On April 9, 2020, the CPC Central Committee and the State Council issued “Opinions on Building a More Complete System and Mechanism for Market-oriented Allocation of Factors” (hereinafter referred to as the Opinions), which made an important deployment to promote the five production factors to achieve a higher level of market-oriented allocation. As the key link of power allocation, Grid Companies are directly related to the economic and social development of the whole country. This paper analyzes the main contents of the opinions in detail, studies the impact of the opinions on power network planning and construction, labor employment, capital operation, technological innovation, the development of emerging industries of Grid Companies, and puts forward targeted suggestions to provide theoretical support for the development of Grid Companies.

This editorial document provides the main motivations and a brief description of each paper published in the “Rethinking the Distribution Power Network Planning and Operation for a Sustainable Smart Grid and Smooth Interaction with Electrified Transportation” Special Issue. This Special Issue aims to present several innovative solutions on planning and operation of distribution power networks under smart grid paradigm where prosumers, electric vehicles, and other typical loads are usually connected. Some of those solutions and computational applications were covered in this Special Issue, namely probabilistic power flow, voltage and power factor control, agent-based simulation, digital twin, resilient energy scheduling, and uncertainty modeling are among the contributions. The published works are very timely and are of great interest, which will certainly drive the impact of future researchers in the near term concerning the field of this Special Issue.

The relevance of the problem. Ensuring safe working conditions is currently an urgent problem of our time. Purpose of work. Analysis of bibliographic data on issues of occupational risk, industrial injuries among workers of the processing complex. Materials and methods. To achieve this goal, materials related to this topic were studied in the works of domestic and foreign scientists. Results. A lot of scientific works are devoted to the problem of assessing professional risk in the production of a processing complex. Modern research has proved that risk assessment is one of the main methods for analyzing the impact of various production factors on an employee. Conclusion Occupational morbidity and industrial injuries are a consequence of unsatisfactory conditions and labor protection in enterprises.

The article aims to highlight the role of Arvīds Grigulis’ (1906–1989) personality in the Latvian Soviet literary process in the context of the Latvian Soviet Writers’ Union, attempting to discover the contradictions and significance of Arvīds Grigulis’ personality. Arvīds Grigulis was a long-time member of the Writers’ Union, a member of the Soviet nomenklatura, and an authority of the soviet literary process. His evaluations of pre-soviet literary heritage and writings of his contemporaries were often harsh and ruthless, and also influenced the development of the further literary process. The article is based on the documents of the Central Committee of the Latvian Communist Party, the Latvian Soviet Writers’ Union and the Communist Party local organization of the Latvian Soviet Writers’ Union that are available at the Latvian State Archive of the National Archives of Latvia, as well as memories of Grigulis’ contemporaries. It is concluded that the personality of the writer Arvīds Grigulis, although unfolding less in the context of the Writers’ Union, is essential for the exploration of the soviet literary process and events behind the scenes. The article mainly describes events and episodes taking place until 1965, when Arvīds Grigulis’ influence in the Writers’ Union was more remarkable. Individual and further studies should analyse changes and the impact of his decisions in the cultural process of the 70s and 80s of the 20th century.

Appropriate pretreatment of proteins and addition of xanthan gum (XG) has the potential to improve the stability of oil-in-water (O/W) emulsions. However, the factors that regulate the enhancement and the mechanism are still not clear, which restricts the realization of improving the emulsion stability by directional design of its structure. Therefore, the effects of whey protein micro-gel particles (WPMPs) and WPMPs-XG complexes on the stability of O/W emulsion were investigated in this article to provide theoretical support. WPMPs with different structures were prepared by pretreatment (controlled high-speed shear treatment of heat-set WPC gels) at pH 3.5–8.5. The impact of initial WPC structure and XG addition on Turbiscan Indexes, mean droplet size and the peroxide values of O/W emulsions was investigated. The results indicate that WPMPs and XG can respectively inhibit droplet coalescence and gravitational separation to improve the physical stability of WPC-stabilized O/W emulsions. The pretreatment significantly enhanced the oxidative stability of WPC-stabilized O/W emulsions. The addition of XG did not necessarily enhance the oxidative stability of O/W emulsions. Whether the oxidative stability of the O/W emulsion with XG is increased or decreased depends on the interface structure of the protein-XG complex. This study has significant implications for the development of novel structures containing lipid phases that are susceptible to oxidation.

PurposeThis paper, with the tobacco industry as the background, establishes an indicator system for tobacco supply chain performance evaluation using the FAHP method.Design/methodology/approachBased on the relevant data of tobacco enterprises in Guangxi, the paper calculates the performance values of tobacco companies in various cities of Guangxi, and through the analysis of each indicator and the performance values of each city, the authors find that the improvement ability has a major impact on tobacco supply chain performance. Then, the paper establishes a system dynamics model to further demonstrate the impact of information digitalization on the performance of the tobacco supply chain in Guangxi, thus providing theoretical support for building digital tobacco logistics in Guangxi.FindingsThe findings of the study show that the performance of the tobacco supply chains in various cities of Guangxi is generally at the level of “Pass–Good,” which can barely meet the requirements of tobacco supply chain operation, but there is still plenty of room for improvement.Originality/valueThe authors show that digital and IT-based empowerment can maximize the performance of Guangxi's tobacco logistics performance.

As the urbanization of cities is rapidly developing in China, metropolitan regions establish the clustered power network planning scheme on the background of the clustered city planning of the adjacent areas. Base on the functional orientation and difference of clusters, as well as the theory of hierarchical clustered city planning, the article puts forward the power network planning thoughts and methods. As cluster becomes a planning unit, the load density method is applied in the differential load forecast and the location of substations as well as the path of transmission lines is selected with the thoughts of separation according to different layers and areas. And then, the results will be compared and verified with the planning scheme of the other clustered cities which have the similar function orientation and planning strategy. Finally, the planning methods will be standardized. The application in the power network of Cluster of Livable Education City in Zhengzhou has proved that the methods and steps of the power planning method proposed is able to meet the demand of the network development under the situation of the rapid growth of load.

The effect of extensive and intensive green roofs on improving outdoor microclimate parameters of urban built environments is currently a worldwide focus of research. Due to the lack of reliable data for Belgrade, the impact of extensive and intensive green roof systems on mitigating the effects of urban heat islands and improving microclimatic conditions by utilizing high albedo materials in public spaces were studied. Research was conducted on four chosen urban units within existing residential blocks in the city that were representative of typical urban planning and construction within the Belgrade metropolitan area. Five different models (baseline model and four potential models of retrofitting) were designed, for which the temperature changes at pedestrian and roof levels at 07:00, 13:00, 19:00 h, on a typical summer day, and at 01:00 h, the following night in Belgrade were investigated. The ENVI-met software was used to model the simulations. The results of numerical modeling showed that utilizing green roofs in the Belgrade climatic area could reduce air temperatures in the surroundings up to 0.47, 1.51, 1.60, 1.80 ?C at pedestrian level and up to 0.53, 1.45, 0.90, 1.45 ?C at roof level for four potential retrofitting strategies, respectively.

Objective. The aim was to assess the impact of production and non-production risk factors on the formation of mental health disorders in chemical workers. Materials and methods. 201 employees of the main and 352 employees of the group of control were examined by a clinical method using a clinical structured psychiatric interview; questionnaires to identify additional non-production risk factors; questionnaire of neurotization. The calculations were carried out in the environment of the statistical system R. For modeling dependencies and calculating probabilities, logistic regression models were built, factor analysis was carried out. Results. The dependence of the formation of prenosological mental disorders in workers on the temporal characteristics, the level of material support and the actual production factors was revealed. The proportion of persons with mental deadaptation MD) in the main group 72.5 %) and the group of control 27.5 %) significantly differ from each other p 0.001). Conclusions. 1. The structure and the actual risk of MD formation among workers in the production of gunpowder is determined by harmful labor factors, depends on economic security, evolves depending on time characteristics. 2. For persons working under the influence of a chemical factor of the production environment in combination with explosive and fire hazardous works, the leading is astheno-vegetative symptomatology in combination with the personality type of conversion reaction. In the first 9 years of experience, general neurotic reactions are observed with a pronounced contribution from all scales, indicating the tension of adaptation mechanisms up to the formation of decompensation. With an increase in the length of time, the reactions are transformed into a conversion type of response according to the somato-vegetative type with a phobic radical and obsessions, and subsequently manifest themselves in relative independence from characterological reactions. 3. The degree of severity of reactions is characterized by variability, significantly overlapping the types of disorders that can be considered in the framework of Other mood disorders F38.0 and F38.1), which does not give grounds to classify them as F30-F34, since they are not sufficiently pronounced and severe.
