The article is devoted to the study of the features of quality control of the organization of construction processes based on the use of information technologies. The construction period is key to ensuring the design characteristics of capital construction projects. It is this stage of the life cycle that characterizes the adequacy of the organizational and managerial decisions made (the organizational and technological sequence of construction) and determines the actual quality indicators (functional efficiency and operational reliability) of the completed construction objects. Statistics of studies of cases that led to the manifestation of deviations from the established (design) quality indicators show that a decrease in the quality of construction products (including an increase in the duration of construction production) is almost never the result of any one, but occurs as a result of the interaction of several different negative factors (groups of negative factors). A special emphasis is placed on the technology of automated computer modeling (BIM technology), which accompanies all stages and stages of construction. It is noted that automated management can be either short-term, designed for the current year, or in the form of a long cycle.

Improving the efficiency of life cycle management of capital construction projects using information modeling technologies is one of the important tasks of the construction industry. The paper presents an analysis of accumulated domestic practices, including the legal and regulatory framework, assessing the effectiveness of managing the implementation of investment construction projects and of complex and serial capital construction projects, as well as the life cycle management of especially dangerous technically complex and unique capital construction projects using information modeling technologies, especially capital construction projects, as well as their supporting and using systems, primarily in the nuclear and transport sectors. A review of modern approaches to assessing the effectiveness of life cycle management systems of complex engineering systems in relation to capital construction projects is carried out. The presented material will make it possible to formulate the basic principles and prospects of applying approaches to assessing the effectiveness of the life cycle management system of a capital construction project using information modeling technologies.

The article reveals the approaches of the Russian Treasury to solving the problem of operational management of risks arising during the budget cycle, the most important parameters that affect the efficiency of the financial and budgetary system, by introducing information technologies in the activities of Control and Supervisory bodies. We are talking about increasing the degree of automation of control processes and increasing the level of openness of the government in the implementation of national projects, including those related to the creation of capital construction projects. The topic of functioning of the state integrated information system for public finance management ‘Electronic budget’, through which citizens can track the results of the state’s activities on federal and regional projects, is discussed in detail. As an effective tool for tracking control points of national (federal, regional) projects, it is proposed to introduce a unique identifier for the project result. It is important to create risk profiles for each individual project, for which the Russian Treasury, together with Rosfinmonitoring, has developed a mechanism for information interaction that allows identifying unscrupulous performers of state contracts. We are talking about the need for a risk-based approach to control, in which control and supervisory authorities can remotely analyze the object of control and coordinate their control and supervisory activities with other authorized bodies. An important condition for the sustainable development of the state is the solution of the problem of monitoring the achievement of national goals with minimal costs, without excessive pressure on the controlled environment.

Aim. The presented study aims to create a unified information environment for all participants of construction project implementation and to monitor key indicators of construction during its implementation.Tasks. The authors develop a methodological approach to substantiate a unified information environment for the implementation of capital construction projects; develop modules of the information environment that reflect the processes of designing a facility and managing costs at all stages of its life cycle. Methods. This study uses the methods of analysis and synthesis, graphical modeling, expert and comparative assessments, methods of pricing in construction.Results. An information environment for the implementation of capital construction projects is developed. Its major modules reflect the processes of designing and constructing a facility and managing costs at all stages of its life cycle.Conclusions. Introduction of the proposed information environment for managing construction costs at the enterprise level with an integrated design module based on information modeling technologies will improve the efficiency of interaction between the participants of the investment and construction process and will provide a unified cost management algorithm in the context of the active digitalization of the industry.

The article is devoted to the justification of the relevance of the development of information modeling technologies in the construction industry. The article discusses issues related to the use of BIM technologies in domestic and foreign practice, and presents examples of objects constructed using BIM technologies. The analysis of the research subject area of information modeling, the relevance of the issue of using BIM technologies at the stage of design work and the development of estimate documentation, as well as algorithms, processes and methods for introducing information modeling into the practice of design work, it was concluded that the issue of using information technologies for optimization design work, cost management of construction investment project. The advantages and disadvantages of the developed technologies for applying BIM technologies at the current stage of the practice of developing construction projects are identified. A comparison of the traditional method of estimation documentation and the method based on the use of BIM-technologies is presented. As a result, the purpose and objectives of further research in this subject area have been formulated. Recently, the introduction of information modeling or BIM technologies (Building Information Modeling) is offered to increase the success of construction projects. Thanks to BIM-technologies, the solution to a huge number of tasks arising during the construction process is reduced. However, this technology is new in the construction industry, which leads to the emergence of a large number of contradictions associated with its implementation and application.

Постановка задачи. Исследуется технология информационного моделирования на всех этапах жизненного цикла объектов капитального строительства. Практическая реализация технологии информационного моделирования рассматривается на примере проведения изыскательских работ. Результаты. Выявлены недостатки существующей нормативной документации, применяемой при информационном моделирования. Сформулированы задачи технологии информационного моделирования в строительной отрасли на протяжении всего жизненного цикла. Рассмотрено применение технологии информационного моделирования на этапе инженерных изысканий жизненного цикла объекта капитального строительства с обоснованием ее экономической эффективности. Выводы. Для эффективного применения технологии информационного моделирования и обеспечения выполнения возложенных на нее задач необходимо создание полноценной производственной нормативной базы, определяющей статус информационной модели и требования к документации (в том числе ее хранению и внесению в нее изменений), получаемой на ее основе различными участниками на всех этапах строительного производства. The tasks of information modeling technologies in the construction industry throughout the life cycle are formulated. The application of information modeling technology at the stage of engineering surveys of the life cycle of the capital construction object with the justification of its economic efficiency is considered. Conclusions. For effective application of information modeling technologies and ensuring the completion of the tasks, it is necessary to create a full-fledged production regulatory framework that defines the status of the information model and the requirements for documentation (including making changes and storage) obtained on its basis by various participants at all stages of construction production.

The application of information modeling technology at the stage of engineering surveys of the life cycle of the capital construction object with the justification of its economic efficiency is considered. Conclusions. For the effective application of information modeling technologies and ensuring the fulfillment of the tasks entrusted to it, it is necessary to create a full-fledged production regulatory framework that defines the status of the information model and the requirements for documentation received on its basis by various participants at all stages of construction production, as well as containing requirements for the storage of documents and making into her changes.

Risks are inevitable in any construction project. Risk management methodology is used to address or mitigate their impact in the management of construction projects. In recent years, in the fields of architecture and construction, the likelihood of risks is increased due to the increasing structural complexity, the volume of construction works of the project, the application of new and complex construction methods. However, experience with risk management has shown limited practical impact on the development of systemic risk management in the construction project. Information modeling (BIM) technologies play an important role in risk management during the design, construction and maintenance phases of a building facility. Based on the development of information technologies, risk management should be integrated with modern IT processes of construction project management. Since BIM implementation for risk management of construction projects is still limited, the BIM system implementation must be developed to address risks throughout the construction project lifecycle. This article discusses the applications of BIM for building risk management during the lifecycle of a project. These recommendations illustrate the use of BIM in risk identification, response and monitoring. The findings show that one of the most significant issues is the lack of regulations to align BIM with risk management in the project development and execution process. The development of regulations should cover the model of risk migration, cycles of risk management, flexible structure of the risk management service at all stages of the life cycle of the construction project.


The issues of determining the estimated cost of capital construction projects with the involvement of Federal budget funds at the stage of development of project documentation, during verification of the accuracy of determining the estimated cost and the initial (maximum) contract price are considered. On the basis of the assessment of amendments to urban planning legislation for the purpose of implementing a state contract by the contractor ( based on the results of competitive procedures or without competitive procedures by decision of state authorities), the procedure for forming the estimate as part of a state (municipal) contract, the price of which is firm, is presented. For the purpose of mutual settlements between the customer and the contractor for the work performed, the formation of primary accounting documentation, as well as for checking the work performed by regulatory authorities, an example of drawing up an estimate of the state (municipal) contract on the basis of grouping costs according to structural elements and complexes of work is given. The result of the research conducted was the development of regulations and the formation of criteria for their practical application by state bodies, institutions, organizations and other participants in the investment-construction process, as well as recipients of budget funds, who perform the functions of the state (municipal) customer, developer and technical customer.


The international experience of integrating building information modeling (BIM) into project management system with innovation implementation accent has been revealed in this article. The events carried out on federal and regional levels concerning the President of Russia directive on building construction industry modernization and construction objects transferring to life cycle management by means of BIM were analyzed. The large company experience of implementing BIM was summarized with describing some examples in different cities and regions of our country and thus the main directions of this technology development were determined. The key points of BIM and project management system pairing and impacting an innovation choice witch determine the project economic efficiency in the integrated management system were shown. The main reports of "Building construction projects technology and management: new practices and prospects" conference by Moscow Trade and Commerce Chamber were reviewed in this direction and problems of the new investment and construction project management technology implementation were shown. The ways to solve these problems were disclosed by work examples of PAO "Sberbank", and successfully working in our country firms Bilfinger Tebodin - BIM design and Beiten Burkhard -jurisdiction support. Some economic efficiency questions of BIM implementation were disclosed in the report delivered by The Plekhanov University of Economics (project and program management base department of Capital Group). Management system suggestions, regarding BIM implementation in Moscow construction were given.


The variants of the division of the life cycle of a construction object at the stages adopted in the territory of the Russian Federation, as well as in other countries are considered. Particular attention is paid to the exemplary work plan – "RIBA plan of work", used in England. A feature of this document is its applicability in the information modeling of construction projects (Building information Modeling – BIM). The article presents a structural and logical scheme of the life cycle of a building object and a list of works that are performed using information modeling technology at various stages of the life cycle of the building. The place of information models in the process of determining the service life of the building is shown. On the basis of the considered sources of information, promising directions for the development of the life cycle management system of the construction object (Life Cycle Management) and the development of the regulatory framework in order to improve the use of information modeling in construction are given.
