The article deals with the problem of inefficiency in using special economic zones (SEZ) as a tool for attracting direct investment in economic sectors. To solve this problem, the article identified the main quantitative indicators that reflect the negative trend. The purpose of the research was to study and analyze the existing special economic zones (SEZ) and clusters of the investment and construction sector (ICS), as well as their subsequent comparison based on geographical localization. The authors have developed a methodology for selecting clusters of ICS and SEZ. As a result of the scientific research, was developed the author’s methodology for selection clusters and special economic zones functioning in ICS, also were established characteristics and indicators for assessing the interaction and the possibility of implementing an investment project and the synergistic effect from including a SEZ resident in the ICS cluster. As the key methods to determine the effect of interaction were used questioning and expert assessment. The authors propose to develop an algorithm for interaction between clusters of investment and construction sector (ICS) enterprises and residents of special economic zones for the joint investment and construction projects (ICP) implementation to solve the unused zonal infrastructure capacity problem and for assessing the synergistic effect of being included in ICS cluster a SEZ resident with important competitive advantages. Special attention is paid to land usage as the most important resource in the construction projects implementation. Conclusions are drawn about the need for changes in the SEZ and its structural elements management.

The article explores the effectiveness of using the public-private partnership tool in the investment and construction sector of the Udmurt Republic. The tasks of attracting business entities to the implementation of road infrastructure construction projects are considered. The conclusion is made that the state acts as a guarantor of the reliability of the return on investment of a private partner. An organizational and legal model of a concession agreement between the Government of the Udmurt Republic and a private partner in the implementation of the investment project “Construction and operation on a paid basis of bridge crossings over the Kama River and the Bui River” is presented. The analysis of financial, budgetary effectiveness of the project is carried out and the social effect of its implementation is determined.

The construction sector is one of the key economic sectors and is the main force motivating the Palestinian national economy. However, it suffers from number of problems that affect time, cost and quality performances. This study aims at identifying the common risks affecting time overrun in road construction projects in the West Bank in Palestine from contractors’ viewpoint. 45 factors that might cause delays of road construction projects were defined through a detailed literature review. A questionnaire survey was performed to rank the considered factors in terms of severity and frequency. The analysis of the survey indicated that the top risks affecting time overrun in road construction projects in Palestine are: financial status of the contractors, payments delay by the owner, political situation, segmentation of the West Bank, poor communication between construction parties, lack of equipment efficiency, and high competition in bids.

The purpose of the article is a conceptual analysis of the development of strategies for the territory development with a special economic regime. The main provisions for determining the competitive advantages of territory development are argued. The authors proceed from the hypothesis that the sustainable development of the territory is based on a single, interrelated and mutually dependent consideration of its economic, environmental and social subsystems. A schematic relationship between the territory's competitiveness, development strategy, and the competitive advantage of preferential treatment is presented. The author analyzes the choice of instruments for preferential regimes and measures to support economic activity, taking into account the peculiarities of the territory. The article considers the composition of territories with a special economic regime in the Russian Federation. The article analyzes the Russian experience of forming special economic zones with preferential regimes in the context of applying situational fragmented management. It is concluded that it is necessary to switch to strategic planning of preferential regimes in order to assess the competitiveness of territories and the possibility of achieving socio-economic goals under constantly changing external and internal conditions. The author substantiates the importance of combining the developed strategies for the development of special economic zones with regional strategies.

The article is devoted to problems of development of ecological tourism in especially protected natural territories and areas of the cultivated landscape. Summarized foreign experience in the organization of ecological tourism. The possibilities of management of ecological tourism in the special economic zones of tourist-recreational type of tourism clusters. The necessity to promote Russian sphere of eco-tourism for domestic and foreign consumers, the increased attention to the promotion of ecotourism product. The study used comparative and cross-cultural analysis, materials sampling, expert assessment. The results can find application in the clarification of strategy of development of ecological tourism in Russia as a whole and in its separate regions, the rationale for targeted programs, special economic zones and clusters.

Subject. This article deals with the issues of determining the performance of Russia's technology innovative special economic zones (Technology Innovative SEZ). Objectives. The article aims to develop a system of indicators for assessing the operational performance of technology development zones. Methods. For the study, we used the methods of systems, comparative, and economic analyses. Results. The article presents a system of indicators to determine the effectiveness of the technology innovative zones, which is related to the division of their life cycle into two stages, i.e. competition and operation. Conclusions. Assessing the effectiveness of the technology innovative zones from the perspective of the results of their residents' activities sets the task of finding ways to assess the effectiveness of innovation activities of the entire economic entity. The use of the proposed indicators to assess the attractiveness and competitive advantages of the zones will provide an opportunity to improve the existing method of selecting economic actors to create such zones within their territories.

Objective: Construction is one of the fastest growing and most important economic sectors worldwide, mainly due to its impact on job creation, trade in materials and the creation of essential infrastructure for social development. However, the behavior of the global market has recently been immersed in an environment of economic and political uncertainty, causing trade and industrial production to show signs of vulnerability. Despite the unfortunate ones established in the global economy, there will be moderate growth in rankings of developing countries like Colombia in different sectors. Methodology: Consequently, this research focused on analyzing the construction sector starting from its historical impact on Colombian economic development and its relationship with external phenomena, to the evaluation of macroeconomic indicators, supply and demand for capital goods, infrastructure and job creation through the formulation of projects in this sector, which are differential for having a public investment effect in the construction of houses and civil works. Results and conclusions: Likewise, deduce a weak recovery in the general market in relation to the factors surrounding the construction sector, evaluate and focus trends and the impact on the formulation of construction projects in the Colombian economy.

The article analyses the general problems of implementing BIM technologies in the construction industry of the Russian Federation. The paper determines the influence of the concept of scientific and technological progress on the development of information modeling in construction. The author reflects the concept of BIM modeling in the economic sphere. The study considers the stages of implementation and problems of adoption of innovative technologies in construction. The author suggests ways out of the current practice of organizing mutual relations between participants in the construction process.The article considers the fundamental and key aspects of the processes of domestic development of information design programs in the construction sector and in the Russian economy as a whole. The paper reflects the influence of foreign initiative and foreign funding in the functionality of information design software utilities. The study reflects the impact of the introduction of information BIM technologies in the construction processes at various stages of the investment project development: from development and design to commissioning, subsequent use and, if necessary, demolition of the object. The author presents arguments that justify the need to develop BIM modeling in the construction processes in Russia.The paper gives a modern interpretation of the concept of information modeling in construction on the territory of the Russian Federation. The author supposes that it is not necessary to introduce information BIM modeling in Russia at all acceptable scales (volumes) of its technological development abroad. The article presents the main activities that contribute to the development of progress in the implementation of BIM technologies on the territory of Russia in the construction sector and in general in the domestic business. The study considers and systematizes the goals and objectives of digitalization of the economy, including in construction. The paper discusses design functions in construction, promising variations of improving the quality of construction projects and reducing the level of risks and costs of the project.

The article is devoted to actual problems of creating and functioning of special economic zones in the Russian Federation and the Republic of Belarus. The practice of functioning of special economic zones in Russia, including the dynamics of their creation and territorial location is considered. The competitive advantages of special economic zones such as tax incentives for corporate income tax, corporate property tax, land and transport tax, insurance premiums, as well as customs and other preferences are characterized. The results of the functioning of special economic zones considering different aspects are presented: optimistic-from the point of view of the Government of the Russian Federation, pessimistic – from the point of view of the Accounts chamber of Russia, as well as independent experts. The disadvantages and problems of the process of creation and functioning of special economic zones are analyzed, examples of successful functioning of special economic zones of various types – industrial-production, technical-implementation, port are given. The existing methods of assessing the effectiveness of the special economic zones, both official and proposed in scientific research, are regarded. The experience of creation and functioning of special economic zones in Belarus is analyzed. Its advantages in comparison with the Russian experience and general problems are shown. The efforts of the Russian Federation and the Republic of Belarus to improve the business environment and investment climate are illustrated by the World Bank’s business ratings, including the latest rating-Doing Business 2019. The importance of the early solution of all problematic issues in the creation and functioning of special economic zones in connection with the resumption of the process of creating new special economic zones in Russia after a two-year moratorium is emphasized.


The issues of determining the estimated cost of capital construction projects with the involvement of Federal budget funds at the stage of development of project documentation, during verification of the accuracy of determining the estimated cost and the initial (maximum) contract price are considered. On the basis of the assessment of amendments to urban planning legislation for the purpose of implementing a state contract by the contractor ( based on the results of competitive procedures or without competitive procedures by decision of state authorities), the procedure for forming the estimate as part of a state (municipal) contract, the price of which is firm, is presented. For the purpose of mutual settlements between the customer and the contractor for the work performed, the formation of primary accounting documentation, as well as for checking the work performed by regulatory authorities, an example of drawing up an estimate of the state (municipal) contract on the basis of grouping costs according to structural elements and complexes of work is given. The result of the research conducted was the development of regulations and the formation of criteria for their practical application by state bodies, institutions, organizations and other participants in the investment-construction process, as well as recipients of budget funds, who perform the functions of the state (municipal) customer, developer and technical customer.
