The article analyzes the transformation of the institution of higher education and traditional education during the epidemiological crisis, due to which distance learning was introduced in universities on a federal scale. The authors focus not only on the effect of the introduction of online technologies into the higher education system, but emphasize the uniqueness of the situation in the context of the need to use these tools in order to minimize social communications when it comes to the viral threat. The authors’ use of cybermetric analysis, big data mining, and media monitoring using the Medialogia analysis system allowed to analyze the information agenda in the federal media space, to determine how the traditional education changed in the context of the Covid 19 pandemic. The specificity of perception of distance learning by Russian society is noted. It was revealed through analysis of the media space concerning the activities of the Ministry of Science and Higher Education of the Russian Federation from February to June 2020. The article emphasizes that the discussion on digitalization of the educational process will continue. The authors draw attention to the fact that joint efforts of the state and civil society can contribute to the development of an adequate model of higher education, based on the convergence of traditional and digital educational forms, taking into account the interests of all the participants in the higher educational process.

Today, the system of higher education around the world continues to take measures to effectively organize educational activities in the context of the COVID-19 pandemic. All METHODS OF TEACHING AT HIGHER EDUCATIONAL ESTABLISHMENTS Issue I (81), 2021 131 countries of the world had to face unexpected difficulties in connection with the introduction of self-isolation. The higher education system was "on the front lines" with a large number of people. The closure of higher education institutions and the emergency transition to distance learning have led to obvious problems, mainly due to insufficient technical equipment, lack or poor preparation of both teachers and students to work in the new environment. These and other problems pose another challenge to the higher education system in a critical situation. At the same time, along with the obvious challenges and problems, the new format of distance learning provides a wide range of opportunities and prospects for change and improvement of educational systems, for which the critical situation creates forced conditions. The article substantiates the importance of effective distance learning in higher education in the context of the COVID-19 pandemic and outlines the main problems of the individual in the relationship "teacher-student" in quarantine. The current stage of informatization of society cannot be imagined without the introduction of information and communication technologies in all parts of the education system, educational institutions and government. These technologies are especially relevant in quarantine, as they allow you to implement distance learning. It is also important that distance education expands and renews the role of the teacher, makes him a mentor-consultant who should coordinate the cognitive process, constantly improve the courses he teaches, and increase creativity and skills in accordance with innovations and innovations. During distance education, there is also a positive impact on higher education: increasing their creative and intellectual potential through self-organization, the desire for knowledge, the use of modern information and telecommunications technologies, the ability to make responsible decisions. The analysis of the research devoted to distance educational process, has allowed to reveal its other basic features, in particular: orientation on independent cognitive activity; significant potential opportunities for distance learning to intensify educational and cognitive activities; the possibility of organizing open learning, expanding the audience of consumers of educational services; integration of world educational services; reduction, under certain conditions, of material costs for the organization and implementation of the learning process.

The introduction of quarantine restrictions in the world has led to restrictions on many industries of both economic and social spheres of life. Education has not become an exception. The need to level the large number of students necessitated the search for alternative ways of organising educational and pedagogical processes. This is especially an issue for higher education institutions. Higher education institutions train specialists for many sectors of the economy and a significant break in the educational process due to quarantine restrictions could lead to a real collapse of the higher education system. This necessitates the search for ways to transform the pedagogical process in higher education institutions and the introduction of alternative mechanisms and methods of organising the educational process. The purpose of the study was to investigate the ways of transformation of the pedagogical process in higher education during the quarantine. A systematic algorithm for studying the transformation of the pedagogical process in conditions of quarantine and quarantine restrictions in higher education has been developed. The advantages and disadvantages of distance learning technologies of higher education have been identified. The main features of such remote technologies as Moodle, Google Classroom, and Zoom are analysed.

The COVID-19 pandemic has challenged many educational institutions around the world in 2020 and 2021 as traditional education has been interrupted to prevent the spread of the virus. This forced the transition from traditional education to fully distance learning envi-ronments for all levels of education. The widespread adoption of distance learning has led instructors to form new digital learning environments and methods. In response to this unexpected situation, data regarding engineering students and their interaction with the learning environment was accumulated and processed, generating a matrix of 129 × 165 variables. The motivation for this research is to identify new variables that impact student performance during the disorientation of the educational process due to the COVID-19 pandemic. Statistical analysis was performed and discussed in this paper including correla-tion analysis, factor analysis, and clustering. Reliability analysis was also performed and ANOVA (analysis of variance) was applied to clusters. The novelty of this work is to use student performance data and statistical analysis of online surveys to reveal patterns that can help reduce dropout rates and transform the educational process, under extenuating and imposed distance learning circumstances. A major finding is that by applying innovative teaching methods, thereby meeting the challenge of an imposed distance learning environ-ment, students' spatial conceptions improve, overcoming the absence of a physical learning space. Deep insights for individual students were discovered, as well as significant relation-ships between students' transition from secondary to higher education and their understand-ing of geometric features. Evidence of the effectiveness of the online learning framework that was integrated showed that it positively influenced students' learning styles.

The article studied the principles of distance education in the educational process and its use in distance learning in Ukrainian higher education institutions. The research was developed through an exploratory and empirical study. The results proved the effectiveness of introducing distance learning in the higher education system; as it helps in the formation of new management approaches in the distance education system. Based on the analysis, proposals were developed for the organization and improvement of distance education at the university.

II Международный конгресс ЮНЕСКО «Образование и информатика» (1996) и «Окинавская хартия Глобального информационного общества» (2000) объявили информационные технологии стратегическим ресурсом в образовании. Революционные воздействия этих документов напрямую относились к жизни людей, их образованию и работе. И вот сейчас в 2021 году актуализировалась потребность использования информационных технологий в образовании для содействия и помощи студентам шире использовать свой потенциал и реализовывать свои устремления в эпоху пандемии COVID-19. В связи с этим для укрепления студенческого потенциала необходимо уделять особое внимание высшему образованию и одновременно расширять возможность пожизненного обучения с упором на развитие навыков использования информационных технологий через систему дистанционных образовательных технологий. Информационные технологии обучения – это совокупность электронных средств компьютера, компьютерных сетей, компьютерных телекоммуникаций, других средств связи и способов их функционирования, используемых для реализации образовательного процесса. Все эти средства должны эффективно работать не только для непосредственной информатизации учебного процесса, но и для информатизации всего комплекса процессов, характерных для системы высшего образования. Помимо расширения традиционной технической помощи для эффективного функционирования дистанционного обучения, необходимо содействовать подготовке специалистов в сфере информационных технологий и разрабатывать инновационные подходы. В статье анализируются проблема применения дистанционных образовательных технологий в системе высшего образования России. Авторы рассматривают информатизацию высшего образования с его достоинствами и недостатками с учетом собственного опыта преподавания, а также ставят вопрос о необходимости развития дистанционного обучения, повышения его эффективности и дальнейших перспективах. The II UNESCO International Congress "Education and Informatics" (1996) and the Okinawa Charter of the Global Information Society (2000) declared information technology a strategic resource in education. The revolutionary effects of these documents directly related to people's lives, their education and work. And now, in 2021, the need to use information technologies in education has become more urgent to promote and help students use their potential more widely and realize their aspirations in the era of the COVID-19 pandemic. In this regard, in order to strengthen student potential, it is necessary to pay special attention to higher education and at the same time expand the possibility of lifelong learning with an emphasis on the development of information technology skills through a system of distance learning technologies. Information technologies of education is a set of electronic computer tools, computer networks, computer telecommunications, other means of communication and ways of their functioning used for the implementation of the educational process. All these tools should work effectively not only for the direct informatization of the educational process, but also for the informatization of the entire complex of processes characteristic of the higher education system. In addition to expanding traditional technical assistance for the effective functioning of distance learning, it is necessary to promote the training of specialists in the field of information technology and develop innovative approaches. The article analyzes the problem of the use of distance learning technologies in the higher education system of Russia. The authors consider the informatization of higher education with its advantages and disadvantages, taking into account their own teaching experience, and also raise the question of the need to develop distance learning, improve its effectiveness and future prospects.

In the search for opportunities to solve the variety of global problems faced by humanity, the discovery of education as the main possible key to their solution was attained at the beginning of the new century. But, not just education as an opportunity for attaining a high intellectual level, for a certain period of time, by every person, but an education of a continuous (lifelong) nature. This has led to a clear shift in the "learn to live" paradigm to "lifelong learning", which has created a premise for rapid and serious reforms, especially in the higher education system. A wide range of innovative ideas have been launched. New educational technologies have been developed. A new review and reading of traditional training methods and approaches has been challenged in order to achieve greater efficiency in their implementation. One of these ideas was related to the introduction of distance learning in response to a clearly identified need to meet the ever-increasing need to obtain education from different groups of people who, for one reason or another, are unable to get involved in the forms of traditional education. All this drew attention to a deeper study and clarification of the essence and specifics of distance learning as an innovation in meeting the objective needs of modern higher education. The emphasis on innovation in the education process is based on its ability to bring about qualitative changes to systems and ways to increase their effectiveness. It is also considered as a necessary basis for the transition from an old to a qualitatively new state of education based on a revision of the existing normative positions. It is also defined as a phenomenon that does not arise on its own, but is the result of long-standing scientific searches.

Currently, the higher education system in Russia is in the midst of rapid changes associated with the fundamental problems of organizing the educational process during a pandemic. The pandemic of the new coronavirus infection COVID-19 in 2020 affected the educational system around the world, causing the massive closure of higher education institutions. Among the management practices of Russian universities related to the provision of security for students and staff, key decisions and recommendations based on a large-scale transition to the use of e-learning, distance learning technologies and the transition to a distance learning format, which has changed the usual way of life of university students and teachers. The objective of this research is to evaluate the transition of the educational process to distance education in the context of the pandemic, to identify the factors that hinder the development of learning. The research method is a questionnaire survey on distance learning using distance technologies in higher education. The results indicate that the development of a new model of education in universities can find resistance to external challenges and to a more productive way for economic and social development.

The experience of using online technologies in the educational process of higher education institutions in Kaliningrad, Tyumen and Vladivostok is summarized. The main positive and negative aspects of transferring education to the information environment are analyzed. The results of a survey conducted among students of the Institute of recreation, tourism and physical culture of the Kant Baltic Federal University (BFU), teachers and students of the Tyumen State Medical University (TSMU, Tyumen SMU) and teachers of the far Eastern Federal University (FEFU) are presented. The research findings are presented and discussed at the round table of the Moscow international salon of education (MISE). The article contains general conclusions made by the interregional public organization "League of Higher School Teachers" about the existing problems of teachers' work. Teachers note a significant increase in workload due to the transition to distance learning, technical problems, imperfect communication means, lack of equipment and software, difficulties when working with University electronic educational resources. Students note insufficient quality of distance learning, lack of practice, lack of contact with the teacher and communication with classmates. However, all participants in the educational process believe that e-learning is possible as an additional tool that expands the traditional forms of teaching at the University, for some disciplines that are more theoretical in nature, the distance option is acceptable. In addition, experts of the League of Higher School Teachers draw conclusions about the need to reform the archaic system of higher education regulation in the direction of increasing confidence in the competence of teachers, simplifying the control function, reducing bureaucratization, etc.

The forced work of Russian universities remotely in the context of the pandemic (COVID-19) has generated a lot of discussion about the benefits of the new form of education. The first results were summed up and reports were presented, the materials of which showed that the main goal of online education — the prevention of the spread of infection, - has been achieved. Against this background, proposals and publications have appeared substantiating the effectiveness of the massive introduction of distance learning in Russia, including in higher education. However, the assessment of such training by the population and students in publications and in social networks was predominantly negative and showed that the number of emerging problems exceeds the possible benefits of the new educational technology. Based on the analysis of the materials of publications and personal experience of teaching online, the potential benefits and problems of distance learning in higher education in Russia are considered. It is proposed to consider the effects separately for the suppliers of new technology (government, universities) and consumers (students, teachers, society). It is substantiated that the massive introduction of online education allows not only to reduce the negative consequences of epidemics, but also to reduce budgetary funding for universities, optimize the age composition of teachers, and reduce the cost of maintaining educational buildings. However, there will be a leveling / averaging of the quality of education, and responsibility for the quality of training will shift from the state/universities to students. The critical shortcomings of online education are the low degree of readiness of the digital infrastructure, the lack of a mechanism for identifying and monitoring the work of students, information security problems, and the lack of trust in such training of the population. The massive use of online education creates a number of risks for the country, the most critical of which is the destruction of the higher education system and a drop in the effectiveness of personnel training. The consequences of this risk realization are not compensated by any possible budget savings.

The growing availability of modern mobile smartphones and tablet computers is leading to an increase in the volume of content users consumed, including educational content. The development of mobile technologies opens up many opportunities for learning in higher education institutions. However, the use of mobile learning in student training should not be a spontaneous process, it is necessary to create pedagogically substantiate approaches and training methods. This article analyzes and interprets the results of existing research in pedagogy regarding the didactic potential of mobile learning in higher education system. A classification of didactic properties and functions of mobile learning is developed and proposed. The main didactic properties of mobile learning include: by the didactic feature of mobile learning — ten properties; by the technological feature of mobile learning — eleven properties. The main didactic functions of mobile learning are: by the didactic feature of mobile learning — eleven functions; by the technological feature of mobile learning — five functions. The didactic potential of mobile learning, due to its inherent didactic properties and functions, makes the educational process more effective, as well as contributes to the guaranteed achievement of students’ educational goals and planned learning outcomes.
