effects. In addition to that, in the literature, most of the Kaizen applications are in manufacturing companies. To the best of authors’ knowledge, this was the first study of applied Kaizen–Kata in a service organization (a fast-food restaurant).

Current research papers use simulated load spectrums to assess bogie frames’ fatigue life but seldom consider traction and braking loads. Traction and braking loads play important roles in predicting fatigue life in high-speed and heavy haul operational scenarios. Hence, there is a research gap in terms of the consideration of longitudinal load spectrums while assessing bogie frames’ fatigue life. This paper presents research about this topic. A virtual prototype technique available in literature has been extended for this purpose; it uses multibody dynamics and finite element techniques to simulate the behaviour of bogie frames under real operational service loads. As a result, the special simulation methodology has been developed in this work and it includes the unique integration of simulation approaches that includes train dynamics, locomotive dynamics with the consideration of a traction control algorithm and the adopted fatigue life calculation method. This paper gives numerical examples of a rigid-flexible coupled dynamic railway vehicle model subjected to longitudinal forces. Road Environment Percent Occurrence Spectrum (REPOS) load spectrums of the bogie frame were developed from a whole-trip train simulation on a real route. The spectrums are then used to predict locomotive the bogie frame’s fatigue life. The results of the bogie frame fatigue life evaluation performed in this paper show that fatigue lives at the roots of traction rod seats under longitudinal load spectrums are shorter than their fatigue life under vertical load spectrums.

Komunikasi aparatur desa terhadap peningkatan pelayanan publik di desa merupakan faktor penentu pencapaian kualitas pelayanan dasar di desa. Tujuan penelitian ini adalah untuk menganalisis syarat komunikasi terhadap pelayanan publik di desa se-Kecamatan Tellulimpoe dan implementasi fungsi komunikasi terhadap pelayanan publik di desa se-Kecamatan Tellulimpoe. Untuk mewujudkan kinerja pemerintah desa yang maksimal dalam meningkatkan pelayanan public, maka penting mendapat dukungan dari sumber daya aparatur yang memiliki kemampuan baik secara kualitas maupun kuantitas, serta adanya ketersediaan sarana dan prasarana dan fasilitas pelayanan yang memadai. Selain itu, kondisi kantor yang belum representatif, menyebabkan kualitas pelayanan belum optimal. Faktor komunikasi juga sangat mempengaruhi efektifitas pelayanan publik oleh aparatur desa dalam menjalankan tugasnya sehingga menyebabkan tidak berjalannya layanan publik secara optimal. Hasil penelitian menunjukan bahwa pelayanan publik dalam pengelolaan administrasi di Desa se-Kecamatan Tellulimpoea belum optimal. Pelayann publik yang tidak optimal di desa se-Kecamatan Tellulimpoea disebabkan oleh tidak diterapkannya SOP (Layanan Operasional Standar) yang telah ditetapkan. The communication of village officiers to improve public services in a village is a determining factor in achieving the quality of basic services in the village. The aim of this study was to analyze the requirements of communication for public services in villages in Tellulimpoe District and the implementation of the communication function for public services in villages throughout Tellulimpoe District. To achieve the maximum performance of the village government in improving public services, it is important to get support from apparatus that have the ability both in quality and quantity, as well as the availability of facilities and infrastructures as wel as adequate service facilities. In addition, the office conditions are not yet representative, causing the service quality yet not optimal. The communication factor also greatly affects the effectiveness of public services by village officials in carrying out their duties, causing public services not to run optimally. The results showed that public services in administrative management in the villages of Tellulimpoea District were not optimal. Public service that is not optimal in the villages of Tellulimpoea District is caused by not implementing the SOP (Standard Operational Service) that has been set.
